Article 1 This policy is formulated to thoroughly implement the decisions and plans of the central government and the autonomous region regarding the revitalization of the dairy industry, to promote the high-quality development of the dairy industry in Hohhot, to build a 100-billion-yuan dairy industry cluster, to create an upgraded version of the “Dairy Capital of China,” and to take the lead in achieving the revitalization of the dairy industry within the region and across the country, in accordance with the actual conditions of this city.
Article 2 This policy applies to dairy farms, forage cultivation enterprises (cooperatives and individual farmers), and dairy product processing enterprises within the jurisdiction of Hohhot City.
Article 3 This policy adheres to the principles of prioritizing guidance, substituting subsidies with incentives, integrating and coordinating the use of funds, and conducting strict reviews to prevent fraudulent claims.
Article 4: For newly constructed dairy farms with a scale of 300 head or more, the municipal government and the governments of the relevant banners, counties, and districts shall jointly bear the costs associated with the “three utilities and land leveling” (water, electricity, and road access, as well as land leveling).
Article 5: Grass-Livestock Integration Incentives. To promote the integration of crop cultivation and livestock farming, reduce farming costs, and encourage the development of grass-livestock integration, incentives will be provided to farming and forage enterprises (cooperatives, large-scale farmers) that achieve grass-livestock integration through self-cultivation and self-rearing or through contract-based “cultivation plus procurement” arrangements.A subsidy of 200 yuan per ton will be provided for alfalfa and oat hay, and 100 yuan per ton for alfalfa and oat silage; the subsidy will be shared equally between the livestock farm and the forage grower.
Article 6: Alfalfa Planting Incentives. To encourage the expansion of alfalfa planting areas, incentives will be provided to alfalfa planting enterprises (cooperatives, individual farmers) that establish new, contiguous standardized planting areas of 1,000 mu or more. Based on the actual planting area, with 1,000 mu as a unit, each unit will receive an incentive of 100,000 yuan.
Article 7: Rewards for Farm Renovation, Expansion, and Upgrading. Farms that fully utilize existing facilities to renovate and expand in accordance with standardized dairy farm requirements, thereby increasing dairy cattle capacity, shall receive an average reward of 1.5 million yuan upon completion of renovation, expansion, and upgrading for farms with a herd size of 800 or more dairy cattle. During a single policy period, the same construction project is not eligible for duplicate subsidies.
Article 8: Incentives for the Purchase of Dairy Cattle. Dairy farms that purchase high-quality dairy cattle for rearing in Hohhot City shall receive an incentive of 2,000 yuan for each dairy cow purchased.
Article 9: Incentives for Increased Raw Milk Procurement by Dairy Processing Enterprises. Dairy processing enterprises are encouraged to expand their raw milk procurement areas and increase procurement volumes. Using the previous year’s raw milk procurement volume as the baseline, leading dairy processing enterprises will receive a reward of 150 yuan per ton for any increase in raw milk procurement.
Article 10: Strengthening Financial and Insurance Support. Fully leverage the guiding and leveraging role of fiscal funds to mobilize bank capital, reduce the costs of dairy cattle farming and forage cultivation, and encourage the construction of high-standard dairy farms and forage cultivation bases.Loans for the construction, renovation, expansion, or purchase of dairy cattle for farms and forage planting bases shall be eligible for interest subsidies at the People’s Bank of China’s benchmark interest rate for loans of the same term and category. The subsidy period shall be three years, with 80% of the interest subsidized in the first year, 50% in the second year, and 20% in the third year. The subsidy amount shall range from 50,000 to 2 million yuan. Pilot programs for alfalfa planting insurance shall be launched.
Article 11: This policy shall be implemented by the people’s governments of each flag, county, and district. During the first quarter of each year, they shall organize the disbursement of rewards for eligible items from the previous year. Following applications submitted by enterprises, the people’s governments of each flag, county, and district shall organize relevant departments to conduct inspections and publicize the results. The Municipal Bureau of Agriculture and Animal Husbandry shall conduct random inspections of the acceptance results from each flag, county, and district, and shall report the results to the Municipal Finance Bureau for approval before implementation.
Article 12. The funds required for the rewards under this policy shall be shared equally (50% each) by the municipal and flag/county/district-level finances. The Municipal Bureau of Agriculture and Animal Husbandry and the respective flag/county/district governments shall be responsible for raising and disbursing the subsidy funds, respectively.
Article 13. The Hohhot Municipal Bureau of Agriculture and Animal Husbandry shall be responsible for interpreting this policy.
Article 14. This policy shall take effect on January 1, 2022. The “Hohhot City Dairy Industry Development Support Policy (Trial)” (Huzhengfa [2019] No. 8) is hereby repealed.
