To the People’s Governments of all flags, counties, and districts; all municipal commissions, offices, and bureaus; and all enterprises and public institutions:
In accordance with relevant work requirements and following approval at the 19th Executive Meeting of the Municipal Government in 2022, certain provisions of the “Notice of the Chifeng Municipal People’s Government on Issuing the <Several Policies of Chifeng City on Accelerating the Development of the Human Resources Service Industry>” (Chifeng Government Document [2021] No. 179) have been amended. The amended provisions shall take effect from the date of publication. The relevant matters are hereby notified as follows.
I. The content of “Article 4: Establish a Referral Reward Mechanism” is amended to read: “Human resources service agencies already operating in our city that refer enterprises within the human resources industry chain from outside the city that meet industrial development needs, and which have been established in our city for at least one year, shall be granted a one-time reward to the referring agency on a tiered basis, based on the assessment of the referred enterprise’s service to the local area within one year of its establishment in our city. The maximum reward per agency shall not exceed 200,000 yuan. Agencies are encouraged to make multiple referrals, and there is no upper limit on the number of referrals.”
2. Amend the content of “Article 5: Granting Operational Contribution Rewards to Human Resources Service Agencies Settling in Industrial Parks” to read: “For human resources service agencies settling in our city’s human resources service industrial parks, tiered rewards shall be granted based on their annual assessment of local service contributions during their first, second, third, and fourth years of operation, to encourage business expansion.”
The “Several Policies of Chifeng City on Accelerating the Development of the Human Resources Service Industry” (Chifeng Government Document [2021] No. 179) shall be amended accordingly in accordance with this notice (the revised draft is attached).

Several Policies of Chifeng City on Accelerating the Development of the Human Resources Service Industry
To implement the decisions and plans of the central government and the autonomous region regarding the accelerated development of the service industry, to promote the implementation of the “Interim Regulations on the Human Resources Market,” and to focus on industrial guidance, policy support, and the creation of a favorable environment, this document establishes a coordinated industrial system for human resources development to provide high-quality and efficient human resources support for the high-quality development of Chifeng City. Accordingly, the following policies for accelerating the development of the human resources service industry are hereby formulated.
Article 1: Establish the Chifeng City Special Fund for the Development of the Human Resources Service Industry. The municipal finance department shall allocate an annual budget of 30 million yuan to support the construction of human resources service industrial parks, attract well-known human resources brands, provide referral incentives for park entry, subsidize major industry exchange activities, support innovation, entrepreneurship, and employment, cultivate leading talent, and reward high-quality institutions.
Article 2: Provide incentives for the construction of human resources service industrial parks. Qualified counties, banners, and districts are encouraged to build human resources service industrial parks. For those approved and constructed in accordance with national, autonomous region, or municipal-level industrial park standards, the municipal finance department will provide support through a grant-in-aid mechanism based on the park’s public service platform development, infrastructure investment, information technology infrastructure, operational management, and promotional efforts, taking into account the park’s actual operational performance.National-level parks shall receive an annual reward of no more than 15 million yuan for the county-level people’s government where the park is located; autonomous region-level parks shall receive an annual reward of no more than 3 million yuan; and municipal-level parks shall receive an annual reward of 1 million yuan.
Article 3: Vigorously attract well-known human resources service brands. Global Top 50 Human Resources Service Providers and China’s Top 100 Human Resources Service Providers newly establishing branches with independent legal person status in our city, with annual operating revenue of 50 million yuan or more, that have conducted business normally for one year, shall be granted a one-time brand establishment incentive of 600,000 yuan following an inspection and evaluation by the municipal human resources and social security department;Key human resources service enterprises at the autonomous region level or model human resources service institutions with a strong reputation for integrity that establish their headquarters in our city and conduct business normally for one year shall, following an inspection and evaluation, be granted a one-time settlement incentive of 100,000 yuan.
Article 4: Establish a referral incentive mechanism. Human resources service agencies already operating in our city that refer enterprises within the human resources industry chain from outside the city that meet industrial development needs, and which have been established for at least one year, shall be granted a one-time referral incentive to the referring agency based on the tiered assessment of the referred enterprise’s service to the local area within one year of its establishment in our city, with a maximum of 200,000 yuan per agency. Agencies are encouraged to make multiple referrals, and there is no upper limit on the number of referrals.
Article 5: Provide operational contribution incentives to human resources service agencies established in the park. For human resources service agencies established in our city’s human resources service industrial park, tiered incentives will be granted based on their annual assessment of local service contributions during their first, second, third, and fourth years of operation, to encourage business expansion.
Article 6: Establish subsidies for industry exchange activities.Human resources service agencies that host influential, public-benefit industry exchange events—such as human resources industry summits, academic seminars, or professional forums—in Chifeng City shall be granted a 50% subsidy for expert fees, venue and equipment rental fees, venue setup costs, advertising and promotion expenses, and transportation costs during the event, provided that at least 50 enterprises (inclusive) and 100 participants (inclusive) attend. The maximum subsidy per event shall not exceed 250,000 yuan.Excluded are projects conducted under government commission or through the procurement of services that receive financial support from the government.
Article 7: Implement startup loan support policies. Individuals who establish human resources service agencies and meet the relevant criteria shall be granted interest subsidies of up to 200,000 yuan on startup guarantee loans; small and micro enterprises applying for startup guarantee loans shall be granted support of up to 3 million yuan, with an interest subsidy rate of 50%.
Article 8: Further support for high-level talent to join and develop within the park.Enterprises located in our city’s human resources service industrial park may enjoy the benefits outlined in the “Several Policies on Talent Introduction in Chifeng City (Trial)” (Chifeng Party Document [2021] No. 16). The municipal government will provide rewards to academicians, PhDs, and corporate executives with an annual salary of 200,000 yuan or more working in our city’s human resources service industrial park. These rewards will be funded by the municipal government at an amount equal to the municipal portion of the individual income tax they pay.
Article 9: Implement the “Eastern Inner Mongolia Human Resources Service Leading Talent Cultivation Program.” Each year, approximately 30 mid-to-senior-level talents will be selected from local human resources service agencies in Chifeng to undergo training and further education at renowned domestic universities, research institutions, and human resources service enterprises.
Article 10: Conduct the “Outstanding Human Resources Service Institutions” selection campaign. Each year, 1 million yuan in reward funds will be allocated to select 10 outstanding institutions from among the city’s human resources service providers based on indicators such as service credibility, service capacity, and service performance, and provide one-time cash rewards according to tiered categories.
For projects or matters covered by this policy that have already benefited from Chifeng City’s “case-by-case” policy or simultaneously qualify for other Chifeng City support policies (including policies requiring municipal matching or funding as mandated by higher-level departments), support shall be provided in accordance with the principle of “choosing the higher amount without duplication,” unless otherwise specified.
Each flag, county, and district may refer to this policy and formulate specific preferential policies to promote the high-quality development of the human resources service industry based on local conditions.
This policy shall take effect upon issuance and remain valid until December 31, 2025. The Chifeng Municipal Department of Human Resources and Social Security shall be responsible for interpreting this policy and formulating specific implementation rules.
