(1) Subsidies under the Central Government’s Grain-to-Fodder Conversion Program are primarily allocated for the procurement and storage of high-quality forage, such as whole-plant silage corn, as well as for a limited amount of silage pit construction and the purchase of forage harvesting, storage, and processing machinery.While ensuring the completion of the grain-to-forage conversion area targets, the subsidy standard per ton of high-quality forage shall be determined by the agricultural, rural affairs (livestock), and finance departments of each pilot prefecture (autonomous prefecture, city), county, or city based on actual procurement and storage volumes; in principle, this shall not exceed 50 yuan per ton. (2) Grain-to-Fodder Conversion Subsidies. First, a subsidy of no more than 50 yuan per ton is provided for silage feed grown or purchased by legally registered livestock enterprises and cooperatives within the region. Second, legally registered autonomous region-level and key agricultural industry leading enterprises within the city may receive a subsidy covering 50% of the actual transportation costs for forage purchased outside the Hotan Prefecture.

(3) Livestock enterprises and cooperatives legally registered within the region shall receive a subsidy of 160 yuan per ton for forage and feed purchased from outside the Hotan Region (the specific annual subsidy amount is subject to adjustment based on policy changes).

(4) Central Government Agricultural Production Development Fund (High-Quality Breed Subsidy) Project
1. High-Quality Beef Cattle Breed Subsidy. Subsidies are provided to beef cattle farmers (farms, breeding units) conducting artificial insemination who use frozen beef cattle semen to improve breeding cows. Each breeding cow is subsidized for two doses of frozen semen per year; the livestock high-quality breed subsidy project provides a subsidy of no more than 20 yuan per dose of frozen semen, and supports local prefectures (autonomous prefectures, cities) and counties (cities) in allocating matching project funds to purchase high-quality frozen semen.
2. High-Quality Sheep Breeding Subsidy. Subsidies are provided for the purchase of breeding rams from breeding farms with valid production and operation qualifications (provided the breeds comply with the regional planning and layout for local sheep and mountain sheep varieties). Subsidies are also provided for breeding farms holding a Livestock Breeding Production License that added new core herd breeding ewes in 2021 (which have been appraised and registered by the Autonomous Region’s Livestock Industry Technology System Expert Group as Grade 1 or higher, and for which breeding sheep records have been established).The subsidy for breeding rams shall not exceed 1,000 yuan per head (with a maximum of 2,500 yuan per head for Hu sheep breeding rams); the subsidy standard must not exceed the aforementioned limits.

The purchased mandatory immunization vaccines shall be provided free of charge for the immunization of animals at breeding enterprises (farms, cooperatives, and individual breeders).

(6) Subsidies for the Safe Disposal of Dead Pigs at the Farming Stage. Support is provided to large-scale farms (households) for the purchase of safe disposal equipment, and subsidies are granted for the safe disposal of dead pigs at the farming stage. Farming units shall apply for subsidy funds to the county or municipal animal husbandry and veterinary authorities, and the Autonomous Region Bureau of Animal Husbandry and Veterinary Medicine shall determine the allocation based on the share of central government subsidies for animal disease prevention and control.

(7) County-wide Promotion Project for the Resource Utilization of Livestock and Poultry Manure
This project promotes the resource utilization of livestock and poultry manure on a county-wide basis. It prioritizes support for large-scale farms, crop growers, socialized service organizations, and county-level technical support units to upgrade facilities and equipment related to the collection, storage, treatment, utilization, and testing of livestock and poultry manure, and to establish demonstration bases for the application of manure fertilizer to farmland. The central government’s investment ratio shall, in principle, not exceed 50% of the total project investment, with a cap of 30 million yuan per county.Specifically, for counties with a live hog inventory of 100,000–200,000 head or a hog inventory equivalent of 200,000–400,000 head, central government investment shall not exceed 25 million yuan; for counties that have been lifted out of poverty, it shall not exceed 28 million yuan. For counties (including those that have been lifted out of poverty) with a live hog inventory of 200,000 head or more (inclusive) or a hog inventory equivalent of 400,000 head or more (inclusive), central government investment shall not exceed 30 million yuan.

(8) Insurance Policy for Dairy Cows. Premium Rate Table for Xinjiang Central Government-Subsidized Livestock Insurance of PICC Property & Casualty Co., Ltd.
1. Insured Value per Head. The insured value per head of dairy cattle shall be determined through negotiation between the policyholder and the insurer, taking into account the breed, age, and rearing costs of the cattle, and shall not exceed 70% of the market value, as specified in the insurance policy.
2. Insurance Premium Rate. Four prefectures in Southern Xinjiang (Aksu, Kizilsu, Kashgar, Hotan): 4.5%; Other regions: 6%.
3. Insurance Premium Calculation: Insurance Premium = Insured Amount per Head (RMB/head) × Number of Insured Heads × Insurance Premium Rate.
4. Subsidy Ratio. The central government provides a 50% subsidy, the autonomous region government provides a 25% subsidy, the county government provides a 5% subsidy, and the farmer pays 20%.
