To address this 10% challenge, GuChuan United established the GuChuan Training School in 2017.
To date, the school has independently developed over 1,000 investment promotion courses, covering the entire career cycle of investment promotion professionals—from on-the-job mentoring and functional role training to executive development.

Through the rigorous training of our internal system and the refinement of years of hands-on investment promotion experience, countless new hires at Guichuan have unconsciously grown into elite professionals capable of taking on independent responsibilities.
The General Managers of Guichuan United’s Shanghai and Shenzhen offices all joined the company immediately after graduating from university and have risen to their current positions through steady, step-by-step advancement.
Path: Integrating into the Big Picture to Seek Development

In light of this, Guichuan United has proactively taken on the critical responsibility of training investment promotion talent for governments and industrial parks.
In 2021, the Guichuan Training School successfully conducted specialized investment promotion training for nearly 20 entities, including the People’s Governments of Chuzhou City, Anhui Province; Zhuzhou City, Hunan Province; and Longyang District, Baoshan City, Yunnan Province; as well as the Dawanggu Economic Development Zone in Tianjin; the Guangrao Economic Development Zone in Shandong; the Yishui Economic Development Zone in Shandong; the Ziya Economic Development Zone in Tianjin; the Beitun Economic Development Zone in Xinjiang;the Investment Promotion Center of Wucheng District, Jinhua City, Zhejiang Province, and the Investment Promotion Bureau of Huixian City, Henan Province, among nearly 20 investment promotion agencies.
In addition, GuChuan United has built bridges between government agencies, universities, and enterprises, striving to broaden talent recruitment channels at the source and address the shortage of professionals in the investment promotion sector.
In 2020, Guchuan United partnered with Tianjin University of Commerce and Tianjin Foreign Studies University to establish the nation’s first experimental class for investment promotion and the nation’s first experimental class for investment promotion and foreign investment.

In 2021, building on this foundation, Guchuan United took another step forward by partnering with Zhongnan University of Economics and Law to establish an investment promotion internship and practical training base, and by collaborating with Tianjin Foreign Studies University to host the first Investment Promotion Talent Development Forum, thereby significantly expanding its scope.

Guardrails: Accumulation and Self-Restraint at Every Step
The vehicle has begun to travel along the road, but there is one crucial detail that cannot be overlooked—installing guardrails on both sides of the road.After all, some may be tempted to speed or take shortcuts. Guardrails serve as a vital layer of protection.
It may sound exaggerated, but this is the reality. If you are doing the right things, you will find that every policy change works in your favor. Conversely, you will find yourself perpetually racing against the world.
To make the guardrails more robust, Guichuan United launched a significant management system in 2021—the Guichuan Political Commissar Management System.
Gu Chuan United aims to integrate corporate culture into Party-building efforts, leveraging the exemplary qualities of Party members to enhance operational efficiency at the grassroots level, strengthen internal talent selection, and drive the implementation of the company’s cultural values.
Just like Li Yannian in the TV series *Merit*, every political commissar engages in regular conversations with employees to understand each person’s energy, traits, values, and aspirations, performing “predictive maintenance” on the organizational culture to foster an uplifting team atmosphere.
