Bazhong City to further promote the high-quality development of the construction industry a number of measures

To thoroughly implement the decisions and plans of the Provincial Party Committee and Provincial Government regarding the development of a construction powerhouse, better leverage the important role of the construction industry in the city’s economic and social development, comprehensively enhance the overall competitiveness of the city’s construction industry, and promote high-quality development in the sector, the following measures are hereby established.

I. Developing the Headquarters Economy. By integrating the development factors and supporting needs of the construction industry, the governments of each county (district) and the Bazhong Economic and Technological Development Zone Management Committee shall utilize idle commercial properties or state-owned real estate to establish construction industry headquarters buildings. These facilities will integrate functions such as office space, business services, and training, and serve as platforms for cooperation and exchange. They will provide tenant enterprises with comprehensive “one-stop” convenient services, including government affairs, financial services, tax services, legal safeguards, education and training, and business guidance.Enterprises moving into these construction industry headquarters buildings will be granted preferential treatment on expenses such as rent following a comprehensive evaluation of their social and economic contributions. Specific preferential standards shall be formulated by local authorities based on actual conditions and submitted to the Bazhong City Task Force for High-Quality Development of the Construction Industry for review and implementation. We encourage Bazhong natives working outside the city to relocate the construction enterprises they have founded or led from outside the city back to Bazhong, or to register and establish headquarters, subsidiaries with independent legal person status, or branches with independent financial accounting in Bazhong.Policy incentives and subsidies will be provided to construction enterprises settling in Bazhong. Enterprises holding Special Grade General Contracting Qualification (renamed Comprehensive General Contracting Qualification following the construction qualification reform; hereinafter the same), Grade 1 General Contracting Qualification (renamed Grade A General Contracting Qualification following the construction qualification reform; hereinafter the same),Grade 1 Specialized Contracting Qualification (renamed Grade A Specialized Contracting Qualification following the construction qualification reform; hereinafter the same), and Grade 2 General Contracting Qualification (renamed Grade B General Contracting Qualification following the construction qualification reform; hereinafter the same), and have been conducting normal business operations for more than one year, shall be granted one-time financial incentives of 2 million yuan, 500,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.

II. Cultivating Key Enterprises. Implement the “Strengthening Construction Enterprises” campaign, identifying a group of key construction enterprises each year for focused cultivation. Encourage construction enterprises to develop comprehensively across all sectors, including municipal engineering, highways, water conservancy, power, railways, telecommunications, mechanical and electrical engineering, and other specialized projects; support the merger and reorganization of enterprises engaged in investment consulting, surveying, design, supervision, and cost estimation to transition into full-process engineering consulting service providers.Encourage enterprises to upgrade and expand their qualifications, with priority support provided in the fields of water conservancy, hydropower, power, bridges, tunnels, steel structures, power transmission and transformation, and electronic and intelligent engineering. Support enterprises with comparative advantages in pursuing a “specialized, refined, distinctive, and innovative” development path in areas such as prefabricated construction, green building, and smart construction. Construction enterprises with an annual total output value of 200 million yuan will receive a 100,000 yuan financial incentive, with an additional 50,000 yuan awarded for every 100 million yuan increase.Construction enterprises that upgrade to Special Class or Class I general contracting qualifications will receive one-time financial rewards of 2 million yuan and 500,000 yuan, respectively; enterprises that upgrade to Class I specialized contracting qualifications in water conservancy, hydropower, electric power, bridges, and tunnels will receive a one-time financial reward of 100,000 yuan;Survey, design, and supervision enterprises that are upgraded to comprehensive or Class A qualifications will receive one-time financial incentives of 1 million yuan and 200,000 yuan, respectively.Enterprises are encouraged to create high-quality projects. Construction projects that win the “Luban Award,” “Zhan Tianyou Award,” or the National Gold Award for High-Quality Engineering will receive one-time financial rewards of 500,000 yuan, respectively; construction projects that win the “Tianfu Cup” Gold Award, Silver Award, or are designated as Provincial Structural Demonstration Projects will receive one-time financial rewards of 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.

III. Encouraging Enterprise Collaboration. Key local enterprises are encouraged to form consortia with large construction enterprises from outside the city to bid on major infrastructure projects such as railways, water conservancy, high-grade highways, and river and lake remediation. Project performance achieved through such consortia will be recognized.Support municipal and county (district)-level state-owned enterprises in establishing Special Class or Class I construction enterprises—either independently or in partnership with private construction firms—through equity diversification and other means, with the aim of fully building the “Bazhong Construction” brand. Support general contractors from outside the city undertaking projects in Bazhong to collaborate with local construction enterprises through consortia or specialized subcontracting to enhance the development level of local enterprises.Support construction enterprises in jointly building a centralized procurement and trading platform for building materials within the construction industry supply chain to leverage the advantages of cluster procurement and reduce corporate operating costs. Support real estate developers in independently selecting partner construction enterprises, comprehensively assessing risks related to investment and construction, and implementing differentiated regulatory measures. Support the inclusion of construction output value from investment promotion projects in official statistics.

IV. Support for External Expansion. Support construction enterprises in expanding their operations outside the city. Municipal government liaison offices and branches stationed outside the city will establish service and liaison platforms, strengthen research on development trends in construction markets outside the province, and assist enterprises in tracking and monitoring investment hotspots and regions outside the province. Establish a liaison and coordination mechanism for construction markets outside the city to assist in resolving issues such as project payment, workplace safety, rights protection, and emergency response.Construction enterprises that generate 50 million yuan in construction output value from markets outside the city in a given year will receive a 100,000 yuan financial incentive; an additional 100,000 yuan will be awarded for every subsequent 50 million yuan increase.

V. Developing Wellness and Healthcare Buildings. Integrate green building resources to pioneer a new sector for green wellness and healthcare buildings. Guide enterprises in development, design, construction, decoration, and technical services to adapt to the needs of green wellness and healthcare building development; form industry alliances to participate in project construction; and accelerate the development of a green wellness and healthcare building industrial chain. Provide support for implemented green wellness and healthcare building projects in areas such as land use guarantees, floor area ratio incentives, and pre-sale of commercial housing.Encourage construction enterprises to participate in performance analyses regarding building energy efficiency, land conservation, water conservation, material conservation, and environmental protection, as well as in green building rating evaluations. Green wellness buildings that achieve a green building rating of one star or higher will be given priority for recommendation in national and provincial excellence and award evaluations.Establish an interdepartmental coordination mechanism for the development of green wellness buildings. Departments including Development and Reform, Natural Resources and Planning, and Housing and Urban-Rural Development shall strengthen project reserves, planning and design, and process supervision for green wellness building projects to enhance the supply of such buildings.

VI. Strengthening the Construction Labor Sector. We will make every effort to build the “Bashan Construction Craftsmen” brand, integrate databases on management personnel, construction workers, trainee training, and employment status with construction labor service platforms, and facilitate the matching of construction labor supply and demand. We encourage state-owned construction enterprises and capable, experienced, and well-managed private construction enterprises to leverage their technical and financial advantages to establish construction labor enterprises and gradually expand the market scale.Strengthen the development of training bases for construction workers. Through methods such as school-enterprise joint training programs and targeted training, cultivate a professional, specialized, and skilled workforce to enhance the supply of skilled construction personnel. Industry regulatory authorities should establish scientific and reasonable assessment and evaluation methods based on professional characteristics, granting preliminary determination and review of junior professional technical qualifications to construction workers who may have limited formal education but possess strong practical skills.Encourage participation in industry-wide skills competitions. For those who win national or provincial-level construction skills awards such as “Technical Expert” or the “May 1st Labor Medal,” provide skill enhancement subsidies of 200,000 yuan and 100,000 yuan, respectively, to their training institutions. Continue to carry out special campaigns to eradicate wage arrears and strictly crack down on criminal acts involving the malicious withholding of migrant workers’ wages in accordance with the law.

VII. Strengthen Talent Development. Increase efforts to cultivate and recruit professionals in construction project management, with a focus on developing a group of versatile management talents who understand business operations, excel in management, and possess technical expertise. For Class 1 Construction Engineers, Class 1 Cost Engineers, and Senior Engineers newly registered or transferred to construction enterprises in our city, a skill enhancement subsidy of 5,000 yuan per person per year will be provided if they have completed three years of registration, signed a labor contract with the enterprise, and paid social insurance.Those awarded the title of “Outstanding Enterprise Manager” or “Outstanding Project Manager” at the provincial level or above will receive a skill enhancement subsidy of 10,000 yuan per person. We will guide construction enterprises to adapt to the demands of industrialization, digitization, and intelligent transformation in the construction sector, encourage them to strengthen in-house training, accelerate the cultivation of their own core technical workforce, and enhance their core competitiveness.

VIII. Strengthening Financial Services. Support banking institutions in providing secured loans using construction enterprises’ audited accounts receivable as collateral, or using construction enterprises’ accounts receivable for ongoing projects—as confirmed by project owners or general contractors—as collateral;Owners of state-capital-invested construction projects subject to mandatory bidding shall, in accordance with banking institutions’ requirements, confirm accounts payable to construction enterprises based on audited accounts receivable and interim accounts receivable for projects under construction, and shall sign tripartite account supervision and designation agreements with financial institutions and construction enterprises.Banking institutions are encouraged to provide comprehensive credit facilities (including accepted bills, bank guarantees, working capital loans, and medium- to long-term loans) to construction enterprises based on factors such as the enterprise’s qualification level, credit status, and volume of construction projects undertaken.

IX. Optimizing the Business Environment. Relevant departments at all levels shall continuously optimize and safeguard a fair competitive environment in the construction market. They shall not discriminate against or exclude construction enterprises of any type or level; shall not interfere with construction enterprises forming consortia to participate in construction projects; shall not interfere with or influence construction enterprises in establishing independent legal entities or financially independent secondary units for project settlement in accordance with the law; and shall not create obstacles for project owners in lawfully selecting construction enterprises.Strictly investigate instances such as the withholding or misappropriation of construction funds, failure to pay construction costs as stipulated in contracts, and refusal to conduct acceptance inspections or final settlements without justifiable grounds. Promote inclusive and prudent regulation, leverage the guiding role of laws and administrative guidance, implement the “first-time violation not penalized” policy in the construction market and at construction sites, and foster an atmosphere of flexible law enforcement and service.Establish a government service communication mechanism for construction projects subject to mandatory bidding. After the winning bidder is legally determined, the tendering entity shall proactively promote favorable policies regarding industry management, administrative services, statistical registration, tax incentives, human resources, and corporate cooperation.

X. Improve the Bidding and Tendering Mechanism. For construction projects subject to mandatory bidding under the law, qualification criteria and bid evaluation standards shall be set within the limits of the specific characteristics of the project and the minimum practical requirements; unreasonable conditions that restrict or exclude potential bidders shall not be established. Construction projects that have passed acceptance inspections in phases or sections may be used as valid performance records for participation in bidding and tendering.Strengthen the bidding supervision and inspection system; where tender documents contain unreasonable conditions that restrict or exclude potential bidders, issue written supervisory opinions. Ensure that the tenderer fulfills its primary legal responsibility for bidding activities, and encourage tenderers to appoint representatives to participate in bid evaluation in accordance with regulations. For construction projects with a tender control price of less than 30 million yuan, implement the “separation of evaluation and award” method to determine the winning bidder, and encourage the priority selection of construction enterprises with excellent credit ratings.

XI. Strengthen Industry Management. Accelerate the development of the Bazhong City Smart Management Digital Platform for the construction sector and establish a comprehensive social credit evaluation system for the construction sector. Conduct quantitative credit evaluations of construction enterprises and key enterprises in the construction industry chain. For responsible entities involved in serious violations, push their information to the “Credit China” platform to implement joint disciplinary actions.Establish a smart supervision system for construction projects to achieve pre-emptive prevention and control, real-time intelligent monitoring and control, post-event statistical analysis, and process-based smart decision-making in areas such as safety management, quality management, personnel management, equipment management, material management, production management, and green construction. This will further reinforce the primary responsibilities of all parties involved in ongoing construction projects and standardize construction practices.We will intensify campaigns to crack down on illegal and criminal activities within the industry, advance research and formulation of compliance systems for construction enterprises, and continue to address violations such as the “three guarantees and one listing” scheme, bid-rigging, and the buying and selling of bids.Fully leverage the role of the Construction Industry Association to strengthen corporate training, promote self-regulation among industry enterprises, and guide and assist construction companies in enhancing their operational management capabilities to conduct business in compliance with laws and regulations. Regularly recognize and commend real estate development enterprises that support the inclusion of construction output value in statistical reporting, as well as construction enterprises and individuals who have made outstanding contributions to output value reporting, industry development, employment promotion, and market expansion, and support their participation in national and provincial excellence and award programs.

XII. Strengthen Service Support. Establish a coordination mechanism for the high-quality development of the construction industry in Bazhong City and form a special task force for this purpose, with its office located within the Municipal Bureau of Housing and Urban-Rural Development. The governments of all counties (districts), as well as the administrative committees of the Bazhong Economic and Technological Development Zone and the Cultural Tourism New District, should establish corresponding mechanisms accordingly.The municipal and county (district) task forces for high-quality development of the construction industry shall conduct regular coordination and monitoring to study and resolve various issues affecting the industry’s development. They shall incorporate the work on high-quality development of the construction industry into the target management framework of the Municipal Party Committee and Municipal Government for relevant municipal departments, county (district) governments, and the administrative committees of the Bazhong Economic and Technological Development Zone and the Culture and Tourism New Area. The focus shall be on strengthening tracking, coordination, and process supervision regarding the achievement of construction output value, tax growth, financial services, talent cultivation, and judicial safeguards across all localities and industry sectors.Quarterly reports shall be issued on key matters related to construction projects subject to mandatory bidding (including project volume, project value, implementation of the evaluation-and-selection separation mechanism for winning bidders, and achievement of construction output value).In addition to the annual allocation of 5 million yuan in special fiscal funds for construction industry development by the municipal government, additional special fiscal funds will be allocated based on 30% of the contribution to municipal-level local fiscal revenue made by construction enterprises returning to Bazhong from outside the city. These funds will be used to encourage enterprises in areas such as qualification upgrades, excellence initiatives, scientific research and development, technological innovation, inclusion of output value in statistical reporting, market expansion, and rights protection. The governments of each county (district) and the Bazhong Economic and Technological Development Zone Management Committee shall establish corresponding special funds for construction industry development.

As these measures involve incentive and subsidy funds, a territorial responsibility system applies, with the beneficiary fiscal authority responsible for disbursement. For Bazhou District, Enyang District, and the Bazhong Economic and Technological Development Zone, 50% of the incentive and subsidy funds will be subsidized by the municipal-level special fund for construction industry development, while the remaining counties (districts) shall bear the full cost of their incentive and subsidy funds. For similar incentives and subsidies, the higher amount shall apply, and duplication is prohibited.Any entity found to have engaged in fraud or misappropriated incentive funds shall have such funds immediately recovered upon verification, and shall be subject to severe disciplinary and legal action in accordance with regulations and laws; where criminal suspicion exists, the case shall be transferred to judicial authorities for handling in accordance with the law.

The specific implementation rules for these measures shall be formulated separately by the Municipal Bureau of Housing and Urban-Rural Development in conjunction with relevant municipal departments. These measures shall take effect on July 30, 2024, and remain valid for five years. The “Notice of the General Office of the Bazhong Municipal People’s Government on Issuing the Nine Measures to Support the Development of the Construction Industry in Bazhong City” (Bafu Ban Gui [2022] No. 6) is hereby repealed.
