Original Title: Notice from the Office of the Guangyuan Municipal People’s Government on Issuing the “Eight Policy Measures for the Breakthrough Development of the Green Home Furnishings Industry in Guangyuan (Trial)”
To promote the breakthrough development of the green home furnishings industry, accelerate the formation of a green home furnishings industrial cluster exceeding 10 billion yuan in scale, expedite the establishment of a renowned green home furnishings industrial city in Western China, and contribute to the revitalization of “Industrial Guangyuan,” the following policy measures are hereby formulated.
I. Support for Project Attraction. Individuals or organizations that lead the introduction of green home furnishings industry projects with fixed-asset investments of 100 million yuan or more shall receive a one-time reward equal to 0.5‰ of the fixed-asset investment amount, up to a maximum of 1 million yuan, upon the project’s establishment in the Western China (Guangyuan) Green Home Furnishings Industrial Park and its completion and commencement of production.
II. Support for Collaborative Enterprise Development. Support will be provided to Guangyuan green home furnishings enterprises to establish stable supply chains and enhance the resilience of the industrial chain. Green home furnishings manufacturers and panel producers are encouraged to form complementary partnerships. Both parties will each receive a one-time reward equivalent to 5‰ of their combined annual panel supply business volume, with a maximum of 500,000 yuan per enterprise per year.
III. Supporting Enterprises in Improving Quality and Efficiency. Green home furnishing enterprises that achieve annual output value milestones of 100 million yuan, 500 million yuan, 1 billion yuan, 2 billion yuan, 3 billion yuan, 4 billion yuan, and 5 billion yuan for the first time will receive one-time rewards of 50,000 yuan, 200,000 yuan, 350,000 yuan, 500,000 yuan, 650,000 yuan, 800,000 yuan, and 1 million yuan, respectively.Enterprises that are ranked among the “Top 100 Private Enterprises in Sichuan” or the “Top 100 Manufacturing Enterprises in Sichuan” for the first time will receive a one-time reward of 1 million yuan.
IV. Support for Enterprise Participation in Trade Shows. Organize the Guangyuan Green Home Furnishings Industry Expo and trade fairs to help home furnishings enterprises increase market share and enhance their visibility and reputation. Encourage green home furnishings enterprises to actively participate in well-known domestic and international home furnishings exhibitions organized or recommended by government agencies. Subsidize participating enterprises at a rate of 20% of booth fees, with a maximum annual subsidy of 100,000 yuan per enterprise.
V. Support for Green Development. Home furnishing enterprises that undertake volatile organic compound (VOC) remediation projects or upgrade environmental protection facilities, with investments exceeding 1 million yuan, and achieve a post-remediation non-methane hydrocarbon (NMHC) concentration of no more than 20 milligrams per cubic meter, will receive a subsidy equivalent to 15% of their actual investment, with a maximum of 400,000 yuan per enterprise.
VI. Support for Reducing Logistics Costs. Logistics subsidies or incentives will be provided to green home furnishings manufacturers, timber trading enterprises, and logistics companies importing timber via international freight trains.Furniture manufacturing enterprises will receive a subsidy equivalent to 20% of their actual annual logistics costs, with a maximum of 500,000 yuan per enterprise per year; timber trading enterprises will receive a reward equivalent to 0.3% of their annual timber transaction value, with a maximum of 2 million yuan per year; enterprises importing timber via international freight trains will receive a subsidy of 1,929 yuan per 20-foot container and 4,710 yuan per 40-foot container.
VII. Support for Enterprise Financing. Financing guarantee institutions are encouraged to provide financing guarantee services for the production and business operations of home furnishing enterprises in accordance with market principles. A subsidy of 50% of the annual guarantee fees paid by the enterprise will be provided, with a maximum annual subsidy of 2 million yuan per enterprise.Interest subsidies will be provided for major furniture manufacturing projects with fixed-asset investments of 200 million yuan or more. Based on the amount of financing obtained by the enterprise from financial institutions, a subsidy equal to 10% of the current benchmark interest rate will be provided. The subsidy period shall not exceed three years, and the total subsidy amount shall not exceed 2 million yuan.
VIII. Support for Talent Development. Support local colleges, universities, and vocational schools in collaborating with home furnishing enterprises to develop talent. A one-time reward of 500,000 yuan will be granted to schools that newly establish majors related to furniture design and manufacturing. A one-time reward of 50,000 yuan will be granted to home furnishing enterprises that have established and put into use school-enterprise cooperative training bases.Furniture enterprises are encouraged to hire college graduates in their graduation year. Enterprises that sign labor contracts of one year or longer with such graduates and pay social insurance premiums in accordance with regulations will receive a one-time subsidy of 2,000 yuan per person, with a maximum annual subsidy of 30,000 yuan per enterprise.
These policy measures apply to both foreign-invested and domestically-invested enterprises. The required fiscal funds for awards and subsidies shall be borne by the relevant local government. These funds do not include subsidies provided by the state or provincial governments. Where municipal or county (district) governments have separate provisions, support shall be provided in accordance with the principle of selecting the higher amount without duplication. Following the introduction of these measures, supporting implementation rules will be formulated, and applications will be processed through the “one-stop” service windows for enterprise support policies at the municipal and county (district) levels.
The Municipal Bureau of Economy and Information Technology and the Municipal Finance Bureau are responsible for interpreting these policy measures. They shall take effect from the date of issuance and remain valid for two years. During the implementation period, if new provisions are introduced in laws, regulations, or relevant policies, such provisions shall prevail.
