Article 3 These measures shall apply to the identification and management of incubation bases in the Economic Development Zone. Incubation bases mainly cultivate initial or start-up enterprises, implement entrepreneurial support policies, and provide relevant entrepreneurial services for them.
Article 4 The District Human Resources and Social Security Bureau is responsible for organizing and implementing the evaluation and identification of district-level incubation demonstration bases. The incubation bases should combine the actual situation, further enrich the content of entrepreneurial services, improve the management system and operation mechanism, improve the incubation and entrepreneurial service capacity, and promote the healthy development of the resident entrepreneurial entities.
Chapter II Recognition Conditions

Article 7: Main Functions of Incubation Bases
(1) Providing production and operation sites, basic office conditions and logistic services, and guiding and assisting in the procedures related to the opening of the business;
(ii) assisting entrepreneurs with opening procedures, introducing relevant entrepreneurial service organizations, and providing entrepreneurs with free entrepreneurial business-related training, consulting, guidance, entrepreneurial project development, docking and other services;
(iii) implementing entrepreneurial project development, docking and financing services. Article 9: The business incubation demonstration base in the Economic Development Zone shall be evaluated and recognized once a year.
Chapter III Determination Procedures
Article X. The evaluation and determination of business incubation demonstration bases in the Economic Development Zone shall be carried out in accordance with the following procedures.
(1) Declaration. Units applying for business incubation demonstration bases in the Economic Development Zone shall submit an application to the District Human Resources and Social Security Bureau. Applicants are required to submit the following materials:

(2) Review and Evaluation. Chapter IV Support Rewards
Article XI The district-level finance to give a one-time 100,000 yuan of entrepreneurial guidance funds to support each recognized enterprise.
Article 12: The entrepreneurship guidance funds are mainly used to provide employment and entrepreneurship services, rent reduction and exemption, as well as the construction and operation of incubation bases.
Article 13: Entrepreneurs who start businesses in district-level incubation bases are entitled to rent subsidies:
Subsidy standard: the subsidized area is up to 30 square meters, and rent subsidies are granted at a rate of no more than RMB 1 yuan per square meter per day. The maximum rent subsidy does not exceed the total amount of the actual rent. The rent subsidy is based on the principle of first payment and then compensation, and the subsidy period is up to 24 months. For the key support of entrepreneurial projects and entrepreneurs, the incubation base reported to the District Human Resources and Social Security Bureau for approval, the incubation time can be extended for up to 12 months.
Chapter V Supervision and Management
Article 14 The District Employment Service Management Center establishes a system of information and statistics, and regularly conducts statistics on the promotion of the construction of the incubation bases to notify the work. It establishes a system of information statistics, daily management, financial support, supervision and assessment to strengthen the management of the incubation bases. Incubation bases report quarterly to the District Employment Service Management Center on the construction and operation of the incubation bases, and improve the rules and regulations and basic information accounts, the number of enterprises in the incubation bases, the number of people employed, the signing of labor contracts, participation in the insurance premiums, the policy to cash in, and tracking services and other records should be true, accurate and standardized.
Article 15 The Human Resources and Social Security Bureau of the district is responsible for the annual performance evaluation of the business incubation demonstration base in the Economic Development Zone. Focusing on the evaluation of the incubation base's sustainable development ability, the management and use of entrepreneurial guidance funds and the implementation of entrepreneurial support policies. For the development of insufficient energy, incubation capacity decline, entrepreneurial support policies are not in place, cancel its business incubation demonstration bases in the economic development zone qualification.
Chapter VI Supplementary Provisions
Article 16 These Measures shall be interpreted by the Bureau of Human Resources and Social Security.
