To thoroughly study and implement General Secretary Xi Jinping’s important instructions on “making concerted efforts to advance both scientific and technological innovation and the transformation of scientific and technological achievements,” fully implement the strategic deployment of “building the city on science and technology,” further promote the transformation of scientific and technological achievements in Mianyang, and accelerate the construction of a pilot zone for scientific and technological innovation with Chinese characteristics and a secondary hub for scientific and technological innovation in the Chengdu-Chongqing region, the following measures are formulated in accordance with the “Sichuan Province Regulations on Promoting the Transformation of Scientific and Technological Achievements,” the “Notice of the People’s Government of Sichuan Province on Issuing Several Policies to Further Support Scientific and Technological Innovation” (Chuan Fu Fa [2021] No. 8),the “Notice of the Sichuan Provincial Department of Science and Technology and 10 Other Departments on Issuing the ‘Implementation Plan for Comprehensively Deepening the Reform of the Ownership System for Scientific and Technological Achievements Made in the Course of Employment’” (Chuan Ke Gui [2024] No. 1), and in conjunction with Mianyang’s existing policies on the commercialization of scientific and technological achievements, the following measures are formulated.
I. Expanding the Effective Supply of Scientific and Technological Achievements
(1) Stimulating the Innovative Vitality of Research Institutes and Universities.Thoroughly implement the joint conference system for cooperation and service support between research institutes (universities) and local governments, and strengthen service support for research institutes and universities in Mianyang. Encourage research institutes and universities to strengthen original innovation and conduct applied basic research. Deepen and expand reforms to enhance the autonomy of universities and research institutes. Thoroughly implement policies to expand the autonomy of universities and research institutes in scientific research, fully implement charter-based management and performance-based management, and explore a “comprehensive authorization” management system by industry competent authorities.
(2) Fully Unlock the Potential of Research Outcomes from Institutes and Universities. Actively implement the “Science and Technology Assistant” system to build a dedicated team focused on identifying research outcomes, with “Science and Technology Assistants” as the core. Strengthen engagement with research institutes and universities in Mianyang, actively carry out research outcome identification efforts, establish and refine a list of transferable outcomes, and routinely conduct the identification, screening, and commercialization of research outcomes.
(3) Continuously attract high-end innovation resources. Seize the development opportunities presented by the construction of the Chengdu-Deyang-Mianyang and Chongqing National Science and Technology Achievement Transfer and Transformation Demonstration Zones. Vigorously implement the “Attracting Institutes and Research Institutions” initiative, and intensify efforts to attract national-level research institutes, renowned universities, leading technology enterprises, and high-level innovation teams to establish branches in Mianyang and engage in scientific and technological cooperation.We will continue to promote the efficient operation, expansion, and quality enhancement of the “Cloud University City” and “Cloud Science and Technology City” (hereinafter referred to as the “Two Cloud Cities”), and build a large-scale science and technology innovation market that “buys globally and sells globally.” We will establish the “Innovation Golden Triangle · Smart Science and Technology City” brand for the supply and demand of scientific and technological achievements, and conduct technology matching activities in a routine, professional, and market-oriented manner.
(4) Improve the evaluation mechanism for scientific and technological achievements. Relying on top-tier national and provincial technology transfer agencies, strengthen the categorized evaluation of scientific and technological achievements. Refine classification standards according to different types of achievements—such as basic research, applied research, technology development, and industrialization—to form a diversified evaluation mechanism that conforms to scientific principles, thereby promoting the precise identification and matching of scientific and technological achievements. Promote market-oriented evaluation, improve diversified market-based pricing models for scientific and technological achievements—such as negotiated pricing and listed trading—and accelerate the construction of a modern, high-level technology trading market.
II. Accelerate the Development of Technology Transfer Platforms
(5) Establish Science and Technology Innovation Platforms. With a focus on strengthening, supplementing, and extending the city’s key industrial chains, establish the Tianfu Industrial Technology Research Institute. Encourage research institutes and universities in Mianyang to establish new R&D institutions that prioritize the transformation of scientific and technological achievements while integrating multiple functions such as scientific and technological R&D, innovation and entrepreneurship, and talent cultivation and recruitment. Focusing on fields such as nuclear medicine, ensure the high-quality construction and operation of the Fujiang Laboratory.Encourage leading enterprises to build innovation platforms such as engineering (technology) research centers and industrial technology research institutes centered on the four distinctive advantage industries, the eight strategic emerging industries, and future industries. Strengthen performance evaluations of technology transfer for innovation platforms supported by fiscal funds at all levels.
(6) Establish pilot-scale R&D platforms. Vigorously support pilot-scale R&D platforms open to the industry for proof-of-concept testing of scientific and technological achievements, process optimization, engineering prototype development, and small-to-medium batch trial production. Support the construction of new pilot-scale R&D platforms; for those receiving provincial funding, provide an additional subsidy of 10% of the total investment, up to a maximum of 5 million yuan.
(7) Upgrade Incubation Facilities. Support the construction of science and technology innovation districts in the directly administered zones of the Science and Technology City (High-Tech Zone), the Science and Technology City New District, and the Shima Area. Support research institutes and universities in Mianyang in establishing incubators and co-working spaces based on their advantageous innovation resources. Support the establishment of specialized and distinctive technology enterprise incubation chains; upon certification, provide a cumulative subsidy of 1 million yuan over three years.
III. Enhancing Capacity for Technology Transfer
(8) Strengthen the Leading Role of Enterprises in Technology Transfer. Promote collaborative innovation among industry, academia, and research institutions, and encourage enterprises to increase R&D investment. For state-owned enterprises, R&D expenditures allocated to technology transfer that meet the criteria for recognition in the current period shall be treated as profit and added back in performance evaluations in accordance with regulations. Support leading technology enterprises in tackling “bottleneck” critical core technologies; those undertaking national major science and technology projects will receive a subsidy of up to 2 million yuan.We encourage leading technology enterprises to apply for national and provincial science and technology awards. For projects that win national or provincial science and technology awards, matching rewards will be provided at a 1:1 ratio based on the actual award amount received by the participating team or individual.
(9) Continuously strengthen technology transactions. Adhering to the principle of “enterprises posing challenges, the government defining objectives, and collaborative problem-solving,” regularly conduct “challenge-based” initiatives for the transformation of key core technologies and scientific and technological achievements. Enterprises that successfully complete key core technology breakthroughs through such initiatives will receive a one-time support of up to 1 million yuan.For science and technology-based small and medium-sized enterprises that purchase scientific and technological achievements and make actual payments, subsidies will be provided at 10%–20% of the transaction amount certified and registered in the technology contract. The subsidy for a single contract shall not exceed 50,000 yuan, and the total annual subsidy per enterprise shall not exceed 200,000 yuan.
(10) Promote the Application of Scientific and Technological Achievements. Support provincial-level demonstration zones for the transfer and transformation of achievements—such as the Science and Technology City New District and Youxian District—as well as various industrial parks to periodically publish lists of application opportunities for new technologies, products, and business models generated through enterprise-led achievement transformation, thereby creating benchmark scenarios with demonstrative and leading roles. Support the Municipal Academy of Agricultural Sciences in establishing a fund for the transformation of agricultural scientific and technological achievements, exploring new models for the integrated development of science and industry, and establishing a sound system for agricultural science and technology innovation and transformation.Encourage the procurement of new technologies, new products, and new business models, as well as first-of-a-kind (set), first-batch, and first-version products. When government procurement activities require the purchase of “three new” or “three first” products, the procuring entity may adopt a single-source procurement method in accordance with laws and regulations. Support the market application of products recognized at the national or provincial level as first-of-a-kind (set) major equipment, first-batch new materials, or first-version software.
(11) Encourage the transformation of scientific and technological achievements in Mianyang. Support the construction of the Western (Mianyang) Center for the Transformation of Advanced Technological Achievements.Encourage the local implementation and commercialization in Mianyang of achievements from major science and technology programs such as the National Key Research and Development Program and the National Major Science and Technology Special Projects (Science and Technology Innovation 2030—Major Projects), as well as award-winning achievements from the National Science and Technology Awards and scientific and technological achievements from the “Two Cities in the Cloud” initiative. Support the local implementation and commercialization in Mianyang of award-winning projects from science and technology innovation and entrepreneurship competitions (such as finals or national competitions) organized by national ministries and commissions and their directly affiliated institutions.
IV. Enhancing Technology Transfer Service Capabilities
(12) Expand the pool of technology brokers. Support Southwest University of Science and Technology in establishing a technology transfer center and offering courses related to technology transfer. Support technology brokers in participating throughout the entire technology transfer process; encourage the “Science and Technology Innovation Loan” program to provide support for technology transfer projects successfully matched by technology brokers; and encourage technology brokers to invest in and take equity stakes in technology transfer projects.Support universities, research institutes, and technology transfer organizations in hiring technology brokers through market-oriented mechanisms. For technology brokers who conduct technology transfer activities, facilitate the local implementation of technology achievement commercialization projects in Mianyang, and have technology contract transaction amounts exceeding 5 million yuan, a subsidy of 1% of the technology contract transaction amount will be provided upon certification, with a maximum annual subsidy of 200,000 yuan per person.
(13) Establish a technology transfer agency system. Support the development and expansion of national and provincial technology transfer agencies such as the National Military-Civilian Dual-Use Technology Trading Center and Zhongke Rongchuang, and build a comprehensive, group-style technology transfer system featuring “one core headquarters + multiple strategic centers + a group of independent agencies.”Strengthen coordination with national and provincial technology trading markets and build cross-regional technology transfer service platforms. Support the establishment of well-known domestic and international technology trading (transfer) institutions in Mianyang, encourage technology transfer institutions to continuously provide specialized technology transfer services, and grant subsidies of up to 100,000 yuan to those with outstanding performance.
(14) Strengthen financial support for technology transfer. Support state-owned enterprises in investing in technology transfer projects at universities and research institutes through market-oriented mechanisms, and increase direct financing support for innovative small and medium-sized technology enterprises and technology transfer projects.Support equity financing for science and technology innovation enterprises. Award a 5 million yuan incentive to local science and technology innovation enterprises that conduct an initial public offering (IPO) on major domestic or international capital markets; provide a 500,000 yuan subsidy to local science and technology innovation enterprises listed on the “New Third Board.” Provide interest subsidies for credit loans and loans secured by non-fixed assets obtained by eligible local science and technology-based small, medium, and micro enterprises, with a maximum subsidy of 300,000 yuan per enterprise.
(15) Support private capital investment in science and technology innovation enterprises. For angel investment funds or venture capital funds that meet the eligibility criteria and invest in technology-based enterprises within the city’s jurisdiction (industrial parks), the municipal government will provide a one-time reward of up to 200,000 yuan per fund, equivalent to 3‰ of the actual total investment.For angel investment funds or venture capital funds that attract high-tech enterprises or projects from outside the city to establish operations within our municipal jurisdiction (industrial parks), the municipal government will provide a reward of up to 2% of the actual investment amount, with a maximum of 1 million yuan.
V. Reforming and Improving the Mechanism for the Commercialization of Scientific and Technological Achievements
(16) Deepen reforms regarding scientific and technological achievements generated in the course of employment. Further deepen reforms to grant researchers ownership or long-term usage rights over such achievements. Explore management models suited to the characteristics of state-owned assets derived from scientific and technological achievements, support research institutions in Mianyang in establishing separate inventories for the management of state-owned assets derived from such achievements, and optimize the management of state-owned assets following the commercialization of these achievements. Expand the autonomy of research institutions in disposing of and distributing proceeds from such achievements, and permit the use of surplus funds from horizontal research projects to finance the commercialization of scientific and technological achievements.Improve the market-oriented transformation mechanism for scientific and technological achievements arising from official duties, support enterprises in investing in transformation projects for such achievements, and establish service agencies for the transfer and transformation of scientific and technological achievements as well as a high-caliber talent pool for technology transfer and transformation.
(17) Explore the establishment of a mechanism for exemption from liability for due diligence. Implement prudent and inclusive regulation of scientific and technological achievement transformation activities, implement the requirements of “distinguishing three categories,” and carry out error tolerance and correction in scientific and technological achievement transformation in accordance with regulations.During the process of commercializing scientific and technological achievements, where prices are determined through public bidding methods such as listing on technology exchange markets or auctions, or through negotiated pricing with the proposed transaction price publicly disclosed within the organization and on technology exchange markets, the responsible officials of the commercializing entity shall not bear liability for decision-making errors in the commercialization process, provided they have fulfilled their duty of care and have not sought illegal gains.
(18) Optimize the supervision and evaluation mechanism. Strengthen the evaluation of scientific and technological achievement transformation work and increase the weight of such evaluations for state-owned enterprises undertaking the transformation of achievements. Increase the weight of performance in the application and transformation of scientific and technological achievements in areas such as professional title promotion, performance evaluations, position appointments, project applications, and talent assessments. Strengthen supervision and inspection of work related to the transformation of scientific and technological achievements, implement specific measures, and promote the successful implementation of scientific and technological achievement projects.
This document shall not be applied in conjunction with identical incentive policies covered by other currently effective municipal documents, such as the “Notice of the Mianyang Municipal People’s Government on Issuing Ten Policies to Further Support Scientific and Technological Innovation (Trial)” (Mianfu Fa [2023] No. 8) and the “Notice of the General Office of the Mianyang Municipal People’s Government on Issuing Policy Measures for Fiscal and Financial Interaction to Support the Development of the Real Economy” (Mianban Gui [2023] No. 2).This document shall take effect on July 22, 2024, and remain valid for two years. Should new relevant regulations be issued by the central or provincial governments, implementation shall be adjusted in accordance with such policies. Where specific implementation rules already exist for provisions covered by this document, they shall continue to be implemented in accordance with actual work requirements.
