These policy measures have been formulated to thoroughly implement the spirit of the provincial conference on advancing new industrialization and the intelligent and digital transformation of the manufacturing sector, to accelerate the process of “intelligent and digital transformation” in industry by developing new-quality productive forces, and to steadily advance the development of new industrialization.
I. Scope of Application
This policy applies to industrial enterprises in our city with an annual output value of 20 million yuan or more, as well as non-independent legal entities (hereinafter referred to as “enterprises”) of central government-affiliated, provincial-level, and other large enterprise groups that pay taxes in our city in accordance with the law.
II. Support Policies
(1) Strengthening the Digital Infrastructure
1. Accelerate 5G network deployment. Encourage basic telecommunications enterprises to accelerate the construction of 5G private networks and optimize gigabit fiber-optic networks for key enterprises and industrial parks. Support basic telecommunications operators in collaborating with enterprises to build 5G factories; enterprises newly recognized as national-level 5G factories will receive a one-time reward of 1 million yuan.
2. Building Digital Empowerment Platforms. Support the construction of industrial internet identifier resolution industry nodes in key and distinctive sectors such as medical devices, food, and light textiles. For industrial internet identifier resolution node construction projects that pass provincial-level acceptance, a one-time subsidy of 30% of the project investment, not exceeding 1 million yuan, will be provided.
(II) Strengthening the Impact of Demonstration and Leadership
3. Promote Intelligent Upgrades in Enterprises. Support enterprises in adopting intelligent equipment, software, and control systems to carry out intelligent upgrades in production workshops. Enterprises newly designated as national-level or provincial-level smart manufacturing demonstration factories will receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively. Enterprises newly designated as national-level or provincial-level outstanding smart manufacturing application scenarios will receive one-time rewards of 200,000 yuan and 100,000 yuan, respectively.
4. Accelerate the digital transformation of enterprises. Support enterprises in increasing the application of new digital technologies across all stages of R&D, production, and operations. Enterprises newly recognized as national or provincial pilot demonstration projects for the integration of next-generation information technology and manufacturing, or as 5G+Industrial Internet benchmark projects, will receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively. Enterprises that pass the national standardization assessment for the integration of informatization and industrialization management system for the first time and obtain AA-level or AAA-level certification will receive one-time rewards of 100,000 yuan and 200,000 yuan, respectively.
5. Promote green development in enterprises. Deepen the construction of the green manufacturing system and accelerate the green and low-carbon transformation of enterprises. Enterprises newly recognized as national-level or provincial-level green factories or green supply chain management entities will receive one-time rewards of 500,000 yuan and 300,000 yuan, respectively.
(3) Strengthening Support for Transformation Services
6. Enhance Service Support Capabilities. Through government procurement of services and other means, third-party professional institutions will be commissioned to develop relevant plans and schemes focused on “intelligent transformation and digital transition” as well as enterprise cultivation. These institutions will provide supporting services such as guidance for enterprises to meet scale criteria, support for specialized, refined, distinctive, and innovative enterprises, enterprise technology centers, as well as training, diagnosis, and effectiveness evaluation in areas like safety and environmental protection, offering enterprises “one-on-one” precision digital services.
7. Strengthen security safeguards. Encourage enterprises to accelerate the replacement of critical hardware and software with domestic alternatives; guide enterprises in the graded and categorized management of data; conduct data security assessments; and organize live-network cybersecurity attack and defense drills to reinforce industrial network and data security.
8. Innovate financial service products. Encourage financial institutions to launch specialized financial products and provide supporting financial services tailored to the intelligent, digital, and green transformation of enterprises’ production facilities, process conditions, and production services. Make effective use of key industry guidance funds to leverage and guide increased investment from social capital.
III. Other Matters
(1) The municipal government is responsible for interpreting this policy.
(2) Enterprises that have experienced major liability accidents (such as those involving work safety, food safety, or environmental pollution) or significant mass incidents in the past two years, as well as those listed on any level of credit blacklist and have not rectified their status, are not eligible for this policy.
(3) This policy follows the principle of maximum limits. Where a single matter is eligible for multiple subsidy or support policies, the highest amount shall be applied, and benefits shall not be duplicated.
(4) This policy shall take effect on July 5, 2024, and remain valid for two years. The relevant award and subsidy funds shall be allocated from the Municipal Industrial Development Special Fund and higher-level special funds. Should national or provincial policies be adjusted during this period, the provisions of the adjusted policies shall prevail.
