Xing'an League to promote the high-quality development of special trade and logistics industry implementation program

To earnestly implement the spirit of the League Committee (Enlarged) Meeting and the League-wide Economic Work Conference, proactively serve and integrate into the new development paradigm, actively build a distinctive commerce and logistics system suited to the actual conditions of Xing’an League, and fully leverage the foundational and pioneering role of the commerce and logistics sector in promoting high-quality economic development, the League Administrative Office has decided, following deliberation, to organize and carry out the “Five Major System Construction Initiatives” across the league, covering efficient urban-rural distribution, county-level commerce, logistics support, enterprise cultivation, and port customs clearance.In accordance with the “Notice of the Development and Reform Commission of the Inner Mongolia Autonomous Region on Issuing the ‘14th Five-Year Plan’ for Modern Logistics Development in the Inner Mongolia Autonomous Region” (Nei Fa Gai Jing Mao Zi [2022] No. 135),the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the Implementation Plan for the Development of Cold Chain Logistics in the Inner Mongolia Autonomous Region” (Nei Zheng Ban Fa [2022] No. 82), and the “Xing’an League Logistics Industry Development Plan (2021–2025),” this plan is formulated in accordance with the actual conditions of our league.

  I. General Requirements

  Fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Inner Mongolia, closely focus on the implementation of the “Five Major Tasks,” establish a vision of “comprehensive commerce and logistics,” build upon the distinctive strengths of Xing’an League, leverage the agglomeration effects of the “corridor + hub + port” model, optimize the spatial layout of logistics, promote quality improvement, cost reduction, and efficiency enhancement, strengthen service capacity support, and reinforce infrastructure safeguards.actively seek and integrate funding from various sources, revitalize the distinctive commerce and logistics sector, and build a distinctive commerce and logistics distribution hub for the eastern Inner Mongolia region that “relies on ports and connects the inside and outside.” This will generate new momentum to lead the industrial transformation and upgrading as well as the enhancement and expansion of consumption across the league and even the entire region.

  II. Main Objectives

  Seizing the major opportunities presented by the national strategy to expand domestic demand and accelerate the building of a trade powerhouse, we will focus on key sectors such as consumption, trade, logistics, and e-commerce. We will position commerce and logistics as the connector between the domestic economic cycle and the dual domestic-international economic cycles. We will strive to implement the “Five Major System Constructions”: efficient urban-rural distribution, county-level commerce, logistics support, enterprise cultivation, and port clearance.We will foster new forms of consumption, advance commerce and trade projects, invigorate the e-commerce industry, expand the scale of commerce and trade markets, and build a new pattern of openness. By comprehensively enhancing the level and distinctive characteristics of the modern commerce and logistics industry, we will inject stronger momentum into the high-quality economic and social development of the entire league.

  III. Main Principles

  (1) Market-led, Government-guided. Uphold the decisive role of the market in resource allocation, develop and strengthen market entities, fully stimulate market vitality and social creativity, and promote the free cross-regional flow of logistics resources. Further streamline administration and delegate power, liberalize market access, and leverage the government’s guiding role in logistics planning, standard-setting, public services, and the creation of an institutional environment to build a diverse, open, and dynamic development environment for distinctive commercial logistics.

  (2) Optimizing Structure and Strengthening Foundations. Accelerate the transformation and upgrading of the traditional commerce and logistics sector; optimize logistics chains, stabilize supply chains, extend industrial chains, and enhance value chains to lay a solid foundation for the development of Xing’an League’s distinctive commerce and logistics industry. Reverse the current pattern of “small, scattered, and weak” enterprises; vigorously develop third-party logistics; foster a group of modern commerce and logistics enterprises with strong competitiveness; and elevate the scale and level of industrial development.

  (3) Innovation-Driven, Integrated Development. With technological, service, and management innovation at the core, we will advance the construction of an innovation system for distinctive commerce and logistics. We will leverage the leading and driving roles of national comprehensive demonstration counties for e-commerce in rural areas, autonomous region-level demonstration zones for breaking the zero-growth barrier and increasing foreign trade in county-level areas, as well as demonstration parks and enterprises. We will promote the integrated development of logistics with transportation, agriculture and animal husbandry, manufacturing, and finance, fostering new growth points for the commerce and logistics sector.

  (4) Coordinated Planning, Openness, and Sharing. We will adhere to coordinated development, balancing domestic and international interests as well as urban and rural needs, and strive to build a commerce and logistics system characterized by regional synergy, multi-sectoral linkage, and urban-rural complementarity. We will fully integrate social logistics resources, promote the open sharing and interconnectivity of commerce and logistics information, accelerate the construction of public commerce and logistics platforms, and enhance the level of sharing in the sector.

  (5) Optimizing Supply and Promoting Green Development. Advance supply-side structural reforms in commerce and logistics, accelerate the addressing of shortcomings, improve service functions, and enhance service quality. Advocate for green commerce and logistics concepts, promote green and low-carbon technologies, improve resource utilization efficiency, elevate overall emission reduction and energy conservation levels, and foster green and low-carbon development.

  IV. Key Tasks

  (1) Implement the Construction of an Efficient Urban-Rural Distribution System

  1. Systematically Plan Supply Chain Hubs. Adopt a holistic approach to commerce and logistics, actively seek and integrate funding from various sources, reinforce Ulanhot’s positioning as an autonomous regional land port logistics hub, establish Arxan as a key logistics node for opening up to the north, strengthen infrastructure such as warehousing, fresh-keeping, and cold-chain logistics, and plan and deploy county-level and cross-regional warehousing and logistics node projects.During the 14th Five-Year Plan period, plan and deploy one large-scale logistics project each in the Greater Ulanhot region (Ulanhot City and Koyou Qiangqi) and Arxan City; plan and deploy one large-scale coal reserve project in Koyou Zhongqi; and plan and deploy one large-scale grain storage project in Zhalaiter Banner.In major target markets and key hub cities such as Hohhot, Beijing, Shanghai, Changchun, Shenyang, Hangzhou, and Guangzhou, we will plan to build (or lease) forward warehouses and shared distribution centers to further strengthen quality control standards, reduce corporate operating costs, and improve the circulation efficiency of key materials and important products.   2. Improve the three-tier logistics distribution system at the county, township, and village levels. Refine the three-tier logistics distribution network supported by county-level logistics service centers, township transfer nodes, and village-level last-mile delivery points. Upgrade and improve existing express logistics distribution centers in all flags, counties, and cities, and construct a new express logistics service center in Zalaite Banner, striving to achieve full coverage of logistics distribution centers across all flags, counties, and cities in the league by 2025.Actively establish township express logistics transfer hubs that connect with counties and flags at the upper level and with villages at the lower level, achieving full coverage of township transfer hubs.Encourage cross-departmental resource sharing and cross-industry collaboration and joint operations to extend service networks into rural areas. Vigorously develop express delivery and logistics services, innovate operational models for rural postal outlets, and provide various convenience services such as collection, agency, and payment services, as well as the purchase and sale of agricultural products, to achieve “multifunctional” rural outlets. Aim to establish 65 village-level Cainiao Stations. Support the Supply and Marketing Cooperatives in carrying out initiatives to build and upgrade county-level circulation service networks.Encourage Ulanhot City Bailingniao Supply Chain Management Co., Ltd., Keyouqian Banner Zhuomuniao Supply Chain Management Co., Ltd., and Zhalaiter Banner Jinchiniao Logistics Service Co., Ltd. to integrate 5–7 local express delivery companies each to conduct joint delivery after obtaining express delivery business operating licenses in accordance with the law, thereby connecting the “last mile” of logistics from urban areas to rural villages.   3. Expand Uplink Channels for Agricultural and Livestock Products. Support express logistics enterprises in serving the “One Region, One Product” initiative to bring agricultural products from modern agriculture and animal husbandry into urban markets. Continuously strengthen the coordinated development of “express logistics + agriculture and animal husbandry,” fully open up the terminal circulation channels for agricultural products, and build an integrated production-and-sales system for agricultural and livestock products.Leveraging cooperation platforms such as the Beijing-Xing’an League collaboration and assistance from regional autonomous government departments, we will proactively engage with state-owned enterprises, government agencies, and large retail chains in Beijing and Hohhot to facilitate the entry of Xing’an League’s high-quality, distinctive agricultural and livestock products into major supermarkets and markets in the capital and provincial capital.Combining the cultivation of the “Mongolian Brand” with the promotion of Xing’an League’s regional brands, we will plan and establish experience stores and specialty shops for Xing’an League’s distinctive agricultural and livestock products. We will encourage and guide enterprises to serve as the primary investors in their construction and operation, continuously expanding market share in the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, while enhancing the influence of nationally certified geographical indication products such as “Xing’an League Rice,” “Xing’an League Millet,” “Xing’an League Beef,” and “Xing’an League Lamb.”Promote the introduction of Xing’an League’s specialty agricultural and sideline products into the sales networks of China National Petroleum Corporation (CNPC) and China Petroleum & Chemical Corporation (Sinopec) for promotion and sales across the region and nationwide. Continuously improve the beef and mutton supply chain industrial system. Led by the Hong’an Beef Cattle Trading Market in Zhongqi, Keyou Right Banner; the Huayang 100,000-head beef cattle slaughtering, processing, and cold chain logistics project; the Tianmu Zhen 150,000-head beef cattle project in Zhalaiter Banner;Tuquan County’s Lvfengquan 100,000-head beef cattle slaughter and processing project as leading initiatives. We will integrate resources across the entire upstream, midstream, and downstream industrial chain to actively establish a comprehensive industrial chain encompassing high-quality breeding, slaughter and processing, and cut-and-pack sales. We will streamline cold chain and logistics channels to ensure a beef cattle inventory of 1.7 million head and a processing conversion rate of 30%. We will connect with major B2B enterprises nationwide to build an internet platform for the beef industry.Upgrade and improve the industrial chain covering mutton breeding, large-scale standardized farming, slaughter and processing, warehousing, cold-chain logistics, brand development, and marketing. Accelerate the construction of a 100,000-head “Xing’an Mutton Sheep” breeding base, bringing the total mutton sheep inventory to 10 million head and achieving a processing conversion rate of 35%.   (2) Implement the Development of the County-Level Commercial System

  4. Improve the system for extending commercial channels to lower-level areas. Focusing on counties and townships, and utilizing digitalization, chain operations, and standardization as means, we will address shortcomings in infrastructure and public services. We will accelerate the development of projects such as the New World City Park Shopping Center in Tuquan County, the Yuhuwan Commercial Street in Zhalaiter Banner, the agricultural market at the Northeast Asia International Trade City in Keyouqian Banner, the cultural and tourism consumption cluster in Arxan City,and the Ethnic-themed Commercial Street in Sanhe Village, Ulanhada Town, Ulanhot City. We aim to achieve full coverage of county-level comprehensive commercial centers by 2025 and essentially ensure that all villages have access to convenient neighborhood stores.We will guide large chain retail enterprises to expand into rural areas, renovate a number of township commercial centers and village convenience stores, and develop diverse business formats—including shopping, dining, family-oriented activities, entertainment, and agricultural supplies—to accommodate both urban residents visiting rural areas and farmers and herders making purchases in urban centers.Encourage leading local commerce enterprises to extend their supply chains to rural areas, establishing networks for centralized procurement, direct procurement, direct purchasing, and direct sales to provide consumer goods, agricultural supplies, and agricultural product delivery services to local production and distribution enterprises, as well as township commercial centers and rural convenience stores.   5. Create a “15-minute” convenient living circle. Improve and optimize the layout of community commercial outlets, enrich the supply of community commercial formats, address shortcomings in public convenience facilities, and promote the comprehensive development of facilities and diversification of services within the convenient living circle.Promote the upgrading and renovation of large-scale commercial complexes such as Wanda Plaza, Ouya Shopping Center, and Shengda Xinyuehui; actively facilitate the establishment of Wangfujing-affiliated shopping centers in our league; revitalize the Northeast Asia Yiwu International Trade City; and introduce well-known brands such as Starbucks, trendy fashion labels, and Xiongmao Lai Le to further enhance the service functions of commercial complexes. Develop high-quality business formats in areas such as sports and fitness, elderly health and wellness, education and training, and early childhood care.Fully leverage “Internet Plus” to enhance the smart capabilities of the recycling sector; establish recycling stations and deploy smart recycling lockers in five pilot communities to improve the community recycling system. Relying on Xing’an Home Services, build household service stations in pilot communities to provide comprehensive domestic services to residents.   6. Accelerate the Development of E-commerce. Treat the development of e-commerce as a catalyst for building the county-level commercial system. Fully leverage the leading and driving role of the National Comprehensive Demonstration County for E-commerce in Rural Areas. Seize the opportunity presented by the upgrade and renovation of 100 e-commerce service stations to accelerate the pace of consumption upgrading and the two-way flow of industrial and agricultural products driven by online shopping and sales.Strengthen closer, multi-dimensional cooperation with major e-commerce platforms such as Tmall and Taobao, as well as new media live-streaming platforms like Douyin and Kuaishou, to jointly carry out online marketing and brand promotion activities. Organize a series of e-commerce live-streaming events themed around geographical indication products, specialty agricultural products, and time-honored brands, aiming to conduct more than 100 online promotional events in 2023.Support cross-border e-commerce enterprises in partnering with major logistics firms to establish overseas warehouses. Strive to cultivate 1 to 2 cross-border e-commerce enterprises and aim to establish 1 public overseas warehouse within 1 to 2 years. Relying on the Ulanhot Agricultural Product E-commerce Supply Chain Base, strengthen the transformation of local agricultural products into online-ready goods. Led by e-commerce enterprises such as Zhengyuan Fengtai and Yunxia Life, conduct e-commerce livestream sales rooted in high-quality local agricultural products.Leveraging the Taobao Live Village Broadcasting Academy established by Alibaba in Koyongzhong Banner and the e-commerce public service centers in various banners, counties, and cities, we aim to train more than 100 local e-commerce professionals—including e-commerce entrepreneurs, live-streaming influencers, and “new farmers”—by 2025. In collaboration with Alibaba, we will advance the Xing’an League Industrial Digital Operations Center and the Koyongqian Banner Industrial E-commerce Operations Service Project to incubate new online products.Leveraging relevant preferential policies from JD.com Group, organize the “One Million Merchants on JD.com” campaign, provide a green channel for enterprises to list on JD.com, and encourage more agricultural and livestock product enterprises in Xing’an League to join the JD.com platform and conduct online sales. Establish the JD.com Xing’an Express Logistics Alliance to coordinate the use of the JD.com logistics platform and transfer stations, leveraging these resources for development.   (3) Implement the Construction of a Logistics Support System

  7. Promote the construction of logistics corridors. Accelerate the implementation of the G5511 Caogaotu–Ulanhot and G1015 Xinfu–Koyongzhongqi expressway projects to build a league-wide expressway network.Upgrade and renovate key highway projects such as G331 Arxan–Dular, Tuquan–Digonghua, and Tuquan–Taonan to form a trunk highway network with national and provincial highways as its backbone, achieving full coverage of high-grade highways across all flags, counties, and cities, and ensuring that key sumus and townships are accessible via secondary or higher-grade roads.Strengthen the capacity expansion and renovation of trunk railways and the construction of high-speed railways. Accelerate the renovation project to introduce high-speed trains on the Ulanhot–Arxan section of the Bai’er–Arxan Line. Actively advance the preliminary work for the Tongliao–Ulanhot–Qiqihar passenger dedicated line project and the Yilishi–Yimin–Hailar railway renovation project, thereby forming an efficient railway network connecting the region and the league to the outside world.Promote the implementation of capacity expansion and renovation projects for Ulanhot Airport and Arxan Airport; actively extend and expand international and domestic flight routes; accelerate the construction and commissioning of general aviation airports in Koyonqian Banner and Koyonzhong Banner; and reserve dedicated logistics routes while separating passenger and cargo traffic to form an aviation network with a rational division of labor and complementary functions.   8. Address shortcomings in logistics facility construction. Leveraging existing industrial clusters and logistics facilities, strengthen the development of both software and hardware for logistics, accelerate the integration of regional logistics resources, support the functional integration of various logistics centers, distribution facilities, and major logistics infrastructure, and enhance the networked organizational capabilities of the logistics system. Improve the construction of the league-level express logistics park and introduce and upgrade five sets of circular cross-belt automatic sorting equipment.Accelerate the construction of a batch of logistics infrastructure projects, including the Zhongqi-Tiecheng Railway Smart Logistics Park in the League Economic and Technological Development Zone, the Dahe Logistics Comprehensive Cold Chain Warehouse in Ulanhot City, the Agricultural Product Storage and Preservation Logistics Base in Zhalaiter Banner, and the cold chain logistics infrastructure in Koyongzhong Banner. This will establish a modern cold chain logistics system characterized by “full-chain coverage, networked operations, strict standards, traceability,new models, and high efficiency,” and develop it into a backbone cold chain logistics hub for the eastern Inner Mongolia region. Focusing on the Xing’an League grain and oil emergency reserve project, create a core reserve facility that integrates multiple emergency functions, including grain and oil reserves, emergency reserves of daily necessities, and emergency logistics.   9. Enhance professional logistics service capabilities. Build and improve a logistics big data platform to aggregate social logistics resources, promote the sharing of regional logistics information and infrastructure, and facilitate the interconnection and efficient collaboration among various modes of transportation.Promote the integrated development of the logistics and manufacturing sectors. Actively carry out special initiatives for “Internet Plus” high-efficiency logistics and logistics cost reduction and efficiency enhancement. Encourage logistics enterprises to provide tailored logistics solutions for the manufacturing sector, such as supply chain inventory management, “line-side logistics,” and integrated supply chain logistics services. Plan and construct smart and efficient express logistics infrastructure in manufacturing clusters such as industrial parks and industrial zones.Support the transition of the logistics and manufacturing sectors from service outsourcing to supply chain integration, enhancing the resilience of industrial chains by reducing internal costs and improving external service capabilities.Strengthen rural passenger and freight services to ensure 100% coverage of all 181 rural passenger routes and 845 administrative villages across the league. Through the sharing of terminal resources, transport capacity, and information, achieve the joint construction, sharing, and utilization of terminals, routes, and information resources. This will promote the equitable development of urban and rural logistics services and enhance cost efficiency in rural logistics.Encourage logistics hubs, logistics parks, and railway and airport freight terminals to widely adopt technologies such as AI, the Internet of Things (IoT), robotics, AR/VR, and 5G. Promote the large-scale application of automated high-bay warehouses, guided transport vehicles, and intelligent conveying, sorting, and loading/unloading equipment to advance the development of intelligent yard operations.Address major unforeseen challenges in logistics by establishing tiered and graded emergency logistics response plans tailored to various types of public emergencies, including natural disasters, accidents, public health incidents, and social security incidents.   (IV) Implementing the Enterprise Cultivation System

  10. Support Key Commercial and Logistics Enterprises. Cultivate a group of key commercial and logistics enterprises with strong core competitiveness, high service standards, and brand influence in sectors such as chain supermarkets, urban-rural distribution, integrated logistics, international freight forwarding, supply chain services, and cold-chain logistics. Support local leading logistics enterprises, such as Inner Mongolia Mengjia Grain and Oil Industry Group Co., Ltd. and Inner Mongolia Dalong Transport Co., Ltd., to grow and strengthen their operations, establishing them as regional logistics leaders.Support and encourage eligible commerce and logistics enterprises to optimize and integrate resources, expand their business scale, and pursue technological and business model innovations through mergers and acquisitions, alliances, and other means.   11. Strengthen policy guidance and support. Encourage all flags, counties, and cities to integrate and revitalize existing land resources through multiple channels for the construction of commerce and logistics facilities. The league and flag levels will increase fiscal support and guide social capital investment into projects promoting the high-quality development of commerce and logistics.Establish a list of key commercial and logistics enterprises and support the enterprises on the list in participating in pilot and demonstration projects related to commercial and logistics, such as supply chain innovation and application, and logistics standardization. Guide banking financial institutions to develop supply chain finance and inclusive finance in a standardized manner, and increase credit support for small, medium, and micro commercial and logistics enterprises. Attract renowned logistics enterprises such as Shandong Shuifa Group and SF Cold Chain Logistics to build distinctive logistics enterprise brands for Xing’an League.Innovate investment promotion models, expand the scale of domestic and foreign investment, explore the development of “enclave economies,” and effectively leverage capital, technology, talent, and other resources from developed regions to achieve growth through collaboration.   (5) Implement the Construction of the Port Clearance System

  13. Accelerate the construction of smart ports. Plan, construct, and operate the Shuifa Logistics Park at the Arhan Port with high standards and quality. Focusing on creating an upgraded version of the port, implement projects such as the “Single Window” smart checkpoint for international trade and smart parking lots. Complete the installation of smart checkpoint equipment and testing for interconnection with the autonomous region’s cloud-based checkpoint system, achieving full coverage of video surveillance systems.Develop systems for import commodity traceability management, one-stop customs clearance, dispatch and command, and big data analysis, as well as platforms for logistics information, e-commerce, and public services. Achieve interoperability of data interfaces and facilitate cross-regional, cross-departmental, and cross-industry information sharing to enhance port management standards and customs clearance efficiency.   14. Promote the optimization and upgrading of the foreign trade structure. Intensify efforts to cultivate county-level export-oriented industries with significant development potential and strong demonstration effects, and actively support Tuquan County in its bid to become a regional demonstration area for breaking the zero-export barrier and increasing export volumes.Continue to promote the China (Xing’an League) Green Industry Expo and the Mongolia Agricultural and Livestock Products Exhibition and Fair, strengthen foreign trade cooperation, and strive to have the Arxan Port designated as a port for the import and export of forage, meat, and grain. Deepen cooperation between China and Mongolia in the fields of energy resources, food processing, leather processing, wool washing, and urban greening. Maintain the stability and regularity of foreign trade imports and exports, with the total value of imports and exports growing by more than 5% annually,reaching 240 million yuan in 2023 and striving to reach 270 million yuan by 2025.   15. Promote coordinated development between ports and their hinterlands.Accelerate efforts to achieve year-round operation at the Arshan Port. Arshan City will leverage its port advantages to accelerate the improvement of port infrastructure and supporting services, vigorously developing border tourism, cross-border tourism, and port trade; Ulanhot City will rely on its existing industrial base and leading enterprises to actively undertake the local processing and conversion of Mongolia’s key energy, mineral, and agricultural resources, supporting foreign trade enterprises such as Rongrui Minerals and Keqin Wanjia in expanding their import and export operations;Qianqi Banner of the Right Rear Banner, in conjunction with the autonomous region’s initiative to build demonstration zones for breaking through zero and increasing foreign trade at the county level, will accelerate the clustering of the traditional Chinese medicine industry at Far East Logistics and expand the export scale of flagship products such as traditional Chinese medicine, ethnic clothing, and natto; Tuquan County, led by equipment manufacturing enterprises such as Xingmei Technology and Jizhu Industrial, will accelerate the development of precision casting export operations;Zhalaiter Banner, Koyongzhong Banner, and the League Agricultural Reclamation Development Center will support leading agricultural and livestock product processing enterprises such as Xinguoyuan Food, Erlongtun Agriculture, and Nongken Grain and Oil to expand the export scale of advantageous and distinctive agricultural and livestock products such as coarse grains and legumes; the League Economic and Technological Development Zone will accelerate the improvement of supporting infrastructure such as logistics, warehousing, and bonded facilities to facilitate the on-site processing or transshipment of imported products such as iron ore, grain, and coal.(Responsible Units: League Bureau of Commerce and Ports, Development and Reform Commission, Bureau of Culture, Tourism, and Sports, Bureau of Agriculture and Animal Husbandry, Bureau of Industry and Information Technology, Foreign Affairs Office, Economic and Technological Development Zone, Agricultural Reclamation Development Center, and the People’s Governments of all flags, counties, and cities)

Vigorously develop border trade.Complete the construction of the trading hall, shopping hall, customs inspection platform, and regulatory facilities at the Arxan Border Residents’ Mutual Market Trade Zone. Focus on conducting mutual market trade with enterprises from Mongolia, Russia, India, Brazil, and other countries; facilitate the import of goods from 15 countries including South Korea, Kazakhstan, and Belarus; introduce products such as fur, imported spirits, daily necessities, and cosmetics into the trade zone’s shopping hall; promote linkage with the hinterland; and develop a pan-port economy.(Responsible Units: League Commerce and Port Bureau, Arxan Municipal People’s Government)

  V. Support Measures

  (1) Strengthen Organizational Guarantees. All relevant units shall prioritize the development of distinctive commerce and logistics as a key task for promoting the economic development of the entire league. They shall further improve the working mechanisms for commerce and logistics, designate responsible leaders and dedicated departments, strengthen collaboration with relevant departments, industry organizations, and expert teams, promptly study new situations and issues, and actively take effective measures to resolve major problems.

  (2) Strengthen Policy and Financial Support.Standardize the management and use of funds to enhance the efficiency of financial resources allocated to the development of the commerce and logistics sector. Intensify efforts to secure funding from higher-level authorities, fully leverage the guiding role of fiscal investment, and attract financial, insurance, and social capital into the commerce and logistics industry to amplify the impact of supportive policies. Encourage qualified flag, county, and municipal people’s governments to allocate special funds to support the development of local commerce and logistics industries. Establish and improve land use guarantee mechanisms, prioritizing land concessions for commerce and logistics projects and ensuring priority allocation of new construction land (including forest land) quotas.

  (3) Strict Supervision and Evaluation. Establish a management mechanism for major characteristic commerce and logistics projects, strengthen follow-up supervision, implement dynamic monitoring, and regularly report on the progress of major projects. Incorporate the development of characteristic commerce and logistics into the annual performance evaluation system of Party committees and governments to ensure that construction tasks are effectively implemented.

  (4) Organize Demonstration Initiatives. Thoroughly organize demonstration initiatives for commerce and logistics across the league. Select certain regions and key enterprises for pilot demonstrations to leverage the leading and driving role of exemplary models. Strive to achieve breakthrough progress in key areas and promote the rapid and healthy development of commerce and logistics throughout the league by extending success from pilot sites to the broader region.
