Chapter I General Provisions

Article 4 The Ministry of Industry and Information Technology shall be responsible for the macro-guidance and overall coordination of the work of promoting clusters, and shall promote the introduction of supportive policies, release the criteria for identification, and carry out identification, supervision and assessment work. Chapter 2 Cultivation Requirements

(2) Stimulate the vitality of cluster innovation. It builds multi-level cluster innovation platforms, integrates and opens up innovation infrastructure and service resources, promotes the establishment of stable innovation cooperation mechanisms between clusters and large-scale enterprises, colleges and universities, and research institutes, carries out the integrated innovation of large, medium and small enterprises in leading industries, and the collaborative innovation of production, academia and research in common technologies, as well as strengthens the utilization of intellectual property rights and the development of standards.


(3) Promote the digitalization and upgrading of clusters. Strengthen the construction of new information infrastructure for clusters, establish a sound industrial Internet security system, promote the application of advanced security and emergency equipment, build a resource sharing and management platform, and enhance the level of digital management of clusters. Guiding cluster enterprises to use the digital transformation guidelines and evaluation indicators for small and medium-sized enterprises, promoting intelligent manufacturing equipment, standards and system solutions, deepening the integration and application of industrial Internet and industrial software, and improving the level of digital transformation.


(4) Accelerate the green and low-carbon transformation of the cluster. Optimize the energy consumption structure of the cluster, promote the application of clean energy, carry out energy-saving renovation and green low-carbon technological transformation, strengthen the comprehensive utilization of resources and pollution prevention, and improve the green manufacturing system.


(5) Deepen the cluster's open cooperation. Supporting clusters to actively participate in the construction of the "Belt and Road", deepening cooperation in talent, technology, capital, resources, etc., participating in international cooperation mechanisms and exchanges on a cluster basis, and setting up a mechanism for preventing and controlling overseas security risks in trade and investment cooperation.


(vi) Enhance cluster governance and service capacity. Strengthen the construction of cluster public service system, enrich the service content, improve the service quality, strengthen the service assessment, establish the cluster governance mechanism of "discussing, building, sharing, and winning together", and strengthen the awareness of safety production and the protection of the legitimate rights and interests of small and medium-sized enterprises. Coordinated planning for the development of clusters, the development of cluster cultivation programs, clear development goals and work measures.


Article 7 The provincial departments in charge of small and medium-sized enterprises to formulate and improve the development of the region's cluster development planning and special support policies, the establishment of cluster cultivation library, to increase the guidance and strengthen services.


Article 8 The competent departments of small and medium-sized enterprises at all levels to strengthen the cluster's fiscal, financial, industrial, innovation, land, talent and other policy support, the implementation of various types of policies to benefit enterprises, and to strengthen the cluster's participation in major projects to support efforts to promote various types of industrial investment. The support efforts to promote various types of industrial investment funds to increase investment in clusters, to create a stable, fair, transparent and predictable business environment.


Article 9: The competent departments of small and medium-sized enterprises at all levels shall give full play to the roles of cluster operation and management organizations, leading enterprises, business associations, professional organizations, public service demonstration platforms for small and medium-sized enterprises at all levels, and business innovation demonstration bases for small and micro enterprises.


Article 10: The competent departments of small and medium-sized enterprises at the provincial level will summarize the experiences and practices of clusters in upgrading the level of innovation, service, digitalization, greening and internationalization, and in promoting the synergistic development of the industrial chain supply chain. It will carry out the publicity of typical cases of cluster practices and excellent cluster brands.


Chapter 3 Recognition Procedures

Article 13 The provincial SMEs authorities are responsible for accepting the declaration of clusters, preliminary examination and on-site sampling, and recommending to the Ministry of Industry and Information Technology (MIIT) on the basis of the criteria for accreditation (see Annex).


Article 14 The Ministry of Industry and Information Technology shall review the declaration materials of clusters recommended by the provincial departments in charge of small and medium-sized enterprises (including on-site spot check), and then form a list of clusters on the basis of merit. If there is no objection, the clusters will be identified as "Specialized Industrial Clusters for Small and Medium-sized Enterprises" and announced on the portal of the Ministry of Industry and Information Technology.


Chapter 4 Dynamic Management

(4) Failure to timely update and report major changes in the cluster, such as changes in the leading industry, spatial scope, and operation and management organization;


(e) Cluster enterprises have large and above accidents of safety, quality and environmental pollution, major and above network security incidents and data security incidents, as well as tax evasion, violation of laws and regulations, serious breach of trust and other major problems.


Chapter V By-laws


Article 18 These measures shall be interpreted by the Ministry of Industry and Information Technology.


Article 19 These Measures shall be implemented from September 13, 2022 onwards.
