Chapter I General Provisions
Article 1 According to the Notice on the Supporting Management Measures for the Construction of Human Resource Service Industrial Park in Xinjiang Urumqi Economic and Technological Development Zone (TouTunhe District) (Trial) (Wu Jingkai Government Office Development [2020] No. 51), in order to accelerate the construction and development of Human Resource Service Industrial Park (hereinafter referred to as the "Industrial Park"), optimize the structure of human resource service industry in the Park, and orderly guide the development and incubation of enterprises in the Park. (hereinafter referred to as the "Industrial Park"), optimize the industrial structure of human resources services in the Park, guide the development and incubation of resident enterprises in an orderly manner, enhance the comprehensive strength of human resources services, regulate the operation and management of the Industrial Park, and promote the high-quality development of human resources services industry. The measures are hereby formulated to optimize the construction and development of the human resources service industry in the park.
Article 2 This method applies to the application, evaluation, assessment, renewal and withdrawal of enterprises in the Industrial Park and other park management.
Article 3 The operation and management of the industrial park adopts the mode of "government-guided, market-oriented operation", under the overall leadership of the leading group of the construction and development of the industrial park of the Economic Development Zone (Toutunhe District), the operation of the industrial park of the Xinjiang Bolger Human Resources Service Industrial Park Co. Chapter 2: Enterprises to Enter the Industrial Park
Article 4: The scope of the industrial park enterprises to enter the industrial park, the basis for the classification and the criteria are as follows:
Category 1: Fortune 500 companies and top 100 global human resources service organizations;
Category 2: Top 100 national human resources service organization brands or companies that have obtained the "Famous Trademarks of China";
3 types of enterprises: the top 20 enterprises of human resource service organizations in the provincial administrative area, the top 10 enterprises of a single product (service) in the province, enterprises that have obtained the provincial "famous trademark", and high-tech entrepreneurial enterprises operated by high-level talents and leading talents. Enterprises;
Type 4 enterprises: in addition to Type 1, Type 2 and Type 3 enterprises, other outstanding human resources service enterprises (recruitment, personnel agency, dispatch, outsourcing, represented by the basic services of more than 2 million yuan of invoices issued in the previous year); invoices of more than 500,000 yuan of invoices issued in the previous year to the vocational skills training, human resources management consulting, human resources management training, human resources management consulting, human resources management training, training, training of human resources management, training of human resources management, human resources management consulting, human resources management consulting, human resources management training, talent quality assessment, human resources information software services, "Internet + human resources" platform, etc. as the representative of the middle and high-end service enterprises);
5 types of enterprises: start-up human resources service enterprises, "innovation and entrepreneurship" enterprises serving various types of talents, and incubation service platform enterprises;
6 types of enterprises: service enterprises belonging to the upstream and downstream supporting industries of the human resources service industry (industry and commerce, taxation, law, intellectual property rights, finance, scientific and technological services, creative design, etc.). Article 5: Process of Enterprises Entering the Industrial Park
Article 5: Enterprises Entering the Industrial Park
(1) Apply for Enterprises Entering the Industrial Park. Enterprises applying to move into the Industrial Park shall provide the following materials, of which newly registered enterprises shall provide:

3. Undertaking on the authenticity of application materials (Attachment 3)
4. Pre-approval notification of enterprise name (provided by newly registered enterprises)
5. Basic Information Form for the Admission Evaluation Meeting (Annex 4)
6. Defense materials for the Admission Evaluation Meeting (PPT format, which should include enterprise profile, team profile, analysis of enterprise competitiveness, analysis of business benefits, future planning and financial projections, etc.)

(ii) Initial examination of materials. The operating company is responsible for receiving, summarizing, and initially reviewing the materials of the enterprise application for admission; focusing on reviewing whether its declaration materials are true, complete, and whether they meet the standard classification basis and criteria for admission.
(3) Review meeting.
1. Regular review meeting. In principle, every six months to convene a review of the industrial park in the enterprise, take to hear the report on the application for admission to the enterprise, review the information, focus on the way of evaluation, focusing on the review of the recent application for admission to the enterprise. There are three judges in the evaluation meeting, one from each of the three parties, including the human resources service industry regulator of the jurisdiction - Human Resources Service Center of Jingkai District (Tutunhe District), the operation company of the industrial park and the human resources service industry experts invited from the outside; and there is one supervisor in the evaluation meeting, who is a person with no direct relationship with the industrial park. One supervisor, who is not directly related to the industrial park, is responsible for supervising the standardization of the whole process of the evaluation meeting; one secretary of the evaluation meeting, appointed by the industrial park operation company, is responsible for the preparation, notification and record of the meeting; the evaluation opinion formed by the evaluation meeting is the basis of whether the enterprise can be admitted to the industrial park or not. (E) Approval to enter the park. After the public notice of no objection to the enterprise, the operating company notifies the enterprise to handle the admission procedures, the enterprise shall, within five working days after receiving the notice of approval of admission, sign a one-year housing lease contract (Annex 7) with the owner of the building assets of the Industrial Park (Software Park Corporation), and the late signing is regarded as a waiver of the qualification for admission. After the expiration of the one-year housing lease contract, the terms of the renewed contract will be adjusted accordingly based on the annual assessment of the enterprise.
Chapter III Management of Enterprises in the Industrial Park
Article 6 Enterprises in the Industrial Park shall be categorized into the following four types according to whether they lease office space in the Industrial Park or not, and whether or not they have registered their place of residence in the Industrial Park. style="text-align: left;">(1) Enterprises actually located in the Industrial Park. The management of the above four types of industrial park enterprises are subject to the relevant provisions of this approach.
Article 7: After signing the lease agreement, newly registered enterprises should complete the procedures of business registration, tax registration and other relevant procedures for the establishment of the enterprise and move into the office within 30 days; enterprises that have been established and relocated to the industrial park should complete the procedures of change of the business address and tax registration, etc., and the relevant certificates and licenses should be reported to the operating company for record in a timely manner. Enterprises that have moved into the Industrial Park should report to the Operation Company in a timely manner any major changes in business operations, such as changes in shareholders or legal representatives, or changes in the scope of business. Enterprises that have signed a lease agreement to move into the Industrial Park, under the condition of passing the annual assessment and enjoying the support policies of the Industrial Park, undertake not to move their enterprises out of the Industrial Park for at least 5 years from the date of moving in.
Article VIII Enterprises need to establish and improve the management system, pay taxes according to the law, operate in compliance with the law, accept the construction and development of the Industrial Park in the Economic and Technological Development Zone (Toutunhe District) Leading Group, the District Human Resources and Social Affairs Bureau, the Industrial Park Operating Company and the relevant government departments of supervision and management, and actively support and participate in the activities carried out with the Industrial Park. The company will actively support and participate in all the activities carried out by the industrial park.
Article 9 Enterprises must comply with the property management regulations of the Industrial Park, and pay the site rental fee, water, electricity, heating, air-conditioning and property management fees on time.
Article 10 Enterprises are obliged to provide business and financial statistics and materials as required by the operating company, and at the same time, they are obliged to ensure that the relevant data and materials are true and objective. If the industrial park suffers losses due to misreporting or withholding of reports by the enterprises, the operating company has the right to deduct the corresponding scores from the annual assessment of the enterprises according to the degree of influence. The operating company has the right to deduct the points of the annual assessment of the enterprise according to the degree of influence, and at the same time retains the right to further penalize and recover.
Article 11: Enterprises shall report to the operating company for renovation of the office space, and the operating company shall coordinate with the property owner and carry out the construction in accordance with the relevant regulations after the consent is given, and shall not privately sublet or assign the right to use the office space.
Article 12 Enterprises need to sign the "Work Safety Target Responsibility Letter for Enterprises in the Industrial Park" with the operating company, and implement the requirements of work safety, and work together to maintain a good production and business order in the park.
Article 13 Enterprises should know and consciously abide by the "Xinjiang Software Park Entry Convention" and a series of park management norms issued by the industrial park and the operating company.
Chapter IV Assessment of Resident Enterprises
Article 14: Organization and Implementation of Annual Assessment
At the Economic Development Zone (TouTunHe District) Industrial Park Construction, the company shall organize and implement the annual assessment. Toutunhe District) industrial park construction and development work under the guidance of the leading group, by the operating company specific implementation, the end of each year for more than 6 months of enterprises stationed in the annual comprehensive assessment, stationed in the industrial park less than 6 months of enterprises, the assessment in the lease agreement expires within 1 month before the assessment; assessment content includes the enterprise to fulfill the agreement to enter the park, revenues and tax payments, good faith management, standardized management, organization construction, social contribution and so on The assessment includes the fulfillment of the agreement, revenue and tax payment, integrity management, standardized management, organization construction, social contribution, etc. The whole process of the assessment should be consciously accepted by the higher competent units, the disciplinary departments for guidance and supervision.
Article 15 Appraisal Procedures
Operating companies shall formulate annual appraisal implementation rules for the enterprises in the park according to the agreements signed by the enterprises at the time of their admission to the park, the park convention and relevant commitments; the enterprises in the park shall prepare the corresponding appraisal materials according to the requirements. Assessment materials, led by the industrial park organization, through material review, on-site inspection, research visits, etc., based on the assessment of the implementation details of the scoring, and will be assessed in writing the results reported to the District Human Resources and Social Security Bureau for review, the results of the assessment of the official website of the industrial park, the park bulletin boards publicity, the specific procedures are as follows:
(a) Operations The company sends an assessment notice to the resident enterprises, informing them of the specific time, method, content, scoring standards and other requirements of the assessment;
(b) the resident enterprises prepare relevant assessment materials according to the assessment notice, combining with their own actual business situation and submit them to the operating company on time;
(c) The operating company will review the assessment materials according to the assessment index system, and combine them with on-site inspections and visits to carry out the assessment scoring (Annex 8)
(d) The operating company will summarize the annual assessment materials and scoring results of the enterprises and report to no less than three third-party industry experts to conduct the assessment by way of a conference review, and the results of the review should be formed into written materials and countersigned by the review experts.
(e) The operating company will report the assessment results in writing to the District Human Resources and Social Security Bureau, and after the District Human Resources and Social Security Bureau's review and approval, the results of the assessment will be publicized on the official publicity platform of the industrial park for three working days to accept the supervision of the competent authorities, and the resident enterprises that have any objections to the results of the assessment will be required to submit a written complaint to the operating company during the period of the publicity.
Article 16 Enterprises to be assessed are required to submit the following materials:
(1) Copies of qualifications and honors, such as business license, human resources service license, labor dispatch license, etc.;
(ii) Employee roster (name, gender, ethnicity, age, education, title, position, contact information, etc.), a copy of the employee labor contract (you can provide only the first page of the contract, position and salary, the two sides to sign and seal the page of the contract and other key pages).
(c) assessment of the annual summary of business work and the next year's plan;
(d) assessment of the annual tax vouchers;
(e) enterprise (e) Problems encountered in business development, as well as opinions and suggestions on the operation, management, service and development of the industrial park;
(f) Other materials required in the assessment notice.
Article 17 Classification of Appraisal
(1) The appraisal shall be in the form of quantitative scoring and the total score shall be 100 points.
(2) The assessment grade is divided into four grades: excellent, good, passing, failing, with an assessment score of 90 points (including) or more for excellent, 70 points (including) to 89 points for good, 60 points (including) to 69 points for passing, and less than 60 points for failing.
Article 18 Application of Appraisal Results
The annual appraisal results of the resident enterprises are mainly used to honor the rental subsidy support policies of the Industrial Park, and the rental subsidy corresponding to the appraisal results of the various grades are described in detail in the relevant provisions of Chapter V of these measures.
Article 19 The annual appraisal grade of the resident enterprises shall be recognized as failing if the enterprises are in the following cases:
(1) the illegal behaviors of tax evasion and leakage have been punished by relevant law enforcement departments, and the violations of relevant laws and regulations have been investigated by the labor inspection department in accordance with the law. labor inspection department according to the law;
(ii) the existence of commercial fraud and other behaviors, the social impact of bad, poor corporate image;
(iii) the enterprise or its legal representative has a record of criminal offenses; enterprise credit has bad and default debt credit records; enterprises are listed as abnormal business status by the industrial and commercial and tax authorities;
(d) violation of the Park Convention and refusal to rectify the situation, which will have a bad impact on the business environment and reputation of the Industrial Park;
(e) declaration of the Support policies in the process of fraudulent behavior was found to exist, there is a malicious arbitrage support policy funds behavior was found to exist;
(f) failure to implement the production safety target responsibility, the occurrence of production safety accidents.
Chapter V Implementation Rules of Rental Support Policy
Article 20 According to the "Management Measures for Supporting Construction of Human Resource Service Industrial Park in Jingkai District (Toutunhe District) (Trial Implementation)", the qualified enterprises that have settled in the park shall enjoy rental subsidy policy. Enterprises are entitled to rent subsidy policy, the specific implementation provisions are as follows:
(1) Industrial Park rent subsidy cycle of 5 years, up to March 31, 2025 stationed in the Industrial Park core buildings (Xinjiang Software Park Block F3) and leased office space for enterprises, according to the "Economic Development Zone (Toutunhe District) Human Resources Service Industrial Park". Construction Support Management Measures (for Trial Implementation)" to give rental subsidies.
(2) Rental subsidies are paid first and then supplemented, i.e., the first year of the enterprise's move-in, the enterprise must sign a lease contract with the software park company and pay the first year's rent according to the contract, and then subsidize the rent according to the fifth paragraph of Article 21 of the Measures at the end of the first year.
(c) The subsidized area is based on the area of the lease contract of the enterprise, in principle, the subsidized area of each enterprise is not more than 300 square meters, and the upper limit of the subsidized area of the rent of each enterprise shall not be more than the number of full-time employees of the enterprise in that year × 10 square meters (including common area).
(4) Since the enterprises formally settled in the industrial park (subject to the starting date of the lease contract), the first three years' rent is 100% subsidized, and the second two years' rent is 50% subsidized. Enterprises are not allowed to reapply for admission to the park and enjoy the relevant policies repeatedly in the case of rent surrender or clearance.
Article 21: Reporting, Approval and Cashing of Rental Subsidy Policy
(1) Reporting Conditions

(4) Approval Procedures
1. The resident enterprises will submit a declaration to the operation company of the industrial park, and fill in the Application Form for Rent Subsidy for Enterprises Located in the Industrial Park (Attachment 10);

1. First year rent subsidies for the realization:
(1) 100% rent subsidies: Enterprises with excellent and good performance in the first year's assessment will renew the second year's lease contract with the Software Park Corporation after the rent subsidy declaration and approval process is passed, and the second year's rent will be settled by the Management Committee of Economic Development Zone (Toutunhe District) and relevant departments of the district government with the Software Park Corporation based on the results of the government's approval of the rent subsidy for the previous year, and the enterprises do not need to pay the second year's rent.
(2) 70% Rent Subsidy: Enterprises with a passing grade in the first year's appraisal will renew the second year's lease with the Software Park Company after the rent subsidy declaration and approval procedure is passed, and 70% of the second year's rent will be settled by the Administrative Committee of the Economic Development Area (Tou-Tun-He District) and the relevant departments of the district government in accordance with the approval result of the previous year's rent subsidy by the government and the Software Park Company. 70% of the second year's rent will be settled by the Administrative Committee of the Economic Development Zone (Toutunhe District) and the relevant departments of the district government based on the government's approval of the previous year's rent subsidy, and the enterprise will have to pay the remaining 30%.
(3) No rent subsidy: Enterprises that have failed the first year's appraisal are not entitled to rent subsidy, and the lease contract will not be renewed in principle.
2. The realization of the rent subsidy for the second and third years of the resident enterprises shall be implemented with reference to the first year's rent subsidy.
3. Realization of rent subsidies for the fourth and fifth years of the tenant enterprises.
(1) 50% rent subsidy: the third year (or the fourth year) of the assessment of the resident enterprise is excellent and good grade, in the rent subsidy declaration and approval process through, the resident enterprise and the software park company to renew the fourth year (or the fifth year) of the lease contract, the annual rent of 50% of the total amount of the Economic Development Zone ( 50% of the total annual rent will be settled by the Administrative Committee of the Economic Development Zone (Toutunhe District) and the relevant departments of the district government according to the results of the government's approval of the previous year's rent subsidy and the Software Park Company, and the enterprise will be required to pay the remaining 50% of the part of the rent.
(2) 35% rent subsidy: the third year (or the fourth year) of the assessment of the resident enterprise for the passing grade, in the rent subsidy declaration and approval procedures through, the resident enterprise and the software park company renewed for the fourth year (or the fifth year) of the lease contract, the annual rent of the total amount of 35% of the Economic Development Zone (Tuen Mun River District) Management Committee, the relevant departments of the District Government and the Software Park Corporation. ) management committee, the relevant departments of the district government based on the government's approval of the previous year's rent subsidy results and the software park company settlement, the enterprise needs to pay the remaining 65% of the part of the rent.
(3) Not enjoying the rent subsidy: Enterprises with a failing grade in the third year (or the fourth year) will not enjoy the rent subsidy, and will not renew the lease contract in principle.
Article 22 Requirements
(1) Enterprises (organizations) that have moved into the park in the way of "one matter at a time" shall be granted rent subsidy according to the agreement on the terms and conditions of the admission agreement after they have passed the annual assessment. (a) Enterprises (organizations) that have entered the park on a "one-for-one" basis will, after passing the annual assessment, be required to cash in on the support policies under the terms of the entry agreement.
(2) The Industrial Park will issue a notice on the annual declaration of enterprises in the Industrial Park through the bulletin board, the official website, and the public number of WeChat, and the enterprises should submit the declaration materials to the operating company in a timely manner according to the notice.
Chapter VI Renewal and Withdrawal of Enterprises
Article 23 Renewal and Withdrawal of Lease
(1) The grade of the annual appraisal is at the level of (a) Enterprises with an annual appraisal grade of pass (inclusive) or above may renew the lease agreement.
(2) The tenant enterprise shall, before the expiration of 3 months of the lease agreement, make a written request to the operating company to renew or not renew the lease; the tenant enterprise choosing to renew the lease, the operating company shall, before the expiration of 15 days of the lease agreement, issue to the tenant enterprise the annual assessment results of the enterprise's written materials to notify and assist the tenant enterprise in the renewal of the lease agreement with Xinjiang Software Park. The company will notify and assist the tenant enterprise to renew the lease agreement with Xinjiang Software Park; if the tenant enterprise chooses not to renew the lease upon expiration, the operating company will notify and assist the enterprise to go through the procedure of surrendering the lease 15 days before the expiration of the lease agreement.
(3) Enterprises applying for early surrender of lease are deemed to give up the right to enjoy rent subsidy, and they should notify the operating company 30 days in advance, and handle the surrender procedure according to the agreement of the lease after the fees payable are settled.
Article 24: Retirement of Enterprises
(1) Enterprises whose annual appraisal grade is recognized as failing will be retired upon expiration of the lease agreement, and those enterprises that need to renew the lease due to special circumstances will need to apply for renewal of the lease to the operating company, and may renew the lease after approval and approval by the district human resources bureau. After the approval of the Social Welfare Bureau, the contract can be renewed once, such as two consecutive assessment for failure, will be unconditionally retired.
(2) The operating company in the daily management of the park confirmed the existence of resident enterprises in any of the situations listed in Article 18 of these measures, the operating company will serve the enterprise and the software park company to recommend termination of the agreement notice, apply for the termination of the lease agreement, and make a dismissal of the enterprise processing.
Chapter VII Supplementary Provisions
Article 25 These Measures shall be the main basis for the operation and management of the Industrial Park, and the enterprises that have signed the Lease Agreement and settled in the Industrial Park shall be deemed to be aware of, agree with, and consciously comply with all the provisions of these Measures. Enterprises that sign the lease agreement and move into the industrial park are deemed to know, agree and consciously comply with all the provisions of these measures.
Article 26 The documents attached to these Measures are an integral part of the Measures.
Article 27 These Measures shall be formulated by the Industrial Park Operation Company, and shall come into effect on the date of approval by the Human Resources and Social Affairs Bureau of the District to the Leading Group of Construction and Development of the Industrial Park in Economic Development Zone (Toutunhe District), and shall be revised and interpreted by the Industrial Park Operation Company.
