Chapter 1 General Provisions

Article 1  In order to standardize the management of the use of incentive funds for large grain (oil) producing counties, and to improve the efficiency of the use of incentive funds, these measures have been formulated in accordance with the provisions of the Ministry of Finance's "Interim Measures for the Management of Incentive Funds for Large Grain (Oil) Producing Counties" (Cai Jian [2018] No. 413) and other documents. Article 2  The incentive funds for large grain (oil) producing counties referred to in these measures refer to the incentive funds for large grain (oil) producing counties allocated by the central and corps finances, and the funds for grain and oil production arranged by the division and city level finances.

Article 3  The use of grain (oil) county incentive funds should reflect the "appropriate concentration, focus, earmarked, seek efficiency, according to the management" principle.

Article 4  incentive funds. Grain county incentive funds used to supplement the Corps allocated division city arable land force protection, grain farmers one-time subsidies and other agricultural funds insufficient part and high standard farmland construction projects need division city supporting funds part; used to support food production, operation, industrial development, etc.. Oil production county incentive funds, used to support oil production and industrial development, especially for the support of oil acquisition, processing and other aspects of expenditure.

Article 5  incentive funds to use performance objectives. Focus on "stabilizing grain and oilseed sowing area, improve grain and oil yields, good seed coverage and the level of agricultural mechanization production, enhance grain storage and logistics, processing and transformation, market sales capacity.  

Chapter II Funds use management   

    Article 6  According to Incentive funds for the purpose of the funds issued in a timely manner after the development of the program for the use of incentive funds for the year, reported to the division approved, strictly according to the program content of the implementation of unauthorized adjustments shall not be changed, such as the need to adjust the division shall be reviewed and approved by the city.

Article 7  incentive funds allocated. Grain and oil production county incentive funds to implement the award, first built after the compensation system. Divisional and Municipal Finance Bureau according to the use of incentive funds program in a timely manner to allocate incentive funds to the farm or project implementation unit. Article VIII  incentive funds for the construction of the project, by the project implementation unit to prepare the project design, detailed quantitative project construction content, clear project responsibility units and responsible persons, standardize the approval of the project, the implementation of the operation, the completion of the acceptance procedures. Where the tender, procurement of works, goods, all in accordance with the provisions, to fulfill the tender, procurement procedures.

Chapter III Supervision, Inspection and Performance Evaluation

    Article  Divisional and Municipal Finance Bureaus, Agriculture and Rural Affairs Bureau is specifically responsible for the use of the incentive funds management, supervision and inspection, performance evaluation.

Article 10  Standardize the management of grain (oil) county incentive funds, shall not be illegal to buy, update the car, new office buildings, training centers, shall not be engaged in the people's money, unrealistic, "performance engineering", "image project". The illegal use of incentive funds, according to the law to investigate the parties involved, the responsible person and the responsibility of the relevant units.

Article 10  incentive funds performance evaluation. Actively do a good job of incentive funds project implementation information collection and summary, timely organization of performance evaluation, and performance evaluation results reported to the Corps Finance Bureau, Agriculture and Rural Affairs Bureau.

Article XI These measures shall be implemented from the date of publication, the "Fourth Division of the city of Keke Dara Interim Measures for the Management of Incentive Funds for Large Grain (Oil) Producing Counties" (Division Caijian [2019] No. 106) shall be repealed at the same time.
