Implementation Plan for Promoting High-Quality Development of the Service Industry in Hulunbuir City (2022 Edition)

To assist the service sector in overcoming difficulties and fostering development, this plan focuses on key areas and development gaps within the city’s service sector and aims to accelerate efforts to improve the quality and efficiency of the service sector. It is formulated in accordance with the *Implementation Plan for Promoting High-Quality Development of the Service Sector in the Inner Mongolia Autonomous Region (2022 Edition)* and the *Outline of the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives Through 2035 of Hulunbuir City*, and takes into account the actual conditions of the city.

I. General Requirements and Objectives

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th CPC Central Committee, fully implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Inner Mongolia, and thoroughly implement the spirit of the 11th Party Congress of the Autonomous Region and the 5th Party Congress of the city. Grounded in the new stage of development, we will fully, accurately, and comprehensively implement the new development philosophy, serve and integrate into the new development paradigm, and focus on achieving the goals of further consolidating the Autonomous Region’s “two barriers,” enhancing both the quantity and quality of the “two bases,” andand the prominent role of the “One Bridgehead,” we will unwaveringly follow a new path of high-quality development guided by ecological priority and green development. We will adhere to the theme of promoting high-quality development, uphold the general principle of seeking progress while maintaining stability, drive the extension of production-oriented services toward specialization and the high end of the value chain, and promote the transformation of living-oriented services toward refinement and high quality, thereby achieving improved quality and efficiency in the service sector.In 2022, the service sector grew by 7.7%, and the growth rate of total retail sales of consumer goods reached 7.6%. The profitability of the service sector improved significantly, and the pace of integration continued to accelerate, providing strong support for maintaining the city’s stable economic development.

II. Key Tasks

(1) Promoting the Expansion of Supply in Consumer Services

1. Tourism. Guided by the goal of building a first-class domestic destination for grassland, forest, and border tourism, and aiming to establish a strong city in cultural tourism, we will promote the coordinated development of the cultural and tourism industry through the “Seven Transformations.” We will implement the Action Plan for Upgrading Standards and Enhancing Efficiency in the Cultural and Tourism Industry, striving to build the sector into a new economic growth pole for the city’s high-quality development and a key pillar of the national economy.We will advance the integrated development of the cultural and tourism industries, deeply explore China’s outstanding traditional culture, implement the “Ten-in-One” Project, create the Yimin River Cultural and Art Corridor, and build a series of cultural industry parks—such as the Hulunbuir Digital Cultural Industry Entrepreneurship Park—as well as a series of districts, including the Hulunbuir Ancient City Pedestrian Street Tourism and Leisure District.We will conduct a comprehensive survey of cultural and tourism resources, explore the establishment of workshops for the inheritance and experience of intangible cultural heritage, and select and promote a batch of intangible cultural heritage projects into tourist attractions, resort areas, and rural tourism zones. We will also launch a series of “One Place, One Product” characteristic cultural and tourism industry flags and districts. We will promote “Internet Plus” development and accelerate the construction of digital cultural and tourism projects in Hulunbuir City.Promote the construction of projects such as the “Hulunbuir” Grassland and Forest Tourism Resort Train, the creation of the Hulunbuir Grassland–Morgele River 5A-level tourist attraction, and the Hailar Winter Sports Tourism Base; enhance public services for culture and tourism; and establish a national-level tourism and leisure city. 2. Commerce and Services. Strengthen the development of a modern commerce and distribution service system, accelerate the layout of urban commercial and consumer complexes, facilitate trade channels in rural and pastoral areas, and encourage enterprises to utilize internet technology to expand marketing channels. Create 15-minute convenience living circles, optimize the layout of residential areas and community commercial centers, and promote the construction of convenience service centers integrating daily services such as dining, education, culture, healthcare, and elderly care. Promote the networked, specialized, and intensive operation of retail outlets.Promote the development of the “first-store economy” and “first-launch brands.” Actively attract international and domestic commercial brands to establish regional headquarters and functional headquarters in Hulunbuir, encourage commercial enterprises to innovate business models and formats to open flagship stores, and facilitate the establishment of the Wangfujing “Outlet” in Hailar District.Establish modern commercial operation models and implement the urban-rural market system construction project. Actively develop comprehensive commercial service centers, wholesale markets for agricultural and livestock products, farmers’ markets, key commodity reserve facilities, and cold-chain logistics for agricultural and livestock products. Promote the construction of projects such as the Hulunbuir Wanda Plaza and the used car trading market within the Automotive Industrial Park. (Responsibility: Municipal Bureau of Commerce)

3. Sports Services. Improve the fiscal support system for the development of the sports services sector and increase support for key business formats within the sector. Focus on creating distinctive sports brand events such as the Grassland Marathon, horse racing, and low-altitude flight experiences. Continue to expand and strengthen winter brand events such as the Ice and Snow Nadam, Winter Heroes Festival, Cold Pole Marathon, and the Manzhouli China-Russia-Mongolia International Ice and Snow Festival, and promote the extension of event resources to banner, city, and district levels.Develop a number of demonstration projects integrating sports and tourism. Encourage the introduction of professional agencies through service procurement to operate and manage school sports facilities open to the public, and promote the opening of sports facilities at all levels and of all types to the public. Establish community-based fitness organizations and achieve a “15-minute fitness circle” through the construction of urban and rural public sports facilities.Make scientific use of venues such as the Inner Mongolia Ice Sports Training Center, Hulunbuir City Stadium, and Hailar District National Fitness Center to actively host sports equipment and outdoor gear exhibitions and sales events, striving to establish regional brands. 4. Health and Elderly Care Services. Establish new models of integrated medical and elderly care, including contractual partnerships between healthcare institutions and elderly care service providers; healthcare institutions providing elderly care services in accordance with laws and regulations; healthcare institutions offering embedded medical services to elderly care facilities; the establishment of medical units within elderly care institutions; and the extension of medical services to communities and households.Support medical institutions in establishing community (sumu and township) elderly care facilities, and explore the use of existing resources at primary healthcare institutions to internally renovate and expand community (sumu and township) medical-care centers,with a focus on providing centralized or home-based integrated medical and elderly care services to community (sumu and township) residents who are elderly with disabilities, loss of mobility, or dementia. We will establish a “three-in-one” elderly health service model integrating prevention, treatment, and care, develop community-based and home-based integrated medical and elderly care services, and promote services such as family doctor contracts, health management, and appointment-based medical consultations. We will advance the upgrading and renovation of the National Health Information Platform and strengthen interconnectivity with the autonomous region’s platform. 5. Home-based Care Services. Promote the standardization and professionalization of home-based care services. Continue to strengthen the home-based care credit system, guide and encourage home-based care enterprises and practitioners to register on the Ministry of Commerce’s home-based care credit website, and foster an honest and trustworthy environment for home-based care services.Support the Housekeeping Services Association in formulating and refining service standards, organize the submission of the “Housekeeping Service Provision Standard System,” and encourage housekeeping enterprises to standardize and optimize their services to increase the supply of high-quality services. Support the formulation and improvement of housekeeping service standards, and organize vocational skills training for professions such as infant care providers, elderly care attendants, and maternal and infant care providers. 6. Real Estate. Resolutely implement the principle that “housing is for living in, not for speculation,” cultivate and develop the housing rental market, and further improve the housing security system. During the renovation of old residential communities, improve community supporting facilities in a manner suited to local conditions. Further strengthen supervision of the real estate market, continue to rectify irregularities in the sector, and focus on key stages of commercial housing construction, pre-sales and sales, as well as development and brokerage activities to rectify and standardize market order, effectively plug regulatory loopholes, and improve the real estate market supervision mechanism. (II) Promoting the Accelerated Development of Production-Oriented Services

1. Modern Logistics. Advance the construction of freight hub infrastructure and implement multimodal transport demonstration projects. Strengthen the operational monitoring and dynamic management of online freight platforms. Actively develop “Internet Plus” transportation services to achieve precise matching of logistics elements such as people, vehicles, cargo, and routes.Accelerate the development of port logistics service systems, strengthen the comprehensive hub functions of Manzhouli, and advance the construction of the Hulunbuir (Manzhouli) land border port-based national logistics hub and international logistics and trade complex. Leveraging the Manzhouli-Suifenhe corridor, accelerate integration into the development of the China-Mongolia-Russia Economic Corridor and participation in the revitalization of Northeast China’s industry.Deeply implement the “Express Delivery to Villages” initiative to promote direct delivery of express services to villages. Consolidate and expand the achievements of poverty alleviation; implement demonstration projects for express services in modern agriculture and animal husbandry, and establish demonstration zones for the coordinated development of e-commerce and express delivery. Guide express delivery companies to collaborate with rural cooperatives, supply and marketing cooperatives, and other specialized institutions to form a “specialty agricultural products + express delivery” service model.Encourage delivery enterprises to provide cold-chain delivery services for dairy products, beef and mutton, and specialty vegetables and fruits, and build a cold-chain delivery network for specialty agricultural and livestock products. 2. Information Services. Conduct consultation and transformation diagnostics for the integration of informatization and industrialization (the “Two Integrations”), and organize enterprise assessments, diagnostics, and benchmarking guidance for this integration. Expand 5G network coverage to achieve comprehensive coverage in the main urban areas of banners, cities, and districts, key sumu townships, and industrial parks.Implement the Gigabit Fixed-Network Access Project for prefecture-level cities and launch a three-year special campaign to increase IPv6 traffic. Focusing on sectors such as agriculture and animal husbandry, industry, transportation, healthcare, and education, implement the “Sail” Action Plan for 5G applications, explore and promote 5G application innovations, and advance internet applications such as 5G-enabled autonomous driving. (The Municipal Bureau of Industry and Information Technology and the Office of Telecommunications Construction shall be responsible according to their respective duties)

3. Science and Technology Services. Deepen the implementation of the “Science and Technology Revitalization of Inner Mongolia” initiative and improve the science and technology service system. Implement the Science and Technology Achievement Transfer and Commercialization Project and accelerate the establishment of a market system for technological factors.Encourage universities and research institutes to establish specialized technology transfer service agencies; encourage technology transfer service agencies and professional talent to participate throughout the entire process of technology achievement transformation; and provide ex-post subsidies to those with excellent performance evaluations. Implement a three-year action plan for performance evaluation and dynamic management of science and technology enterprise incubators and maker spaces, and support social forces in building comprehensive innovation and entrepreneurship complexes. Establish incentive mechanisms for multi-channel social investment. (Municipal Science and Technology Bureau, Development and Reform Commission, Industry and Information Technology Bureau, Finance Bureau, and Financial Affairs Office are responsible according to their respective duties)

4. Financial Sector. Implement the “Tianjun Service Plan” to promote enterprise listings and foster the incubation of more high-quality enterprises. Deepen reforms of city commercial banks and rural credit cooperatives, and optimize the equity structures of local financial institutions. Actively utilize structural monetary policy tools to increase support for rural revitalization, small and micro enterprises, technological innovation, and green development. Make effective use of carbon emission reduction support tools to promote green and low-carbon development. Reasonably meet the financing needs of enterprises ensuring emergency supply in sectors such as coal, coal-fired power, and heating.Continue to promote a steady decline in enterprises’ overall financing costs and ensure the financial system reasonably passes on benefits to the real economy, thereby reducing the burden on market entities and consolidating the achievements of previous interest rate reductions. Encourage financial institutions to issue green financial bonds. (Responsibility lies with the Municipal Financial Affairs Office and the Hulunbuir Central Branch of the People’s Bank of China, in accordance with their respective duties)

5. Business Services. Support industrial enterprises in establishing industrial design centers. Accelerate the development of disinfection and assessment services, and cultivate and attract 1–2 leading enterprises. (Municipal Bureau of Industry and Information Technology and Municipal Health Commission, responsible according to their respective duties)

6. Human Resources Services. Further improve the policy framework for the human resources services sector. Strengthen talent development in the sector by organizing training programs for major projects to comprehensively enhance the professional and vocational competence of practitioners. Implement a cultivation plan for key enterprises in the human resources services sector, conduct targeted special rectification campaigns, and maintain a fair, standardized, and orderly competitive environment in the human resources market. (Responsibility: Municipal Human Resources and Social Security Bureau)

7. Energy Conservation and Environmental Protection Services. Support third-party technical service agencies in providing energy conservation and environmental protection services, including consulting, assessment, monitoring, inspection and testing, auditing, certification, and regional assessments. Accelerate the development of energy conservation assessment services, and cultivate and attract 1–2 leading enterprises. (Municipal Bureau of Ecology and Environment and Development and Reform Commission, responsible according to their respective duties)

(III) Promoting Integrated Industrial Development

1. Promote the integration of the service sector with agriculture and animal husbandry. Improve the agricultural and animal husbandry science and technology production service system. Implement the three-year action plan for building municipal regional public brands for agricultural and livestock products. Focusing on advantageous industries such as dairy, beef, mutton, potatoes, and corn, develop leisure agriculture and animal husbandry as well as rural tourism, and promote the deep integration of agriculture and animal husbandry with industries such as tourism, education, culture, and health and wellness. (Responsibility lies with the Municipal Agriculture and Animal Husbandry Bureau and the Market Regulation Bureau according to their respective duties)

2. Promote the integration of the service sector and the manufacturing sector. Implement the spirit of the “Implementation Plan for Promoting the In-depth Integration of Advanced Manufacturing and Modern Services” and the “Implementation Opinions on Accelerating the High-quality Development of Manufacturing Services” to advance the deep integration of these two sectors.Integrate service sectors such as R&D, testing and inspection, and information services into traditional competitive industrial sectors. Deepen the “10,000 Enterprises on the Cloud” initiative, continuously upgrade and enhance competitive industries such as equipment manufacturing, agricultural and livestock product processing, and biomedicine, and drive the development of traditional competitive industries toward refinement, greening, high-end development, and digitalization. (The Municipal Development and Reform Commission and the Municipal Industry and Information Technology Bureau shall be responsible according to their respective duties.)

3. Encourage integration within the service sector. Support the service sector in expanding its business scope, accelerating innovation in business formats and models, and building industrial ecosystems. In line with trends in consumption and industrial upgrading, promote cross-sectoral integration and development in services such as design, logistics, tourism, and elderly care.Cultivate new vehicles for the integrated development of the service sector, leverage the leading role of platform-based and hub-type service enterprises to drive innovation, entrepreneurship, and the development of small and micro enterprises, and jointly build “platform + module” industrial clusters. Promote the cross-regional, cross-sectoral, and cross-ownership integration of operations among leading enterprises, and develop a group of large enterprise groups or industrial alliances with comprehensive service capabilities. (Responsibility lies with member units of the Municipal Leading Group for Promoting the Development of the Tertiary Sector, in accordance with their respective duties)

III. Support Measures

(1) Strengthen the Supply of Production Factors. Advance the “streamlining administration, delegating powers, and improving services” reform in the service sector; lower industry entry barriers; eliminate administrative monopolies, industry monopolies, and local protectionism; and create a regulatory environment conducive to innovation, a policy environment that is fair and inclusive, and a market environment characterized by fair competition. Ensure that enterprises have equal access, in accordance with the law, to various production factors—such as capital, technology, human resources, and land use rights—as well as public service resources.Actively seek support from national and autonomous region-level special funds for the service sector, and make effective use of various autonomous region-level special funds for culture and tourism, domestic trade, and other sectors. Prioritize support for eligible service sector enterprises to access capital markets for financing, and actively expand funding channels such as stock listings, corporate bonds, project financing, and equity swaps. Encourage various venture capital institutions and credit guarantee agencies to conduct business with key service sector enterprises. (2) Strengthen Platform Development. Promote the development of service industry clusters, human resources service industrial parks, technology business incubators, cultural industry parks, and cultural tourism consumption clusters. Facilitate the integration of the real economy with internet platforms, and support the development of specialized platforms in key sectors such as logistics and transportation, information consulting, tech finance, and commodity trading.Cultivate specialized platforms such as online business districts, regional services, sales of renowned, high-quality, and specialty products, live-streaming e-commerce, and influencer development. Build a range of comprehensive, sales-oriented, and consumer service e-commerce platforms, foster social e-commerce platforms such as WeChat, and establish integrated online-offline marketing channels. (Responsibility lies with member units of the Municipal Leading Group for Promoting the Development of the Tertiary Industry according to their respective duties)

(3) Promote Brand and Quality Enhancement. Guide enterprises to actively apply for quality management system certification. Leverage events such as “China Brand Day” and “National Quality Month” to advance brand development. Improve the high-quality standards system for the service sector and advance pilot projects for service sector standardization.Centered on the “Hulunbuir” brand, we will focus on building a tourism brand that covers the entire region, all seasons, and all sectors. Following the “city + core scenic area + tourism corridor” model, we will establish a multi-dimensional, multi-tiered market brand system and continue to carry out themed promotional campaigns in the Yangtze River Delta, Pearl River Delta, and Beijing-Tianjin-Hebei regions.Leveraging the development of the cultural and tourism industry and regional public brand products such as Hulunbuir Grassland Lamb, we will actively expand the scope of service industry branding, with a focus on establishing service industry brands in areas such as convention and exhibition services, catering services, e-commerce, and health and wellness (responsibility lies with member units of the Municipal Leading Group for Promoting the Development of the Tertiary Industry according to their respective duties).

(4) Promote the Construction of Key Projects. Focusing on key areas and shortcomings in the development of the service industry, scientifically plan and reserve a batch of major projects that strengthen foundations, benefit the long term, and enhance future growth potential, to foster a rolling development pattern characterized by “reserving a batch, starting a batch, constructing a batch, and completing a batch.”Comprehensively inventory resources such as industrial positioning, preferential policies, market access requirements, and available land, and establish a resource database to provide more accurate investment promotion information to investors in service industry projects. Address issues related to land use, financing, and talent recruitment; major issues shall be submitted to the Municipal Joint Conference on Major Projects for deliberation and resolution. (Responsibility lies with member units of the Municipal Leading Group for Coordinating the Development of the Tertiary Sector according to their respective duties)

(5) Strengthen statistical monitoring. Intensify statistical monitoring across all sectors of the service industry and continue the calculation of value-added for the cultural industry. (Responsibility: Municipal Bureau of Statistics)

(6) Strengthen Coordination and Planning. All departments shall, in accordance with their respective responsibilities, implement list-based management, plan major projects, and refine the implementation of this year’s key tasks. The Office of the Municipal Leading Group for Promoting the Development of the Tertiary Sector (located within the Municipal Development and Reform Commission) shall be responsible for coordinating and monitoring implementation progress and reporting to the Municipal People’s Government.
