Article 1: To comprehensively advance the high-quality development of our city’s cultural and tourism industries, enhance the quality and standards of cultural and tourism consumption, and accelerate the realization of the goal to build a national-level cultural tourism and ecological leisure resort base, these preferential policies are formulated in accordance with the actual conditions of our city.
Article 2: Strengthen the supply and security of land for cultural and tourism development.
Effectively implement the allocation of new construction land for key cultural and tourism projects. For cultural and tourism projects that comply with relevant planning requirements, new construction land quotas shall be promptly allocated in accordance with the project’s construction schedule. For new cultural and tourism projects included in the municipal government’s key projects list that acquire land through public auction, the minimum land transfer price shall be set in accordance with the minimum standard for industrial land transfers in the autonomous region corresponding to the land grade of the location.The principle that the minimum transfer price shall not be lower than the sum of the land acquisition cost, preliminary land development costs, and relevant fees required by regulations shall be followed.
Diversify the methods for supplying construction land. For land used in cultural and tourism-related construction projects, if the land has a single designated use and falls within the scope of statutory allocation, it may be supplied through allocation; if the land has mixed uses and includes commercial purposes, it shall be supplied through bidding, auction, or listing. The use of long-term leasing, lease-to-own, or combined lease-and-own arrangements to supply construction land for cultural and tourism projects is encouraged.
To develop rural tourism, provided that relevant planning requirements are met, rural collective economic organizations may lawfully use construction land to operate tourism reception service enterprises on their own or jointly with other entities or individuals through means such as contributing land use rights as equity or forming joint ventures. Entities and individuals other than rural collective economic organizations may lawfully use collectively owned agricultural land and unused land through contracted management or land transfer to engage in tourism-related crop cultivation, forestry, animal husbandry, and fishery production.
For major cultural and tourism development projects, land for project construction may be acquired through a “case-by-case” approach.
Article 3: Strengthen Support for Project Development.
Support will be provided for social capital to invest in key cultural and tourism industry projects. For new cultural and tourism projects with fixed-asset investments (excluding land costs) of 1 billion yuan or more, between 500 million yuan and 1 billion yuan, or between 100 million yuan and 500 million yuan, upon commencement of operations, incentives will be granted at rates of 3%, 2%, and 1% of the actual investment, respectively, with a maximum incentive of 30 million yuan.
Article 4: Strengthen support for brand development.
A one-time reward of 10 million yuan shall be granted to entities newly designated as National 5A-level Tourist Attractions or National-level Tourist Resorts; a one-time reward of 5 million yuan shall be granted to entities newly designated as National 4A-level Tourist Attractions or Autonomous Regional-level Tourist Resorts; a one-time reward of 500,000 yuan shall be granted to entities newly designated as National 3A-level Tourist Attractions; and a one-time reward of 3 million yuan shall be granted to entities newly designated as National Comprehensive Tourism Demonstration Zones, National-level Tourism Leisure Districts, or National-level Ski Resorts;For newly designated 5C- and 4C-level self-driving and RV campsites, one-time rewards of 2 million yuan and 1 million yuan will be granted, respectively; for newly designated national key towns and villages for rural tourism, one-time rewards of 2 million yuan and 1 million yuan will be granted, respectively; for newly designated autonomous region-level key villages for rural tourism, a one-time reward of 300,000 yuan will be granted.
Newly designated National-level Cultural Industry Parks (Demonstration Bases) and National-level Cultural and Tourism Nighttime Consumption Clusters will each receive a one-time reward of 5 million yuan; newly designated Autonomous Region-level Cultural Industry Parks (Demonstration Bases), Autonomous Region-level Cultural and Tourism Nighttime Consumption Clusters, and Autonomous Region-level Tourism and Leisure Districts will each receive a one-time reward of 1 million yuan.
For newly designated five-star, four-star, and three-star hotels, one-time rewards of 2 million yuan, 1 million yuan, and 500,000 yuan will be granted, respectively;For newly established Class A, Class B, and Class C tourist homestays, one-time rewards of 3 million yuan, 1 million yuan, and 500,000 yuan will be granted, respectively; for newly established autonomous region-level five-star, four-star, and three-star rural (pastoral) tourist accommodation providers, one-time rewards of 200,000 yuan, 100,000 yuan, and 50,000 yuan will be granted, respectively.
Newly established 5A- and 4A-rated travel agencies will receive one-time rewards of 50,000 yuan and 30,000 yuan, respectively;For entities newly designated as National or Autonomous Region-level Civilized Tourism Demonstration Units, one-time rewards of 200,000 yuan and 100,000 yuan, respectively; for those newly awarded first, second, or third prizes in National Service Skills Competitions, one-time rewards of 30,000 yuan, 20,000 yuan, and 10,000 yuan, respectively; for those newly awarded first, second, or third prizes in Autonomous Region-level Service Skills Competitions, one-time rewards of 20,000 yuan, 10,000 yuan, and 5,000 yuan, respectively; for those newly awarded the title of National Gold Medal Tour Guide, a one-time reward of 50,000 yuan;For those newly awarded first, second, or third prizes in national-level cultural and tourism product or design competitions, one-time rewards of 50,000 yuan, 30,000 yuan, and 20,000 yuan will be granted, respectively; for those newly awarded first, second, or third prizes in autonomous region-level competitions, one-time rewards of 30,000 yuan, 20,000 yuan, and 10,000 yuan will be granted, respectively; and for those newly awarded first, second, or third prizes in municipal-level competitions, one-time rewards of 10,000 yuan, 5,000 yuan, and 3,000 yuan will be granted, respectively.
Article 5: Intensify efforts to develop tourism source markets.
Travel agencies that organize groups of out-of-town tourists totaling 2,000 or more per year, with a stay of at least 2 nights and 3 days in Chifeng City and visits to at least two 4A-rated or higher scenic spots, shall receive a one-time reward of 50,000 yuan.
For chartered trains operating from cities outside Chifeng to Chifeng with 400 passengers or more, a one-time reward of 50,000 yuan shall be granted per train. For smaller chartered trains with fewer than 400 passengers, the total shall be calculated cumulatively in units of 400 passengers.For tourist trains departing directly from source cities to Chifeng, a one-time reward of 50,000 yuan will be granted provided the group stays in Chifeng for at least 2 nights and 3 days and visits at least two 4A-rated or higher scenic spots within Chifeng. For trains bound for other cities that stop in Chifeng, subsidies will be provided in accordance with the above standards.
For chartered flights from cities outside Chifeng to Chifeng, a subsidy of 30,000 yuan per round-trip flight is provided for flights north of the Yangtze River, and 50,000 yuan per round-trip flight for flights south of the Yangtze River. For one-time bookings of 100 or more passengers, a subsidy of 200 yuan per person is provided. The above charter flight subsidies require that the group stay in Chifeng for at least 2 nights and 3 days and visit at least two 4A-rated or higher scenic spots within Chifeng.
For self-driving tour groups with 30 or more vehicles and 100 or more participants, a one-time reward of 20,000 yuan will be granted provided the group stays in a hotel for at least two nights and visits at least two scenic spots that generate ticket revenue.
Tour guides holding a national tour guide license who have worked full-time in Chifeng for at least three years, and who have guided a cumulative total of 20 or more tour groups annually without any major complaints, shall receive a reward of 10,000 yuan.
Article 6: The above incentive funds shall be awarded in accordance with the principle of “choosing the higher amount without duplication,” and shall be allocated by the municipal and banner (county/district) level finances in a 4:6 ratio.
Article 7: The Municipal Bureau of Culture and Tourism is responsible for interpreting this preferential policy and shall formulate implementation rules in conjunction with the Municipal Bureau of Finance.
Article 8: This preferential policy shall take effect on the date of issuance and remain valid for two years.
