(1) Eligibility Criteria for Labor-Intensive Enterprises: Any enterprise legally registered and paying taxes within the four prefectures of Southern Xinjiang, and filed with the relevant county-level industry department; independently accounted local manufacturers of labor-intensive products such as electronic assembly, footwear, toys, and wigs, with a stable workforce of 50 or more employees, of whom 20 or more must be paying social insurance premiums in full in accordance with relevant regulations.1. One-time New Employment Subsidy Policy. For newly recruited local employees who sign labor contracts of three years or longer, a one-time new employment subsidy will be provided at a rate of 5,000 yuan per person, distributed over three years (2,000 yuan in the first year, 1,000 yuan in the second year, and 2,000 yuan in the third year).

(2) Adjustment of Freight Subsidies for Out-of-Region Transportation. For products manufactured by labor-intensive enterprises in the four prefectures of Southern Xinjiang—including consumer electronics, footwear and headwear, toys, wigs, luggage, and leather goods—a subsidy of 50% of the actual railway or road transportation costs incurred for shipping the products out of the region shall be provided. For consumer electronics transported via domestic air freight, the freight costs shall be converted to the equivalent road transportation costs for the same distance, and a subsidy of 50% of the road transportation costs shall be provided.

(3) Pre-employment Training Subsidies. Labor-intensive enterprises in the four prefectures of Southern Xinjiang—including those in the textile and apparel, consumer electronics manufacturing, footwear and headwear, toys, wigs, luggage, and leather goods sectors—shall receive a pre-employment training subsidy of 2,400 yuan per person.

(4) Social Insurance Subsidies. For labor-intensive product manufacturers—such as electronics assembly, footwear, toys, and wigs—that establish satellite factories or poverty-alleviation workshops in townships or villages, and that recruit new local employees, sign labor contracts, and employ them for at least one year, a social insurance subsidy equal to the full amount of the enterprise’s actual social insurance contributions (comprising basic old-age insurance, basic medical insurance, and unemployment insurance) shall be provided. The duration of the social insurance subsidy shall correspond to the actual term of the labor contract, with a maximum of three years.

(5) Maintain the advantage of low electricity prices. Implement a preferential electricity rate of 0.38 yuan per kilowatt-hour for enterprises in the textile and apparel sector across the region, as well as for enterprises in the four prefectures of Southern Xinjiang engaged in the production of consumer electronics, footwear, hats, toys, wigs, luggage, and leather goods, and provide a fiscal subsidy of 0.03 yuan per kilowatt-hour.Key industrial parks and key labor-intensive enterprises, such as those in the textile and apparel sector, are encouraged to participate in centralized market-based electricity trading within the region. Enterprises participating in such trading will continue to receive a fiscal subsidy of 0.03 yuan per kilowatt-hour, further reducing electricity costs.
