The pharmaceutical industry is a vital sector that impacts the national economy and people’s livelihoods, and it is one of the most dynamic and rapidly growing sectors within the modern industrial system. After years of development, our city has established a production system encompassing chemical drugs, traditional Chinese and Mongolian medicines, medical devices, and veterinary drugs, and has now become a key hub for the pharmaceutical industry in the Inner Mongolia Autonomous Region. This plan has been formulated to further promote the high-quality development of the pharmaceutical industry.
I. Objectives
Accelerate the establishment of an industrial development framework comprising “two parks, three bases, and one brand.” Specifically, this involves developing the Hongshan and Yuanbaoshan Pharmaceutical Industrial Parks, establishing traditional Chinese and Mongolian medicine bases in Karachan Banner, Aohan Banner, and Linxi County, and building the Chifeng pharmaceutical brand. We will fully leverage existing capacity, expand new capacity, and enhance quality. By 2023, the city’s pharmaceutical industry will achieve an output value of 3 billion yuan,8 billion yuan by 2024, and 11 billion yuan by 2025.
II. Key Tasks
(1) Expand and Strengthen the Active Pharmaceutical Ingredients (API) Sector.Relying on key enterprises such as Chifeng Pharmaceutical, GreenTech Pharmaceutical, Disheng Pharmaceutical, and Aike Pharmaceutical, vigorously develop active pharmaceutical ingredients (APIs). Focus on promoting energy conservation, carbon reduction, and green transformation and upgrading for Chifeng Pharmaceutical’s specialty bio-fermentation APIs; advance the industrialization project for generic versions of original research drugs by Inner Mongolia Kangpu Pharmaceutical Co., Ltd.; and support the construction of API production bases for nintedanib ethanesulfonate and other products by Inner Mongolia Chifeng Baishan Pharmaceutical Co., Ltd.and the completion and commissioning of Inner Mongolia Huakun Biotechnology’s project for the annual production of 2,500 tons of flavorings, 1,000 tons of specialty resins, and 2,830 tons of oxytetracycline downstream products. By 2025, the sector aims to achieve an output value of 8 billion yuan. (2) Promote the Innovative Development of Chemical Pharmaceutical Preparations. Accelerate the production of new chemical drug varieties through a combination of “generic and innovative” approaches to drive the rapid development of the chemical pharmaceutical industry.Relying on key enterprises such as Mengxin Pharmaceutical and Sairentai, and guided by clinical drug needs, we will strengthen the R&D and production of new products targeting high-prevalence diseases such as diabetes, cardiovascular and cerebrovascular diseases, and viral infections. Key initiatives include the industrialization project for Wanze Pharmaceutical’s generic Aspirin enteric-coated tablets, Sairentai Pharmaceutical’s solid dosage form production line and intelligent warehouse construction project,the industrialization project for high-end generic drugs by Chifeng Wanze Pharmaceutical Co., Ltd., and the research project on the consistency evaluation of quality and efficacy for 20 generic drugs, including Indapamide Tablets by Chifeng Mengxin Pharmaceutical Co., Ltd. By 2025, achieve an output value of 1 billion yuan. (3) Revitalize and Develop Traditional Chinese and Mongolian Medicine. Implement the Action Plan for the Revitalization of Traditional Chinese and Mongolian Medicine to establish an integrated industry chain encompassing “cultivation of authentic medicinal materials—production of Traditional Chinese and Mongolian medicines—sales.” Coordinate and integrate resources for Traditional Chinese and Mongolian medicinal materials, with a focus on developing modern industrial bases for such materials in Karakhan Banner, Linxi County, Aohan Banner, and other areas.Accelerate the development of enterprises such as Rongxingtang, Hengguangda, Hongtu Pharmaceutical, Mengyuantang, Pukang Pharmaceutical, and Qimeng Pharmaceutical; guide leading enterprises such as Tianqi Pharmaceutical and Danlong Pharmaceutical to expand capacity and upgrade operations; promote the establishment of standardized processing techniques and industrialization standards for Chinese herbal slices; enhance the product quality and brand value of Chinese and Mongolian medicine; and build autonomous region-level modern production bases for Chinese and Mongolian medicine.Prioritize the implementation and commencement of construction for a number of major projects, including the Inner Mongolia Tianqi Chinese and Mongolian Medicine Pharmaceutical Co., Ltd. Smart Factory Project for the Industrialization of New Technologies in Mongolian and Chinese Medicine; the Qimeng Pharmaceutical Autonomous Region Major Science and Technology Special Project for Mongolian Medicine Formula Granules; the Pukang Pharmaceutical Engineering Technology Center Project for Mongolian and Chinese Medicine Formula Granules; the Inner Mongolia Xucheng Chinese Herbal Medicine Science and Technology Project for the Integration of Molecular Chinese Medicine and Health Care; and the Inner Mongolia Minrong Chinese Herbal Medicine High-Standard Ecological Chinese and Mongolian Herbal Medicine Processing, Storage, and Logistics Industrial Platform Construction Project.By 2025, achieve an output value of 3 billion yuan. The Hongshan Industrial Park will primarily focus on the pharmaceutical and medical device industries, prioritizing the introduction of projects in active pharmaceutical ingredients (APIs), finished dosage forms, traditional Chinese and Mongolian medicines, biopharmaceuticals, and medical devices. By 2025, it aims to achieve an output value of 5.5 billion yuan.The Yuanbaoshan Industrial Park will focus on specialty pharmaceutical and chemical industries, prioritizing the introduction of enterprises in original research drugs, veterinary drugs, high-quality generic drugs, and pharmaceutical intermediates. By 2025, it aims to achieve an output value of 5 billion yuan. (5) Fully Unlock the Production Capacity of Existing Enterprises. Encourage existing enterprises such as Chifeng Pharmaceutical, Mengxin Pharmaceutical, Puyin Pharmaceutical, and GreenTech Pharmaceutical to actively expand their markets and cultivate flagship products. While consolidating the market position of existing products, they should actively combine traditional marketing methods with modern marketing models to intensify marketing efforts, strive to expand market share, and drive up production capacity utilization rates.Actively develop health foods and cosmetics, and support enterprises in these sectors to grow and strengthen their operations. Relying on key enterprises such as Tianqi Pharmaceutical and Funakang, and guided by market demand, intensify the R&D and production of health foods and cosmetics across multiple fields—including animal-derived peptide nutritional foods and fullerene series products—to fully utilize existing production capacity. (6) Devote full efforts to building renowned Chifeng pharmaceutical brands. Using Chifeng’s existing branded pharmaceutical products as a breakthrough point, increase market investment, raise the market share of pharmaceutical products, and further enhance the brand recognition of pharmaceutical enterprises such as Leimongxin, Tianqi, and Danlong to expand their brand influence.By 2025, 5 generic drug formulations will have passed bioequivalence evaluation, more than 20 varieties of traditional Chinese (and Mongolian) medicines will be approved, and more than 200 new traditional Chinese medicine granule products will be registered under national standards, along with more than 50 Mongolian medicine granule varieties registered under autonomous region standards. Improve the tiered cultivation mechanism for “Specialized, Refined, Unique, and Innovative” SMEs and promote the development of innovation platforms such as incubators and accelerators. By 2025, the number of various R&D platforms within enterprises will reach 35, and 2 “Specialized, Refined, Unique, and Innovative” SMEs in the pharmaceutical sector will be cultivated. III. Support Measures
(1) Strengthen Organizational Guarantees. Enhance top-level design and coordinate industrial development by establishing the Chifeng Municipal Three-Year Action Group for High-Quality Development of the Pharmaceutical Industry, with its office located within the Municipal Bureau of Industry and Information Technology, to coordinate and resolve bottlenecks in industrial development.
(2) Increase Financial Support. Increase fiscal investment, expand financial support measures, and accelerate the establishment of a specialized funding support system that combines market-oriented and diversified approaches. Fully leverage the role of social capital, actively attract industrial investment funds and venture capital institutions to invest in start-ups, and actively establish a capital support system covering the entire pharmaceutical industry chain.
(3) Strengthen Talent Support. Improve mechanisms for talent recruitment, training, and incentives; actively attract domestic high-tech talent and high-level teams; and accelerate the development of pharmaceutical disciplines and the cultivation of local talent. Relying on research institutions, universities, and medical institutions, strengthen vocational skills training; jointly build technical education and training bases; and cultivate a workforce with exceptional technical skills.
(4) Monitoring, Evaluation, and Follow-up. Continuously track and monitor cutting-edge developments in the biopharmaceutical sector, adjust policy measures and implementation priorities as appropriate, actively conduct follow-up monitoring of policy measures and major projects, establish a regular evaluation mechanism, strengthen dynamic management, and enhance the effectiveness of the plan’s implementation.
