Original Title: Notice of the State Council on Issuing the "Overall Plan for the China (Xinjiang) Pilot Free Trade Zone"
The establishment of the China (Xinjiang) Pilot Free Trade Zone (hereinafter referred to as the Pilot Free Trade Zone) is a major decision made by the Central Committee of the Communist Party of China and the State Council, and an important strategic measure to advance reform and opening-up in the new era. This Plan is formulated to ensure the high-standard and high-quality development of the Pilot Free Trade Zone.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, coordinate the advancement of the “Five-Sphere Integrated Plan” and the “Four Comprehensives” strategic layout, fully, accurately, and comprehensively implement the Party’s strategy for governing Xinjiang in the new era, adhere to the general principle of seeking progress while maintaining stability,fully, accurately, and comprehensively implement the new development philosophy; accelerate the building of a new development paradigm; focus on promoting high-quality development; better balance development and security; actively serve and integrate into major national strategies; persist in advancing high-level opening-up; accelerate the implementation of the Free Trade Pilot Zone Upgrade Strategy; give full play to the role of the comprehensive experimental platform for reform and opening-up; and build the Free Trade Pilot Zone into a new high ground for reform and opening-up in the new era.
(2) Strategic Positioning and Development Goals
With institutional innovation as the core and replicability and scalability as the basic requirements, we will fully implement the spirit of the Third Central Symposium on Xinjiang Work, thoroughly implement the spirit of General Secretary Xi Jinping’s series of important speeches and instructions on Xinjiang work, firmly grasp Xinjiang’s strategic positioning within the national context, and thoroughly, meticulously, and effectively carry out all tasks related to governing Xinjiang according to law, maintaining stability through unity, enriching Xinjiang through culture,enriching the people and revitalizing Xinjiang, and building Xinjiang for the long term, and strive to create a model for promoting high-quality development in central and western China. We will build Xinjiang into a key hub for integrating into both domestic and international economic cycles, serve the construction of the core area of the “Belt and Road” initiative, assist in establishing the Asia-Europe Golden Corridor and a bridgehead for China’s opening-up to the West, and make positive contributions to jointly building a China-Central Asia community with a shared future.
Grant the pilot free trade zone greater autonomy in reform, fully leverage Xinjiang’s geographical advantage of “five border crossings connecting eight countries and one route linking Eurasia,” conduct in-depth differentiated explorations, and foster and expand Xinjiang’s distinctive and competitive industries. Through three to five years of reform and exploration, strive to build a high-standard, high-quality free trade zone characterized by an excellent business environment, convenient investment and trade, the clustering of competitive industries, the sharing of factors and resources, coordinated and efficient management, and a prominent radiating and driving effect.
II. Geographical Layout
(1) Scope of Implementation
The Free Trade Pilot Zone covers an area of 179.66 square kilometers, comprising three sub-zones: the Urumqi Sub-zone (134.6 square kilometers, including 30.8 square kilometers within the 12th Division of the Xinjiang Production and Construction Corps and 2.41 square kilometers within the Urumqi Comprehensive Bonded Zone); the Kashgar Sub-zone (28.48 square kilometers, including 3.81 square kilometers within the 3rd Division of the Xinjiang Production and Construction Corps;including 3.56 square kilometers of the Kashgar Comprehensive Bonded Zone), and the Khorgos Zone covering 16.58 square kilometers (including 1.95 square kilometers of the 4th Division of the Xinjiang Production and Construction Corps; including 3.61 square kilometers of the Khorgos Comprehensive Bonded Zone).
The development and utilization of the pilot free trade zones must comply with laws and regulations regarding land use, ecological and environmental protection, and planning; they must conform to the national spatial planning and meet the relevant requirements for land conservation and intensive use.
(II) Functional Division
The Urumqi Zone will leverage its geographical advantages as a hub for integrated land and air port development to strengthen the construction of a national logistics hub centered on land ports. It will prioritize the development of international trade, modern logistics, advanced manufacturing, the textile and apparel industry, as well as emerging industries such as biomedicine, new energy, new materials, and software and information technology services. It will also actively develop modern service industries including science and technology education, cultural creativity, financial innovation, and the convention and exhibition economy, thereby establishing a key platform for exchange and cooperation with neighboring countries such as those in Central Asia.The Kashgar Zone, leveraging the advantages of international trade and logistics corridors, will expand and strengthen the export-oriented economy. It will focus on labor-intensive industries such as deep processing of agricultural and sideline products, textile and apparel manufacturing, and electronic product assembly. It will vigorously promote the processing of imported resources locally and actively cultivate modern service industries such as international logistics and cross-border e-commerce, building a commodity processing and distribution hub connecting markets in Central Asia, South Asia, and beyond.The Khorgos Zone will leverage its strengths in cross-border cooperation and its status as a national logistics hub centered on land border ports to prioritize the development of modern service industries such as cross-border logistics, cross-border tourism, financial services, and exhibitions. It will also expand and strengthen distinctive industries such as pharmaceuticals, electronics and information technology, and new materials, thereby creating a new model for cross-border economic, trade, and investment cooperation.
III. Main Tasks and Measures
(1) Accelerate the Transformation of Government Functions
1. Create a world-class business environment. Take the lead in advancing “digital government” construction, improve government operational efficiency, and promote the digitization, standardization, and intelligent transformation of services to set a benchmark for the entire region. Grant the pilot free trade zone greater autonomy in reform. All economic and social management authorities that the Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps can delegate—provided there is a practical need and the conditions for delegation are met—shall be fully delegated to the pilot free trade zone in accordance with the law.Explore the implementation of “simultaneous processing of business licenses and permits” for food operations and other sectors. Authorize the pilot free trade zone to directly accept and approve production licenses for important industrial products, such as food-related goods, through a notification and commitment system. Explore delegating the authority to issue seed production and operation licenses for crop seed import and export enterprises to the provincial-level agriculture and rural affairs departments in Xinjiang, while strengthening oversight to promote the standardized and orderly development of the seed market.Support Urumqi in building the “Silk Road Economic Belt Legal Service Zone,” improve legal service mechanisms, attract high-caliber legal professionals, and actively introduce more internationally influential foreign-related legal service institutions. Enhance legal service capabilities by forming teams of foreign-related legal experts and lawyers, establishing a database of foreign-related legal service experts, conducting international legal and compliance training, and improving the level of legal safeguards.
2. Enhance scientific and technological service capabilities and cooperation levels. Promote the establishment of national technology innovation centers in fields such as wind power generation, and continue to advance the construction of “Belt and Road” joint laboratories.Plan and construct Xinjiang laboratories with regional characteristics, optimize and upgrade the autonomous region’s key laboratories, and conduct basic research, applied basic research, and cutting-edge technology research closely centered on distinctive industries. Explore the establishment of joint laboratories or research centers with neighboring countries such as those in Central Asia in fields including agriculture, energy, resources, the environment, and medicine and health, and build integrated platforms for research, scientific and technological talent exchange, and training cooperation. Establish regional entrepreneurship, innovation, and maker bases as well as technology transfer centers for China-Central Asia and other regions, and build science and technology achievement incubation bases and science and technology enterprise incubators.
3. Uphold ecological priority and low-carbon development. Promote the pilot implementation of major ecological and environmental protection reform measures within the pilot free trade zones, and guide and support these zones in establishing ecological civilization demonstration projects. Encourage enterprises within the pilot free trade zones to engage in voluntary carbon emission reductions and promote the participation of eligible enterprises in carbon emissions trading. Implement a system for the lawful disclosure of corporate environmental information, explore and improve environmental credit evaluation and remediation mechanisms, and advance the development of environmental credit evaluation systems.We will thoroughly explore pathways for synergistic pollution and carbon reduction, and support the development of green, low-carbon ecological parks. We will expand the application scenarios of the “Three Lines and One List” (ecological protection red lines, environmental quality bottom lines, resource utilization ceilings, and ecological and environmental access lists), strengthen the role of ecological and environmental zoning control outcomes in supporting environmental management—including ecology, air quality, and solid waste—and promote the green transformation of industrial development.We will continue to enhance the effectiveness of environmental impact assessment (EIA) management in key sectors and industries, leveraging the EIA system’s role in source prevention. In regions with limited atmospheric environmental capacity, key industries involving air emissions must fully implement requirements for capacity replacement on an equal-for-equal basis, and strive to build a green industrial structure characterized by high technological content, low resource consumption, and minimal environmental pollution.
(2) Deepen Reforms in the Investment Sector
4. Promote investment liberalization and facilitation.Improve the service and support mechanisms for foreign investment, effectively ensuring that foreign-invested enterprises participate fairly and in accordance with the law in government procurement, bidding, and standard-setting processes, and support eligible enterprises in equally enjoying industrial and regional development policies. Encourage the establishment of foreign-funded R&D centers by lowering entry barriers regarding R&D expenses, the number of full-time R&D personnel, and equipment procurement. Support the adoption of shared, open, and cooperative development models such as “platform + park” and “institution + enterprise,” and build country-specific industrial cooperation parks.
5. Enhance the level of outbound investment and cooperation. Establish a system for policy promotion, service support, and risk prevention and control regarding outbound investment, and build a “Going Global” service window and comprehensive service platform for enterprises. Encourage and support enterprises within pilot free trade zones to engage in outbound investment in Central Asian and other neighboring “Belt and Road” partner countries through various means—such as joint ventures, cooperation, mergers and acquisitions, and equity participation—in sectors including energy resources, new materials, specialty pharmaceuticals, and agricultural production, thereby achieving industrial linkage, complementary production capacity, and coordinated development with domestic industries.Improve the management of outbound investment and enhance the convenience of non-financial overseas investment.
(3) Promoting Innovative Development of Foreign Trade
6. Enhance trade facilitation. Accelerate the development of the China (Xinjiang) International Trade “Single Window” and enrich local特色 applications such as cross-border e-commerce and end-to-end logistics coordination. Expand imports of high-quality agricultural products and food from neighboring countries such as those in Central Asia. Take the lead in achieving full coverage of “green channels” for rapid customs clearance of agricultural and sideline products at border ports.Expand imports of distinctive traditional Chinese medicinal materials from neighboring countries; conduct batch-level risk assessments for medicinal materials urgently needed in Xinjiang—such as water lily flowers, colchicum, chamomile, pomegranate flowers, rose petals, and ox-tongue grass—and accelerate the signing of bilateral protocols.Explore a closed-loop regulatory model for processing imported barley into sprouted feed. Relying on the China-Kazakhstan Horgos International Border Cooperation Center (hereinafter referred to as the Cooperation Center), strengthen cooperation with neighboring countries in the areas of information exchange on agricultural and food product risks, as well as mutual assistance in testing and law enforcement. Promote technical cooperation and exchanges on inspection and quarantine safety between China and Central Asia, and establish a platform for the exchange of regulatory and standard information between China and Central Asia. Promote the coordinated development of comprehensive bonded zones and pilot free trade zones.Implement a joint supervision model for key mineral products covering both “ports of entry and unloading sites.” Explore the development of centralized supervision models for international mail, international express parcels, and cross-border e-commerce, provided regulatory conditions are met. Implement tiered inspections and categorized supervision for goods imported through border residents’ mutual market trade. Effectively carry out pilot programs for the acceptance of third-party inspection results for imported resource-based commodities, encourage the participation of qualified third-party inspection and testing institutions, and further improve customs clearance efficiency.
7. Foster new forms and models of foreign trade.Promote the construction of border warehouses and overseas warehouses, encourage leading enterprises to establish overseas warehouses in Central Asian countries, and build a cross-border consolidated shipping model featuring multi-warehouse coordination. Support eligible border trade centers and commodity markets in strengthening the foundation for market procurement trade, and apply through established procedures to conduct pilot programs for market procurement trade. Aggregate functional enterprises such as supply chain management and trade intermediaries, explore the development of offshore trade, and cultivate transshipment, consolidation, and international distribution businesses capable of global resource allocation.Support eligible enterprises within the pilot free trade zone to conduct bonded repair services for high-tech, high-value-added, and environmentally compliant products—such as construction machinery, rail transit, and aerospace equipment—under the “both ends outside” model, in accordance with the comprehensive bonded zone’s repair product catalog. Establish a “three-in-one” regulatory model for bonded whole-vehicle warehousing featuring “single inspection, single transport, and integrated operations.” Integrate Central Asia’s advantageous agricultural resources, such as grain and cotton, and support eligible grain processing and cotton textile enterprises in conducting grain and cotton import operations.
8. Promote the integrated development of domestic and foreign trade. Conduct pilot initiatives for the integration of domestic and foreign trade within the pilot free trade zones, focusing on competitive industries such as cotton spinning, tomatoes, and silicon-based products. Fully leverage existing support policies to assist enterprises in integrated operations, market expansion, and brand cultivation. Accelerate the construction of a comprehensive industrial chain standard system for specialty products, promote the alignment of standards for cotton spinning, tomato, and silicon-based products with international standards, and enhance the consistency between domestic and international standards.Coordinate the development of a cotton certification system to build a cotton certification brand with international influence. Leverage key trade promotion platforms to organize exhibitions and attract investment through major comprehensive events such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, and the China International Consumer Goods Expo. Allocate dedicated exhibition space for specialty products and offer booth fee reductions to participating enterprises.Strengthen public services for non-commercial overseas exhibitions and support enterprises in participating in international exhibitions for specialty products. Enhance cooperation with industry associations and chambers of commerce to organize campaigns to introduce specialty products into supermarkets, e-commerce platforms, and wholesale markets. Organize e-commerce platforms and offline retail enterprises to host themed consumption events for specialty products, and encourage e-commerce platforms and others to establish dedicated sections for specialty products.
(4) Building an Open, Distinctive Industrial System
9. Expand and strengthen traditional competitive industries. Vigorously develop downstream textile industries with strong employment-generating capacity, such as apparel; pursue high-quality development of the cotton textile industry; establish a national production base for high-quality cotton yarn; and enhance the employment-generating capacity of the textile and apparel industry. Leverage existing paraxylene (PX) production capacity to build a refining-chemicals-textiles industrial chain. Support the development of labor-intensive industries within the pilot free trade zone, including textile and apparel manufacturing, electronics assembly, and footwear, headwear, leather goods, and luggage production.Enhance the standardization and scale of processing industries for specialty products such as fruits, wine, and dairy products, and build distinctive, competitive brands.Support Xinjiang in attracting the transfer of export-oriented industrial chains—particularly labor-intensive ones—from eastern regions. By integrating the primary products of Central Asian countries with the technological innovation and high-end component manufacturing capabilities of European nations, establish Xinjiang as a key node for industrial chain cooperation across the Eurasian continent. This will foster an industrial system with Xinjiang’s distinctive characteristics and enhance its capacity to absorb employment. Building on traditional strengths and distinctive industries, intensify efforts to cultivate specialized industrial clusters among small and medium-sized enterprises (SMEs) and promote their development toward specialization, refinement, uniqueness, and innovation.
10. Promote the transformation and upgrading of the manufacturing sector. Building on the existing petrochemical industry foundation, promote the extension, supplementation, and strengthening of industrial chains. Establish national strategic mineral resource bases and non-ferrous metal industrial bases to increase the proportion of non-ferrous metals processed locally.Promote the development of bonded ore blending operations within comprehensive bonded zones. Accelerate the development of manufacturing sectors such as rail transit equipment, agricultural and livestock machinery, agricultural product processing equipment, specialized textile machinery, and construction and mining machinery, and expedite the formation of advanced manufacturing clusters. Support the reception of industrial transfers from the central and eastern regions in advanced equipment manufacturing, establish supporting links for equipment manufacturing sectors such as green casting, and accelerate the development of supporting industries for new energy vehicle components.Expand the commercial market for general aviation, advance the construction of related infrastructure, and vigorously develop the full general aviation industry chain—including aircraft manufacturing and maintenance, general aviation flights, education and training, and emergency rescue—to build a general aviation industrial cluster. Strengthen the safety and emergency response industry and cultivate a national demonstration base for the safety and emergency response industry. Develop a distinctive pharmaceutical industry, build a production base for bulk active pharmaceutical ingredients (APIs), and include eligible innovative drugs and traditional Chinese patent medicines in the National Medical Insurance Drug List and the Essential Medicines List.
11. Promote the innovative development of the digital economy. Accelerate the construction of digital infrastructure and build comprehensive digital service platforms. Support the pilot free trade zone in fully leveraging Xinjiang’s energy and climate advantages to build data centers, driving the relocation of data center-related industries to Xinjiang, and encouraging Xinjiang to actively participate in the “East Data, West Computing” initiative and integrate into the national computing power network system.Accelerate the construction of international telecommunications infrastructure to support the development of the Digital Silk Road. Support Xinjiang in accelerating the establishment of software and information technology service enterprises targeting Central Asian countries. Provide policy support for the digital transformation of small and medium-sized enterprises (SMEs) to accelerate their digital transformation. Support the Urumqi Zone in conducting lawful and orderly data and information exchange and cooperation with Central Asian countries, and promote interconnectivity in areas such as data and information services and internet-based businesses.
(5) Deepening Financial Services and Open Innovation
12. Enhance financial service functions. Encourage non-financial enterprises and financial institutions within the pilot free trade zone to innovate cooperation models and deepen exchanges and cooperation with financial institutions in countries participating in the “Belt and Road” initiative.Support overseas financial institutions in establishing new legal entities such as banks, insurance companies, and securities firms within the pilot free trade zone in accordance with laws and regulations. Change the approval process for the establishment, alteration, termination, and senior management appointment qualifications of domestic and foreign bank branches and sub-branches (excluding branches) within the pilot free trade zone, as well as for the establishment, relocation, revocation, and senior management appointment qualifications of insurance sub-companies and sub-branches, from prior approval to post-facto reporting.Encourage banking financial institutions to increase financial support for the construction of infrastructure and supporting facilities in the pilot free trade zones in accordance with the principles of the rule of law and market orientation. Support the conduct of business such as bonded futures delivery, financial leasing, and warehouse receipt pledge financing within the comprehensive bonded zones in the pilot free trade zones.
13. Promote the facilitation of investment and financing. Provided that all activities are conducted in accordance with laws and regulations and risks are controllable, banking financial institutions are encouraged to innovate financial service models for technology and innovation, continuously improving the level of financial services provided to technology and innovation enterprises within the pilot free trade zones. Improve the bond financing support mechanism and promote the issuance of green corporate bonds and green debt financing instruments by enterprises. Expand the coverage of export credit insurance and support enterprises within the pilot free trade zones in conducting online policy financing through platforms such as the “Single Window” and the Cross-border Financial Blockchain Service Platform.
14. Expand the cross-border use of the renminbi. Leveraging bilateral intergovernmental cooperation platforms and coordination mechanisms, promote cross-border renminbi settlement with countries participating in the Belt and Road Initiative in areas such as commodity trade, overseas engineering contracting, and border trade. Expand cooperation with commercial banks in Belt and Road countries, and encourage bilateral direct trading of local currencies and cross-border transportation of cash.Support the development of service cooperation centers and, under the premise of compliance with laws and regulations and controllable risks, explore financial business innovations such as the transfer of trade financing assets by financial institutions within the pilot free trade zones to countries participating in the Belt and Road Initiative.
15. Establish and improve the financial risk prevention and control system. Adhere to a systemic approach and a bottom-line mindset, strengthen the identification of major risks and the prevention of systemic financial risks, leverage information technology to innovate risk assessment and prevention methods, establish joint prevention and control mechanisms, improve the financial classification supervision mechanism, strengthen anti-money laundering, counter-terrorist financing, and anti-tax evasion efforts, crack down on illegal financial activities, and continuously enhance financial risk prevention and control capabilities.
(6) Building a Comprehensive Logistics Hub Connecting Eurasia
16. Build a modern integrated transportation hub system. Promote the development of the Urumqi Airport Economic Zone and advance its coordinated development with the International Land Port Area. Accelerate the construction of the Urumqi Land Port-Type National Logistics Hub and promote the development of an Airport-Type National Logistics Hub. Solidly advance the strengthening and optimization of comprehensive freight hubs, promote the integrated convergence of different modes of transport, enhance regional coordination and synergy, and ensure the stability and smooth operation of industrial and supply chains.Promote the construction of national backbone cold-chain logistics bases. Strengthen the functions of international mail exchange offices (stations) and explore the establishment of a “China Post Central Asia–Central Europe Overseas Warehouse Hub.” Support the development of China-Kyrgyzstan-Uzbekistan road-rail intermodal transport, explore the development of China-Pakistan multimodal transport, cooperate on the construction of railway projects such as the China-Kyrgyzstan-Uzbekistan line, and promote the development of a collection and distribution system within the pilot free trade zone that integrates inland ports, border crossings, industrial parks, and enterprises.Accelerate the modernization of existing border crossings, enhance the capacity of railway border crossings, and ensure the smooth operation of multimodal transport corridors and last-mile networks within the pilot free trade zones.
17. Innovate logistics and transportation service models. Promote the “single consignment, single bill of lading, single settlement” approach for road-rail intermodal transport; explore the establishment of business models and rules and standards suited to the characteristics of intermodal transport development in border regions; accelerate the alignment with international intermodal transport rules and mutual recognition of standards; and promote the “going global” of intermodal transport rules and standards.Explore granting bills of lading the function of title documents to provide practical support for the formulation of relevant international rules. Explore the development of financial services based on railway transport documents. Strengthen the construction of China-Europe Railway Express consolidation centers, actively support the launch of China-Europe Railway Express services from the Urumqi International Land Port Area, and effectively connect with the China-Europe Railway Express services of the New International Land-Sea Trade Corridor. Support the establishment of an international multimodal logistics information platform.Optimize the integration of air route networks between the pilot free trade zone and major cities in neighboring countries. Based on the principle of equality and mutual benefit, and in conjunction with the development needs of the international route networks at Urumqi Airport and Kashgar Airport, expand air rights arrangements—including fifth freedom rights—with relevant countries and regions to foster the development of the international aviation market.
18. Promote the innovative development of inland port economies. Support the construction of the Urumqi pharmaceutical import port and enhance port operational standards. Support the development of bonded aviation fuel refueling services for international flights. Explore the launch of services such as the export of international mail and cross-border e-commerce goods via China-Europe freight trains (Urumqi).Actively attract international logistics enterprises, improve logistics services such as circulation processing, packaging, information services, and logistics finance, and build a modern logistics operation system featuring “corridors + hubs + networks.” Support the exploration of coordinated port development, accelerate the optimization and upgrading of the “Single Window” system, and promote the construction and development of “Smart Customs, Smart Borders, and Smart Connectivity.” Relying on existing institutions, establish a unified and efficient port supervision system. Conduct comprehensive performance evaluations of ports and streamline and standardize port fees.Improve the joint prevention and control mechanism at ports of entry, and promote information exchange, mutual recognition of regulatory oversight, and mutual assistance in law enforcement among regulatory authorities.
(7) Deepen Multifaceted Exchange and Cooperation in Opening Up to the West
19. Strengthen economic and trade cooperation with neighboring countries. Fully leverage the role of international exchange platforms and multilateral and bilateral mechanisms such as the Shanghai Cooperation Organization (SCO), the “China–Central Asia Five Countries” cooperation mechanisms, and the Central Asia Regional Economic Cooperation (CAREC), and support participation in or hosting of activities under these frameworks. Continuously improve the three-tier coordination mechanism of cooperation centers.Organize the China-Eurasia Expo to high standards, and explore cooperation with countries participating in the Belt and Road Initiative—particularly Central Asian and Shanghai Cooperation Organization member states—to host national-themed and industry-specific exhibitions. Streamline procedures for processing entry and exit permits for the Cooperation Center.
20. Promote international cultural and educational exchanges. Strengthen capacity building for international communication, innovate models for promoting cultural services overseas, and organize international exchange activities such as music and dance, cultural heritage, art exhibitions, cultural creativity, and competitive events to create a platform for diverse cultural exchanges.Support applications to establish national bases for foreign cultural trade, and develop a range of high-quality cultural products and services featuring Chinese characteristics and Silk Road elements. Fully leverage the tourism industry’s strengths in job creation and economic stimulation; drawing on Xinjiang’s natural landscapes and cultural heritage, build a Silk Road tourism corridor with global influence to boost employment and income for people of all ethnic groups.Support the establishment of border tourism pilot zones and cross-border tourism cooperation zones. Collaborate with neighboring countries to develop cross-border tourism routes and explore the launch of international tourist trains. Implement the “Study in Xinjiang” program, entrusting qualified universities with the task of training Chinese Government Scholarship recipients, providing scholarship support for outstanding international students studying at Xinjiang universities, and encouraging universities to recruit self-funded international students to cultivate international talent needed for the development of the pilot free trade zone.
21. Enhance international medical service capabilities. Promote the in-depth development of cross-border telemedicine via the internet; introduce high-end medical resources and high-level medical teams from both domestic and international sources; upgrade remote consultation service platforms; and support the creation of “cloud hospitals” serving neighboring countries. Cultivate international academic exchange platforms and encourage the hosting of international conferences and exhibitions in the medical and health sectors. With the Urumqi area as the core, leverage regional medical resource advantages to conduct international medical diagnosis and treatment services for neighboring countries.Explore research into cutting-edge clinical diagnostic and treatment technologies such as stem cell, immune cell, and gene therapy. Explore the establishment of linkage mechanisms for international commercial health insurance and cross-border medical insurance to provide foreign patients with convenient and efficient medical services, and actively build an international medical service center that serves the surrounding region. Support the international registration of pharmaceutical products, with a focus on countries participating in the joint construction of the “Belt and Road.”
(8) Deepen Reforms of Talent Development Systems and Mechanisms
22. Demonstrate and implement talent reform policies. Support the pilot free trade zone in taking the lead in implementing talent reform policies regarding staffing quotas, research funding, talent evaluation, and incentive mechanisms. Promote distribution policies oriented toward increasing knowledge value, explore remuneration models such as annual salary systems, contractual wage systems, and project-based wage systems, and encourage the use of incentives such as equity, stock options, and profit sharing to motivate high-level talent.Support pilot free trade zones in optimizing talent management systems to better facilitate talent mobility. Support current and retired professional and technical personnel from state-owned enterprises and public institutions, as well as management personnel, in taking on part-time positions and receiving additional compensation in pilot free trade zones in accordance with regulations, and in being compensated based on their contributions. Support eligible researchers from universities and research institutes in engaging in innovation and entrepreneurship in pilot free trade zones in accordance with regulations.
23. Attract high-level and urgently needed talent. For high-level talent recognized through established procedures who come to work long-term in the pilot free trade zones, local authorities may provide support in areas such as housing, medical care, and children’s education in accordance with relevant regulations. For talent possessing world-class or top-tier domestic capabilities who can lead industrial development, support will be provided on a case-by-case basis. Support local authorities in providing internship subsidies to outstanding college graduates and funding support to outstanding doctoral or postdoctoral researchers to attract talent to Xinjiang for innovation and entrepreneurship.
24. Build platforms for talent innovation and entrepreneurship.Support the Free Trade Pilot Zone in accelerating the development of talent development platforms. Support leading enterprises in the industry to establish key laboratories, corporate R&D centers, training bases for highly skilled personnel, and master craftsman studios, as well as new types of R&D institutions such as industrial innovation research institutes, to carry out joint technological research, collaborative innovation, and the commercialization of scientific research achievements. Support enterprises in collaborating with universities and research institutes on industry-academia-research-application partnerships to jointly build industrial technology alliances, technology incubation bases, internship and training bases, and industry-wide public (common) technology platforms.
25. Strengthen service and support for foreign talent. Support the development of “one-stop” comprehensive service platforms for entry and exit procedures, providing entry and exit conveniences for high-level foreign talent engaged in investment and entrepreneurship, academic exchanges, and economic and trade activities. For key groups such as high-level foreign talent and foreign technical and skilled personnel working in the pilot free trade zones, provide convenient services including visa processing, work permits, residence and permanent residence permits, and driver’s license conversion, while continuously improving service quality.Support the Free Trade Pilot Zone in vigorously developing the human resources services industry, establishing national-level human resources service industrial parks and human resources service export bases, and introducing and cultivating a group of high-level human resources service institutions.
IV. Safeguard Mechanisms
We will ensure that strengthening the Party’s comprehensive leadership runs through the entire process of building the pilot free trade zone. We will firmly uphold the overall national security outlook, focus on the overarching objectives of Xinjiang’s work, strengthen the coordinated integration of efforts to maintain stability and promote development, reinforce bottom-line thinking and risk awareness, effectively strengthen the risk prevention and control system of the pilot free trade zone, improve mechanisms for preventing and resolving major risks and hidden dangers, safeguard national and social security, and firmly uphold the bottom line of preventing regional and systemic risks.We will adhere to green development, build a robust ecological security barrier, implement requirements for ecological and environmental zoning and control, and effectively safeguard national ecological and environmental security as well as the health of the people.
The inter-ministerial joint conference mechanism for the pilot free trade zone must effectively fulfill its role in overall coordination, fully leverage the initiative of local authorities and relevant departments, ensure the implementation of all reform pilot tasks, and build the pilot free trade zone to high standards and with high quality.The Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps must earnestly fulfill their primary responsibilities, adhere to integrated planning, policy coordination, resource integration, and complementary advantages, and jointly advance the construction of the pilot free trade zone; improve working mechanisms to establish a streamlined, efficient management system for the pilot free trade zone with clearly defined powers and responsibilities; strengthen local legislation to create a fair, transparent, and comprehensive legal environment; enhance monitoring and early warning systems, conduct in-depth risk assessments, formulate relevant action plans, and effectively prevent and mitigate major risks;strengthen talent development to build a high-quality, professional management team; adhere to the principle of “distinguishing three categories” and encourage bold experimentation and innovation. The Xinjiang Uygur Autonomous Region, the Xinjiang Production and Construction Corps, and relevant departments shall, in accordance with the law, promptly delegate relevant administrative authorities, improve supporting policies, and ensure the implementation of all reform measures. Each sub-zone within the Pilot Free Trade Zone shall refine its work, solidify its systems, and strictly enforce supervision, discipline, and law enforcement.
The Decision of the State Council on Temporarily Adjusting the Implementation of Relevant Administrative Regulations in Pilot Free Trade Zones shall apply uniformly to the China (Xinjiang) Pilot Free Trade Zone. The scope of implementation and the scope of application of tax policies for comprehensive bonded zones and cooperation centers within the Pilot Free Trade Zone shall remain unchanged. For all reform policies and measures proposed in this plan that involve adjustments to existing laws or administrative regulations, the prescribed procedures shall be followed. Major matters shall be promptly reported to the Central Committee of the Communist Party of China and the State Council for instructions.
