To further enhance the capacity and standards of the meteorological sector in promoting economic and social development, safeguarding and improving people’s livelihoods, and supporting disaster prevention, mitigation, and relief efforts, and to advance the high-quality development of the meteorological sector in our city, this Implementation Plan is formulated in accordance with the spirit of the “Opinions of the People’s Government of the Inner Mongolia Autonomous Region on Promoting the High-Quality Development of the Meteorological Sector” (Nei Zheng Fa [2021] No. 16), and in light of the actual conditions of our city.
I. General Requirements
(1) Guiding Principles. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and all plenary sessions of the 19th Central Committee. We will thoroughly implement General Secretary Xi Jinping’s important instructions on meteorological work and the spirit of his important speeches and directives regarding Inner Mongolia. Closely following the development plan for Wuhai’s meteorological sector, we will focus on “precise monitoring, accurate forecasting, and refined services,”actively serve the industrial transformation and urban development of Wuhai City, carry out comprehensive ecological and environmental governance in key areas such as Wuhai and its surrounding regions, fully leverage the role of meteorology as the first line of defense in disaster prevention and mitigation, and contribute meteorological strength to writing a new chapter in Wuhai’s high-quality development, high-quality living, and high-efficiency governance.
(2) Development Goals. By 2025, we will establish a modern meteorological system for scientific and technological innovation, services, operations, and governance that is demand-responsive, structurally sound, functionally advanced, and robustly supported. Significant breakthroughs will be achieved in core meteorological operations, and fields such as refined forecasting, urban disaster prevention and mitigation, and environmental meteorological services will reach advanced levels within the region.By 2035, we will have fully established a modern meteorological system that satisfies the people, features advanced technology, is more dynamic, and is more open. The meteorological sector will achieve high-quality development, and the role of meteorology in supporting Wuhai’s economic and social development will be significantly enhanced.
II. Main Tasks
(1) Strengthening the First Line of Defense for Meteorological Disaster Prevention and Mitigation
1. Strengthen the development of meteorological disaster prevention and mitigation mechanisms. Incorporate meteorological disaster prevention knowledge into the training curriculum for grid workers and disaster prevention officers; promote the integration of meteorological disaster prevention and mitigation into the comprehensive disaster prevention and mitigation system, and embed it within the grassroots grid-based social governance system.Develop emergency response threshold indicators and defense guidelines for meteorological disasters; improve multi-departmental mechanisms for rapid response and efficient coordination in preventing and responding to meteorological disasters, as well as mechanisms for public participation; and improve and implement the system for suspending work, production, classes, and transportation operations during major meteorological disasters.(Responsible Units: Municipal Emergency Management Bureau, Meteorological Bureau; Municipal Education Bureau, Natural Resources Bureau, Ecology and Environment Bureau, Housing and Urban-Rural Development Bureau, Transportation Bureau, Water Affairs Bureau, Agriculture and Animal Husbandry Bureau; People’s Governments of all districts. 2. Strengthen meteorological disaster risk management. Complete comprehensive risk surveys, assessments, and zoning for major meteorological disasters such as heavy rain, high temperatures, low temperatures, strong winds, sandstorms, hail, snow disasters, and lightning; and enhance applied research on the application of meteorological disaster risk survey results in key industries.Strengthen the capacity for identifying and analyzing urban meteorological disaster risks; establish meteorological disaster defense standards based on different infrastructure types; and improve the urban meteorological disaster risk prevention system. Revise and improve meteorological disaster emergency response plans, and refine the meteorological disaster risk management system. 3. Enhance the capacity for issuing meteorological disaster warnings. Improve the warning issuance mechanism, formulate standards for the release and dissemination of warning information, standardize the management of warning dissemination, and improve the timeliness and accuracy of warning issuance. Strengthen the “green channel” for major emergency warnings and the mechanism for free nationwide dissemination through the three major telecom operators, and enhance the coordinated linkage between news media, emergency broadcast systems, telecom operators, and warning information platforms.Implement the “call-response” mechanism for major meteorological disaster warnings to ensure warnings reach every village, household, and individual. (2) Enhance the Capacity of Meteorological Services to Support Ecological Civilization Construction
4. Strengthen meteorological services for ecosystem protection and restoration. Scientifically and reasonably deploy ecological meteorological observation stations in key ecological functional areas such as the Longyouwan Wetland and the Wuhai section of the Yellow River to enhance monitoring and early warning capabilities for major ecological meteorological disasters and their derivative hazards. Strengthen meteorological monitoring and evaluation of ecological quality and ecological function restoration, and provide early warning services regarding the impact of extreme climate events and meteorological disasters on ecological security.Strengthen the application of remote sensing technology in the monitoring and assessment of vegetation, water bodies, snow cover, dust storms, and ice jams on the Yellow River, and promote the use of remote sensing products in disaster prevention, mitigation, and relief, urban construction, and agricultural production. 5. Enhance meteorological service capabilities for the Blue Sky Defense Campaign. Strengthen coordination with meteorological bureaus in prefectures and cities along the Ningxia-Inner Mongolia border to conduct basic research on air pollution prevention and control, evaluate atmospheric self-purification capacity, and assess the meteorological impacts of air pollution control measures.Deepen cooperation with ecological and environmental departments to jointly establish an environmental monitoring network and an atmospheric environmental meteorological service center. Promote data sharing, joint analysis and assessment, and emergency coordination; improve the consultation system for monitoring, forecasting, and early warning of severe air pollution; conduct dynamic assessments of urban atmospheric environments and provide meteorological decision-making services for comprehensive air pollution control; and enhance meteorological support capabilities for atmospheric environmental governance and emergency response to sudden environmental incidents. 6. Enhance the capacity for scientific climate change response services. Promote the construction of greenhouse gas observation stations to improve greenhouse gas monitoring and assessment capabilities. Develop a local climate change database and strengthen the analysis and assessment of climate change and extreme weather events. Strengthen the assessment of the impact of climate change on the ecological environment of the Yellow River Basin in our city, and conduct research on the climatic effects of Lake Wuhai. (3) Strengthen the Development of Specialized Agricultural Meteorological Services
7. Strengthen meteorological support services for rural revitalization. Establish a meteorological disaster risk warning product system with granularity down to the town (subdistrict) level, and enhance meteorological services for rural disaster prevention and mitigation. Apply the results of the autonomous region’s agricultural and pastoral climate zoning and major agricultural and pastoral meteorological disaster risk zoning to support the development and utilization of new energy in rural areas and agricultural disaster insurance. 8. Develop smart agricultural meteorological services. Focusing on the city’s agricultural industry layout and the needs of high-standard farmland construction, develop refined, customized, and direct agricultural meteorological services. Improve agricultural meteorological observations and install microclimate observation instruments in farmlands. Conduct citywide surveys and follow-up assessments of crop planting structures, and refine agricultural meteorological service indicators and agricultural meteorological disaster indicators for different crop types.Make every effort to support the development of specialty agriculture, promote the establishment of a specialty agricultural meteorological service center for grapes, strengthen research on the impact of meteorological factors throughout the entire growth cycle of grapes, and improve the meteorological service capacity and level for the grape industry. Deepen meteorological services for high-standard farmland construction and facility agriculture. (IV) Enhance the Scientific Management of Weather Modification Operations
9. Strengthen the modernization of weather modification operations. Develop high-quality scientific weather modification capabilities, improving precision detection, scientific catalysis, real-time communication, and safety assurance in weather modification operations. Deepen the development of scientific and technological support for weather modification, conducting research and applying key technologies such as cloud and precipitation characteristics, identification of operational conditions, and verification of operational effectiveness. Conduct routine weather modification operations for ecological restoration, increasing the frequency and efficiency of rain (snow) enhancement operations on typical cloud and precipitation systems.Explore the application of drone technology in rain enhancement. Improve the operational mechanisms for weather modification services in response to major disasters such as forest and grassland fire prevention and suppression, drought, and other major emergencies, and enhance rapid emergency response capabilities. 10. Strengthen operational safety and safety supervision. Implement the “Inner Mongolia Autonomous Region Regulations on Weather Modification Management” and improve the organizational management system for weather modification. Fully adopt new information technologies, such as the Internet of Things (IoT), promoted by the Inner Mongolia Weather Modification Center; equip sites with video surveillance, smart terminals, and other safety control devices to enhance comprehensive safety protection at critical locations including operational sites, transport vehicles, and ammunition depots.Strengthen safety supervision in key areas such as stations, equipment, personnel, and ammunition in accordance with the law, and regularly conduct joint inspections and emergency drills for weather modification operations. (5) Enhance the Quality of Meteorological Services to Support High-Quality Economic Development
11. Promote the integration of meteorological services into industry development. Establish an industry information-sharing mechanism to ensure long-term, effective information exchange and sharing. Collaborate with transportation authorities to build a network of transportation meteorological monitoring stations, conduct disaster risk assessments in transportation-sensitive areas prone to high-impact weather, and develop transportation meteorological service products. Partner with health authorities to study the correlation between respiratory and circulatory diseases and meteorological factors, and develop health meteorological risk warning services for conditions such as pollen allergies.Strengthen the capacity for forecasting and warning of meteorological disasters in tourist attractions. Collaborate with tourism departments to conduct risk assessments of meteorological disasters and secondary disasters in tourist attractions, and establish a joint information release mechanism for tourism meteorological services in key attractions. Develop specialized service products for high-impact weather events affecting urban lifelines—such as strong winds, heavy rain (snow), sandstorms, and heatwaves—to strengthen the capacity for urban meteorological service support.Improve the multi-departmental information-sharing mechanism for urban flooding, establish an urban flooding monitoring system, and develop meteorological risk monitoring and early warning services for urban flooding. Strengthen integration with the “City Brain” management platform to promote the incorporation of meteorological data into the city’s emergency risk management and governance systems. 13. Expand the supply of public meteorological service products. (6) Strengthening the Development of Meteorological Science and Technology Innovation Capabilities
14. Intensify technological research and development in key areas. Prioritize the development of technologies for objective and subjective corrections in intelligent grids, the interpretation and application of numerical forecast products, and the fusion and analysis of multi-source real-time data. Strengthen technologies for short-term and nowcasting of severe weather forecasts and warnings.Study the patterns of formation and evolution of important weather systems such as the Hetao cyclone, and conduct research on impact forecasting and risk warning technologies for severe weather events including droughts, strong winds, dust storms, cold waves, heavy rain (snow), and heatwaves. Improve severe weather forecasting indicators and models to continuously enhance the level of severe weather monitoring, forecasting, and early warning.Strengthen research on the formation mechanisms and forecasting technologies for extreme weather and climate events. Enhance research on forecasting technologies for meteorological conditions associated with severe air pollution, and conduct research on air pollutant concentration forecasting technologies. 15. Enhance meteorological science and technology innovation capabilities. Focus on key sectors such as energy, ecology, and the grape industry across the city; promote cooperation with research institutes and universities; and facilitate the effective operation of the “off-site incubation, Wuhai implementation” model. Advance a new development paradigm for research-oriented operations characterized by deep integration of scientific research and operational activities, as well as close collaboration between government departments and enterprises. (VII) Strengthen the Development of Basic Meteorological Capabilities
16. Enhance comprehensive meteorological monitoring capabilities. Strengthen monitoring of meteorological disasters in key areas such as major flash-flood ravines, important arterial highways, tourist attractions, and industrial parks. Construct an X-band dual-polarization weather radar and improve the three-dimensional meteorological disaster monitoring network. Develop remote sensing monitoring, enrich remote sensing data resources, and improve the comprehensive application capabilities of multi-source satellite meteorological data. 17. Improve intelligent meteorological forecasting capabilities. Develop interpretation and application technologies for extended-range forecast products to enhance early warning capabilities for meteorological disasters such as heavy rain (snow), heatwaves, droughts, and cold waves.Strengthen research on the interpretation and application of numerical model forecast products in specialized fields such as hydrology, environment, energy, transportation, and tourism; develop operational forecasting services for the impacts of droughts, cold waves, heavy rain (snow), strong winds, and dust storms on various industries; and extend the lead time for severe convective weather warnings to 50 minutes or more. 18. Enhance smart meteorological service capabilities. Improve the decision-making service delivery system categorized by disaster type and user group. Develop inclusive, segmented meteorological service products, and strengthen the intelligent generation and on-demand delivery of public meteorological services. Refine industry meteorological service indicators, build industry-specific meteorological service operational systems, and develop specialized meteorological services that integrate user decision-making, scheduling, and command. 19. Strengthen information support and assurance capabilities. Increase the transmission speed of meteorological communication networks to meet data timeliness requirements. Enhance information security prevention and control capabilities, ensuring that cybersecurity is planned, constructed, and operated in tandem with operational systems. Strengthen interdepartmental cooperation and improve the collection and management of meteorological observation data. III. Implementation
(1) Strengthen Organizational Leadership. Uphold the Party’s comprehensive leadership over meteorological work, improve the working mechanism for high-quality meteorological development featuring interdepartmental coordination and vertical collaboration, incorporate high-quality meteorological development into relevant plans, and ensure comprehensive support for funding, land use, and other resources. The Municipal Meteorological Bureau shall strengthen overall coordination and supervision of the plan’s implementation to ensure all tasks are effectively carried out. (2) Strengthen Investment and Support. Establish and improve local fiscal investment mechanisms; implement management policies regarding public benefits, medical care, and pensions for meteorological personnel; support scientific research and research project development in the meteorological field; include the funds required for the operation of meteorological undertakings and project construction in the fiscal budgets of both municipal and district-level governments; and actively guide social forces to promote high-quality meteorological development. (3) Strengthen the Rule of Law. Conscientiously implement meteorological laws and regulations; protect meteorological facilities and the meteorological observation environment in accordance with the law; implement a unified system for the release of public weather forecasts, severe weather alerts, and meteorological disaster warning signals; and standardize activities such as weather modification, meteorological disaster prevention and mitigation, climate resource protection and utilization, and meteorological information services. (4) Strengthen Talent Development. Establish high-level meteorological science and technology innovation teams focused on areas such as forecasting and meteorological services. (5) Strengthen Integrated Planning. Deepen supply-side structural reforms in meteorological services, and promote the alignment of supply and demand as well as the diversification of service providers.
