To promote the high-quality development of our league’s traditional dairy food industry and support the revitalization of the dairy sector, in accordance with the “Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the <Several Policy Measures for Promoting the Revitalization of the Dairy Industry>” (Nei Zheng Ban Fa [2019] No. 33) andthe "Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on the <Nine Policy Measures for Promoting the Revitalization of the Dairy Industry>" (Nei Zheng Ban Fa [2022] No. 18), and in light of the actual conditions of our league, the following policy measures are formulated.
I. Subsidies for Pilot Projects on Standardization of Local Specialty Dairy Food Processing. Local specialty dairy food small workshops, cooperatives, and consortia that have obtained a small workshop registration certificate and process 100 tons of raw milk or produce 20 tons of dairy products annually shall be included in the standardization pilot program. Support will be provided for milk source quality and safety control, construction of dairy processing infrastructure and equipment procurement, upgrading of production processes, provision of testing and inspection equipment, and development of cold chain transportation and distribution systems. Each pilot project will receive a subsidy of 300,000 yuan from the league government;with county-level governments providing a matching subsidy of 200,000 yuan. II. Subsidies for enterprises applying for SC certification. Small workshops, cooperatives, and enterprises are encouraged to undergo renovation and upgrading to obtain SC certification. Starting in 2022, a one-time reward of 500,000 yuan will be granted to those newly obtaining SC certification.Institutions or enterprises qualified to provide inspection and testing services to other dairy product processing enterprises and cooperatives, thereby expanding the market reach of their products, will receive a one-time reward of 200,000 yuan if their annual testing volume reaches 2,000 batches. III. Subsidies for Establishing Close Interest-Linking Mechanisms. Support dairy processing enterprises, small workshops, dairy farmers, and industry associations in jointly establishing consultation mechanisms to stabilize the purchase and sale of raw milk.Cooperatives that can facilitate the establishment of stable purchase and sales relationships for 10 or more members will receive a one-time reward of 50,000 yuan; cooperative members (dairy farmers) who can supply 5 tons of raw milk per year will receive a one-time subsidy of 2,500 yuan, and those who can supply 10 tons of raw milk per year will receive a one-time subsidy of 5,000 yuan.Marketing subsidies will be provided to sales entities that make outstanding contributions to the sale of dairy products. One-time rewards of 20,000 yuan, 50,000 yuan, 100,000 yuan, and 200,000 yuan will be granted for annual sales of 1 million yuan, 2 million yuan, 5 million yuan, and 10 million yuan or more, respectively. IV. Subsidies for forage procurement and storage. Small and medium-sized dairy processing workshops and small and medium-sized dairy farms supplying milk shall be given priority in receiving subsidies for high-yield alfalfa cultivation and forage procurement and storage. Farms are encouraged to establish forage fields on-site or nearby. (Lead Agencies: League Bureau of Agriculture and Animal Husbandry, Bureau of Finance)
V. Subsidies for the Prevention and Control of Two Dairy Cattle Diseases. For eligible small and medium-sized dairy farms, the league-level government will subsidize 30% of the cost of A19 brucellosis vaccine and 30% of tuberculosis testing fees; county-level governments will subsidize 20% of the cost of A19 brucellosis vaccine and 20% of tuberculosis testing fees. VI. Support for Technological Innovation and Brand Development. The League-level government will allocate 2 million yuan annually to fund research and development of traditional dairy products, process upgrades, and technological improvements; to innovate new processes, products, and consumption methods for traditional dairy products; and to support key technological breakthroughs and the commercialization of scientific achievements in dairy-related fields. Support will also be provided to help dairy processing workshops obtain product barcodes for dairy products, adopt new packaging materials and processes, innovate packaging designs, and enhance packaging standards;Support local specialty dairy product workshops in applying for trademarks. A one-time reward of 500,000 yuan will be granted to enterprises (or groups) that newly obtain a national geographical indication trademark (for products). VII. Provide subsidies for the integrated development of agriculture and tourism. Provide awards and subsidies to business entities engaged in the integrated development of agriculture and tourism for the development of tourist destinations, study-tour bases, and similar initiatives.A one-time reward of 20,000 yuan will be granted for annual visitor numbers reaching 10,000; a one-time reward of 50,000 yuan will be granted for annual visitor numbers reaching 50,000. A one-time training subsidy of 20,000 yuan will be provided to those designated as autonomous region-level intangible cultural heritage inheritors for traditional dairy food production, and a one-time training subsidy of 10,000 yuan will be provided to those designated as league-level intangible cultural heritage inheritors for traditional dairy food production. VIII. Optimize Financial and Insurance Services. Provide loan interest subsidies to small and medium-sized dairy and livestock farms and cooperatives that take out loans to purchase dual-purpose dairy and beef cattle. Coordinate with financial institutions to provide production and operation loans to dairy food cooperatives and enterprises. Include all dual-purpose dairy and beef cattle owned by small and medium-sized dairy and livestock farms and cooperatives in the policy-based dairy cattle insurance program. The above policies shall be effective for one year from the date of issuance and shall be implemented using the “build first, then receive subsidies; replace subsidies with rewards” approach. The League Bureau of Agriculture and Animal Husbandry, in conjunction with relevant departments, shall formulate specific implementation rules to ensure the precise implementation of all policies. The funds required for this policy shall be jointly borne by the League and the banners, counties, and cities in accordance with the proportion of fiscal responsibilities. After the implementation of this policy, if the state or the autonomous region issues separate regulations, those regulations shall prevail.
