In order to further stimulate the innovation vitality of enterprises in the park, enhance the momentum of innovation, accelerate the development of new quality of productivity, to create a demonstration area of innovation-driven development and high-quality development of the first area, combined with the actual high-tech zone in Leshan, the development of this policy.
Article 1 Incentives for enterprises to increase R & D investment. With the enterprise accounting cycle income tax returns to the tax department to enjoy the pre-tax deduction of R & D investment as a basis, the enterprise R & D investment of more than 5 million yuan and R & D investment intensity of not less than 3%, according to the R & D investment of 5 ‰ to subsidize a single enterprise the subsidy up to 100,000 yuan. The incremental R & D investment in the enterprise year is not less than 1 million yuan and the intensity of R & D investment is not less than 4%, according to the incremental R & D investment of 3% to subsidize the single enterprise the subsidy of up to 300,000 yuan.
Article 2: Strengthening the cultivation of science and technology enterprises. For the year the record of science and technology-based small and medium-sized enterprises rewarded 3,000 yuan. For the first time recognized or the new introduction of high-tech enterprises rewarded 100,000 yuan, the re-recognition of high-tech enterprises through the award of 50,000 yuan. Reward 300,000 yuan for newly filed provincial "gazelle enterprises" and 150,000 yuan for re-identified provincial "gazelle enterprises". Article 3: Support the quality and upgrade of innovation platforms. For the newly approved national and provincial key (engineering) laboratories, technology innovation centers, industrial innovation centers, engineering (technology) research centers, enterprise technology centers, were awarded 2 million yuan, 300,000 yuan. For the newly approved national and provincial inspection and testing organizations, a reward of 1 million yuan and 300,000 yuan respectively. For the newly-approved postdoctoral workstations and national and provincial academicians (experts) workstations, the awards will be 1 million yuan, 1 million yuan and 200,000 yuan respectively. For newly filed provincial new R&D institutions, newly approved provincial pilot R&D platforms or pilot maturation bases, an award of 300,000 yuan. Reward 500,000 yuan and 200,000 yuan for newly recognized national and provincial science and technology business incubators (including crowdspace) operators; reward 300,000 yuan and 100,000 yuan for newly recognized operators of other types of national and provincial dual-innovation carriers, respectively. The newly recognized national and provincial technology transfer institutions will be awarded 100,000 yuan and 50,000 yuan respectively. Reward 50,000 yuan for newly recognized provincial science education bases. Reward 50,000 yuan for provincial engineering (technology) research centers and other technology platforms assessed as excellent, and reward 20,000 yuan for provincial science education bases assessed as excellent.
Article IV Promoting the transfer of scientific and technological achievements. The establishment of the annual 2 million yuan of results transfer special funds for institutions and institutions docking and hospital (school) cooperation, the construction of scientific and technological achievements transfer platform, the major scientific and technological innovation platform landing to implement the "a proposal". Encourage enterprises (R&D institutions) in the region to cooperate with "double first-class" universities, the top 200 universities on the QS list, and national and provincial research institutes to carry out commissioned development, technology transfer, joint research and other substantive projects, and the actual amount paid is not less than RMB 200,000 yuan, and it is recognized that each project is subsidized at 10% of the actual amount paid, with the maximum subsidy for individual projects not exceeding RMB 100,000 yuan; and the maximum subsidy for projects not exceeding RMB 100,000 yuan. The maximum project subsidy shall not exceed RMB 100,000 yuan; if the actual payment amount is not less than RMB 100,000 yuan for substantive project cooperation with other domestic institutions of higher education and municipal scientific research institutes, it shall be determined that each project shall be subsidized at 5% of the actual payment amount, and the maximum subsidy for a single project shall not exceed RMB 50,000 yuan; and the total number of subsidized projects shall not be more than three for each enterprise or institution per year. For the technology contracts recognized and registered, the enterprises will be rewarded according to their recognized annual turnover and actual payment of the cumulative amount; for the part of the cumulative amount of 1 million yuan (inclusive), the reward will be given according to 5 per cent of the cumulative amount, and for the part of the cumulative amount higher than 1 million yuan, the reward will be given according to 1 per cent of the cumulative amount, and the reward will be no more than 50,000 yuan for each enterprise per year. Encourage technology transfer organizations to jointly establish technology transfer alliance, and give 20,000 yuan working expense subsidy to the annual outstanding technology transfer organizations within the alliance. For the technology manager organizations that contribute to the transaction and transformation of technological achievements, they will be rewarded by 1% of the actual fulfillment amount of each technological transaction project, with a maximum reward of 50,000 yuan per year for each organization. For enterprises that organize and obtain the completion certificates of primary, intermediate, and senior technology managers of national technology transfer professionals' competency level training in the current year, they will be given training subsidies of 500 yuan/person, 800 yuan/person, and 1,000 yuan/person, respectively.
Article 5 Promote the high-quality development of intellectual property. The newly approved national intellectual property advantage, demonstration enterprises, the provincial intellectual property rights of strong enterprises rewarded 100,000 yuan. To carry out the evaluation of scientific and technological achievements and obtain a certificate of registration of scientific and technological achievements, a reward of 10,000 yuan, a single enterprise annual maximum award of 30,000 yuan. For enterprises with intellectual property pledge financing of not less than 2 million dollars each, each financing award of 10,000 yuan, the maximum annual award of 30,000 yuan for a single enterprise. On the leading development (drafting unit sorted first) of national standards, industry standards for enterprises, each reward 100,000 yuan, 80,000 yuan respectively.
Article 6 Support for innovation and entrepreneurship to improve quality and efficiency. Encourage all kinds of innovation bodies to organize theme forums, results release, seminars, project roadshows, science and technology finance and other activities in Leshan Hi-tech Zone, and report in advance for the record by the science and technology department in charge of the consent, according to the activities of the actual costs incurred in 20% of the activities to be given no more than 100,000 yuan of subsidies for each activity, the annual subsidy for a single hosting body no more than 200,000 yuan. Support business mentors to carry out enterprise counseling, the year assessed as excellent business mentors to give 10,000 yuan reward. For full-time college students who are in school or have not graduated for more than 5 years and are stationed in the dual-creation carriers in Hi-tech Zone, they will be given policy support such as rent reduction and exemption and scientific and technological services in accordance with the relevant preferential treatment. For enterprises that are qualified to be stationed in the gas pedal of Hi-Tech Zone, rent reduction and exemption, scientific and technological services and other policy support will be provided according to the relevant preferential treatment.
Article 7 Establishment of sound science and technology venture capital system. Angel investment funds, venture capital funds, industrial funds involved in Leshan Hi-tech Zone, technology-based enterprises first financing projects, and hold equity for 1 year and above, in accordance with the actual amount of investment (excluding the part of the Hi-tech Zone) 5% of the maximum 300,000 yuan to give a single project incentives, the cumulative annual incentives for each institution up to 500,000 yuan. The market-oriented funds invested in the original leading scientific and technological innovation results of the VC institutions in Leshan Hi-tech Zone, according to the investment ratio of 1% of the award, the maximum single project does not exceed 300,000 yuan, the cumulative annual award of up to 500,000 yuan for each institution.
Article 8 Optimize the environment for the development of scientific and technological talent. In addition to the city, the district talent introduction related policies, the national innovation and entrepreneurship competition award-winning team, the first prize award of 100,000 yuan, the second prize award of 80,000 yuan, the third prize award of 50,000 yuan; the provincial innovation and entrepreneurship competition award-winning team, the first prize award of 30,000 yuan, the second prize award of 10,000 yuan. For individuals (organizations) who have won the National Science and Technology Award, matching awards will be given in accordance with 50% of the higher level awards. For individuals (organizations) winning the Provincial Award for Outstanding Contribution to Science and Technology, the Outstanding Youth Award for Science and Technology Innovation, and the International Award for Cooperation in Science and Technology, an award of 100,000 yuan will be given; for individuals (organizations) winning the Provincial Award for Natural Science, the Award for Technological Inventions, and the Award for Advancement in Science and Technology, an award of 100,000 yuan, 80,000 yuan, and 50,000 yuan will be given to individuals (organizations) winning the first, second, and third prizes, respectively, with bonuses distributed among the completionists according to the size of the contribution or prior agreement.

(1) The support objects of this policy are enterprises and organizations whose tax and statistical relations are in Leshan Hi-tech Zone and carry out actual business. Enterprises (organizations) with standardized management, not included in the list of disciplinary action for breach of trust, the list of scientific research and breach of trust, in the past three years, no large and above production and safety accidents, environmental credit evaluation rating are integrity or good (not included in the scope of the environmental credit evaluation of the enterprise, no large and above environmental emergencies), the tax credit rating for the B grade (including) or above.
(2) If this policy is inconsistent with other policies or regulations, the same matter will not be repeated in accordance with the principle of "higher or lower". Enjoyment, not retroactive. The part of the upper level policy that needs to be supported by Leshan High-tech Zone will be counted into the subsidy of this policy, and will not be enjoyed repeatedly. In the implementation of this policy, due to national laws and regulations and relevant provincial and municipal provisions of the adjustment of the conflict, to the provisions of the adjusted shall prevail.
(c) This policy is honored by the Leshan Hi-tech Zone Science and Technology Bureau, in principle, the first quarter of the year acceptance of the previous year's award and subsidies for the declaration of the project, the project identification time from 2024 onwards.
