No. 5: Offshoring moves up a notch
The British Virgin Islands moved up from No. 7. Offshore finance mechanisms in FDI include offshore subsidiaries, special purpose entities and tax havens. Investment offshore remains at historically high levels. Flows to these tax havens amounted to almost $80 billion in 2012, down $10 billion from 2011, but above the $15 billion average of the pre-2007 period.
