Implementation Program of Wuhaiting for Strengthening Building Energy Efficiency and Green Building Development to Promote High-Quality Development of the Construction Industry

  In order to implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council regarding stabilizing the overall economic situation, as well as the work requirements of the Autonomous Region’s Party Committee and Government, and in accordance with the *Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement*, the *Several Measures of the Inner Mongolia Autonomous Region for Promoting High-Quality Development in the Construction Industry*, and the *Implementation Opinions of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Strengthening Energy Efficiency in Buildings and the Development of Green Buildings*the "Implementation Opinions of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Promoting the Green Development of New Construction Industrialization," and the "Notice of the Wuhai Municipal People’s Government on Issuing the Action Plan for Promoting High-Quality Economic Development through a First-Class Business Environment," among other documents, to further optimize the development environment for the construction industry, adapt to changing circumstances and overcome difficulties, assist enterprises in overcoming hardships, effectively resolve the challenges encountered in the development of our city’s construction industry, promote the improvement of quality and efficiency as well as the transformation and upgrading of the construction industry, and achieve green and high-quality development, the following implementation plan is formulated in light of our city’s actual conditions.

  I. Guiding Principles

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will earnestly implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Inner Mongolia. We will adhere to the guiding principles of green, low-carbon, and sustainable development, and employ measures such as improving the policy framework, regulating market behavior, and strengthening technological support to fully implement the development goals for building energy conservation and green construction.firmly establish the new development philosophy; focus on optimizing the development environment for the construction industry, enhancing the market competitiveness of construction enterprises, and advancing the transformation and upgrading of the sector; ensure the effective implementation of policies benefiting enterprises; deepen reform and innovation in the construction industry; accelerate the transformation of the industry’s development model; vigorously promote green construction and prefabricated construction technologies; strengthen supervision over engineering quality and safety; optimize the construction market environment; help construction enterprises consolidate their foundations; enhance our city’s carbon reduction capacity in the construction sector; and promote high-quality development of our city’s construction industry.

  II. Key Tasks

  (1) Optimizing the Development Environment for the Construction Industry

  1. Deepen reforms in the approval of construction enterprise qualifications. Expand the scope of business that qualified enterprises may undertake. Enterprises holding general contracting qualifications for municipal public works and highway engineering, provided that the project manager has relevant project experience for the proposed project, may undertake projects of the same grade across disciplines between municipal public works and highway engineering.Newly established construction enterprises may apply for both qualification certificates and work safety permits simultaneously. The assessment and certification of the “three categories of personnel” (principal responsible persons of construction enterprises, project managers, and full-time safety management personnel) may be completed prior to the qualification application; where laws and regulations stipulate otherwise, such provisions shall prevail.

  2. Optimize the approval process for construction projects. Further streamline approval items for construction projects, standardize approval procedures, promote full online processing for all matters and processes, eliminate “off-the-books” and “hidden approvals,” integrate and improve information systems opened by relevant industry authorities, and ensure a complete audit trail throughout the process.Comprehensively review administrative approval items and prerequisites related to construction projects, continuously optimize approval processes, and implement measures such as parallel approval, joint acceptance, joint surveying, joint design review, and the notification and commitment system. To break down regional market access barriers, fully leverage the established Wuhai City Intermediary Service Supermarket and implement a “zero-threshold” entry policy for intermediary service agencies.The Municipal Bureau of Natural Resources is responsible for promoting the expansion and application of regional assessment results; for construction projects entering the park that have completed regional assessments, market entities are no longer required to conduct corresponding assessments or reviews in accordance with regulations.

  3. Promote the deep integration of Building Information Modeling (BIM) technology and smart construction.Design firms are encouraged to provide full-process consulting services, and the architect-led responsibility system will be implemented for new industrialized construction projects. Starting in 2023, government-invested projects and state-owned enterprise-invested projects will take the lead in implementing full-process consulting for construction projects. During the architectural design review phase, the feasibility of new project designs will be rigorously evaluated to ensure compliance with the architectural principles of the new era—practicality, economy, environmental sustainability, and aesthetic appeal. The construction of super-high-rise buildings will be strictly controlled to prevent excessive scale, imitation of foreign styles, and the pursuit of the bizarre.Actively adopt Building Information Modeling (BIM) for forward-design, promote integrated design and data sharing across multiple disciplines—including architecture, structure, mechanical and electrical systems, and interior finishes—to achieve deep integration between design, production, and construction. Integrate information technologies such as BIM, Geographic Information Systems (GIS), and 3D surveying, along with simulation and analysis software, to conduct performance simulations, design optimization, and deliverables, ensuring that design depth fully meets production and construction requirements.Starting in 2023, all building and municipal engineering projects funded by state-owned capital—with an investment of 100 million yuan or more, or a single-building floor area of 20,000 square meters or more, that are technically complex and require high levels of management coordination—must fully adopt BIM technology, with the associated costs included in the project’s investment estimate. Enterprises are encouraged to actively apply technologies such as smart construction and “robot substitution.” Enterprises that purchase and use specialized smart construction equipment in accordance with the requirements may enjoy corporate income tax preferential policies as stipulated.

  4. Improve the bidding and tendering system and standardize construction project bidding activities. Construction projects required by law to undergo bidding must be conducted through public resource trading platforms; off-platform transactions are strictly prohibited. For privately funded building construction projects, the construction unit may independently determine the contracting method. Supporting facilities within residential communities—such as water supply, electricity, gas, heating, and sewage systems—shall be designed, constructed, and accepted for use simultaneously with the main project.In principle, the construction, post-completion maintenance, and management of water supply, gas supply, and heating systems shall be handled by specialized service providers. For renovation projects in older residential communities, the construction, post-completion maintenance, and management of water supply, electricity, gas, and heating systems shall, in principle, be handled by specialized service providers. For projects awarded through direct contracting, the contracting party shall not arbitrarily drive down prices, and the specialized contractor shall not arbitrarily inflate project costs.Fully implement remote and off-site bid evaluation for housing construction and municipal infrastructure projects, and strictly crack down on bid-rigging and collusive bidding. Further streamline the content of bid documents and improve the quality of bid evaluation; the tenderer shall not pass on tender agency service fees, which should be borne by the tenderer, to the winning bidder. Explore the reform of the “separation of evaluation and award” system and promote the application of enterprise credit evaluation results in bidding and tendering. Enterprises that have received honors from relevant departments at the league, city, or higher levels may be awarded appropriate bonus points in bidding and tendering.For housing construction and municipal infrastructure projects funded by state capital, no unfair restrictions regarding enterprise scale, initial performance records, or other criteria shall be imposed during government procurement and bidding processes. When local construction enterprises in Wuhai City form consortia with non-local construction enterprises to participate in bids for major infrastructure projects, bonus points may be awarded in the bidding documents, and the performance achieved by the consortium shall be recognized as the performance of all participating parties for future purposes.

  5. Reducing the Burden on Construction Enterprises. Bank guarantees, surety bonds, and performance bonds shall be fully implemented to replace cash deposits for various types of construction project guarantees. Construction enterprises may independently select insurance institutions, guarantee agencies, and banks; no department or unit may designate specific providers.A two-way guarantee system shall be established, whereby the project owner shall provide payment guarantees to the contractor. For fixed-asset investment construction activities funded through budgetary allocations, contractors shall not be required to advance funds for construction. Special funds and special-purpose debt included in government budgets at all levels must be disbursed strictly in accordance with contractual agreements and project progress. Guarantee institutions are encouraged to reduce guarantee fees and simplify guarantee procedures for construction enterprises with good credit standing.Financial institutions shall not unlawfully charge construction enterprises fees such as loan commitment fees, fund management fees, financial advisory fees, or consulting fees, thereby effectively reducing corporate costs. For all projects transacted through the Municipal Public Resources Trading Center, transaction deposits (including bid bonds for construction projects, and bid bonds for the transfer of land and mining rights) shall be uniformly entrusted by the project initiator (including the tenderer, transferor, etc.) to the Municipal Public Resources Trading Center for collection, refund, and centralized management.Bid bonds for government-invested projects shall not exceed 2% of the estimated project value and shall not exceed 500,000 yuan; specifically, survey and design bid bonds shall not exceed 100,000 yuan. Performance bonds shall not exceed 2% of the contract amount awarded. The retention ratio for construction quality bonds shall not exceed 1.5% of the total settlement amount of the project.A differentiated deposit system shall be implemented for migrant worker wage guarantees; enterprises that have not incurred wage arrears for three consecutive years shall be eligible for reduction or exemption measures. Expenditures by enterprises on employee education funds, up to 8% of the total wages and salaries, shall be deductible when calculating the taxable income for corporate income tax; amounts exceeding this limit may be carried forward and deducted in subsequent tax years.No district, department, or unit shall establish new guarantee deposit items in the construction sector in any form. All types of guarantee deposits and security deposits collected shall be returned to enterprises within the prescribed time limits. If a guarantee deposit is not returned in accordance with regulations or contractual agreements, the collecting party shall pay a penalty for late return to the construction enterprise.The retention period for quality assurance (warranty) deposits shall not exceed 24 months. Departments and units shall not arbitrarily establish business licenses, impose additional administrative requirements, engage in piggybacking charges, or unlawfully freeze accounts or suspend operations; they shall not compel or indirectly compel construction enterprises to participate in industry association activities, evaluations, or standard-setting initiatives and charge fees for such participation; nor shall they impose mandatory contributions or donations on enterprises in any form.

  6. Improve the construction cost system. Regularly publish local pricing bases and price information that are closely aligned with market realities and reflect average social levels, to meet the pricing needs of construction projects throughout their entire lifecycle, covering different design depths, varying degrees of complexity, and multiple contracting methods.Explore the release of cost index indicators for housing construction and municipal engineering projects; improve the dynamic adjustment mechanism for labor costs and the risk-sharing mechanism for fluctuations in the prices of major materials; for price differentials of major materials agreed upon in the contract between the contractor and the client, the contractor shall bear no more than 5% (inclusive), while the client shall bear the portion exceeding 5%.Determine the tender control price reasonably based on actual project inputs, ensuring sufficient construction costs while prioritizing quality and safety. Strictly prohibit the suppression of tender control prices to ensure project quality and safety.Encourage excellence and innovation, and reflect the principle of “higher quality, higher price.” For state-invested housing construction and municipal engineering projects undertaken by construction enterprises that receive national, autonomous region, or league/city-level awards for quality engineering, an excellence and innovation fee shall be calculated at rates of no less than 1.5%, 1.0%, and 0.5% of the winning bid price, respectively.

  7. Improve methods for project payment settlement. Implement the project owner’s responsibility for cost control, strictly manage contract performance, and fully implement interim payment settlement and disbursement during construction. Both the contractor and the project owner shall conduct project payment settlement and disbursement periodically or in stages according to project progress as stipulated in the contract; if no such stipulation exists, the processing period for interim settlement shall not exceed 28 days.Efforts to increase the proportion of progress payments are encouraged; for state-invested projects, the proportion of progress payments shall not be less than 80% of the value of completed work. Upon successful acceptance of a sub-project, final settlement shall be based on the actual volume of work completed; settlement shall not be delayed under the guise of design changes, engineering negotiations, or other similar reasons.State-invested housing construction and municipal infrastructure projects shall strictly implement the advance payment system, with the advance payment amounting to no less than 10% of the total contract value. The project owner shall pay progress payments in full in accordance with the contract. The project owner shall conduct a single audit for all types of final project settlements and shall not repeat such audits.Where national audit authorities conduct audit supervision of construction projects in accordance with the law, their audit results shall not serve as the basis for project completion settlements, nor shall they be used as grounds to delay project settlements, withhold project payments, or postpone the return of quality retention deposits.

  (2) Enhancing the Market Competitiveness of Construction Enterprises

  8. Support the accelerated development of small, medium, and micro-sized construction enterprises, as well as private construction enterprises. Earnestly implement supportive policies to promote the healthy development of small, medium, and micro-sized enterprises and private enterprises. Support these enterprises in conducting technological breakthroughs and product innovation within specialized niche fields, fostering their development toward becoming “specialized, refined, distinctive, and innovative” enterprises. For projects below the engineering bidding threshold, they may be directly undertaken by Grade III general contracting enterprises located at the project site.Regularly organize the “Central State-Owned Enterprises Assisting Local Enterprises, Large Enterprises Leading Small Enterprises” initiative, implement “targeted, list-based” assistance, and encourage central state-owned enterprises and large enterprises to subcontract specialized work and labor services planned for general contracting projects to outstanding local enterprises with the corresponding qualifications. Encourage and support private construction enterprises and state-owned enterprises to establish mixed-ownership enterprises, thereby enhancing the market competitiveness and risk resilience of small, medium, and micro-sized private construction enterprises.Encourage mergers and reorganizations among small, medium, and micro-sized private construction enterprises. Eliminate illegal or disguised market access barriers and remove all restrictions on small, medium, and micro-sized private construction enterprises participating in bidding or undertaking projects.

  9. Support the growth and expansion of leading enterprises. Revise the Wuhai City List of Leading Enterprises and its criteria, and evaluate, certify, and adjust the list of existing leading enterprises to maintain their vitality. When leading enterprises form consortia with SMEs and private construction enterprises to bid, bonus points may be awarded in the bidding documents, and the performance achieved by the consortium shall be recognized as the performance of all parties involved.When leading enterprises apply for land for research and development or to build headquarters in industrial parks at their registered locations, arrangements may be made in accordance with preferential land supply policies for industrial enterprises. Actively establish cooperation platforms with enterprises in high-tech industrial development zones and encourage leading enterprises to participate in the construction of various functional areas within the zones.Leading enterprises are encouraged to participate in the infrastructure development of the Binhe Phase II project. Actively establish cooperation platforms between real estate development projects and leading enterprises to promote their growth and expansion. Compile a list of construction enterprises for priority support, identify a group of local enterprises for cultivation and development, and foster the formation of enterprise clusters. Industrial parks with the necessary conditions may make coordinated arrangements for headquarters offices, research and development facilities, training venues, and production bases for construction enterprises.

  10. Actively attract outstanding construction enterprises. Attract a group of construction enterprises with strong comprehensive capabilities, high brand recognition, and good credit standing to establish their headquarters, regional headquarters, or branches in Wuhai. For those meeting the criteria for headquarters land use, the relocation destination may provide land guarantees and support for transitional office space, talent recruitment and settlement, and housing security.For enterprises from outside the region that possess comprehensive (special-class) qualifications or Grade 1 general contracting qualifications for construction, provide rewards or subsidies based on actual circumstances.

  11. Encourage construction enterprises to expand into external markets and increase the market share of our city’s enterprises in those regions. Actively build platforms for local enterprises to expand externally, enabling them to participate in projects outside the region through methods such as consortium bidding and technical collaboration, and promote cooperation between local and external enterprises. For construction enterprises engaged in contracting projects outside the region with market revenue reaching a certain scale, the government may provide rewards in accordance with relevant policies.Enterprises with annual output value from projects undertaken outside the district reaching 100 million yuan or more may be granted bonus points in bidding processes, and the projects they undertake will be recommended for inclusion in various excellence and award evaluation programs within the autonomous region.

  (3) Promoting the Transformation and Upgrading of the Construction Industry

  12. Promote the green development of new industrialized construction. Strictly enforce energy-saving standards requiring an average energy-saving rate of 75% for residential buildings and 72% for public buildings.Prioritize improving the energy efficiency of key components such as building doors, windows, and exterior wall insulation, and strengthen energy efficiency quality management across all stages, including design, blueprint review, construction, testing, supervision, and final acceptance. Promote the large-scale development of green buildings, implement requirements for carbon peaking and carbon neutrality, and integrate green development concepts into the entire process of project planning, design, and construction. Vigorously develop prefabricated buildings, green buildings, and ultra-low energy consumption buildings, and promote the standardization and integration of building components.Actively promote the inclusion of prefabricated building industrial bases (parks) within the scope of the autonomous region’s key demonstration zones, allowing them to benefit from policies applicable to new industrialization demonstration zones. Land support for prefabricated component production bases will be provided in accordance with industrial land use policies. Research and formulate floor area ratio (FAR) incentive policies tailored to local conditions. Eligible prefabricated building demonstration projects and enterprises utilizing solid waste to produce building materials and components shall enjoy relevant tax and fee preferential policies in accordance with regulations.Prefabricated buildings with a prefabrication rate exceeding 50% may be tendered as technically complex engineering projects. Adhere to the principle of horizontal before vertical, prioritizing the promotion and application of the “Three Panels” (prefabricated interior partition panels, prefabricated stair panels, and prefabricated composite floor slabs), and explore the optimal balance between quality and efficiency in the coordination of cast-in-place concrete and prefabricated construction.It is permitted to calculate the prefabrication rate based on the project as a whole, and prefabrication rate quotas may be adjusted among different individual buildings within the same project. Improve the fire-resistant, anti-corrosion, and sound-insulation performance and technical measures of steel-structured buildings; encourage the priority use of prefabricated steel-structured buildings for public structures; and actively promote the construction of steel-structured residential and rural housing.Vigorously promote prefabricated interior finishing and enhance the industrial support capabilities for building components such as integrated bathrooms, integrated kitchens, and prefabricated doors and windows. Gradually establish a standardized and serialized supply system for building components and parts. Promote the implementation of design-procurement-construction (DPC) integrated contracting for fully finished residential projects to achieve integrated design, procurement, and construction. Implement menu-style interior finishing to meet personalized needs. Promote the use of prefabricated installation methods for dry-construction floors and walls, integrated kitchens, integrated bathrooms, and piping systems.Actively promote green buildings. For state-invested housing and municipal infrastructure projects that are certified as one-star, two-star, or three-star green buildings, the pre-tax total project cost will be increased by 0.3%, 0.7%, and 1.0%, respectively. Projects that obtain a three-star green building evaluation label will be exempt from 100% of urban infrastructure fees,Cities that obtain a two-star green building evaluation label will receive a 70% reduction in urban infrastructure fees, and those with a one-star label will receive a 50% reduction. Starting in 2022, all new buildings within the urban planning area of our city will fully comply with green building standards.Starting in 2023, government-invested construction projects will, in principle, adopt prefabricated construction methods, with the prefabrication rate increasing annually; furthermore, all new prefabricated buildings must fully implement prefabricated interior finishing. The goal is to achieve a prefabricated interior finishing rate of over 30% for commercial housing in Haibowan District and over 15% in Wuda and Hainan Districts by 2025.

  13. Develop high-star-rated green buildings. The “four categories” of civil buildings specified in the “Regulations on Energy Conservation in Civil Buildings and the Development of Green Buildings of the Inner Mongolia Autonomous Region” shall be designed and constructed in accordance with green building standards of one star or higher; other real estate development projects are encouraged to construct high-star-rated green buildings.New super-high-rise buildings shall comply with the three-star green building standard. Actively organize and carry out the evaluation and labeling of one-star green buildings, improve the system for the application, review, and public announcement of green building labels, and ensure that each district obtains at least one green building label annually; establish a mechanism for revoking labels, and impose corrective measures within a specified timeframe or directly revoke labels for fraudulent behavior.

  14. Enhance digital and intelligent supervision capabilities. Promote the development of smart construction sites and expand the application of facilities and equipment such as remote monitoring, automated control, and automatic early warning systems. Conduct pilot programs for digital project supervision, ensure the retention of visual records at key construction milestones, and generate digital archives in real time to establish a comprehensive digital supervision model. Establish and improve engineering quality, safety supervision, and fire protection design review and acceptance models that are compatible with intelligent construction.

  15. Expand the scale of renewable energy applications in buildings. Strengthen the application of renewable energy in buildings. Promote the use of new energy sources such as solar energy, shallow geothermal energy, and air-source heat pumps in buildings based on local conditions to reduce the use of conventional energy in civil buildings. Strengthen management across all stages—including planning, design, construction, acceptance, and operation—of renewable energy building application projects. When implementing energy-saving retrofits for newly constructed public buildings funded by the government and existing large-scale public buildings, select and apply at least one type of renewable energy.Vigorously develop solar water heating building integration systems and promote the adoption of solar thermal building integration technology in residential buildings of 12 stories or fewer, as well as in public buildings such as hospitals, schools, hotels, swimming pools, and public bathhouses. The design of solar building integration systems should be completed concurrently with architectural design, and the installation of solar systems on buildings must not reduce the sunlight access standards of adjacent buildings.Promote the distributed and integrated application of solar photovoltaic systems in urban buildings to achieve on-site production and consumption. Develop new building materials that are safe, healthy, environmentally friendly, and high-performing; guide enterprises producing prefabricated components, thermal insulation materials, ready-mixed concrete, and other new building materials to obtain green building material certification and actively promote their application; encourage prefabricated buildings and similar projects to take the lead in adopting green building materials, and gradually increase the proportion of green building materials used in new construction.

  16. Promote the integration of thermal insulation and structural systems. Implement the work plan for promoting integrated thermal insulation and structural system technology, actively advance the construction of integrated production bases, guide manufacturers to research, develop, and introduce integrated technologies, improve process and equipment standards, and refine quality assurance systems to ensure the product quality and market supply of integrated technologies. Encourage the adoption of integrated technologies in affordable housing, green buildings, rural self-built homes, and government-invested public and public welfare buildings.

  17. Support independent innovation by construction enterprises. Establish a technology innovation system centered on enterprises, market-oriented, and integrating industry, academia, research, and application. Support construction enterprises in Wuhai City in conducting industry-academia-research cooperation with universities and research institutes. Encourage construction enterprises to establish national- and autonomous region-level engineering research centers, technology innovation centers, enterprise technology centers, and key laboratories. Encourage construction enterprises to promptly convert new technologies and processes into construction technical standards, and support enterprises in applying for construction methods and new technology application demonstrations.Support construction enterprises in participating in the evaluation for Science and Technology Progress Awards and applying for science and technology planning projects; encourage industry associations to establish construction technology innovation awards in accordance with regulations. Intensify research, development, and application of common and key technologies for building energy conservation and green buildings. Actively introduce, digest, and absorb advanced technologies in building energy conservation and green buildings; develop complete product sets and new technologies suited to local conditions; and promote the industrialization of advanced and mature technological products.

  III. Support Measures

  (1) Implementing the Primary Responsibility of Local Governments. The people’s governments of each district are the primary entities responsible for advancing building energy efficiency and green building development, promoting new forms of building industrialization within their administrative regions, and driving high-quality development in the construction industry. They must regard the development of prefabricated buildings and green buildings as a key means of implementing energy consumption “dual control,” strengthen organizational leadership, reinforce the fulfillment of responsibilities, and conscientiously organize the formulation of special plans and annual development plans, clearly defining development goals, key tasks, and implementation scopes.Starting in 2023, Haibowan District shall specify the proportions of prefabricated buildings, star-rated green buildings, passive houses, and prefabricated interior finishing buildings in land use planning conditions, project approval, and engineering design. The governments of Wuda District and Hainan District shall implement these measures gradually based on local conditions. In accordance with the autonomous region’s assessment requirements, a responsibility-based management system will be implemented for the annual work targets of each district.

  (2) Establish a Mechanism for Interdepartmental Coordination. Housing and Urban-Rural Development authorities at both the municipal and district levels shall strengthen planning guidance, supervision, management, and coordination services to support the high-quality development of the construction industry. Incentive mechanisms shall be implemented for construction enterprises based on annual operating revenue, tax contributions, and emergency response efforts.Departments at both the municipal and district levels—including those responsible for development and reform, science and technology, industry and information technology, finance, natural resources, transportation, water conservancy, finance, and taxation—must actively support the development of the construction industry. They should work closely together and provide proactive services to form a collective synergy for advancing the high-quality development of Wuhai’s construction industry. Industry associations must fully leverage their respective strengths to help enterprises achieve high-quality development.

  (3) Implement paired assistance for struggling enterprises. Integrate measures to assist enterprises in overcoming difficulties throughout the entire process of industry supervision, administrative approval, and enterprise services.The housing and urban-rural development authorities at both the municipal and district levels shall compile a list of struggling enterprises for paired assistance. A dedicated task force shall be established, with each member of the leadership team paired with at least one construction enterprise. The difficulties and issues faced by enterprises shall be managed through a list-based system, with each resolved issue being checked off the list, thereby helping construction enterprises overcome their difficulties.

  (4) Implement tax and fee preferential policies. Support construction enterprises in applying for high-tech enterprise status and implement tax preferential policies for high-tech enterprises in accordance with regulations. Implement tax and fee reductions and exemptions for construction enterprises engaged in technology development, transfer, and related technical consulting and service revenues, in accordance with regulations.Tax incentives, such as additional pre-tax deductions for R&D expenses, will be granted in accordance with regulations for actual R&D costs incurred by enterprises during their R&D activities. Eligible construction enterprises may enjoy corporate income tax incentives, including those related to the Western Development Strategy, high-tech enterprise status, additional deductions for R&D expenses, and accelerated depreciation of fixed assets, in accordance with regulations. Enterprises selling self-produced new wall materials listed in the catalog eligible for the VAT immediate collection and refund policy may enjoy the VAT immediate collection and refund incentive in accordance with regulations.

  (5) Strengthen financial support. Establish a mechanism for bank-enterprise collaboration to provide targeted financial support based on the differentiated needs of key construction enterprises and key projects regarding new financing, loan renewals, maturity structures, and service efficiency.Increase financial support for prefabricated building, star-rated green building, and ultra-low energy consumption building projects. In terms of credit limits, prioritize the allocation of credit; regarding interest rate pricing, continue to leverage the potential of the Loan Prime Rate (LPR) reform to appropriately lower project loan interest rates; and in loan processing, establish a green channel to ensure priority in application acceptance, approval, and disbursement.Encourage financial institutions to vigorously develop accounts receivable financing, supply chain financing, and other related businesses, supporting construction enterprises in applying for loans or financing using construction contracts, construction permits, and other required materials. Offer unsecured credit loans to construction enterprises with controllable risks and sound operations. Guide financial institutions to actively implement the policy of rollover loans without principal repayment, and provide rollover support to small, medium, and micro enterprises with good credit standing that meet the eligibility criteria, in accordance with market-oriented and rule-of-law principles.

  (6) Improve the credit evaluation mechanism. Accelerate the development of a credit system for the construction industry and systematically advance credit evaluations of all parties involved in construction projects. In accordance with laws and regulations, publish lists of enterprises and practitioners with poor credit records on the “Credit China (Inner Mongolia)” and “Credit Wuhai” websites. Conduct comprehensive evaluations based on enterprises’ business operations in Wuhai City and various types of credit information, and fully leverage the application of credit evaluations in areas such as engineering bidding, qualification management, awards and commendations, financing and loans, and policy support.Establish a “red and black list” system for all market participants and relevant personnel in the city’s construction sector. Leveraging the autonomous region’s unified construction market supervision and integrity information management platform, establish a mechanism of “incentives for trustworthiness and penalties for dishonesty” to further promote the healthy development of the city’s construction market.

  (7) Strengthen talent development and foster an environment conducive to the growth and entrepreneurship of construction professionals. Seizing the opportunity presented by the “Skills Inner Mongolia Initiative,” support construction enterprises in establishing training bases for highly skilled personnel, applying for national-level prefabricated building industrial bases and master craftsman studios, and deepening school-enterprise cooperation and the integration of industry and education. Expand pilot programs for vocational training of on-site professionals to meet the development needs of the city’s construction enterprises.For high-level professional talents recruited by construction enterprises, recommend them for selection in programs such as the Autonomous Region’s Outstanding Contribution Experts, Outstanding Young Talents, and the “New Century 321 Talent Project.” Guide construction enterprises to establish a normal wage growth mechanism, with wage distribution prioritized for key technical positions and urgently needed talents. Strengthen the training of professionals in emerging occupations (trades) such as prefabricated construction and BIM.

  IV. Other Matters

  This Implementation Plan shall take effect 30 days after the date of issuance.
