This policy has been formulated to thoroughly implement General Secretary Xi Jinping’s important directives on developing new-quality productive forces, promote the high-quality development of the manufacturing sector in Pingshan County, and enhance the county’s overall economic strength and regional competitiveness.

I. Scope of Support

Projects that comply with national industrial policies and fall under Pingshan County’s leading industries or other encouraged investment projects.

II. Electricity Price Support Policy

(1) Newly introduced textile and new energy projects. For projects with fixed-asset investments of 500 million yuan or more, the electricity rate for production use shall be 0.397 yuan/kWh starting from the date of commencement of production; for projects with fixed-asset investments of less than 500 million yuan, the electricity rate for production use shall be 0.417 yuan/kWh starting from the date of commencement of production.

(2) Newly introduced agricultural product processing projects. For projects with fixed-asset investments of 20 million yuan or more, the electricity rate for production use shall be 0.417 yuan/kWh starting from the date of commencement of production; for projects with fixed-asset investments of less than 20 million yuan, the electricity rate for production use shall be 0.437 yuan/kWh starting from the date of commencement of production.

(3) Newly introduced other industrial projects. For projects with fixed-asset investments of 100 million yuan or more, the electricity rate for production use shall be 0.447 yuan/kWh starting from the date of commencement of production; for projects with fixed-asset investments of less than 100 million yuan, the electricity rate for production use shall be 0.467 yuan/kWh starting from the date of commencement of production.

The above electricity pricing policies include all current electricity price surcharges. Should electricity prices undergo significant adjustments due to national or provincial policies, enterprises shall comply with the county government’s appropriate and unified adjustments to electricity prices. Electricity usage periods must comply with balanced power consumption requirements. For enterprises that upgrade their production scale within 12 months, the electricity pricing policy shall take effect from the date of commencement of production; for enterprises that upgrade their production scale after 12 months, the electricity pricing policy shall take effect from the date of the upgrade (excluding agricultural product processing projects).

III. Land Support Policies

Flexible industrial land concessions are encouraged. The maximum concession term for industrial land is 50 years. Industrial land prices shall be determined based on publicly tendered, auctioned, or listed prices, with land conditions meeting the “five utilities and one site preparation” standard (water, electricity, roads, gas, telecommunications, and site leveling).

IV. Incentives for Project Commencement and Completion

Enterprises that commence construction within the timeframe specified in the agreement and achieve a fixed-asset investment intensity of 3 million yuan per mu or higher will receive a construction commencement and completion incentive of 45,000 yuan per mu; those with a fixed-asset investment intensity below 3 million yuan per mu will receive 30,000 yuan per mu.The incentive reward will be disbursed in two installments: 50% will be paid when the construction of the enterprise’s factory building reaches the first floor; the remaining 50% will be paid after the enterprise completes construction and commences production as agreed.

V. Support Policies for Production Facilities

To promote land conservation and intensive use, enterprises are encouraged to construct multi-story factory buildings. Subsidies are provided as follows: 300 yuan per square meter for new three-story factory buildings, 400 yuan per square meter for new four-story factory buildings, and 500 yuan per square meter for new five-story or taller factory buildings (subsidized area is calculated based on actual floor area; preferential policies for special factory buildings may be separately agreed upon on a case-by-case basis).

VI. Equipment Subsidy Support Policy

Enterprises purchasing brand-new, advanced equipment will receive a subsidy equivalent to 5% of the equipment’s purchase price, with a maximum subsidy of 10 million yuan per project. The equipment subsidy will be disbursed in two installments: 50% upon completion of equipment installation; the remaining 50% upon project completion and commencement of production, provided that energy-saving inspections demonstrate performance exceeding the industry average.

VII. Listing Incentive Policies

Support is provided for enterprises registered in Pingshan County to raise capital through public listings. Enterprises listed on the Main Board will receive a one-time subsidy of 10 million yuan; those listed on the SME Board, Growth Enterprise Market (GEM), STAR Market, or overseas markets will receive a one-time subsidy of 3 million yuan; and enterprises listed on the National Equities Exchange and Quotations (NEEQ) that successfully complete financing will receive a subsidy of 800,000 yuan.

VIII. Talent Support Policies

Implemented in accordance with relevant provincial, municipal, and county talent support policies, subject to approval through established procedures.

IX. Innovation Platform Support Policies

Support is provided for the establishment of innovation platforms such as national-level and provincial-level enterprise technology centers, industrial design centers, technological innovation demonstration enterprises, and pilot-scale R&D platforms. Those that pass the certification process will receive support of up to 1 million yuan and 500,000 yuan, respectively.

X. Brand Development Support

Pingshan enterprises that obtain a China Well-Known Trademark or the National Quality Award for the first time will receive a one-time grant of 1.2 million yuan; those that obtain a Sichuan Famous Trademark, Sichuan Famous Brand Product, Provincial Government Quality Management Award, or National Geographical Indication Product designation for the first time will receive a one-time grant of 500,000 yuan; and those that receive the County Governor’s Quality Award for the first time will receive a one-time grant of 100,000 yuan.

XI. Comprehensive Evaluation and Incentive Policies

For major investment promotion projects, comprehensive evaluation, assessment, and rewards will be based on indicators of the enterprise’s substantive contribution to the local area.

XII. “Case-by-Case” Support Policies

For major industrial projects characterized by large investment scale, strong industry leadership, outstanding contributions, and compliance with planning requirements, support policies may be formulated on a “case-by-case” basis. Relevant support policies shall be implemented after being reviewed and approved in accordance with established procedures.

XIII. Supplementary Provisions

(1) This policy shall be incorporated into the text of investment contracts signed with enterprises attracting investment; provisions not included in the contract shall not serve as the basis for fulfillment.

(2) Investment cooperation agreements signed prior to the implementation of this policy remain valid; however, for the same project and the same policy, the more favorable terms shall apply, and benefits shall not be duplicated.

(3) In addition to applying for benefits under this policy, eligible enterprises may simultaneously apply for relevant support policies at the national, provincial, and municipal levels. Where enterprise rewards or support overlap with those under this policy, funds from higher-level authorities shall be prioritized for the fulfillment of this policy’s relevant support measures, unless otherwise specified.

(4) The Pingshan Economic Development Zone Management Committee is responsible for the implementation of this policy for enterprises within the park; the competent industry authorities are responsible for the implementation of this policy for enterprises outside the park.

(5) This policy shall take effect upon issuance and remain valid for three years. In the event of policy adjustments during implementation, the adjusted policy shall prevail.

(6) The Ping Shan County Bureau of Economic Cooperation and Foreign Affairs shall be responsible for interpreting this policy.

(7) Effective from the date of issuance of this policy, the “Notice of the General Office of the People’s Government of Pingshan County on Issuing the Opinions on Several Policy Measures to Support the High-Quality Development of Manufacturing in Pingshan County” (Pingfu Ban Fa [2023] No. 15) shall be simultaneously repealed.
