I. Overview

The Urumqi Industrial Internet of Things Park actively supports the High-Tech Zone (Xin Shi Qu)'s leading industries, including the digital economy, biomedicine, and aviation-related industries. It integrates functions such as headquarters offices, R&D, design, and pollution-free manufacturing, with a focus on attracting the "3+1" industries (next-generation information technology, modern services, biomedicine and healthcare, and headquarters economy) to establish a hub for Urumqi's digital economy.

Located at the intersection of Changchun North Road and Lingang Street in the High-Tech Zone (Xin Shi Qu), the industrial park covers an area of 97 mu (approximately 6.47 hectares). With a total investment of 613 million yuan, it features a total floor area of 147,700 square meters (129,500 square meters available for lease), comprising three new-concept factory buildings and one supporting building. Construction began in July 2021, and the park is scheduled to commence operations in June 2024.

II. Architectural Design

The industrial park was designed by Zhejiang Southern Design Institute, a company within the Alibaba ecosystem. The design emphasizes the integration of “production, living, and ecology” and the concept of “large courtyards with small enclosures” to create a modern technology park.The industrial park comprises Factory Buildings 1, 2, and 3, as well as Support Building 4. Specifically: Building 1 is a multi-story factory building with a floor area of 37,100 square meters; Building 2 consists of both multi-story and high-rise sections with a floor area of 38,600 square meters; and Building 3 consists of both multi-story and high-rise sections with a floor area of 34,700 square meters.The ceiling height is 5.9 meters on the first floor, 4.5 meters on the second and third floors, and 4.2 meters on the fourth floor and above. The floor load capacity is 1.5 tons per square meter on the first floor and 400 kilograms per square meter on the second floor and above. Building 4 serves as the park’s non-production support facility, with a gross floor area of 19,200 square meters, providing office spaces, a cafeteria, shared meeting rooms, guest rooms, and other supporting services for the park.

III. Park Positioning

With the mission of driving industrial development, the park is positioned to “integrate park operations, create a radiating network, and serve the entire city.” By constructing smart factories, a big data center, a training center, and a technology exhibition center, and by aggregating innovation, entrepreneurship, and maker resources, the park aims to build a new type of integrated complex that uses data as its foundation and seamlessly integrates industrial and urban lifestyle services. Relying on digital management methods, the park will steadily improve its business environment to attract more enterprises, thereby forming a cluster of strategic emerging industries.

Focusing on the “Health Silk Road” international traditional Chinese medicine (TCM) and wellness industry, the park will collaborate with the digital technology platforms of the Shanghai Cooperation Organization (SCO) member states and the “Belt and Road” AI+TCM Industry Alliance. Partnering with medical institutions such as Xinjiang Medical University and the Autonomous Region Hospital of Traditional Chinese Medicine, and leveraging the expertise of multiple academicians, the park will build an AI-IoT “Three-Chain Integration” platform (integrating digital technology, the TCM industry chain, and cross-border service chains). The project prioritizes the development of community-embedded health service centers and an electronic trading center for bulk traditional Chinese medicinal materials. It aims to establish a new digital healthcare hub connecting China and Central Asian nations, a new paradigm for the silver economy, and a new high-ground for the integrated “industry-academia-research-innovation” model combining AI, traditional Chinese medicine, and the silver economy.

The park has already attracted numerous enterprises, fostering an excellent industrial ecosystem: in collaboration with China University of Mining and Technology, a smart mining laboratory has been established; local high-tech enterprises have been introduced to set up an artificial intelligence laboratory; and multiple smart healthcare, medical device, and pharmaceutical R&D companies have established a 5G-enabled life and health industry ecosystem;In terms of living and commercial amenities, the park features hotels, restaurants, expert apartments, and convenience stores. It has also specially established shared meeting rooms and a multi-purpose hall for tenant use, and offers fully furnished office spaces ranging from 30 to 100 square meters to support move-in-ready operations.Equipped with the autonomous region’s industrial park monitoring and surveillance platform and an expert lounge, the park has attracted new energy vehicle companies and high-end vehicle after-sales service providers. It offers comprehensive financial solutions and will, in accordance with laws and regulations, prioritize providing financial services—including investment and financing, fund management, and supply chain support—to tenant enterprises, enabling them to share a professional and efficient business environment and benefit from lower operational costs.

The Industrial Internet of Things Park focuses on attracting the “3+1” industries (next-generation information technology, modern services, AI-driven traditional Chinese medicine, the silver economy, and headquarters economy). To date, 50 enterprises have moved in, occupying a total of 46,200 square meters.The main tenant enterprises are as follows: First, the “Xinjiang Artificial Intelligence Laboratory” project by Xinjiang Meite Intelligent Technology Co., Ltd., which promotes the application of AI technology locally in fields such as smart healthcare, smart education, smart transportation, smart mining, and smart agriculture; Second, Green Energy Smart Charge Digital Energy Technology Co., Ltd., which leverages heavy-lift drone products from Zhongchuang Aviation (Zhejiang) Co., Ltd. to conduct drone demonstrations, scenario-based experiences, drone maintenance, and operations, aiming to establish a heavy-lift drone operations center for the entire Xinjiang region;Third, Xinjiang Ruidelai Fu Biotechnology Co., Ltd., which is constructing a Class 100,000 GMP cleanroom to produce “Hongdian” brand tomato extract soft capsules (National Health Food Registration No. G20120666); fourth, National Pipeline Network Western Pipeline Co., Ltd., which is establishing an archive repository and a materials and spare parts warehouse for the Production and Technical Service Center in Building 1 of the park;Fifth is Xinjiang Zhongke Xin’an Technology Co., Ltd., which leverages the technical capabilities of Zhongke Yong’an—a university-industry collaboration partner of the University of Science and Technology of China—to provide electrochemical energy storage fire safety technical services locally; Sixth is Xinjiang Fuxin Intelligent Technology Co., Ltd., which draws on the resources of the “State Key Laboratory of Coal Resources and Safe Mining” at China University of Mining and Technology to provide intelligent products and solutions for coal and non-coal mines across Xinjiang; Seventh is Xinjiang Yuhe Biotechnology Co., Ltd., which manufactures medical devices such as protective gear for healthcare workers.
