Implementation Opinions of the Wuhai Municipal People’s Government on Promoting the High-Quality Development of the Wuhai High-Tech Industrial Development Zone

  To implement the “Several Opinions of the People’s Government of the Inner Mongolia Autonomous Region on Promoting the High-Quality Development of Industrial Parks” (Nei Zheng Fa [2019] No. 21), the “Implementation Opinions of the People’s Government of the Inner Mongolia Autonomous Region on Promoting the High-Quality Development of High-Tech Industrial Development Zones” (Nei Zheng Fa [2021] No. 13),the "Notice of the General Office of the People’s Government of the Inner Mongolia Autonomous Region on Issuing the ‘Administrative Measures for Industrial Parks in the Inner Mongolia Autonomous Region’" (Nei Zheng Ban Fa [2021] No. 76), and to advance the high-quality development of our city’s high-tech industrial development zones, these Implementation Opinions are hereby formulated.

I. General Requirements

  (1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee, thoroughly implement the spirit of General Secretary Xi Jinping’s important instructions regarding Inner Mongolia, and consciously align with and serve the autonomous region’s strategic positioning of “two barriers,” “two bases,” andone bridgehead,” taking the deepening of institutional and mechanism reforms and the creation of a favorable innovation ecosystem as the starting points, with scientific and technological innovation as the core, the construction of green ecological industrial parks and the development of a high-efficiency, low-carbon economy as the goals, and the building of leading industrial clusters and the commercialization of scientific and technological achievements as the priorities. We will continuously promote the high-end, green, and intelligent development of our city’s High-Tech Industrial Development Zone, and resolutely follow a new path of high-quality development guided by ecological priority and green development.

  (2) Development Goals. By 2025, the innovation capacity of the High-Tech Industrial Development Zone will be significantly enhanced; the pace of transformation and upgrading of traditional industries will accelerate; emerging industrial clusters will continue to expand; the ecological environment will continue to improve; and the overall quality of development will be significantly elevated, achieving green and circular development.

  — Significantly enhanced innovation capacity. By 2025, seven new corporate R&D centers, 15 new high-tech enterprises, and eight new corporate technology centers will be established, with the total industrial output value of high-tech enterprises accounting for more than 35% of the High-Tech Industrial Development Zone’s total output value.

  — Accelerated transformation and upgrading of traditional industries. Focusing on the development of the two major traditional industrial bases—coal-coke and chlor-alkali chemicals—the region will gradually shift from a resource-dependent model to an innovation-driven one, extending industrial chains toward the mid-to-downstream segments and moving up the value chain toward the mid-to-high end.

  ——Emerging industrial clusters continue to expand. Focusing on the development of two major bases—new energy and new materials—we will concentrate efforts on building a new materials industrial cluster centered on biodegradable plastics and a new energy industrial cluster centered on photovoltaic and hydrogen energy upstream and downstream products. By 2025, the output value of the High-Tech Industrial Development Zone’s leading industries will account for over 60% of the total output value.

  — The ecological environment continues to improve. The level of green and low-carbon development will be significantly enhanced, the ecological environment will reach a new level, and environmental protection infrastructure will be fully completed. The reduction rates for total emissions of chemical oxygen demand (COD), ammonia nitrogen, nitrogen oxides, and volatile organic compounds (VOCs) will meet the assessment targets set by the autonomous region.

  ——Steady improvement in development quality. By the end of 2025, the zone will apply for designation as a national-level high-tech industrial development zone, with total output value exceeding 200 billion yuan, total tax revenue surpassing 8 billion yuan, output value per mu reaching over 1.6 million yuan, and tax revenue per mu exceeding 70,000 yuan.

  ——Achieve green and circular development. Uphold the concept of ecological civilization, strictly adhere to ecological protection red lines, and promote energy conservation, emissions reduction, the phasing out of outdated production capacity, and the recycling of resources. By 2025, energy consumption per unit of GDP in the High-Tech Industrial Development Zone will decrease by 15% compared to 2020; total energy consumption will be reasonably controlled; the economy and society will transition from an extensive, high-carbon model to a green, low-carbon model; and efforts will be made to actively build a zero-carbon pilot industrial park.

  II. Strengthening the Development Foundation of Industrial Parks

  (1) Enhance Infrastructure Development. Accelerate the improvement of industrial park infrastructure, including roads, electricity, telecommunications, sewage, natural gas, heating, stormwater management, cable TV, standard factory buildings, and 5G base stations, to achieve the “Nine Utilities and One Leveling” standard (Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Wuhai Power Supply Company, Municipal Communications Construction Management Office);Support industrial parks in raising funds through applying for special bonds, securing subsidies from higher-level authorities, and collaborating with private capital to increase investment in infrastructure construction, and carry out public service and infrastructure projects in industrial parks in accordance with laws and regulations (Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Finance Bureau, People’s Bank of China Wuhai Central Branch); strengthen the construction of 5G network base stations within the region, accelerate the application and promotion of 5G technology, and advance the large-scale deployment of IPv6.Coordinate the planning of data centers, advance the construction of regional information hubs, and provide data support for the development of the regional digital information industry (Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Communications Construction Management Office, Municipal Bureau of Industry and Information Technology);Chemical industrial clusters that have been certified as compliant must be constructed in strict accordance with the "Construction Standards and Certification Management Measures for Chemical Industrial Parks" (MIIT Joint Circular [2021] No. 220). By the end of 2022, they must implement enclosed management, establish access control and video surveillance systems, and conduct full-process supervision of the entry and exit of materials, personnel, and vehicles involving flammable, explosive, toxic, and hazardous chemicals.At the same time, transportation safety risks must be strictly controlled by implementing dedicated roads, dedicated lanes, and time- and speed-restricted driving. Where necessary, dedicated parking lots for hazardous chemical vehicles shall be constructed to prevent the accumulation of safety risks.   (2) Promote Environmental Upgrades in Industrial Parks. Advance the improvement of public environments within industrial parks to ensure that public areas such as streetlights, roadside areas, and parking lots remain clean and tidy.Enhance the ecological and landscape effects of industrial park greening; in principle, the overall greening rate of industrial parks shall not be less than 20%. Rationally plan industrial park road networks, implement traffic diversion management, strengthen maintenance of primary and secondary roads within industrial parks, and effectively carry out dust prevention and suppression measures (Responsible Departments: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Comprehensive Urban Management and Law Enforcement Bureau, Municipal Transportation Bureau, Municipal Public Security Bureau);Advance the management of construction sites and material storage yards within the industrial park, fully implementing the “Six 100% Requirements and Two Full Covers” (Responsible Departments: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Comprehensive Urban Management and Law Enforcement Bureau); strengthen environmental improvements for enterprises within the park, implement the “Four Modernizations” and “Three Responsibilities at the Doorstep” initiatives for enterprises, ensuring that enterprises within the park present a neat, attractive, and dignified appearance;Strengthen management of malodorous gas and VOC emissions from enterprises, strictly supervise fugitive emissions, and ensure the normal operation of VOC online monitoring systems.   (3) Strengthen the development of information technology in industrial parks. In accordance with the requirements of the “Implementation Plan for the Construction of Smart Industrial Parks in the Inner Mongolia Autonomous Region” (Nei Gongxin Yuanqu Zi [2021] No. 389), build a smart industrial park management service platform comprising seven modules: economic operation monitoring, energy consumption monitoring, safety and emergency management, environmental protection monitoring, transportation and logistics, human resources management, and comprehensive services. Strive to achieve, by the end of 2022,achieve 100% coverage of smart industrial park construction (Responsible Units: Wuhai High-Tech Industrial Development Zone Management Committee, People’s Governments of All Districts, Municipal Bureau of Industry and Information Technology, Municipal Development and Reform Commission, Municipal Bureau of Human Resources and Social Security, Municipal Bureau of Ecology and Environment, Municipal Emergency Management Bureau, Municipal Transportation Bureau, Municipal Big Data Center); accelerate the digital transformation of traditional industries and promote their digital, networked, and intelligent development. Focusing on key industries, select a group of benchmark enterprises to accelerate intelligent upgrades.Encourage enterprises to utilize new-generation information technologies such as the Internet, the Internet of Things (IoT), cloud computing, big data, artificial intelligence (AI), and 5G to advance the upgrading of equipment, production lines, production workshops, and product chains, thereby comprehensively enhancing the level of industrial intelligence.   III. Optimizing Service Support for Industrial Parks

  (1) Relocate Approval Functions to the High-Tech Industrial Development Zone. Extend relevant functions related to the construction and development of the High-Tech Industrial Development Zone—including natural resources, housing and urban-rural development, market supervision and management, and ecological environment—to the zone. Relevant functional departments shall dispatch personnel to the zone, convene regular joint meetings, and co-locate offices with relevant departments of the High-Tech Industrial Development Zone Management Committee to improve administrative efficiency;Encourage the implementation of a market-oriented “Management Committee + Company” reform model and foster cooperation with market-oriented entities engaged in investment promotion, investment operations, and management services.   (2) Application of Regional Assessment Results. Effectively bridge the “last mile” in policy implementation by uniformly organizing all industrial parks to conduct regional assessments for geological hazard risk assessments, assessments of overlying important mineral resources, energy conservation evaluations, environmental impact assessments, water resource feasibility studies, soil and water conservation plan reviews, flood impact assessments, cultural relics protection assessments, seismic safety evaluations, and climate feasibility studies.Timely and proactively disclose the results of regional assessments for sharing and free use by projects within the region, and incorporate these assessment results into the engineering construction project approval management system.   (3) Improve the industrial park liaison system. Determine the list of municipal-level leaders responsible for liaising with industrial parks and their respective divisions of labor. For the assigned industrial parks, strengthen policy outreach, conduct regular visits and research, and regularly hear work reports from the parks. Coordinate and promote major initiatives in the parks regarding infrastructure construction, industrial chain investment promotion, green and low-carbon transformation, technological innovation, and smart development, while assisting in resolving practical difficulties encountered in policy support, financing guarantees, transformation and upgrading, market expansion, and the development environment.(Responsible Units: Municipal Bureau of Industry and Information Technology, People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee)

  (4) Implement Evaluation and Assessment of High-Tech Industrial Development Zones.In accordance with statistical regulations, establish and improve the statistical systems for each industrial park, designate statistical working bodies, and assign full-time and part-time statistical personnel to ensure that statistical data comprehensively reflect the overall scale, economic benefits, industrial concentration, technological innovation, input-output intensity, employment generation, environmental protection, and energy consumption of each industrial park (Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Wuhai Municipal Tax Bureau of the State Taxation Administration, Municipal Bureau of Statistics);The management bodies of the industrial parks, in conjunction with the Municipal Bureau of Statistics, the Development and Reform Commission, the Ecology and Environment Bureau, the Emergency Management Bureau, the Natural Resources Bureau, the Wuhai Municipal Tax Bureau of the State Taxation Administration, and other relevant departments, shall organize the collection and submission of evaluation data and related review materials in accordance with the requirements of the comprehensive evaluation indicator system, and promptly submit them to the Office of the Municipal Industrial Park Construction Leading Group to provide the primary basis for the autonomous region’s decision-making, management, and evaluation and assessment.(Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Bureau of Industry and Information Technology, Municipal Bureau of Statistics, Municipal Development and Reform Commission, Municipal Bureau of Ecology and Environment, Municipal Emergency Management Bureau, Municipal Bureau of Natural Resources, Wuhai Tax Bureau of the State Taxation Administration)

  IV. Rational Planning and Construction of Industrial Parks

  (1) Organize the Preparation of Master Plans. In accordance with the requirements of the Wuhai City Territorial Space Master Plan, organize the preparation of the master plan for the Wuhai High-Tech Industrial Development Zone. This plan shall clearly define development objectives, industrial characteristics, spatial layout, and provisions regarding workplace safety, emergency response, ecological and environmental protection, land conservation and intensive use, and comprehensive disaster prevention and mitigation. Implement the integration of multiple planning frameworks, and after obtaining approval from the competent authorities in accordance with legal procedures, organize the implementation of the plan.   (2) Improve and Establish a Land Use Guarantee Mechanism.Reasonably plan the ratio of industrial land to residential land, and coordinate the planning of various functional zones such as production, comprehensive services, and ecological and environmental protection to promote industrial development and improve the living environment; establish a land security mechanism for industrial parks, giving priority to securing construction land for key projects that align with the park’s leading industries, as well as for projects in emerging industries, advanced manufacturing, and modern services.   (3) Accelerate the disposal of “zombie enterprises” and “zombie projects.”Conduct a comprehensive review of enterprises that have ceased production or operations for more than two years, lack the ability to repay debts, do not align with structural adjustment objectives, have been in operation for more than five years with consecutive annual losses, rely primarily on government subsidies and bank loan renewals to maintain production and operations, or have had a debt-to-asset ratio of 100% or higher for three consecutive years. Accurately assess the situation and use market-oriented and law-based measures to accelerate their exit from the market, or promote their transformation and development through mergers and reorganizations.For projects that have been approved but have not commenced construction on schedule, strictly adhere to relevant laws and policy requirements to reclaim allocated resource quotas within a specified timeframe.   V. Cultivating and Strengthening Leading Industrial Clusters

  (1) Scientifically formulate industrial development plans. Each industrial park shall develop a maximum of two leading industries. Around these leading industries, refine and formulate industrial development plans, focusing on the development of upstream and downstream sectors of the industrial chain. The proportion of output value from leading industries shall gradually reach over 60%, forming a specialized, distinctive, and differentiated industrial structure.   (2) Strengthen Distinctive Leading Industrial Clusters. Focus on the transformation and upgrading of traditional industries such as coal-coke and chlor-alkali chemicals, while accelerating the cultivation and expansion of two major emerging industrial bases: new energy and new materials. Utilize the deep processing industrial chain of coal and calcium carbide → 1,4-butanediol → biodegradable plastics and spandex to promote the integrated development of new materials industries such as lithium battery anode materials and synthetic polymer materials;Focusing on organosilicon monomers, we will develop the silicone chemical industry—specifically targeting silicone oils, silicone rubbers, silicone resins, and silane coupling agents—to achieve a new industrial landscape where coal chemical, chlor-alkali chemical, and silicone chemical industries are mutually integrated;Driven by new energy, extend upstream into manufacturing sectors such as monocrystalline (polycrystalline) silicon, photovoltaic modules, and wind power components, and extend downstream into industries such as battery anode materials, cathode materials, separators, and electrolytes, thereby taking significant strides in promoting the transformation of our city’s traditional industries and the cultivation of emerging industries.(Responsible Units: People’s Governments of all districts, Wuhai High-Tech Industrial Development Zone Management Committee, Municipal Bureau of Regional Economic Cooperation, Municipal Development and Reform Commission, Municipal Science and Technology Bureau, Municipal Bureau of Industry and Information Technology, Municipal Energy Bureau)

  (3) Cultivating Leading and Key Enterprises. Implement the "Strengthening and Optimizing Leading Enterprises" initiative. Centered on the construction of the "two major bases" for new energy and new materials, and focusing on the deep processing of biodegradable plastics as well as the downstream industries of coal-coke and chlor-alkali chemicals, we will foster large enterprises and corporate groups to expand and strengthen pillar industries.By 2025, we aim to cultivate 6–8 industry-leading enterprises with an output value exceeding 10 billion yuan and 8–10 key industry enterprises with an output value exceeding 5 billion yuan.   (4) Select High-Quality Projects for Park Entry. Encourage and support projects with high technological content, excellent quality and efficiency, strong energy and water conservation capabilities, strong industrial linkages, and high-value intellectual property rights to enter the park. Based on indicators such as investment per mu, output per mu, energy consumption per 10,000 yuan of added value, and water consumption, and taking into comprehensive consideration the resource conditions of each zone—including energy consumption, water consumption, and land—combined with actual development needs, establish high-standard entry thresholds for projects.Support enterprises within the park in establishing overseas R&D, production bases, and sales networks; conducting foreign investment; and expanding the overseas deployment of intellectual property.   VI. Enhancing the Innovation and Development Capabilities of Industrial Parks

  (1) Strengthen the Construction of Innovation Platforms. Support industrial parks in attracting renowned universities, research institutes, and research centers, and proactively establish science and technology innovation platforms such as national and provincial key laboratories and technology innovation centers. Support the construction of platforms for generic technology research and transformation, such as industrial technology research institutes.Support leading enterprises in deepening strategic cooperation with universities and research institutes to spearhead the establishment of innovation platforms such as national and provincial engineering research centers, industrial innovation centers, manufacturing innovation centers, enterprise R&D centers, “off-site incubation, Wuhai commercialization” incubation centers, and engineering technology research centers.   (2) Establish a High-Tech Enterprise Incubation Pool. Referencing national certification standards for high-tech enterprises, and focusing on the key industries of the industrial park, research and formulate criteria and implementation rules for the inclusion of enterprises in the incubation pool. Include eligible enterprises in the pool for cultivation, and implement dynamic management and follow-up services to form a cultivation mechanism of “identifying a batch, promoting a batch, and certifying a batch.” (Responsible Units: Municipal Science and Technology Bureau, People’s Governments of All Districts, Wuhai High-Tech Industrial Development Zone Management Committee)

  (3) Support the tiered development of high-growth enterprises. Develop cultivation plans for science and technology-based small and medium-sized enterprises (SMEs) and “Little Giant” enterprises. Encourage scientific and technical personnel to innovate and start businesses within the industrial park by leveraging their scientific and technological achievements, and incubate and nurture science and technology-based startup teams and early-stage enterprises.   (4) Strengthen service support for science and technology innovation and entrepreneurship. Support the industrial park in establishing national and autonomous region-level “Mass Entrepreneurship and Innovation” demonstration bases, as well as public service demonstration platforms for small and medium-sized enterprises and innovation and entrepreneurship demonstration bases for micro and small enterprises. Vigorously develop science and technology service institutions such as technology transfer, testing, inspection, and certification, intellectual property, and science and technology consulting, to enhance specialized innovation service capabilities.(Responsible Units: Municipal Science and Technology Bureau, Municipal Development and Reform Commission, Municipal Industry and Information Technology Bureau, Municipal Market Supervision Administration, People’s Governments of All Districts, Wuhai High-Tech Industrial Development Zone Management Committee)

  (5) Strengthen science and technology financial services. Explore a mechanism of “enterprise investment with government tax exemptions” to foster an environment where the government and enterprises jointly bear the risks of science and technology investment, thereby boosting enterprises’ enthusiasm for innovation and technology investment; improve a market-oriented capital raising mechanism guided by industrial funds and primarily funded by social capital, directing social capital toward emerging industries in the industrial park.Increase credit allocation to high-tech enterprises and support financial institutions in conducting intellectual property and technology achievement pledge financing operations within the High-Tech Industrial Development Zone, provided that risks are controllable. Support high-tech enterprises in listing on stock exchanges and leverage this to accelerate the development of a multi-tiered capital market.   (6) Promote cross-regional integration of innovation resources. Seize the opportunities for openness and cooperation brought by the “Science and Technology Revitalization of Inner Mongolia” initiative, improve innovation cooperation mechanisms with developed provinces (cities), renowned universities, and leading enterprises, systematically integrate high-quality innovation resources, and comprehensively enhance scientific and technological innovation capabilities.   (7) Build the “Four-Tier” Talent Pool for Industrial Parks. Recruit high-caliber talent for industrial park construction and management from the outset. Select and appoint multi-disciplinary professionals—who are highly qualified, capable, innovative, and well-versed in industrial park planning, investment promotion, industrial development, regional economics, and financial law—to serve in industrial parks on a secondment or part-time basis, thereby enhancing the capacity for industrial park construction and development.   (8) Actively apply for designation as a National High-Tech Industrial Development Zone. Focusing on improving the institutional mechanisms of the High-Tech Industrial Development Zone, strengthening the clustering of high-quality industries, enhancing the supporting service functions of the High-Tech Industrial Development Zone, and solidifying the foundation for the creation process, formulate the “Work Plan for Applying to Establish a National High-Tech Industrial Development Zone,”comprehensively coordinate and advance all tasks related to the establishment of a national high-tech industrial development zone. With the Inner Mongolia Wuhai High-Tech Industrial Development Zone as the main entity, strive to apply for the establishment of a national high-tech industrial development zone by 2025, achieving a substantial increase in the innovation capacity and entrepreneurial vitality of the high-tech industrial development zone, a comprehensive optimization of the industrial structure and industrial value chain, continuous improvement in green development and livability and inclusiveness, and a significant enhancement in open innovation and international competitiveness.(Responsible Units: Member units of the Leading Group for the Establishment of a National-Level High-Tech Industrial Development Zone shall assume responsibility in accordance with their respective functions)

  VII. Enhancing Safety and Environmental Protection Standards in Industrial Parks

  (1) Strengthen the Construction of Environmental Protection Infrastructure. In accordance with the development needs of industrial parks, strengthen the renovation and upgrading of environmental protection infrastructure such as sewage treatment plants, solid waste disposal sites, centralized heating systems, sewage collection systems, and supporting pipeline networks, and fully implement the separation of stormwater and sewage. The centralized sewage treatment rate in industrial parks shall reach 100%, the reclaimed water reuse rate shall reach over 80%, and the centralized steam supply rate for industrial parks with industrial steam demand shall reach 60%.Continue to consolidate the achievements of the coal-fired boiler rectification campaign and ensure the complete phase-out of all coal-fired boilers with a capacity of 35 steam tons per hour or less within the industrial parks.   (2) Strengthen environmental pollution control. Conduct regular inspections of the implementation of the “three simultaneous” requirements for the main construction projects and supporting pollution control facilities of projects entering the industrial parks, the implementation of environmental risk prevention and control measures, and the discharge and disposal of pollutants.Supervise and urge enterprises within the park to connect to the industrial park’s centralized wastewater treatment plant in compliance with standards; supervise and urge enterprises to strengthen the collection and treatment of exhaust gases, particularly toxic and malodorous gases, strictly control emissions of volatile organic compounds (VOCs), toxic gases, and malodorous gases, and equip themselves with corresponding emergency response facilities;Solid waste and hazardous waste within the industrial park must be safely disposed of in strict accordance with relevant national management regulations and standards; the industrial park is encouraged to entrust qualified entities with the operation and management of environmental pollution control facilities. Strictly control pollutant emissions from the industrial park, strengthen monitoring of ambient air quality, and ensure that the overall environmental standards within the region are met.   (3) Enhance the Level of Safe Development. Improve the industrial park’s work safety supervision system and strengthen the capacity for emergency response. Standardize the planning and layout of industrial parks and rationally arrange the distribution of enterprises within them. Conduct safety risk assessments for industrial parks, intensify the management of major safety hazards, and complete the classification of safety risk assessments. Establish a centralized, visualized safety supervision information sharing platform for industrial parks to monitor and issue early warnings regarding safety risks at enterprises, key locations, major hazard sources, and infrastructure within the parks.By 2025, the completion rate of safety risk assessments in all industrial parks will reach 100%, and the establishment rate of the integrated, visualized safety supervision information sharing platform will reach 100%.   VIII. Creating Ecological, Green, and Low-Carbon Demonstration Zones

  Encourage public and self-owned power plants across the city to undertake flexibility upgrades for thermal power generation and jointly participate in grid peak-shaving to increase the proportion of renewable energy consumption. Encourage new loads in industrial parks to adopt green energy alternatives, with a focus on piloting low-carbon industrial parks to establish demonstration models for zero-carbon or near-zero-carbon energy use in industrial parks (Responsible Units: Municipal Energy Bureau, Wuhai High-Tech Industrial Development Zone Management Committee);Strictly implement the “Dual Carbon” and “Dual Control” targets; conduct comprehensive assessments of green, low-carbon, and circular development to identify weaknesses in green industrial clustering, energy and resource utilization, and clean production, thereby promoting the continuous deepening of green industries in industrial parks (Responsible Units: People’s Governments of all districts, Municipal Development and Reform Commission); phase out outdated production capacity in calcium carbide and ferroalloy by the end of 2022, and phase out outdated coking capacity by the end of 2023;Promote energy and water conservation retrofits for projects within the industrial park; formulate retrofit plans; complete the retrofits by the end of 2024; and effectively implement subsidy policies for energy and water conservation retrofits (Responsible Units: People’s Governments of all districts, Municipal Bureau of Industry and Information Technology); Encourage enterprises within the park to take the lead in phasing out old and outdated transport vehicles and in procuring and using energy-efficient and new energy vehicles. New and existing parking lots in the industrial park must be equipped with electric vehicle charging facilities or reserve space for their installation.Continue to carry out demonstration creation initiatives, actively selecting enterprises for energy-saving demonstration status and identifying energy efficiency “leaders” (Responsible Units: Municipal Development and Reform Commission, Municipal Energy Bureau, Municipal Bureau of Industry and Information Technology); intensify efforts in the R&D and promotion of advanced energy-saving and emission-reduction technologies, and support the development of low-carbon transition technologies. Focusing on key industries such as chemicals, metallurgy, power, and building materials, advance the development and application of technologies such as waste heat recovery and cascaded energy utilization.Enhance independent R&D capabilities for the clean and efficient utilization of coal; conduct research on comprehensive energy-saving and environmental protection upgrades for coal-fired boilers and key technologies for improving the energy efficiency of motor systems; deepen smart energy management; and comprehensively enhance the energy conservation and emission reduction capabilities of industrial parks.
