(1) Retail Prices for Residential Natural Gas: A tiered pricing structure is implemented for residential natural gas. The base rate for the first tier is 1.41 yuan per cubic meter. The annual consumption threshold for residential cooking and hot water users in the first tier is 280 cubic meters, and for users with independent wall-mounted boilers, it is 1,800 cubic meters;The second-tier base rate is 1.69 yuan per cubic meter. The annual consumption threshold for residential cooking and hot water users in the second tier is 280–360 cubic meters, and for users of standalone wall-mounted boilers, it is 1,800–3,000 cubic meters;The third-tier gas price is 2.1 yuan per cubic meter, which is 1.5 times the base rate. This tier applies to residential users with annual cooking and hot water gas consumption of 360 cubic meters or more, and to users with independent wall-mounted boilers with annual gas consumption of 3,000 cubic meters or more.For residential users whose heating and domestic gas consumption is not metered separately, the tiered gas volume is calculated as the sum of the residential domestic tiered volume and the independent heating tiered volume.In accordance with the spirit of the National Development and Reform Commission’s “Guiding Opinions on Establishing and Improving the Tiered Pricing System for Residential Gas” (Fa Zheng Jia Ge [2014] No. 467), non-residential users subject to residential gas rates—such as schools and elderly care facilities—shall be charged at a rate of 1.55 yuan per cubic meter, which is the average of the first and second residential tiers.The residential tiered gas pricing system operates on an “annual” billing cycle (calculated from the date of issuance of the residential tiered gas pricing policy). Residential users will continue to have their meters read and gas bills settled on a monthly basis. Once cumulative gas consumption reaches the threshold for the second tier of the annual tiered volume, tiered surcharges will begin to apply. Gas consumption is not accumulated or carried over between annual cycles.

(2) Terminal sales price for gas used in centralized heating: Adjusted from the current 1.29 yuan/cubic meter to 1.41 yuan/cubic meter.

(3) Retail sales price for commercial gas: Adjusted from the current 1.7 yuan/cubic meter to 2.3 yuan/cubic meter.

(4) Retail sales price for vehicle fuel gas: Subject to market-based pricing, to be determined through mutual agreement between the relevant enterprises.

(5) End-user sales price for industrial natural gas: Subject to market-based pricing; gas operators and refueling stations shall independently determine sales prices based on market conditions, supply and demand, and other factors.
