Special Policies of Chengdu City to Promote the Development of the Satellite Internet and Satellite Applications Industries

This policy is formulated to thoroughly implement the strategies for building a manufacturing powerhouse, a space powerhouse, a cyber powerhouse, and a Digital China; to seize opportunities in the development of the satellite internet and satellite application industries; to further advance the development of industrial clusters and supply chains; to fully leverage Chengdu’s strengths in aerospace, electronic information industries, and technological innovation; to accelerate the construction of new infrastructure featuring integrated terrestrial and space-based systems and ubiquitous intelligent connectivity; and to establish Chengdu as a nationally leading model city for satellite internet and satellite applications.

I. Implementation of the “Rongcheng Star Sea” Plan

(1) Accelerating the Deployment of Space Infrastructure

Focusing on high-throughput two-way satellite-to-ground communication, low-Earth orbit (LEO) navigation and positioning augmentation, and multi-mode remote sensing from the same source, we will build autonomous, controllable, secure, and stable space infrastructure, and construct a city satellite network that integrates communication, navigation, and remote sensing, covers high, medium, and low orbits, and achieves integrated air-space-ground connectivity.For commercial satellites successfully launched into orbit and put into operation, a launch incentive of 10,000 yuan per kilogram of satellite mass will be granted to the satellite owner. The incentive shall not exceed 500,000 yuan per satellite and 5 million yuan per enterprise annually. (2) Accelerate the Improvement of Ground Station Networks

Focus on the construction of ground-based auxiliary and application projects such as satellite tracking, command, and control (TCC), communication, and positioning augmentation. Accelerate the deployment of ground station networks, including communication relay stations, integrated TCC and data transmission stations, Very Small Aperture Terminal (VSAT) earth stations, the BeiDou Ground-Based Augmentation System, and TCC centers, to build a tracking and control service system characterized by high coverage, cost-effectiveness, and flexible responsiveness.Encourage enterprises to establish ground station network nodes globally. For individual sites with an investment exceeding 10 million yuan, a subsidy of up to 2 million yuan—equivalent to 10% of the investment per site—will be provided, with an annual cap of 10 million yuan per enterprise. (3) Accelerate the Construction of Satellite Data Infrastructure

Focusing on the role of satellites in empowering production, daily life, ecology, and urban governance, we will accelerate the construction of satellite data centers that facilitate data aggregation and integration as well as space-ground collaborative applications.Enterprises, universities, and research institutions are encouraged to collaborate with national-level satellite centers in the fields of communications, navigation, and remote sensing—including the China Land Observation Satellite Data Center, the National Satellite Remote Sensing Application Center, the National Satellite Meteorological Center, the China Resources Satellite Application Center, and the National Beidou Navigation and Positioning Service Data Center—to build data service platforms such as satellite big data repositories and satellite data service centers that aggregate national satellite data resources, thereby creating a unified, market-oriented service portal for state-owned satellite data resources.Support enterprises in building their own data service platforms to provide external services, offering a subsidy of up to 3 million yuan, equivalent to 20% of the investment amount. II. Enhancing Independent Innovation Capabilities

(4) Support for Undertaking National Major Special Projects

Focus on R&D and industrialization projects for key aerospace products that meet national strategic needs. Target areas such as satellite assembly and testing, development of sub-assemblies and components, on-board and terminal chips, multi-satellite coordination in space, satellite-to-ground network interconnectivity, satellite applications, and smart terminals to tackle key core technologies.Encourage enterprises to actively seek national science and technology program projects in key satellite and application fields such as StarNet, BeiDou, and High-Resolution Earth Observation. Adopt a post-grant support approach: for enterprises undertaking major national science and technology projects (including the "Science and Technology Innovation 2030—Major Projects" [civil sector]) and the National Key R&D Program, provide matching funding of up to 2 million yuan, equivalent to 15% of the actual national funding received (excluding the portion allocated to other entities). (5) Accelerate the Construction of Public Service Platforms

To address the common needs of the satellite and application industry’s development and technological innovation, support enterprises, universities, and research institutes in establishing public service platforms and major innovation platforms in areas such as technical testing and certification, authenticity verification and simulation experiments, space environment modeling, and network data and information security evaluation.For pilot production platforms that are actually in operation and open to the industry, a subsidy of up to 30 million yuan will be provided, equivalent to 30% of equipment procurement costs. Additionally, for three consecutive years, an operational subsidy of up to 5 million yuan will be provided cumulatively, equivalent to 30% of the platform’s annual service revenue. For newly approved national-level innovation platforms, comprehensive support will be provided on a case-by-case basis; for newly approved provincial-level manufacturing innovation centers, a subsidy of up to 10 million yuan will be provided.(Responsible Units: Municipal Science and Technology Bureau, Municipal Bureau of Economy and Information Technology, Municipal Commission of New Economy)

III. Strengthening Industry Application-Driven Development

(6) Promoting Large-Scale Application of Innovative Products

Support the R&D and commercialization of various satellite application terminal products. For certified first-of-a-kind (set), first-batch, or first-version innovative products, provide subsidies of up to 3 million yuan to the development and application entities based on the product’s actual total sales revenue. Enhance the market competitiveness of products such as satellite-borne atomic clocks, millimeter-wave phased-array antennas, millimeter-wave solid-state power amplifiers, satellite communication baseband equipment and terminals, BeiDou terminals, satellite payloads,and satellite-borne and terminal chips. Encourage enterprises and institutions to expand into key domestic and international markets. For entities whose annual sales exceed 50 million yuan, 100 million yuan, 500 million yuan, and 1 billion yuan for the first time, one-time rewards of 100,000 yuan, 300,000 yuan, 500,000 yuan, and 1 million yuan will be granted, respectively. (7) Actively Pursue Qualifications and Licenses

Enterprises and institutions are encouraged to apply for international and domestic industry qualifications, market access, and airworthiness certifications in the satellite and application sectors. Enterprises and institutions that obtain qualifications such as satellite cyberspace radio station licenses, satellite earth station radio station licenses, telecommunications business operation permits, and Beidou civil navigation service certifications will receive a one-time reward of up to 200,000 yuan per license, with a maximum of 600,000 yuan per entity per year.Enterprises and institutions that obtain product certification or airworthiness certification from organizations such as the American Bureau of Shipping (ABS), Det Norske Veritas (DNV), China Classification Society (CCS), the Federal Aviation Administration (FAA), the European Union Aviation Safety Agency (EASA), or the Civil Aviation Administration of China (CAAC) will receive a one-time reward of up to 3 million yuan per certification. (8) Implement the “Satellite-Empowered City” Initiative

Promote satellite services for “Smart Chengdu” by encouraging government departments at all levels to open up urban scenarios, prioritize the use of satellite technology, prioritize the procurement of satellite products, and prioritize the utilization of satellite data. Pilot initiatives in urban governance, urban safety, and urban operations to promote the integrated development of satellites and the city.Promote the application of satellite technology across all industries by exploring satellite internet and satellite IoT applications. Develop “Satellite+” innovative application demonstration projects in precision agriculture, environmental monitoring, emergency management, energy management, information and communications, carbon sources and sinks, and transportation.Promote the use of satellites to enhance the quality of life for the people. Encourage joint innovation between satellite application service providers and consumer-oriented enterprises—such as those in the smartphone, smart connected vehicle, wearable device, and shared bicycle sectors—to advance the standardized integration and public availability of satellite products and services in the consumer market.Based on indicators such as a project’s capacity to drive innovation, economic benefits, social benefits, and exemplary leadership, no more than 10 distinctive application demonstration projects will be selected annually, with a one-time reward of up to 1 million yuan granted to each project or enterprise. IV. Fostering a Favorable Industrial Development Ecosystem

(9) Enhancing the Industry’s Risk-Resilience

Explore the establishment of a satellite insurance compensation mechanism and encourage insurance institutions to develop insurance products and services that meet the needs of the satellite and application industries. Support enterprises in purchasing commercial insurance for industrial segments such as satellite R&D, production, launch, and in-orbit operations, and provide an annual subsidy of up to 3 million yuan, equivalent to 30% of the enterprise’s insurance premiums paid in the previous year. (10) Promoting the Development of an Industry Standards System

Encourage enterprises to initiate or participate in the formulation or revision of satellite internet standards, promote the conversion of scientific and technological achievements into technical standards, and establish a satellite and application standards system covering the entire process of technology, products, and services. For enterprises that lead the formulation or revision of international, national, and industry technical standards, total rewards will be 600,000 yuan, 400,000 yuan, and 250,000 yuan, respectively. Of these, the lead entity will receive 400,000 yuan, 250,000 yuan, and 150,000 yuan,while the second lead entity will receive 200,000 yuan, 150,000 yuan, and 100,000 yuan, respectively. (11) Promoting the Development of Enterprise Clusters

With chain-leading enterprises at the core, promote cluster-based cooperation and coordinated development among “chain-leading + chain-affiliated” enterprises in areas such as innovation, production support, and supply-chain collaboration.Implement the Chain Leader Enterprise Promotion Plan to build an industrial ecosystem where large, medium, and small enterprises develop in an integrated manner, focusing on the resilience and security of industrial and supply chains. For enterprises (excluding affiliated enterprises) that procure eligible satellite and application products and services, if the annual procurement amount reaches 10 million yuan, a reward of 100,000 yuan will be granted for every additional 1 million yuan in procurement the following year, with a maximum annual reward of 3 million yuan per enterprise. (12) Strengthen Industrial Support Infrastructure

Strengthen the recruitment and cultivation of leading talent (and teams) in the satellite internet and satellite application industries. Deepen the implementation of major municipal talent programs, and provide comprehensive support—including financial assistance, housing subsidies, children’s education, and exchange training—to selected talent in accordance with regulations.Establish a database of high-quality projects in the satellite and application industries; for eligible enterprises, municipal and district-level government-guided funds will provide direct investment or follow-on investment. Introduce, plan, and organize a series of international and specialized exhibitions, professional competitions, and academic exchange activities in the satellite and application industries; for eligible events, organizers will receive a subsidy of up to 1.5 million yuan, covering 50% of the event’s costs.Support the creation of national and provincial-level advanced manufacturing clusters, strategic emerging industry clusters, and innovative industry clusters in the satellite internet and satellite application sectors, centered on key industrial functional zones or parks in districts (cities) and counties. Professional operating entities of core industrial functional zones or parks that are selected for the first time into such clusters will receive a one-time reward of 2 million yuan for national-level selection and 1 million yuan for provincial-level selection.(Responsible Units: Municipal Party Committee Organization Department, Municipal Bureau of Economy and Information Technology, Municipal Commission of New Economy)

V. Supplementary Provisions

The Municipal Bureau of Economy and Information Technology and the Municipal Commission of New Economy shall be responsible for interpreting these policy measures. This policy shall take effect on February 18, 2024, and remain valid for three years.
