Chapter I General Rules
Article 1 For the construction of China Dental Valley science and technology innovation system, to create a good innovation and entrepreneurship ecosystem, accelerate the cultivation of science and technology enterprises, gathering innovative resources and elements, combined with the reality of high-tech zones, the development of this support policy.
Second support object. Support for China Dental Valley Science Park public R & D incubation center incubate enterprises, incubation team and other enterprises registered in the high-tech zone.
Incubated enterprises refers to the China Dental Valley Science Park public R & D incubation center registered and independent accounting, incubation research and development of medical devices and related products project legal entities.
The incubatee team refers to the R&D team with certain theoretical foundation and incubating research and development projects of medical devices and related products in the Public R&D Incubation Center of China Dental Industry Park.
Chapter II Support Policies
Article 3 Site rent reduction. Rental of R & D incubation unit of the incubatees, incubation team, since the signing of the incubation agreement, enjoy a year of full rent remission, the second year of the year R & D progress to meet the graduation requirements to enjoy the full amount of rent remission.
Incubatees renting the pilot incubator will enjoy 50% rent reduction for one year if they incubate the second type of products, and 50% rent reduction for two years if they incubate the third type of products since the signing of the incubation agreement.
Article 4 Public laboratory equipment rental reduction. In the China Dental Valley Science Park public R & D incubation center to rent public experimental R & D production equipment for enterprises or teams, enjoy fee waivers. Among them, the incubatees, incubatees team in accordance with the rental fee waiver 50%, in the high-tech zone was established in accordance with the rental fee waiver 30% of other enterprises.
Article V R & D test registration subsidies. In the China Dental Valley Science and Technology Innovation Center to carry out product development stage inspection and testing work of enterprises or teams, enjoy the cost subsidies. Among them, the incubated enterprises, incubated team in accordance with the fee subsidies 50%, in the High-tech Zone, the establishment of other enterprises registered in accordance with the fee subsidies 30%.
Incubated enterprises and incubated teams will be fully subsidized for the registration inspection and testing fees (excluding the biological experiment fees in the design and development stage, the costs incurred by repeated testing in the testing process and the technical consulting fees, etc.) and the registration approval fees in the registration and declaration stage of medical device products.
Article VI Innovation and Entrepreneurship Competition Rewards. Incubated enterprises, incubated teams of incubated projects to participate in the national innovation and entrepreneurship competition to win the first, second and third place, were given 300,000 yuan, 200,000 yuan, 150,000 yuan of awards; to participate in the provincial innovation and entrepreneurship competition to win the first, second and third place, were given 150,000 yuan, 100,000 yuan, 50,000 yuan of awards. In case of winning the awards in both provincial and national level competitions, the awards will not be repeated in accordance with the principle of higher rather than lower.
Chapter III Attachment Rules
Article VII Graduation requirements. Rental of R & D incubation unit of the incubated enterprises, incubated team during the incubation period, to meet one of the following conditions is considered to meet the graduation requirements: ① R & D to form a product prototype or sample; ② in the national core journals and above, published in a medical device-related papers, or in the professional journals published two medical device-related papers; ③ to obtain a patent for a medical device-related inventions; ④ to participate in the preparation of a national, (iv) Participate in the preparation of one national, industrial standard (regulation), or preside over the preparation of one local standard (regulation); (v) Be approved by the Hi-Tech Zone district-level or above scientific research projects; (vi) Obtain one national or provincial or ministerial award (the award-winning body must be an enterprise or a project). Incubatees renting the pilot incubator are deemed to have met the graduation requirements if they obtain 1 registration certificate for Class II or Class III medical devices during the incubation period.
Article VIII High scientific and technological content, high degree of industrial relevance, the development of science and technology innovation in high-tech zones of great significance to the incubatees, the implementation of the "one thing at a time".
Article IX The above support policies and other similar policies in the high-tech zone repeat, in accordance with the "from the best" "from the high" principle of implementation, do not repeat the enjoyment.
Article 10 China Dental Valley Science Park public R & D incubation center graduated enterprises and the formation of product prototypes or samples of the graduation team in the high-tech zone, can continue to enjoy the high-tech zone investment policies; such as not in the high-tech zone, should be returned in full to the enjoyment of the support policy (including rent reduction subsidies).
Article XI This support policy in the implementation process, in case of national, provincial, municipal and district major policy adjustments or the introduction of new laws, regulations and policies, this support policy termination or continuation as appropriate.
Article XII This support policy by the Ziyang City Drugs and Medical Devices Declaration Service Center is responsible for the interpretation.
Article XIII This support policy shall come into force on the date of issuance and shall be valid for two years.
