Article 2 In the administrative area of the autonomous region, engaged in crop seed production and base construction, branding, support and protection of activities, the application of these regulations.
Article 3 The state, county (city) people's government shall prepare crop seed industry development planning, promote the construction of crop seed production bases, the implementation of cultivation, reproduction, promotion of an integrated project, the integration of high-quality crop seed production bases, resources, and the formation of the whole industry chain development of the production system and business system. (c) Promote the construction of crop seed production bases. Crop seed production bases should be built within the scope of basic farmland and relatively fixed.
Article 4 state, county (city) departments in charge of agriculture and rural areas are responsible for the guidance, supervision and management of crop seed production in the administrative area, the establishment of seed traceability system, to ensure the quality and safety of the seed, to support and encourage the establishment of crop seed production enterprises to establish a stable production base for the production of enterprises and bases. Provide information, counseling, technology and other public services for production enterprises and base farmers. State, county (city) development and reform, finance, science and technology, human resources and social security, finance and other relevant departments should be in their respective areas of responsibility, responsible for the development of crop seed industry related work.
Article 5 state, county (city) people's government in the germplasm resources protection and seed selection, promotion and other work in the remarkable achievements of units and individuals to give recognition and rewards. Any unit or individual has the right to report violations of seed laws and regulations. State, county (city) departments in charge of agriculture and rural areas should improve and perfect the complaint and reporting system, the public acceptance of complaints and reports of the way, the acceptance of complaints and reports should be investigated and handled in a timely manner.

Article 8 Encourage innovative crop seed production base business mechanism, promote "leading enterprises + village collective economic organization + farmers" industrialized consortium business mode, encourage the village collective economic organization through the farmers' contracted land Encourage the village collective economic organization through the farmers contracted land right to share or land collective transfer and other methods, the farmers scattered operation of the contracted land piece concentration, the construction of stable large-scale, mechanized, standardized, intensive, information-based crop seed production base.
Article IX state, county (city) departments in charge of agriculture and rural areas shall publish a model seed contract to guide crop seed production enterprises and farmers, village committees, collective economic organizations or other organizations to sign a standardized seed contract.
Article 10 state, county (city) departments of agriculture and rural areas shall establish crop seed production enterprise integrity file, including basic information, production and operation status, quality of service, quality of seed, contract fulfillment and other content. Crop seed production enterprises in violation of the law and serious breach of trust in accordance with the law into the social credit information sharing platform.
Article 11 Crop seed production and operation of voluntary participation in accordance with the law seed industry associations. Encourage the seed industry associations for members and industry development to provide information exchange, technical training, credit building, marketing and consulting services, according to the annual industry credit evaluation, evaluation results should be announced to the community. Seed industry associations should safeguard the legitimate rights and interests of members, and strengthen industry self-regulation.
Article XII Encourage the seed industry associations to create crop seed brand, around the brand to carry out publicity, relying on the brand to drive the development of varieties, and improve the visibility of enterprises and brands.
Article 13 Encourage and support social capital to invest in crop seed industry innovation, support crop seed production enterprises to expand their scale and improve competitiveness.
Article 14 State, county (city) people's government shall arrange special funds to increase the crop seed production enterprise development, scientific and technological innovation support. Encourage and guide financial institutions to provide credit support for crop seed production, management and storage.
Article 15 Encourage scientific research institutions, colleges and universities, crop seed production enterprises and rural collective economic organizations, farmers' professional cooperatives, family farms to carry out cooperation, the establishment of the benefit linkage mechanism, to promote the farmers to increase income and wealth.
Article 16 Encourage crop seed production enterprises and colleges and universities, scientific research institutions to jointly build a breeding innovation platform, to create a set of breeding capacity enhancement, research and development of new varieties and the transformation of results as one of the seed industry science and innovation space.
Article 17 The state people's government, relying on the Changji National Agricultural High-tech Industrial Demonstration Zone, the establishment of the seed industry technology incubation industrial park, the formation of seed industry resources sharing, complementary industrial clusters.
Article 18 State and county (city) people's governments and agricultural and rural, science and technology departments should support colleges and universities, scientific research institutions, crop seed production enterprises to carry out scientific and technological exchanges in the seed industry, to attract domestic and foreign advantageous enterprises and innovative institutions to gather to cultivate and introduce practical talents in the field of seed industry.
Article 19 state, county (city) people's governments shall strengthen the organization and coordination of the development of crop seed industry, the establishment of agriculture and rural areas, public security, natural resources, ecological environment, supervision and management of the market, transportation and other relevant departments of the joint law enforcement mechanism, to maintain the order of production and operation of crop seed.
Article 20 The administrative organs and their staff in violation of the provisions of these Regulations, abuse of power, dereliction of duty, favoritism and malpractice, the directly responsible officers and other directly responsible personnel shall be given sanctions; constitutes a crime, shall be investigated for criminal responsibility. Criminal responsibility shall be investigated according to law.
Article 21 Violation of the provisions of these Regulations, shall bear legal responsibility for other acts, in accordance with the "People's Republic of China Seed Law" and relevant laws and regulations to be implemented.
Article 22 These Regulations shall come into force on July 1, 2024 .
