To thoroughly implement the innovation-driven development strategy, focus on building “two bases, two barriers, and one bridgehead,” accelerate the high-quality development of the High-Tech Industrial Development Zone, further leverage the zone’s exemplary, leading, and radiating roles, and promote the high-quality economic development of our league, this plan is formulated in light of our league’s actual conditions.
I. Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee,and earnestly implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Inner Mongolia. We will firmly establish the new development philosophy, take scientific and technological innovation as our guide, aim to foster high-tech industries, prioritize the development of autonomous regional-level high-tech industrial development zones (hereinafter referred to as “High-Tech Zones”), accelerate the aggregation of innovative elements and resources, focus on building a policy environment conducive to scientific and technological innovation, and continuously improve the service system for innovation and entrepreneurship, thereby injecting strong momentum into the creation of a regional innovation ecosystem demonstration zone.
II. Basic Principles
(1) Scientific Planning, Distinctive Development. Guided by relevant industrial plans and policies at the national, autonomous region, and league levels, and based on the foundational conditions and development potential of the region, we will clarify the key directions and priority areas for industrial development. We will meticulously formulate the master plan for the construction of the High-Tech Zone to build a zone with a clear positioning and distinctive characteristics.
(2) Market-Oriented, Innovation-Driven. Fully leverage the decisive role of the market in resource allocation, adhere to an innovation-driven approach, and treat independent innovation as the core strategy for the development and construction of the High-Tech Zone. This will advance the construction of the regional innovation system and stimulate the intrinsic momentum of innovation and entrepreneurship.
(3) Targeted Support, Radiating Influence. Fully leverage the radiating and driving role of the High-Tech Zone in technological innovation and industrial development, and strengthen its integration with regional economic development. Provide full support to the High-Tech Zone in terms of planning guidance, policy formulation, capital investment, and the construction of major innovation platforms and carriers, thereby promoting the concentration of high-quality innovation resources—such as talent and research institutions—within the High-Tech Zone.
III. Work Objectives
Implement the “Promotion and Cultivation” and “Upgrading and Enhancement” initiatives. Select candidates for cultivation from the existing five economic and technological development zones. Over a five-year period, strive to establish the Xilinhot Economic Development Zone as an autonomous regional-level high-tech industrial development zone by 2025;Ensure that the Xilingol Baiyin Hua Economic Development Zone and the Xilingol Industrial Transfer Development Zone basically meet the criteria for establishment; achieve upgrading and enhancement for the Xilingol Sunite Economic Development Zone and the Xilingol Duolun Economic Development Zone, transforming the High-Tech Zone into a growth pole for emerging industries, a source of scientific and technological innovation, and a demonstration zone for high-quality development.
(1) Distinctive Industrial Development. Building on the existing industrial foundation and clarifying key development priorities, the high-tech zone will cultivate 1–2 distinctive and influential strategic emerging industries. By 2025, revenue from high-tech enterprises will account for 20% of the zone’s total revenue, and the output value of high-tech industries will account for 25% of the zone’s total industrial output value.
(2) Innovation Capabilities Significantly Enhanced.We will increase investment in science and technology and build a number of high-level innovation platforms. An industrial technology innovation system centered on enterprises, market-oriented, and integrating industry, academia, research, and application will be basically established. The High-Tech Zone’s expenditure on research and experimental development (R&D) as a percentage of regional GDP will rise to over 2%; at least three new R&D institutions at the autonomous region level or above will be established annually; and the annual average growth rate of high-tech enterprises and authorized invention patents will reach over 30%.
(3) Continuous Improvement of the Innovation Service System. Focusing on the development of distinctive industries, we will accelerate the construction of public technology service platforms, gather a cluster of service institutions in areas such as technology transfer, testing and inspection, intellectual property, and technology finance, and build a science and technology innovation and entrepreneurship service chain comprising maker spaces, incubators, pilot production bases, and industrial parks. By 2025, six new science and technology innovation service institutions will be established.
IV. Key Tasks
(1) Scientifically Formulate Development Plans. Implement the new development philosophy, fully consider the development positioning and industrial foundation of the High-Tech Zone, and focus on characteristic industries such as clean energy, energy conservation and emission reduction, modern agriculture and animal husbandry, ecological restoration, and new materials R&D and application. (2) Focus on Aggregating Innovation Resources. Based on local conditions, widely aggregate innovation resources such as universities and research institutes through industry-academia-research collaboration, joint establishment of R&D institutions, and off-site incubation, with a focus on enhancing the innovation capacity of the High-Tech Zone.
1. Establish major innovation platforms. Strengthen cooperation and coordination with renowned domestic high-tech parks. Based on the development needs of the high-tech zones, attract universities, research institutes, and enterprises to establish innovative platforms—such as distinctive, robust, and influential new R&D institutions—within the zones to advance open innovation at a higher level. 2. Deepen Industry-Academia-Research Collaboration. Guided by industrial development needs, establish a number of high-level technology transfer institutions and create demand-driven technology transfer channels. Promote enterprise-led collaborative models such as “challenge-based” R&D, the establishment of joint laboratories and joint ventures, as well as technology licensing, technology transfer, and technology equity participation. 3. Deepen off-site incubation. Focusing on developed regions, universities, research institutes, and cutting-edge technologies, we will adopt various forms—including “self-construction, brand licensing, on-site presence, and collaboration”—to build an off-site incubation network and incubate a batch of high-tech projects. We will fully leverage the advantages of the Beijing-Mongolia Science and Technology Cooperation Modern Agricultural Technology Transfer Workstation to conquer a batch of key core technologies, develop a batch of major innovative products, resolve a batch of “bottleneck” technical challenges, and propel the industry toward the mid-to-high end.By 2025, strive to establish 5 science and technology enterprise incubators, 5 maker spaces, and 5 “Star Innovation Spaces” at the autonomous region level or above. 4. Attract Innovation and Entrepreneurship Talent. Vigorously recruit high-level innovation and entrepreneurship talent, focus on cultivating innovative entrepreneurs, foster a favorable environment for talent development, and strive to build a comprehensive, efficient, and convenient public service system for talent. Encourage and guide various types of talent to regard the High-Tech Zone as their primary base for innovation and entrepreneurship. (3) Actively Foster Clusters of Innovative Enterprises. Adhere to the principles of initial cultivation, growth support, and demonstration-led development; accelerate the aggregation of high-end innovation and entrepreneurship resources; promote the clustered development of high-tech enterprises, technology-based listed companies, and leading innovative enterprises; and build the High-Tech Zone into a hub for innovative enterprises.
1. Accelerate the tiered cultivation of technology-based small and medium-sized enterprises (SMEs), gazelle enterprises, and high-tech enterprises. Establish an incubation system for technology-based SMEs that encompasses functions such as business incubation, innovation support, and financing services, and support SMEs in carrying out technological, business model, and management innovations. 2. Accelerate the cultivation of technology-based listed companies. Establish a reserve pool of technology-based enterprises preparing for listing, strengthen categorized guidance and support, and encourage enterprises to develop listing roadmaps. Facilitate their entry into the multi-tiered capital market through listings on the Main Board, SME Board, Growth Enterprise Market (GEM), and the National Equities Exchange and Quotations (NEEQ) to accelerate their growth. 3. Accelerate the cultivation of innovative leading enterprises. Guide high-tech enterprises to increase investment in innovation, accelerate the concentration of various high-end innovation resources within industrial parks toward high-tech enterprises, encourage high-tech enterprises to establish modern property rights systems, and support high-tech enterprises in implementing cross-regional mergers and acquisitions as well as industrial chain integration to accelerate the cultivation of a group of innovative leading enterprises. (IV) Vigorously Develop High-Tech Industries. Based on the existing industrial foundation and comparative advantages, accelerate the cultivation and development of advantageous and distinctive industries, and build the High-Tech Zone into a hub for high-tech industries.
1. Focus on developing competitive and distinctive industries. With the goal of moving industries toward the mid-to-high end of the value chain, prioritize the deployment of major industrial investment projects, major scientific and technological research and development projects, and technology transfer projects. Promote the extension of industrial chains toward R&D and services, and drive the high-end, specialized, and branded development of distinctive industries to form high-tech industries with comparative advantages across the region and even nationwide. 2. Transform and upgrade traditional industries. Fully implement the “Implementation Plan for the High-Quality Development of Traditional Industries in the Inner Mongolia Autonomous Region,” transform and upgrade traditional industries, actively cultivate and expand emerging industries, and promote industrial revitalization and development. Accelerate the application of high-tech and advanced applicable technologies to facilitate the conversion and appreciation of resources and extend industrial chains. (5) Continuously optimize the innovation and entrepreneurship service system. Accelerate the development of service systems for innovation services, technology-based entrepreneurship, and technology finance to foster a competitive environment for innovation and entrepreneurship.
1. Improve the technology transfer and commercialization service system. Vigorously cultivate intermediary institutions such as technology consulting, technology evaluation, patent agencies, technology trading, and intellectual property services, and accelerate the establishment of a technology transfer and commercialization service system. 3. Improve the science and technology financial services system. V. Support Measures
(1) Strengthen Organizational Leadership. Establish a joint conference system for the cultivation of high-tech zones across the league to enhance guidance and coordination of cultivation efforts. They shall pool their efforts, coordinate comprehensively, further clarify objectives, tasks, and policy measures, innovate management systems and mechanisms, and promptly coordinate to resolve major issues. (2) Strengthen Policy Support. Conscientiously implement relevant national and autonomous regional policies supporting the development of high-tech zones. Establish mechanisms for the optimal allocation of resources, strengthen the coordination of relevant support policies in areas such as industry, science and technology, talent, energy, land, environmental protection, finance, and fiscal affairs. (3) Strengthen Evaluation and Management. Establish an evaluation mechanism for the cultivation of high-tech zones, incorporating the status of innovation-driven development in these zones as a key component of the science and technology innovation evaluations for flags, counties, cities (districts), and increasing the weight of this criterion in such evaluations.
