To the People’s Governments of all flags, counties, and districts; the Administrative Committees of Economic and Technological Development Zones; the Administrative Committee of the Inner Mongolia Helin格尔 New Area; and relevant municipal departments:
To thoroughly implement the directives and instructions of the Autonomous Region Party Committee and Government regarding the industrial development of the capital city, resolutely pursue a new path of high-quality development guided by ecological priority and green development, and ensure the fulfillment of energy consumption dual-control targets, the following opinions are hereby put forward, with the approval of the Municipal Party Committee, regarding the thorough implementation of the new development philosophy and the acceleration of the transformation and upgrading of the industrial economy.
I. Comprehensively Implement the New Development Philosophy and Incorporate the Requirements of Ecological Priority and Green Development into All Sectors and Fields of the Capital’s Industrial Development
As the capital of the autonomous region, Hohhot serves as a vital showcase for high-quality development across the region. The 14th Five-Year Plan period marks a critical juncture for our city to embark on a new journey and write a new chapter in high-quality development. Manufacturing, as a vital foundation of modernization, fundamentally determines a region’s economic strength.Currently, our city remains in the midst of industrialization, with industrial “weaknesses” still prominent, and the task of expanding and strengthening the industrial economy is extremely arduous. However, industrial development must break free from conventional thinking and path dependence; it must follow a path of ecological priority and green development. In particular, as resource and environmental constraints and the situation regarding energy consumption “dual control” become increasingly tight, the task of accelerating industrial transformation and upgrading and promoting green industrial development has become even more urgent.The entire city must further study and implement the spirit of General Secretary Xi Jinping’s important speeches, instructions, and directives regarding Inner Mongolia, fully implement the deployment requirements of the Autonomous Region Party Committee and Government, comprehensively apply the new development philosophy in industrial development, and incorporate the requirements of ecological priority and green development into every sector and field of industrial development. We must spare no effort to adjust the industrial structure, transform industrial functions, and improve industrial quality.
II. Strictly control industry entry and project approval; strictly prohibit the introduction and construction of industrial projects that do not comply with national industrial policies or the capital city’s functional positioning
The primary focus of industrial project introduction and construction must be on advanced manufacturing, strategic emerging industries, and competitive, distinctive industries with high energy-output ratios. Building on our existing industrial foundation, we must prioritize attracting investment and launching projects centered on expanding and strengthening industries such as dairy, green food, equipment manufacturing, photovoltaic materials, electronic information, clean energy, new materials, biotechnology, energy conservation and environmental protection, and military-civilian integration, thereby driving quality and efficiency improvements in existing industries.We must firmly seize the historic opportunities presented by China’s efforts to build a new “dual circulation” economic pattern and the new round of national industrial restructuring. We will raise industry entry standards, vigorously introduce new industries that create value from nothing, and foster and expand advanced manufacturing clusters.Strictly control high-energy-consumption production capacity; except for capacity replacement projects, do not introduce new capacity projects for coke (Lanchan coal), calcium carbide, polyvinyl chloride (PVC), synthetic ammonia (urea), methanol, ethylene glycol, caustic soda, soda ash, ammonium phosphate,yellow phosphorus, cement (clinker), flat glass, graphite electrodes below ultra-high power, steel, ferroalloys, electrolytic aluminum, and alumina (excluding alumina extracted from high-alumina fly ash)In the biochemical industry, new active pharmaceutical ingredient (API) projects without downstream processing will generally no longer be introduced. Except for modern coal chemical projects included in national planning or those aimed at extending and supplementing industrial chains in the autonomous region, new coal chemical projects will generally not be introduced during the 14th Five-Year Plan period. A sound expert review mechanism for key industrial projects will be established to ensure more rational project screening procedures and more scientific decision-making.
III. Comprehensively Promote Industrial Energy Conservation and Clean Production Upgrades, and Accelerate the Phase-out of Energy-Intensive, Low-Output Production Capacity
Conduct energy-saving assessments and technical upgrades across all major energy-consuming enterprises. Formulate a three-year (2021–2023) action plan for energy-saving technical upgrades, with all tasks to be completed within three years according to a phased schedule of 40%, 40%, and 20%, ensuring that the energy consumption per unit of output at all major energy-consuming units in the city meets or exceeds industry-leading standards. Establish an online energy consumption monitoring system for major energy-consuming units to enhance energy consumption management and early warning analysis capabilities.Strictly implement the autonomous region’s new standards for resolving overcapacity and phasing out outdated production capacity, accelerate the exit of restricted production capacity (equipment) in industries with excess capacity, and implement capacity replacement and upgrading. Outdated production capacity in industries such as ferroalloys, calcium carbide, and coke should, in principle, be fully phased out within two years. Encourage major energy-consuming sectors such as chemicals and non-ferrous metallurgy to promptly formulate transformation and upgrading plans, implement new project replacements, and significantly reduce inefficient production capacity.
IV. Strengthen Scientific and Technological Innovation as the Primary Driving Force, and Support Key Industrial Enterprises in Establishing R&D Institutions
The industrial and information technology sectors are the main battlegrounds for technological innovation. We must place innovation at the core of high-quality industrial development, fully leverage the capital city’s advantages in the concentration of scientific and technological innovation resources, and comprehensively enhance the innovation capabilities of industrial enterprises.Implement an initiative to achieve full coverage of R&D institutions among key enterprises. Vigorously support the establishment of industrial technology innovation strategic alliances and industrial innovation platforms led by enterprises. Annually add a new batch of high-tech enterprises, enterprise technology centers, R&D centers, and key laboratories. Concentrate elite resources to win the battle for key core technologies, and vigorously build national manufacturing innovation centers that promote the coordinated development of industry, academia, and research in advantageous sectors such as dairy products, biological vaccines, and new materials.We will encourage enterprises to implement innovative development measures such as the commercialization of scientific and technological achievements, new product R&D, and the formulation of industry standards, thereby propelling the industrial economy to break free from traditional path dependencies and achieve quality-driven development. We will implement the “Internet Plus Industry” action plan, develop new models of intelligent collaborative manufacturing based on the internet, establish a new batch of smart factories, and elevate the levels of digitization, networking, and high-end development in the manufacturing sector.Accelerate the application process for establishing a national industrial internet identifier resolution secondary node to improve product traceability throughout the entire lifecycle and enhance intelligent management capabilities. Focusing on improving industrial energy efficiency and comprehensive resource utilization, promote independent R&D or the introduction of advanced process technologies in energy-inefficient industries such as building materials, non-ferrous metallurgy, and fly ash utilization, and improve the energy-output ratio through technological upgrades.
V. Implement the Enterprise Cultivation Action Plan to Support High-Quality Enterprises in Growing Larger and Stronger
Establish a tiered cultivation system for manufacturing enterprises. In sectors such as advanced manufacturing, strategic emerging industries, and green food processing, accelerate the cultivation of a new cohort of enterprises with annual revenues exceeding 10 billion yuan and “specialized, refined, distinctive, and innovative” small and medium-sized enterprises (SMEs). Focusing on extending and improving industrial chains, in fields such as energy conservation and environmental protection, industrial internet, information technology, and service-oriented manufacturing, accelerate the cultivation of a group of “single-champion” enterprises that serve leading industries and flagship enterprises, thereby promoting the integrated development of large, medium, and small enterprises.Guide key industrial enterprises to construct, renovate, and manage their facilities in accordance with green factory construction standards, and make intensive use of their premises; by 2023, establish at least 10 additional national and autonomous region-level green factories.
VI. Conduct Performance Evaluations of Industrial Parks to Promote Intensive and Resource-Efficient Development
Formulate and implement assessment and evaluation measures for the high-quality development of industrial parks. Strengthen planning and management of industrial parks, strictly controlling the introduction of construction projects in accordance with each park’s industrial positioning, environmental capacity, and energy consumption increment targets, thereby eliminating the phenomenon of indiscriminate acceptance of projects. Support industrial parks in implementing infrastructure projects such as wastewater treatment, solid waste treatment, and comprehensive resource utilization. By 2025, all industrial parks in the city will meet the autonomous region’s green industrial park evaluation standards, establishing an infrastructure support system commensurate with the city’s level of green and intensive industrial development.
VII. Establish and Improve a Policy Guidance System, and Promote Industrial Transformation and Upgrading Through Multiple Measures
Starting in 2021, fiscal support and incentive policies for enterprises at all levels will be prioritized toward low-energy-consumption, high-output industries. For industries where industrial value-added per unit of energy consumption is significantly higher than the citywide average—including the green food processing industry represented by the dairy sector, the advanced equipment manufacturing industry centered on new energy vehicles, as well as enterprises in electronics and information technology, biopharmaceuticals, new energy, new materials, and fine chemicals—we will further strengthen the supply of production factors to support enterprises in scaling up production.Strictly implement differential and tiered electricity pricing policies for high-energy-consumption industries in accordance with national and autonomous region regulations, thereby compelling these sectors to undergo transformation and upgrading.
VIII. These guidelines shall take effect 30 days after the date of publication.
