To ensure the effective implementation of the objectives and tasks set forth in the “Opinions of the CPC Tongliao Municipal Committee and the Tongliao Municipal People’s Government on Promoting the High-Quality Development of the Modern Logistics Industry in Tongliao” (Tongdangfa [2023] No. 6), this Action Plan is hereby formulated.
I. Promoting the Construction of Platforms and Infrastructure
(1) Establish a National Backbone Cold Chain Logistics Base. With project operators at the core and agricultural production bases as the foundation, the “321” cold chain logistics operational system will be substantially established.

(2) Establish Autonomous Regional-Level Logistics Hubs. Construct an autonomous regional-level logistics hub in Keerqin District focused on land port and commercial services, as well as an autonomous regional-level logistics hub in Hulin Gol City focused on production services.

(3) Build a logistics information service platform. Promote the efficient matching of cargo, vehicle, and logistics service information by establishing a smart logistics comprehensive information service platform for Tongliao City.

(4) Establish an online freight platform. Cultivate online freight platform enterprises focused on transportation services and promote centralized and unified settlement of logistics transactions on the platform.

II. Enhancing Specialized Logistics Service Capabilities
(1) Bulk Commodity Logistics. Leveraging the industrial development advantages of Horqin District, Hulin Gol City, Naiman Banner, Kailu County, and Zhalute Banner, we will cultivate and build production-service logistics hubs centered on the Muli Tu Industrial Park, Hulin Gol High-Tech Industrial Development Zone, Naiman Industrial Park, and Kailu Biomedical Development Zone.

(2) Commerce and Logistics. Focusing on the distribution of daily consumer goods, the main urban area will prioritize the development of various specialized markets as well as commerce and logistics services such as warehousing, distribution, cold chain, express delivery, and less-than-truckload (LTL) shipping. We will address shortcomings in county-level commercial infrastructure and improve and optimize consumption channels in these areas; encourage and guide enterprises to establish overseas warehouses to facilitate the circulation of domestic and international goods; promote the coordinated development of e-commerce and delivery logistics; guide the transformation and upgrading of traditional commerce; and vigorously cultivate new forms and models of consumption.

(3) Cold-chain Logistics. Advance the construction of national backbone cold-chain logistics base projects, optimize the layout of cold-chain logistics, and enhance the service level of the cold-chain logistics industry; improve infrastructure, promote connectivity between agriculture and commerce, and improve the quality and efficiency of the agricultural product supply chain.

(4) International Logistics. Promote feasibility studies for customs special supervision zones in Naiman Banner and Hulin Gol City, as well as for the Tongliao Air Port; accelerate the approval process for the Tongliao Bonded Logistics Center (Type B); and make every effort to advance the construction of the international logistics system.

(5) Emergency Logistics. Rationally plan the layout of emergency logistics infrastructure to ensure the availability of all necessary supplies and facilities for emergency response, thereby enhancing emergency support capabilities.

(6) Green Logistics. Coordinate the planning and construction of charging facilities in logistics clusters and logistics parks; encourage transportation and delivery companies to adopt clean energy vehicles; guide enterprises to shift from road to rail transport and from bulk to containerized shipping; and promote the safe, green, and efficient development of the logistics industry.

III. Strengthening Logistics Market Entities
(1) Promote the Upgrading of Logistics Enterprises. Implement initiatives to cultivate national-level logistics parks and Grade A logistics enterprises, and guide small, scattered, and disorganized logistics resources to relocate to logistics parks for clustered development.

(2) Improving Logistics Service Facilities. Upgrade logistics infrastructure—including water, electricity, heating, roads, and internet—as well as supporting living facilities in logistics parks, industrial parks, and logistics clusters. In accordance with logistics spatial layout plans, relevant flags, counties, and districts shall construct integrated “auto-station” service centers combining parking, auto parts, fueling, cargo distribution, and accommodation and dining services, with a focus on enhancing logistics service levels.

(3) Enhance Multimodal Transport Capabilities. Guide enterprises to closely integrate road, rail, and maritime transport modes. Establish dedicated rail logistics corridors in key regions to reduce corporate logistics costs and improve the efficiency of multimodal transport.

(4) Strengthen Investment Promotion. Conduct investment promotion efforts focused on strengthening industrial chains and addressing weaknesses, and encourage the expansion of logistics market entities through joint ventures and cooperation with local logistics enterprises.

IV. Optimizing the Logistics Development Environment
(1) Improve Management Systems and Mechanisms. Establish the Tongliao Municipal Logistics Industry Development Center to strengthen comprehensive, coordinated, and unified management of the city’s logistics industry.

(2) Strengthen Financial Support. Establish a special fund for logistics industry development to ensure the procurement of logistics data and the effective implementation of various policy measures for logistics industry development.

(3) Improve the logistics data statistical system. Further refine logistics statistics, analyze and assess the city’s logistics development trends, and provide accurate and reliable data support for decision-making regarding the city’s logistics sector.

(4) Strengthen the guiding role of planning. Compile the “Tongliao City Logistics Industry Spatial Layout Plan.” Keqiao District, Qin District, Hulin Gol City, Naiman Banner, Kailu County, and Zhalute Banner shall compile development plans for production-oriented logistics as needed.

(5) Strengthen policy support. Introduce preferential policies to support the development of the logistics industry, create a favorable environment for logistics project construction and development, and use logistics project construction as a lever to accelerate the transformation of traditional logistics into modern logistics.

V. Support Measures
(1) Strengthen Organizational Leadership. The People’s Governments of all flags, counties, and districts, as well as the Administrative Committees of Development Zones, shall establish leading groups to promote the development of the logistics industry, designate responsible departments, strengthen overall coordination, and foster high-quality development of the logistics sector.
(2) Ensure Rigorous Implementation. The people’s governments of all flags, counties, and districts, the management committees of development zones, and relevant municipal departments responsible for specific tasks shall formulate implementation plans, establish work ledgers, and define phased objectives to ensure the solid and effective advancement of all tasks.
(3) Strengthen Supervision and Evaluation. The performance indicators of this Action Plan shall be incorporated into performance evaluations. The Municipal Government will conduct annual evaluations of the People’s Governments of all flags, counties, and districts, the Administrative Committees of Development Zones, and relevant municipal departments regarding the completion of their assigned tasks to ensure that all objectives are met.
