(1) The Kungang Economic and Technological Development Zone (Non-Ferrous Metals Industrial Park) in Hotan Prefecture is located in the southeastern part of Luopu County, south of the Tuho Expressway, the Hotan-Ruocheng Railway, and National Highway 315, approximately 20 km from the Luopu County Government.The park is planned to cover a total area of 14.92 km². Leveraging Hotan Prefecture’s abundant resources of lithium, lead-zinc, and other non-ferrous metals, the park will be developed into a green, smart industrial park integrating non-ferrous metal smelting and processing, resource recycling, scientific research and development, and technology commercialization; a National Non-Ferrous Metal Industry Demonstration Zone; a National New Energy and New Materials Production Base; a National Comprehensive Utilization Demonstration Base for Recycled Non-Ferrous Metals; and a National “Urban Mines” Demonstration Base.

(2) The park has favorable development conditions. Regarding water supply security: the preliminary feasibility study for the Langgan Regulation Reservoir project has been approved by the Autonomous Region Water Resources Department, and a reservoir with a storage capacity of 9.95 million cubic meters has been included in the 14th Five-Year Plan. Construction of the regulation reservoir dam and debris clearance at the reservoir basin is currently underway. The emergency water supply project has been completed, and water testing is currently being conducted, along with the construction of emergency accident water tanks.Regarding power supply: A 10-kilovolt dual-circuit power grid has been established. The park is approximately 7 kilometers from the Luopu 220-kilovolt substation and 58 kilometers from the Hotan 750-kilovolt substation. A 400,000-mu photovoltaic base has been planned around the park, with construction of a 4-megawatt facility already underway.Road Infrastructure: Three access roads have been constructed, connecting to National Highway 315 and the Tuhe Expressway. Plans are in place to build a dedicated ore transport road (47 km) from G580 along the south side of the Tuhe Expressway to the park. Natural Gas Supply: The park is approximately 20 km from the Luopu High-Pressure Valve No. 43, among other facilities.

The overall layout of the park is summarized as “One Core, Two Axes, Seven Zones.” One Core: The Comprehensive Service Zone is planned to be established southwest of the intersection of Planned Jing 4th Road and Planned Wei 1st Road, encompassing the Intelligent Management Center, R&D Innovation Center, Trade and Exhibition Center, and Education and Training Center. Two Axes: The main axis of comprehensive development runs along Planned Jing 4th Road, while the secondary axis runs along Planned Wei 4th Road.Seven Zones: Based on land use functions, the remaining areas of the park are divided into seven functional zones: the Comprehensive Service Zone, the Lead-Zinc Smelting Zone, the Lead-Zinc Deep Processing Zone, the Lithium and Related Industries Zone, the Circular Economy Zone, the Warehousing and Logistics Zone, and the Development Reserve Zone. The slag storage area is established separately.

Relying on the lithium ore from Dahongliutan, the park is planned to establish a 2.8 million t/a lithium ore beneficiation facility and a 190,000 t/a lithium salt processing facility, as well as downstream industries including lithium battery cathode materials, lithium batteries, and supporting products such as copper foil, battery anode materials, aluminum foil, battery separator materials, electrolyte manufacturing, metallic lithium, and waste battery recycling;Leveraging salt lake lithium resources, the park is planned to establish industries for potassium chloride, potassium sulfate, bromine, and tetrabromobisphenol;Leveraging the Huoshaoyun lead-zinc mine, plans include the construction of a 1 million t/a lead-zinc smelting facility, a 5,000 t/d lead-zinc ore processing plant, and downstream industries such as lead-zinc alloys, zinc powder, zinc oxide, lithopone, lead-acid batteries, and recycled lead-zinc recovery;At the same time, leveraging local non-ferrous metal resources such as silver, gold, antimony, tin, magnesium, and copper, we plan to develop related non-ferrous metal smelting and processing industries. By utilizing tailings from lithium and zinc ore beneficiation and smelting, we will produce building materials and ceramics, thereby establishing a new building materials industry.

3. Currently, six enterprises have settled in the park, with a planned total investment of 21.728 billion yuan. Upon reaching full production capacity (from 2024 to 2025 and beyond), the output of lithium products such as lithium carbonate is projected to exceed 350,000 metric tons, and the output of lead-zinc products is projected to exceed 700,000 metric tons. The estimated output value for 2024 is expected to exceed 10 billion yuan.
