Chapter I General Provisions

Article 1  In order to promote the scientific quality management system, mode and method, to stimulate and guide the whole region to strengthen the quality management of all walks of life, the pursuit of excellence in performance, to promote the construction of a strong quality district, and to promote the economic and social development with high quality, according to the "People's Republic of China Product Quality Law", "National Merit and Honor Commendation Regulations", "Measures for the Management of Competition and Commendation Activities", "China Quality Award" and other relevant provisions, combined with the actual situation of the autonomous region, the formulation of this approach.

Second  Quality Award of the People's Government of Xinjiang Uygur Autonomous Region (hereinafter referred to as the Xinjiang Quality Award) was established by the People's Government of the regional people's government, awarded to the people who have created an advanced quality management model, promote advanced quality concepts, the implementation of scientific quality management methodology outstanding results with significant demonstration of the role of driving the promotion of economic and social development of the region made outstanding contributions. I have made outstanding contributions to the economic and social development of the organization.

The organization referred to in this method includes legal persons, unincorporated organizations, or their branches, internal, dispatched and other institutions.

Article 3  Xinjiang Quality Award evaluation follow the principles of science, open, fair and impartial, voluntary application, without charging any fees, do not increase the burden on the reporting organization.

Xinjiang Quality Award evaluation of the work of the autonomous region's financial resources included in the annual budget, by the autonomous region of the quality of the work of the Leading Group of the Office of the Office of the autonomous region of the Market Supervision Administration, hereinafter referred to as the Office is responsible for the management of the implementation of the dedicated funds.

Article 4  Xinjiang Quality Award for quality awards, quality awards nomination award, the selection cycle for two years.

Quality Award quota of no more than 5 organizations per session, the Quality Award nomination quota of no more than 10 organizations per session.

Article 5  Xinjiang Quality Award for the classification of the declared organization to determine the evaluation criteria, with reference to the evaluation criteria for the China Quality Award. The state has not formulated evaluation standards by the Office of the development of the evaluation basis, the autonomous region of the quality of the work of the leading group to finalize the implementation.

Chapter II of the organizational management

Article 6  The autonomous region quality work leading group is responsible for the leadership of the Xinjiang Quality Award, study and decide on the assessment of major issues in the work of the review, consideration, put forward the list of organizations to be awarded.

Article 7  The office is responsible for the daily work of the Xinjiang Quality Award review. Its main responsibilities:

(a) organization of the formulation (revision) of the Xinjiang Quality Award evaluation rules, evaluation basis;

(b) organization and implementation of the Xinjiang Quality Award declaration, evaluation, recognition work;

(c) organizing and carrying out the publicity, promotion, cultivation and supervision and management of Xinjiang Quality Award;

(d) organizing the establishment of the evaluation expert team, responsible for the training, use and supervision and management of the evaluation experts;

(e) organizing the establishment of the evaluation expert team, responsible for the training and use of the evaluation experts;

(e) dealing with other matters related to the selection and recognition of Xinjiang Quality Award.

Article VIII  Autonomous regional industry administrative departments, local (state, city) market supervision and management departments are responsible for organizing and carrying out the industry, the jurisdiction of the declared organization's review and recommendation, objections to the investigation and other work.

Chapter III Review and Recognition

Article 9  The organization declaring Xinjiang Quality Award shall meet the following conditions:

(1) Supporting the Party and State's lines, guidelines and policies;

(2) Established according to law within the administrative area of the XUAR, and operating normally for more than 5 years. (b) Established in the administrative area of Xinjiang Uygur Autonomous Region according to law, and has been in normal operation for more than 5 years (organizations in the field of new technologies, new industries, new business forms and new modes of operation have been in normal operation for more than 3 years);

(c) Actively fulfilling its social responsibilities, with no major accidents of quality, safety and environmental protection in the past 3 years, and no records of violation of laws, regulations, disciplinary actions and breach of trust;

(d) implement the quality development strategy, adhere to the development concept of quality first and benefit priority, advocate excellent quality culture, and rank in the forefront of the same industry in the region in terms of quality level, innovation ability, brand influence and economic and social benefits;

(v) The quality management system is perfect, and the quality management system, mode and method have popularization value.

Article 10  Encourage strong innovation, advanced quality management, in line with the direction of industrial development, strong growth of small and medium-sized enterprises to actively declare.

Article XI  Xinjiang Quality Award evaluation work in accordance with the following procedures:

(a) Notice. In the evaluation year, the Office issued a declaration notice, and publicly released through the media.

(ii) Declaration. Where the reporting organization meets the reporting conditions, on a voluntary basis, in accordance with the requirements of the declaration notice to truthfully fill out the declaration materials, the declaration of information within the organization for publicity, publicity time of not less than five working days. After the public notice of no objection, the reporting organization will be reported to the autonomous region industry administrative department or the location (state, city) market supervision and management departments.

Declaration materials shall not involve national security, state secrets. Involving commercial secrets, the reporting organization should be noted.

(C) audit recommendation. Autonomous region industry administrative departments or local (state, city) market supervision and management departments should be declared whether the organization meets the reporting conditions, reporting procedures in line with the provisions of the declaration as well as the completeness of the declaration materials, authenticity, accuracy, legality of the audit, and the review of the declaration of the organization of no objection to the social public, the publicity time is not less than five working days.

After the public announcement of no objection, by the autonomous region of the industry administrative department or the people's government of the prefecture (state, city) (administrative office) issued a review of the recommendation, and with the declaration of the materials and sent to the office.

(4) qualification review. Office should be declared whether the organization meets the reporting conditions, whether the declaration materials are complete, declaration and audit recommended procedures in line with the provisions of the qualification review, and will pass the qualification review of the declared organization to seek the views of the relevant competent authorities, the formation of Xinjiang Quality Award acceptance of the list, to the public, the publicity time is not less than five working days.

(E) material review. After the public announcement of no objection to the declaring organization, the Office should organize the establishment of a material review group to review the declaration materials, the formation of material review opinions, to determine the list of declaring organizations to enter the presentation and defense.

(F) statement defense. The Office shall organize the establishment of the statement defense review group, the organization of the statement defense, the formation of the statement defense review opinion, to determine the list of declaring organizations into the on-site review.

(7) on-site review. The Office shall organize the establishment of on-site review group, the organization of on-site review, the formation of on-site review comments.

(viii) Review. Office should be based on the assessment of the formation of the evaluation report, submitted to the autonomous region of the quality of the work of the leading group to consider, vote on the proposed list of winners of the Quality Award and Quality Award Nominee Award winners proposed list, and publicized to the community, the publicity time is not less than 5 working days.

(ix) Validation. Included in the proposed list of award-winning organizations, after the public notice of no objection, by the Office of the People's Government of the Autonomous Region for validation.

Article XII  Any organization or individual in the Xinjiang Quality Award evaluation process of the declared organizations have objections, should be submitted in writing to the Office, and provide the appropriate supporting materials. Individuals objections, should sign my name, indicate the contact phone number, mailing address, and provide proof of identity; unit objections, should indicate the residence and contact phone number, mailing address, and stamped with the official seal of the unit.

Article XIII  The Office shall, within three working days from the date of receipt of the objections to the material, forwarded to the dissenting organization's review of the recommended unit for objections to the investigation. The dissenting organization should be recommended by the audit unit within five working days to investigate the situation in writing to the Office. Office after consideration, the objections to make a determination, and the results will be informed in writing to the objector, notify the audit recommended unit.

Objections during the review period, does not affect the objections to the declared organization to participate in the evaluation. Objection to the content of the verification is true and belongs to the declaration of conditions prohibited provisions, cancel the declaration of the organization's eligibility to participate in the evaluation.

Article XIV  Xinjiang Quality Award-winning organization by the regional people's government issued a commendation decision, and issued certificates, medals.

Article XV  Quality Award-winning organizations shall not be repeated within five years after the award, the Quality Award Nomination Award-winning organizations can repeat the declaration.

Chapter IV Publicity and Promotion and Supervision and Management

Article 16  The award-winning organization should actively adopt new theories and methods of quality management and continuous innovation, and continuously improve the level of performance; should perform to the community to promote its advanced quality management system, model and method of the obligation to provide facilities for other organizations to learn and observe, and to promote the overall level of quality management in the region.

Article XVII  Autonomous region industry administrative departments and local (state and municipal) market supervision and management departments shall, in accordance with their responsibilities, the organization of the industry, the jurisdiction of the award-winning organizations to carry out quality management exchanges and promotional activities, and its compliance with the provisions of these measures to monitor the situation.

Article 18  The award-winning organization to use the Xinjiang Quality Award honor to carry out its own publicity should indicate the year of the award, the Xinjiang Quality Award shall not be used for the logo of the product, service, or product, service quality publicity, shall not be sold, rented certificates, plaques, or will be used for engaging in other profit-oriented activities.

Article 19  Declare the organization is responsible for the authenticity, accuracy and legality of the declaration materials, concealment of relevant information or provide false materials for the declaration, 5 years will not be admitted to its declaration.

The award-winning organization by deception, bribery and other improper means to win the award, the award will be canceled, the recovery of certificates, medals, 10 years will not be admitted to its declaration.

Article 20  Award-winning organizations since the date of the award within five years of major quality, safety, environmental protection and other accidents, or the existence of serious violations of the law, violation of law, disciplinary action, bad credit record and other circumstances and violations of the relevant provisions of this approach, the cancellation of its awards, the recovery of certificates, medals, and according to the law to the community. Public.

Article 21  Participation in the evaluation of the Xinjiang Quality Award staff and evaluation experts should strictly abide by the integrity of the discipline.

The staff involved in the Xinjiang Quality Award evaluation of fraud, favoritism, dereliction of duty, in accordance with the relevant provisions of the serious treatment. The evaluation of experts in violation of the provisions of the evaluation, the abolition of the qualification of evaluation experts; the occurrence of illegal, disciplinary behavior, transferred to the competent authorities in accordance with the provisions of the treatment, and according to the law to the public.

Article 22  Participation in the Xinjiang Quality Award evaluation, recognition of units and individuals and the declared organization there is a stake in the organization, should be avoided, and its knowledge of commercial secrets to be kept confidential.

Chapter V Supplementary Provisions

Article 23  Encourage and support localities (states and cities) to establish a government quality award incentive system.

Article 24  These Measures shall come into force on the date of promulgation, and the Measures for the Administration of the Quality Award of the People's Government of the Xinjiang Uygur Autonomous Region (XINJIANGHAO BANFA [2013] No. 35) shall be repealed at the same time.
