In order to further deepen the market-oriented reform of the allocation of resource elements, and constantly improve the level of conservation and intensive utilization of industrial land, accelerate the construction of high-tech western industrial circles and strong chains in Chengdu, according to "General Office of the Chengdu Municipal People's Government on the issuance of Chengdu City to implement the implementation of the reform program of industrial land" standard land "notice" (Chengdu Office of the letter [2022]) No. 16), "Chengdu Municipal Planning and Natural Resources Bureau on the issuance of" Chengdu City, the implementation of industrial land "standard land" working procedures "notice" (Chengdu natural resources letter [2022] No. 59) requirements, combined with the actual Chengdu High-tech West, the development of the implementation of this program.

I. Scope of Application

Newly developed and constructed industrial land projects within the scope of Chengdu Hi-tech West District (including newly supplied industrial land construction projects and new projects on supplied industrial land).

Second, working measures

(I) Construction of the index system

Taking the industry building circle and strong chain as the guidance, closely following the optimization and adjustment of the "four major structures", we will construct the "4+X" index system which is suitable for the characteristics of the leading industries, the benefits of the industrial development, the ability of innovation drive, the level of green and low carbon, and the degree of land use. "4 + X" (i.e., 4 controlling indicators, X characteristic indicators) industrial land "standard land" indicator system (see Annex 1 for details), in principle, every two years for dynamic adjustment of the indicator system.

4 controlling indicators: the establishment of fixed asset investment intensity, mu average business income, mu average tax indicators, to guide the project upgrading, improve the quality and efficiency of output per unit of land area; the establishment of the development intensity (volume ratio) indicators, to guide the project to optimize the functional layout, reduce the area of the land, and improve the level of utilization of spatial resources.

X featured indicators: the establishment of R&D (scientific research and experimental development) input intensity, mu average R & D investment indicators, guide projects to improve scientific and technological innovation investment, promote the formation of new development momentum; the establishment of operating income per unit of energy consumption indicators, to guide the project energy-saving emission reduction, and enhance the power of green development.

(2) Classification and implementation of standards

Scientific division of industrial land project types, flexible use of the "standard land" indicator system, the new development and construction of industrial land projects will be managed in accordance with the "standard land" of industrial land.

1. New supply of industrial land construction projects. New supply of industrial land construction projects shall implement no less than "4 controlling indicators + 1 characteristic indicators" of the "standard land" access indicator system (see Annex 1), the indicators shall not be lower than the industrial category "standard land" indicator requirements. The indicators shall not be lower than the requirements of the "standard land" indicators of the industrial category to which it belongs.

If one of the "controlling indexes" of the newly supplied industrial land construction project, such as fixed asset investment intensity, business income per mu and tax revenue per mu, fails to meet the requirements of the "standard land" index system of Chengdu Hi-tech West Zone, the controlling index shall not be lower than the "standard land" access index system of Chengdu Economic and Technological Development Zone" (Annex 1).

2. New projects on supplied industrial land. New projects on supplied industrial land shall implement the "standard land" access indicator system with no less than "4 controlling indicators + 1 characteristic indicator", and the indicators shall be implemented in accordance with the proportion of new project land to the whole area of different industrial categories. Requirements for "standard land" indicators (see Annex 2 for details).

3. Other projects. For the industrial development of Chengdu High-tech Zone West, industrial land projects of great significance and their supporting projects, standard factory buildings, storage facilities, etc. need to break through the requirements of the "standard land" indicators of their respective industrial categories, by the industrial sector in accordance with the principle of "one case, one discussion" reported to the management committee of Chengdu High-tech Zone for approval. The industrial department shall report to Chengdu Hi-Tech Zone Management Committee for approval on a case-by-case basis.

(3) Standardize project supervision

In accordance with the principle of "whoever is in charge, whoever is responsible, whoever proposes, whoever supervises", the industrial, planning and natural resources, housing and construction departments will work together to set the requirements of "standard land" indicators for industrial land, the time of commencement and completion, the agreement to put into production, and the time of default. Time, put into production agreement, liability for breach of contract, etc. into the project construction master plan, "industrial land industrial access table", "state-owned construction land industrial project performance agreement" and "state-owned construction land use right transfer contract" and other regulatory agreements, improve the supervision system, the land use right owner strictly according to the requirements of the implementation of the project development and construction to fulfill the commitment matters.

After the completion of the industrial land use project, the housing and construction department will organize a joint completion inspection and acceptance of the project; after the industrial land use project is put into operation, the industrial department will organize a production review according to the requirements of each index of the "standard land". Industrial land project completion acceptance and production review failed, should be required to rectify the deadline; rectification is not in place, in strict accordance with relevant laws and agreements to pursue the responsibility for breach of contract.

(D) Optimization of service mechanism

Deepening the implementation of the "release of administrative services" reform requirements, led by the planning and natural resources, housing and construction departments, early intervention to carry out regional assessment, multi-departmental linkage to achieve the "land that is the start of construction", to increase Industrial land project development and construction of administrative approval efficiency.

1. Early intervention to carry out regional assessment. In accordance with the principle of "should be assessed as much as possible, can be simplified", led by the planning and natural resources departments to carry out unified planning environmental impact assessment, underground cultural relics survey and exploration and other regional assessment matters. The results of the regional assessment are open to the public, and project owners can use them free of charge without organizing a separate assessment; the competent authorities of each industry and the approval departments directly use the valid assessment results for approval.

2. Multi-departmental linkage to realize the "land that is started". Optimize and improve the industrial land "standard land" reporting regulations and construction approval consulting services, the implementation of "parallel promotion, pre-approval pre-approval, shortages review, full service" mode of work, the implementation of "take the land that is the start of construction The working mechanism of "starting construction after taking land" is implemented, and the pre-approval service of the administrative approval department is promoted in parallel with the allocation of land resources. After the project owner obtains the right to use the land, the project construction permit consulting pre-trial opinion in a timely manner to change the formal permit procedures, the issuance of "construction land use planning permit", "construction planning permit", "construction permit", "building construction", to improve the efficiency of the development and construction of industrial land projects.

(E) the implementation of financial incentives

The implementation of industrial land "standard land" saving and intensive use of financial incentives mechanism, to further incentivize industrial land project owners to enhance the efficiency of land use and output benefits. Encourage industrial land projects through industrial buildings, underground space utilization and other ways to enhance the development intensity (floor area ratio), project completion and acceptance and production review through the floor area ratio of 2.3 or more, the more than part of the adoption of the "interval, step" to give a one-time incentive (in the unit of the transfer contract), specifically: for the project's actual Specifically: for the part of the project whose actual floor area ratio is greater than 2.3 and not greater than 2.5, the reward will be given in accordance with RMB 100/square meter of capacitated floor area; for the part of the project whose actual floor area ratio is greater than 2.5 and not greater than 2.8, the reward will be given in accordance with RMB 150/square meter of capacitated floor area; for the part of the project whose actual floor area ratio is greater than 2.8, the reward will be given in accordance with RMB 200/square meter of capacitated floor area.

Individual industrial project land area (in terms of transfer contract) is not greater than 100 acres, the total amount of incentives does not exceed 5 million yuan; land area is greater than 100 acres and not greater than 200 acres, the total amount of incentives does not exceed 10 million yuan; land area is greater than 200 acres, the total amount of incentives does not exceed 20 million yuan.
