To implement the spirit of the “Implementation Opinions on Promoting the High-Quality Development of the Data Annotation Industry” (Fagui Shuju [2024] No. 1822) issued by the National Development and Reform Commission and other departments, accelerate the development of the digital economy, drive a significant expansion of the data annotation sector, and build a data annotation base with notable achievements and distinctive characteristics, the following measures are formulated in light of our city’s actual conditions.
I. Actively Expand Support Infrastructure
(1) Optimize the environment for business facilities.Conduct a comprehensive survey of existing buildings, idle office spaces, and unused school facilities in the central urban area. Select a batch of properties for renovation and create spaces suitable for data annotation enterprises to move into immediately, in accordance with “move-in-ready” standards, thereby providing venue support for the expansion and establishment of data annotation enterprises. II. Attract, Cultivate, and Strengthen Market Entities
(3) Promote Integrated Development of Enterprises.Encourage large, medium, and small enterprises to interact, connect, and integrate around factors such as capital, technology, products, and information to form a shared ecosystem, and cultivate a group of gazelle and unicorn enterprises in the data annotation industry. Support leading enterprises in fully leveraging their leading role, engaging in international exchanges, and undertaking international data annotation business. Establish a tiered talent pool for data annotation and support high-level talent in the field to apply for talent programs. V. Strengthening Application-Driven Development
(8) Building High-Quality Datasets.
