To implement the spirit of the July 14 regional on-site meeting on promoting the revitalization of the dairy industry, and building upon the autonomous region’s “Nine Measures for the Dairy Industry” policy while taking into account the actual conditions of our city, we will focus our efforts on the following areas: breeding stock, cattle, milk supply, forage resources, dairy processing, brand development, quality and safety, interest-linkage mechanisms, and the development of the entire industrial chain. Accordingly, the following support policies have been formulated:
I. Subsidies for Farms Using High-Quality Sex-Controlled Frozen Semen
Subsidies will be provided to dairy farms for the use of high-quality sex-sorted frozen semen in breeding cows. Building upon the autonomous region’s subsidy policy, an additional 60 yuan per dose will be provided, with municipal and county-level governments contributing matching funds in a 3:7 ratio.
II. Interest Subsidies for Farms (Households) Purchasing Dairy Cattle with Loans
Interest subsidies will be provided to farms (households) that take out loans to purchase dairy cattle, with a subsidy rate of 2%. Municipal and county-level governments will provide matching funds for the interest subsidies in a 3:7 ratio.
III. Encouraging and Supporting the Development of the Forage Industry
By actively submitting project proposals to higher-level authorities, support will be provided to enterprises, cooperatives, and farmers engaged in the standardized, large-scale cultivation of forage crops in contiguous areas, covering production stages such as planting, hay shed construction, and silage corn production. Each flag, county, and city may formulate support policies for the forage industry based on local conditions.
IV. Supporting Local Specialty Dairy Product Enterprises in Raw Milk Processing
To guide the better and faster development of the downstream dairy processing chain and promote the growth and strengthening of our city’s specialty dairy enterprises, support will be provided for the processing of raw milk by local specialty dairy workshops that have obtained registration as small food production and processing workshops in the Inner Mongolia Autonomous Region, or by dairy processing enterprises that have already obtained SC certification.
V. Promoting Brand Development for Dairy Enterprises
Building upon the “Authentic Ulanqab” brand development framework, we will vigorously promote the “Ulanqab Yogurt” regional public brand, strengthen the industrial foundation supporting brand development, and fully support enterprises in becoming National Key Leading Enterprises in Agricultural Industrialization and Autonomous Regional Key Leading Enterprises in Agricultural and Animal Husbandry Industrialization. Policy support will be provided to newly recognized enterprises.
VI. Supporting Quality and Safety in the Dairy Industry
Improve the service level of the city’s dairy cattle breeding industry chain and the capacity to ensure milk source quality; support dairy farms in using high-quality sex-sorted frozen semen and sex-sorted embryos from top-ranked domestic and international dairy cattle breeds to promote the simultaneous development of both quality and quantity in the breeding of high-quality dairy cattle;Accelerate the construction of dairy cattle artificial insemination stations, with a focus on supporting these stations in terms of equipment, personnel training, and the promotion of artificial insemination techniques; establish a professional technical service team to be stationed at various farms to provide dairy cattle farming services, including nutritional formulation, disease testing, technological updates, information sharing, and technical training.
VII. Strengthening the Mechanism for Linking the Interests of Agricultural Enterprises and Farmers
Encourage enterprises and farmers to establish interest-linkage mechanisms such as forage procurement and storage contracts, dairy cattle breeding equity partnerships, land transfer, and labor employment. Provide project funding support to breeding enterprises that demonstrate close farmer-enterprise linkages, drive local farmer employment, and achieve outstanding production benefits.
VIII. Promoting Dairy Industry Revitalization Through the Full Industrial Chain
With the goal of revitalizing the dairy industry, optimize the layout of dairy production, innovate development models, and strengthen close linkages across all segments of the industry chain. Focus on the upstream, midstream, and downstream sectors to accelerate the integrated “breeding, farming, processing, and sales” development model,Support will be prioritized across various segments of the industry chain, including milk source bases, genetic improvement, high-quality forage and feed, disease prevention and control, technical services, quality and safety, project funding, scientific and technological support and research, dairy brand development, and ethnic-characteristic dairy products. This will effectively enhance the quality, efficiency, and competitiveness of our city’s dairy industry and drive its comprehensive revitalization.
