To thoroughly implement the national strategic plan for advancing artificial intelligence development, fully execute the province’s “No. 1 Innovation Project,” deepen the construction of the National Pilot Zone for the Innovative Development of Next-Generation Artificial Intelligence and the National Pioneer Zone for Artificial Intelligence Innovation and Application, consolidate AI resources, deepen scenario-based applications, foster a favorable ecosystem, enhance industry influence, and build a new national hub for the artificial intelligence industry, these policies have been formulated.
I. Optimizing Computing Power Supply
To encourage the inclusive provision of high-quality computing power, up to 100 million yuan in computing power vouchers will be issued annually to support computing power service providers in delivering high-quality services to computing power users. These vouchers may offset up to 60% of computing power purchase costs, with each computing power user eligible to receive a maximum of 5 million yuan in vouchers annually.Promote the green development of data centers by providing a one-time reward of 1 million yuan to newly approved National Green Data Centers. II. Encouraging Model Adoption
Encourage enterprises to widely adopt large-scale AI models. III. Expanding Application Scenarios
Enterprises are encouraged to open up AI application scenarios and organize and implement the “AI+” and “Robotics+” initiatives. Support will be provided for enterprises to collaborate with scenario application partners, universities, and research institutes to form industrial innovation consortia and create landmark application scenarios. IV. Encouraging Talent Innovation
Encourage innovation and breakthroughs by talent in the AI field. Individuals or teams receiving the Wu Wenjun AI Science and Technology Achievement Award will be granted a one-time reward of 500,000 yuan; individuals or teams receiving other categories of the Wu Wenjun AI Science and Technology Award (excluding the Outstanding Doctoral Dissertation Award) will be granted a one-time reward of 200,000 yuan.Support for AI Theoretical Innovation: A one-time reward of 1 million yuan will be granted to individuals or teams that achieve major breakthroughs or exert significant influence in the innovation of fundamental AI theories. V.Strengthening Financial Support
Encourage various types of capital and state-owned enterprises with direct investment functions to build a diversified investment and financing service system centered on the AI sector, establish a cluster of AI industry funds, and conduct direct equity investments. Priority support shall be given to high-growth, high-value enterprises such as those ranked among the National Top 100 in AI, “Little Giants” (specialized, refined, distinctive, and innovative enterprises), and industry chain leaders. Efforts shall focus on investing early, in small-scale projects, for the long term, and in hard technology, to cultivate bold and patient capital that grows alongside enterprises.Financial institutions, such as banks, are encouraged to provide full-lifecycle financial services to AI enterprises, diversify the supply of financial products, and strengthen policy support for loan interest subsidies, financial leasing, and risk compensation. VII. Creating "Blockbuster" Products
Encourage enterprises, universities, and research institutes to develop AI "blockbuster" products with industry-wide influence. VIII. Encouraging Enterprises to Rank on Lists
Enterprises are encouraged to improve quality and strive for excellence. Enterprises newly included in the national Top 100, Top 50, or Top 20 AI rankings released by authoritative international or domestic institutions will be granted one-time rewards of 200,000 yuan, 500,000 yuan, and 1 million yuan, respectively.Enterprises newly selected as exemplary cases in AI-related fields by national ministries and commissions will receive a one-time reward of 500,000 yuan. This policy shall take effect on September 18, 2025,and shall remain in effect for two years. The "Notice on Issuing the 'Chengdu Policy Measures for Accelerating the Development of the Computing Power Industry through Supercomputing and Intelligent Computing'" (Cheng Xin Jing [2023] No. 1) issued by the Municipal Commission of New Economy and three other departments, and the "Notice on Issuing the 'Several Policy Measures for Further Promoting the High-Quality Development of the Artificial Intelligence Industry in Chengdu'" (Cheng Jing Xin Fa [2024] No. 1) issued by the Municipal Bureau of Economy and Information Technology and six other departments, are hereby repealed.During the validity period, if there are changes to national laws, regulations, rules, or relevant policies, the relevant provisions of this policy shall be adjusted accordingly. Specific issues arising during the implementation of this policy shall be interpreted by the Municipal Bureau of Economy and Information Technology and the Municipal Commission of New Economy.
