To the People’s Governments of all flags, counties, and districts; the Administrative Committees of the Economic and Technological Development Zone and the Helin格尔 New Area; all municipal commissions, offices, and bureaus; and all relevant enterprises and public institutions:

To fully implement the mayor’s responsibility system for the “vegetable basket” initiative and fully mobilize the enthusiasm of vegetable growers and operators, we hereby issue the following seven policy measures (trial version) to promote the development of the vegetable industry.

I. Subsidies for New Greenhouse Construction. For newly constructed greenhouse bases with a net planting area of 50 mu or more, where the facility has passed inspection to meet planting conditions and vegetables have been planted, a subsidy of 40,000 yuan per mu will be provided to the construction and production entity. Of this amount, 30,000 yuan will be subsidized by the municipal government, and 10,000 yuan will be subsidized by the finance departments of the flags, counties, and districts. (Responsible Units: Municipal Bureau of Agriculture and Animal Husbandry, Municipal Finance Bureau; Implementation Period: 2022–2023)

II. Greenhouse Renovation Subsidies. For greenhouse bases with a net planting area of 10 mu or more that have been renovated, passed inspection to meet planting conditions, and have already planted vegetables, a subsidy of 15,000 yuan per mu will be provided to the renovating production and operation entity. Of this amount, 10,000 yuan will be subsidized by the municipal government, and 5,000 yuan by the flag, county, and district-level finances. (Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau; Implementation Period: 2022–2023)

III. Planting Subsidies. For planting and operating entities with a net planting area of 50 mu or more of protected-culture vegetables, a subsidy of 2,000 yuan per mu will be provided for fruiting vegetables; a subsidy of 500 yuan per mu will be provided for leafy vegetables, root and tuber vegetables, and edible fungi. For open-field vegetables, planting and operating entities that cultivate 100 mu or more in concentrated, contiguous plots within an administrative village will receive a subsidy of 400 yuan per mu.(Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau; Implementation Period: 2022–2025)

IV. Seedling Rearing Subsidies. Professional vegetable seedling producers with annual sales of 4 million seedlings or more will receive a subsidy of 300,000 yuan. (Responsible Units: Municipal Bureau of Agriculture and Animal Husbandry, Municipal Finance Bureau; Implementation Period: 2022–2025)

V. Premium Brand Incentives. Vegetable products successfully certified as Green Food, organic agricultural products, renowned, special, superior, or novel agricultural products, or agricultural products with protected geographical indications shall be eligible for a one-time reward of 5,000 yuan per certified entity. (Responsible Units: Municipal Agriculture and Animal Husbandry Bureau, Municipal Finance Bureau; Implementation Period: 2022–2025)

VI. Safeguarding the Rights and Interests of Vegetable Growers and Operators. Vegetable growers and operators from outside Hohhot who have resided in the city for more than six months may apply for a residence permit or register their household registration at their current address (including greenhouse annexes) in accordance with regulations; they may enroll in the city’s basic pension insurance and urban and rural residents’ basic medical insurance as individual business operators or flexible employment personnel; their children in compulsory education shall follow the principle of “admission without examination and based on proximity,” with enrollment arranged by the relevant flag, county, or district authorities.(Responsible Units: Municipal Public Security Bureau, Human Resources and Social Security Bureau, Medical Insurance Bureau, and Education Bureau, each responsible according to their respective duties)

VII. Open-Field Vegetable Cultivation Insurance. Building on the pilot program in Saihant District, subsidies for open-field vegetable cultivation insurance will be extended citywide. (Responsible Units: Municipal Finance Bureau, Agriculture and Animal Husbandry Bureau; Implementation Period: 2023–2025)

This policy shall take effect 30 days after its publication and shall be interpreted by the Municipal Bureau of Agriculture and Animal Husbandry. The “Several Policy Measures of Hohhot City to Promote Vegetable Production” (Hohhot Government Document [2020] No. 29) is hereby repealed.
