Ten Policy Measures for High-Quality Industrial Development To fully, accurately, and comprehensively implement the new development philosophy; to resolutely follow a new path of high-quality development guided by ecological priorities and green development; to accelerate the restructuring, transformation of growth drivers, and improvement of quality in our city’s industrial economy; to focus on building a modern industrial economic system consistent with the capital city’s functional positioning; and to provide strong industrial support for the construction of a modern regional central city, the following policy measures are hereby formulated.
I. Support for Industrial Project Construction. Priority support will be given to industrial investment projects falling under the national encouragement category within the city’s six major industrial clusters: green agricultural and livestock product processing, clean energy, modern chemical industry, new materials and modern equipment manufacturing, biomedicine, and electronic information technology.For the aforementioned projects (including new construction, expansion, and technological upgrades), a one-time investment subsidy of 2% of the actual completed fixed-asset investment amount will be granted upon completion and commencement of production, with the subsidy for a single project not exceeding 10 million yuan. Eligible counties, districts, and development zones are encouraged to provide matching subsidies. Major industrial projects will be supported on a case-by-case basis.
II. Support for Enterprise Technological Innovation and Digital Transformation. Enterprises designated as national-level or autonomous region-level manufacturing innovation centers will receive one-time funding support of 8 million yuan and 3 million yuan, respectively. Newly recognized national-level and autonomous region-level enterprise technology centers will receive one-time funding support of 2 million yuan and 500,000 yuan, respectively.For enterprise projects implementing the commercialization of scientific and technological achievements, a subsidy of 20% of the project’s productive investment (including R&D expenditure) will be provided, with a maximum of 5 million yuan. Enterprises listed in the national catalog of the first-of-its-kind major technical equipment or the first batch of new materials products will receive a one-time reward of 1 million yuan; enterprises recognized as having the first-of-its-kind technical equipment, key components, or first batch of new materials products at the autonomous region level will receive a one-time reward of 300,000 yuan.For projects implemented by enterprises in areas such as smart manufacturing, automation, and digital transformation, a one-time subsidy of up to 20% of the project’s productive investment will be provided, with a maximum of 5 million yuan.Enterprises that take the lead in formulating and obtaining approval for international standards or national (industry) standards will receive rewards of 500,000 yuan and 300,000 yuan per standard, respectively; enterprises that participate in formulating and obtaining approval for international standards or national (industry) standards will receive rewards of 300,000 yuan and 200,000 yuan per standard, respectively, with annual reward funds for a single enterprise not exceeding 2 million yuan.
III. Support for Enterprise Resource Conservation and Comprehensive Utilization. For enterprises implementing industrial water-saving retrofit projects, those achieving annual water savings of 10,000 tons or more will receive a subsidy of 10 yuan per ton, up to a maximum of 2 million yuan; enterprises designated as municipal-level water-saving enterprises will receive a one-time subsidy of 200,000 yuan;For projects involving the comprehensive utilization of general industrial solid waste and the recycling of renewable resources, those with an annual utilization volume of 10,000 to 200,000 tons (inclusive) will receive a subsidy of 10 yuan per ton. For projects with an annual utilization volume exceeding 200,000 tons, the subsidy rate for each additional 100,000 tons will increase by 5 yuan per ton, with a maximum subsidy of 8 million yuan. A single enterprise may receive this award for no more than three consecutive years;Enterprises that transport general industrial solid waste, such as fly ash, via road or rail to other leagues and cities within the autonomous region, or to the Beijing-Tianjin-Hebei region and surrounding areas for comprehensive utilization, will receive a subsidy of 3 yuan per ton; those transporting to other provinces and municipalities will receive a subsidy of 5 yuan per ton.
IV. Support for Enterprise Energy-Saving Technological Upgrades and Green Manufacturing.For enterprises implementing energy-saving retrofit projects—such as boiler energy-saving retrofits, improvements to the energy efficiency of electromechanical systems, utilization of waste heat and pressure, comprehensive energy efficiency improvements, demonstration and promotion of energy conservation, and digital energy management—or other projects with measurable energy-saving effects, a subsidy of 300–500 yuan per ton of standard coal equivalent will be provided for energy savings exceeding 300 tons. For digital energy management projects, a subsidy of 50% of the actual completed investment will be provided.with a maximum subsidy of 3 million yuan per project and 6 million yuan per enterprise. Entities selected for the national or autonomous regional green manufacturing system demonstration lists (including green design demonstration enterprises) will receive one-time subsidies of 500,000 yuan and 300,000 yuan, respectively; enterprises that conduct voluntary clean production audits and pass the acceptance inspection will receive a subsidy of up to 100,000 yuan.
V. Supporting the Development of the Industrial Internet. Enterprises that comprehensively utilize technologies such as 5G, IPv6, industrial wireless, industrial passive optical networks (PON), and edge computing to build or upgrade internal and external networks will receive a one-time grant equivalent to 30% of the actual completed investment, with a maximum grant of 3 million yuan per project.For enterprises deepening the integrated development of “Industrial Internet + Work Safety” projects, a one-time grant of 20% of the actual completed investment will be provided, with a maximum of 2 million yuan per project. Support will be provided to software development cloud enterprises establishing platforms in our city and offering relevant support services to enterprises; for platforms that go live, a grant of 20% of the actual completed investment will be provided, with a maximum of 2 million yuan per project.
VI. Support the integrated development of next-generation information technology and manufacturing. For projects that innovatively integrate technologies such as blockchain, the Internet of Things (IoT), edge computing, industrial big data, artificial intelligence (AI), virtual reality (VR), and digital twins with the real economy, a one-time grant will be provided equivalent to 20% of the actual completed investment, with a maximum grant of 2 million yuan per project.For enterprises that establish new industrial internet identifier resolution secondary node platforms and achieve interconnectivity with the national top-level node, a subsidy of 15% of the actual completed investment will be provided, with a maximum subsidy of 3 million yuan per project.
VII. Support for Industrial Park Infrastructure Construction. For infrastructure construction projects implemented by industrial parks—including various pipeline networks, roads, wastewater treatment facilities, waste disposal sites, and standardized factory buildings—a subsidy of 15% of the project’s actual completed investment will be provided to the park, with annual support for a single project not exceeding 20 million yuan. For smart industrial park construction projects, a subsidy of 15% of the project’s actual completed investment will be provided to the park, with annual support for a single project not exceeding 10 million yuan.
VIII. Support for the development of industrial standard plots in industrial parks. Industrial parks that complete land approval procedures and relevant evaluation and approval processes ahead of schedule, and that determine control indicators such as input-output ratios, investment intensity, and energy consumption standards in advance—thereby ensuring conditions for timely project implementation—shall receive a subsidy of 50,000 yuan per mu of industrial standard plot. Annual funding support for each park shall not exceed 20 million yuan.For the revitalization of idle industrial land for the construction of industrial standard plots, an additional 50,000 yuan in incentive funds will be granted to the park for each mu of land revitalized, with annual support funds for each park not exceeding 10 million yuan.
IX. Support for the Development of Specialized Industrial Parks. For industrial parks implementing projects such as specialized “parks-within-parks” or industrial clusters, a subsidy of 15% of the project’s actual completed investment will be provided to the park, with annual support for a single project not exceeding 20 million yuan. Support will be provided to parks that attract capable industrial real estate development and operation enterprises to build “parks-within-parks”; upon completion, an annual operational subsidy of 20 yuan per square meter of productive floor area will be provided to the park for a period not exceeding five years.
X. Support for the Aggregated and Intensive Development of Industrial Parks.Comprehensively implement the “output per mu” reform in industrial parks and conduct annual assessments of high-quality development. Using a comprehensive set of indicators—including industrial concentration, output per mu, tax revenue per mu, investment per mu, energy consumption per unit of industrial value-added, water consumption per unit of industrial value-added, and comprehensive utilization of solid waste—evaluate all industrial parks in the city. Based on the annual assessment results, provide tiered special funding of up to 2 million yuan to support investment promotion and service capacity enhancement.
This policy shall be interpreted by the Municipal Bureau of Industry and Information Technology and shall take effect 30 days after the date of issuance.
