(1) For industrial project sites in the central and western regions that really need to use state-owned unutilized land outside the scope of urban construction land as determined by the overall land-use planning, and the preliminary development of land is completed by the land users themselves, the use of state-owned unutilized land within the scope of urban construction land as determined by the overall land-use planning can be implemented at a rate of not less than 50% of the standard corresponding to the location of the land grade. (c) Where photovoltaic and wind power generation projects use unutilized land such as Gobi, desert and barren grassland, the portion of the land use that does not occupy the land or change the surface morphology can be recognized according to the original land category.

(d) For the construction of ice and snow venue facilities utilizing existing mountains, rivers and water, if they do not occupy land or change the surface morphology, they can be managed according to the original land category.
