"Substantial Financial Support" for the General Aviation Industry

Recently, the Eighth Division and Shihezi City issued the "Preferential Policies for Investment Promotion in the General Aviation Industry" (hereinafter referred to as the "Preferential Policies") to attract general aviation enterprises to invest and establish operations through a series of specific measures, accelerate the development of the general aviation industry, and foster a new engine for the high-quality economic development of the Division and the city.

It is reported that the "Preferential Policies" primarily apply to independent legal entities registered in the 8th Division and Shihezi City that are engaged in the general aviation industry.The 8th Division and Shihezi City will provide strong support in 10 key areas, including talent training for the general aviation industry, educational and research programs, the assembly and manufacturing of domestically produced civil aircraft, the sale (and leasing) of domestically produced civil aircraft, the relocation of general aviation enterprise headquarters, scientific and technological R&D, the development of general aviation logistics, the development of general aviation maintenance, the creation of diversified general aviation application scenarios, and the development of supporting industries.

The "Preferential Policies" specify that, regarding support for the assembly and manufacturing of domestically produced civil aircraft, enterprises with annual fixed-asset investments of 20 million yuan or more will receive a reward equivalent to 5% of their total annual fixed-asset investment; for investments funded through bank loans, interest subsidies covering 50% of the actual loan interest rate will be provided; and each domestically produced civil aircraft assembly and manufacturing enterprise will receive annual subsidies and rewards totaling no more than 30 million yuan.Regarding support for scientific and technological R&D in the general aviation industry, one-time subsidies of 5 million yuan and 2 million yuan will be provided to national-level and Corps-level R&D platforms, respectively.To support the development of the general aviation logistics industry, leading domestic logistics enterprises that establish national, regional, or provincial aviation logistics hubs (distribution centers) in this prefecture-level city will receive a one-time grant equivalent to 10% of their fixed-asset investment, with maximum limits of 30 million yuan, 20 million yuan, and 10 million yuan, respectively; support will also be provided for the launch of all-cargo charter flights outside the region, with a subsidy of 100,000 yuan per flight.

In addition, the "Preferential Policies" outline six measures to ensure the availability of land, talent, and capital.
