(6) Enhance cluster governance and service capacity. Strengthen the construction of the cluster public service system, enrich the service content, improve the service quality, strengthen the service assessment, establish the cluster governance mechanism of "common business, common construction, sharing and win-win", and strengthen the awareness of safety production and the protection of the legitimate rights and interests of small and medium-sized enterprises. Article 9 The departments in charge of small and medium-sized enterprises at all levels shall give full play to the roles of cluster operation and management organizations, leading enterprises, business associations, professional organizations, public service demonstration platforms for small and medium-sized enterprises at all levels and entrepreneurship and innovation demonstration bases for small and micro-enterprises, and shall continue to improve and enhance the service system of clusters.
Article 10: The competent departments of small and medium-sized enterprises at the provincial level will summarize the experiences and practices of clusters in improving innovation, service, digitalization, greening and internationalization, as well as promoting the collaborative development of the industrial chain and supply chain in a timely manner, and will carry out the publicity of typical cases of cluster practices and excellent cluster brands.
Chapter 3: Recognition Procedures
Article 11: The recognition of SMEs' distinctive industrial clusters adheres to the principles of declaration voluntariness, openness and transparency, assessment and promotion, continuous enhancement, tracking and monitoring, and dynamic adjustment, and is divided into the responsibilities of the Ministry of Industry and Information Technology and the provincial departments in charge of SMEs. The Ministry of Industry and Information Technology and the provincial departments in charge of small and medium-sized enterprises are responsible for the division of labor, coordinated and orderly promotion.
Article XII The clusters declared for recognition should be within the county zoning, and have been recognized as provincial clusters (except for the first batch of applications), and the competent departments of small and medium-sized enterprises of the counties where they are located (municipalities and districts) as the main body of the declaration.
Article XIII of the provincial small and medium-sized enterprise departments are responsible for the acceptance of the declaration of clusters, the preliminary examination and field spot checks, in line with the recognition of the standard (see Annex) on the basis of merit recommended to the Ministry of Industry and Information Technology.
Article 14 The Ministry of Industry and Information Technology shall review the declaration materials of clusters recommended by provincial departments in charge of small and medium-sized enterprises (including on-site spot checks), and form a list of clusters on the basis of merit, and determine them to be "featured small and medium-sized enterprises' clusters" after the announcement of the list is not objectionable. Chapter IV Dynamic Management
Article 15 The validity period of the cluster is three years. After the expiration of the validity period, the Ministry of Industry and Information Technology to organize a review of the work, and assessment of the cluster three-year development plan target completion, the review of the validity of the extension of three years.
Article 16 The provincial departments in charge of small and medium-sized enterprises to strengthen the implementation of the cluster development plan, the progress of the objectives, work experience, problems and improvement measures for continuous tracking, and to organize clusters to fill in the clusters of the previous year before April 30 each year to report the work carried out, and reported to the Ministry of Industry and Information Technology. Article 17 If any of the following circumstances occurs in the recognized small and medium-sized enterprise characteristic industrial clusters, the recognition will be withdrawn:
(1) the validity of the expiration of the period of time without applying for a review, or the review fails to be passed;
(2) the validity of the cluster will be withdrawn. left;">(d) the cluster fails to update and report major changes in the leading industry, spatial scope, and changes in the operation and management organization in a timely manner;

Chapter V Supplementary Provisions
Article 18 These measures shall be interpreted by the Ministry of Industry and Information Technology.
