The Neijiang-Rongchang Modern Agricultural High-Tech Industrial Demonstration Zone (hereinafter referred to as the "Neijiang-Rongchang Agricultural High-Tech Zone") was established in July 2020 with the approval of the Sichuan and Chongqing provincial and municipal governments. It is one of the ten functional platforms for regional development jointly established through cooperation between the neighboring regions of Sichuan and Chongqing, and is the only functional platform in Sichuan Province focused primarily on agriculture and rural development.

According to the "Master Plan for the Neijiang-Rongchang Modern Agricultural High-Tech Industrial Demonstration Zone" approved by Sichuan and Chongqing in November 2021, the development positioning of the Neijiang-Rongchang Agricultural High-Tech Zone is defined as building a national hub for livestock science and technology innovation, a national breeding stock base for pigs, a model zone for digital agriculture development, and a demonstration zone for modern agriculture in hilly areas.

The planning area consists of a core zone and an expansion zone. The core zone covers the entire territories of Rongchang District, Longchang City, and Dongxing District, with a total area of 3,052 square kilometers; the expansion zone includes Zhong District of Neijiang City, Weiyuan County, and Zizhong County, with a total area of 3,410 square kilometers.The planning layout is structured as “One City, Two Parks, and Multiple Bases.” “One City” refers to the National Livestock Science and Technology City; “Two Parks” refer to the Modern Agricultural Industry Demonstration Park and the Shuangchang Industrial Cooperation Demonstration Park; and “Multiple Bases” refer to production bases for specialty and high-value agricultural products such as pigs, figs, blood oranges, white snakehead fish, and vegetables.

The key tasks include seven priorities: accelerating the cultivation of agricultural science and technology innovation entities; strengthening the construction of agricultural science and technology innovation platforms; strengthening agricultural high-tech industrial clusters; building advantageous and distinctive crop and livestock production bases; constructing agricultural product cold chain logistics hubs; vigorously developing digital agriculture; and enhancing agricultural openness and cooperation.

Development Vision: By 2035, the core area’s GDP will reach 230 billion yuan, with high-tech industries accounting for over 30% of the total industrial output value in the Neirong Agricultural High-Tech Zone. The zone will be developed into a nationally leading model area for the coordinated development of urban and rural areas, characterized by agricultural and livestock high-tech industries.
