In September 2000, the Central Committee of the Communist Party of China and the State Council made the major strategic decision to build the Mianyang Science and Technology City. The State Council successively approved the Development Outline for the Mianyang Science and Technology City and four five-year development plans. It established an Inter-Ministerial Coordination Group for the Construction of the Mianyang Science and Technology City, led by the Ministry of Science and Technology and comprising 19 national ministries and commissions (agencies). The State Council leaders in charge of science and technology have convened 14 meetings of the Inter-Ministerial Coordination Group, making arrangements for the construction and development of the Science and Technology City at different stages.Since the 18th National Congress of the Communist Party of China, the Central Committee and the State Council have placed even greater emphasis on the construction of Mianyang Science and Technology City. In February 2018, General Secretary Xi Jinping visited Sichuan and issued important instructions, charting the course and providing guidance for the city’s construction and development. Sichuan Province established a Provincial Leading Group for the Construction of Mianyang Science and Technology City, headed by the Governor, which has convened 22 meetings to specifically address major issues in the city’s construction.

In December 2021, with the approval of the Central Organization Department and the Provincial Party Committee’s Organization Commission, the new Mianyang Science and Technology City Party Working Committee and Administrative Committee were established as deputy-ministerial-level agencies dispatched by the Provincial Party Committee and Provincial Government, entrusted to Mianyang City for management.In July 2022, the General Office of the State Council issued a dedicated guiding document to support the construction of the Mianyang Science and Technology City as a pioneering zone for scientific and technological innovation with Chinese characteristics that exerts national influence. It clarified the strategic positioning of the Science and Technology City as a “pioneering zone for reform of science and technology systems and mechanisms” and an “innovation hub within the Chengdu-Chongqing Dual-City Economic Circle,” and entrusted the Science and Technology City with the honorable mission of exploring pathways for national scientific and technological innovation.In September 2022, the State Council approved the “14th Five-Year Plan” for Mianyang Science and Technology City, further clarifying the city’s objectives, positioning, and development path for the new era. In November 2022, the Party Working Committee and Administrative Committee of Mianyang Science and Technology City were officially inaugurated, marking the city’s entry into a new phase and accelerating its development.

The spatial layout of Mianyang Science and Technology City follows a “One Core, Multiple Parks” model. “One Core”: The entire municipal district, including Fucheng District, Youxian District, and Anzhou District, encompassing the Mianyang Science and Technology City New District. This core area primarily supports functions such as scientific and technological innovation, entrepreneurial incubation, industrial development, and urban services. It concentrates high-level scientific and technological innovation platforms, major industrialization projects, modern urban infrastructure, and high-quality public services, serving as the core vehicle for the innovation-driven development of Mianyang Science and Technology City."Multiple Parks": These include the Sichuan Jiangyou High-Tech Industrial Park, the Sichuan Santai Industrial Park, the Sichuan Beichuan Economic Development Zone, the Sichuan Zituo Economic Development Zone, and the Sichuan Yanting Economic Development Zone.

Under the leadership of the Provincial Party Committee, the Provincial Government, and the Provincial Leading Group for the Construction of Mianyang Science and Technology City, and in accordance with the authorization and delegation of the Municipal Party Committee and Municipal Government, the Party Working Committee and Administrative Committee of Mianyang Science and Technology City directly manage the Mianyang High-Tech Zone, exercise overall management over the Mianyang Science and Technology City New District, and are responsible for coordinating industrial development planning and the layout of major projects within the main urban area’s parks, as well as for the implementation and enforcement of major policies regarding the construction of the Science and Technology City. They are also responsible for coordinating statistics and target performance evaluations across all parks within the Science and Technology City.
