This policy has been formulated to implement the spirit of the 20th National Congress of the Communist Party of China, seize strategic opportunities for the development of artificial intelligence, deepen efforts to build industrial clusters and strengthen industrial chains in the AI sector, establish an industrial ecosystem spanning from theoretical algorithm research and development to industry-wide application and commercialization, and create a leading hub for the AI industry characterized by vibrant innovation, leading scale, and a comprehensive ecosystem.
Chapter 1: Policies to Promote the Development of Artificial Intelligence Algorithms
Article 1: Support for Original Innovation in Algorithm Tools. Enterprises and research institutions are encouraged to develop AI development frameworks. For software products recognized as “first-edition” products, a one-time subsidy of up to 2.5 million yuan will be provided to the developing enterprise and the applying entity, respectively, based on 10% of the R&D expenditure and the executed amount of the sales contract.All types of innovation entities in Chengdu are encouraged to develop related basic software and hardware products based on domestic AI development frameworks. Following evaluation and selection of the best projects, up to 2 million yuan in R&D funding support will be provided. Article 2: Support for Algorithm Innovation and Commercialization. Support enterprises, universities, and research institutions in conducting R&D on core algorithms and developing fully domestically produced general-purpose large models. For projects that have achieved results from national major science and technology special projects (including the "Science and Technology Innovation 2030—Major Projects"), approved projects under the National Key R&D Program, or award-winning achievements from the National Science and Technology Awards, and that are commercialized in Chengdu, funding support of up to 10 million yuan will be provided based on evaluation and selection.Support enterprises, universities, and research institutes in the R&D and application of industry-specific large models. Article 3: Support for the First Trial and First Use of Algorithms. Drive algorithm application through scenario innovation by adopting a “challenge-based” and dynamic release mechanism. Encourage Party and government agencies, enterprises, public institutions, and all sectors of society to open up in-depth AI application scenarios, focusing on “AI+” government services, healthcare, finance, transportation, manufacturing, and controllable content generation.Support enterprises in applying intelligent algorithms, AI software and hardware, and generative products to create exemplary application scenarios in the “Smart Chengdu” initiative; provide a subsidy of up to 1 million yuan for scenarios assessed as benchmark cases. Expand innovative algorithm applications; for enterprises that procure intelligent algorithms protected by invention patents for the first time and use them in software and hardware products, grant a one-time reward of up to 2.5 million yuan, equivalent to 10% of the first-year contract value. Article 4: Support for the Construction of Innovation Application Platforms. Enterprises and research institutions are encouraged to establish national-level science and technology innovation platforms in the field of artificial intelligence. Newly approved national key laboratories and national engineering research centers in the field of artificial intelligence will receive up to 3 million yuan in support.Enterprises, research institutions, and industry associations are encouraged to build and operate public algorithm service platforms for algorithm testing, verification, matching and trading, and generative content evaluation. For platforms that generate actual revenue, after evaluation and selection of the best candidates, a subsidy of 10% of the platform’s annual service revenue will be provided, with a maximum of 1 million yuan per platform per year. Chapter II: Policies to Promote the Enhancement of Artificial Intelligence Capabilities
Article 5: Support for Enterprise Growth and Expansion. Support enterprises in expanding and strengthening their operations. For enterprises whose annual main business revenue exceeds 300 million yuan, 500 million yuan, or 1 billion yuan for the first time, and where AI-related business revenue accounts for more than 60% of total revenue, one-time support of 100,000 yuan, 200,000 yuan, or 250,000 yuan will be provided to the enterprise’s core team, respectively.

Article 6: Support for Enterprise Listing and Financing. AI enterprises planning to list for the first time on major domestic and international stock exchanges, such as the Shanghai Stock Exchange, Shenzhen Stock Exchange, Beijing Stock Exchange, and Hong Kong Stock Exchange, will receive phased rewards.For AI enterprises completing an initial public offering (IPO), a funding reward equivalent to a certain percentage of the actual net proceeds raised (after deducting issuance expenses) will be provided. For AI enterprises that have secured angel investment, venture capital, or private equity investment, and where AI-related business revenue accounts for more than 60% of total revenue, a reward of up to 1 million yuan, equivalent to 10% of the actual investment amount received, will be granted. Article 7: Support the Clustering of Enterprises. Districts (cities) and counties are encouraged to formulate supporting policies, such as rent reductions, to create AI industry landmarks, establish demonstration parks and incubation spaces, and cluster AI enterprises. For newly approved national, provincial, and municipal-level AI industry demonstration parks, their specialized operating entities shall be granted one-time support of up to 1 million yuan, 500,000 yuan, and 300,000 yuan, respectively, calculated at a rate of one ten-thousandth of the park’s AI business revenue.(Responsible Units: Governments (Administrative Committees) of all districts (cities) and counties; Municipal Bureau of Economy and Information Technology; Municipal Commission of New Economy)
Chapter III: Policies for Building an AI Industry Ecosystem
Article 8: Support the Aggregation of High-End Resources. Implement the Public Data Resources Empowering AI
AI Industry Development Initiative. Relying on the Chengdu Public Data Open Platform and the Chengdu Public Data Operation Service Platform, public data open services and authorized development and utilization shall be provided to AI enterprises in a lawful, compliant, and orderly manner. Support enterprises in independently or jointly with industry associations and research institutions to build high-quality AI datasets. Each year, select dataset development units to be incorporated into the Smart Chengdu Application Scenario Laboratory to jointly carry out the development and utilization of public data resources in key areas and create high-quality public datasets.(Responsible Units: Municipal Office of Internet Governance, Municipal Bureau of Economy and Information Technology, Municipal Commission of New Economy)
Implement the AI Leading Talent Initiative. Focusing on foundational and frontier fields as well as critical “chokepoint” core technologies, encourage relevant AI talent to apply for the “Chengdu Talent Plan.” Award the title of “Chengdu Talent Plan” Specially Appointed Expert to successful applicants and provide relevant management services.Individuals or teams from universities, research institutions, enterprises, and public institutions in Chengdu who receive the Wu Wenjun Artificial Intelligence Science and Technology Award’s Highest Achievement Award or Special Prize will be granted a one-time reward of 500,000 yuan; individuals or teams receiving other awards under the Wu Wenjun Artificial Intelligence Science and Technology Award (excluding the Outstanding Doctoral Dissertation Award) will be granted a one-time reward of 200,000 yuan. Article 9: Support the Hosting of Major Exhibitions.Support the hosting of major national and international conferences in the field of artificial intelligence. For major national or international conferences with 500 or more participants hosted in our city by institutions or enterprises that receive key support from the provincial or municipal governments, or by national-level industry associations (societies), enterprises directly under the central government, Fortune Global 500 companies, or China’s Top 500 enterprises, a subsidy of up to 2 million yuan will be provided, covering 50% of the venue rental fees and accommodation costs for conference delegates.

Article 10: Support for the Development of Standards. Leverage the foundational, regulatory, and guiding role of standards in the development of the artificial intelligence industry. Encourage enterprises to participate in the development of AI standards and standards for scenario construction. Enterprises that take the lead in formulating international, national, or industry standards shall be awarded 600,000 yuan, 400,000 yuan, and 250,000 yuan, respectively, with the total annual award for a single enterprise not exceeding 1 million yuan. Chapter IV Supplementary Provisions
Article 11 Scope of Application. This policy applies to enterprises and institutions in the artificial intelligence industry (including industry associations and non-profit organizations) with independent legal person status, as well as eligible research institutions, universities, and relevant professionals.
Article 12. Principle of Non-Duplication. The same project may not receive duplicate subsidies (rewards) under similar policies; the highest available subsidy (reward) shall apply.
Article 13: Policy Interpretation. Specific issues arising during the implementation of this policy shall be interpreted by the Municipal Bureau of Economy and Information Technology and the Municipal Commission of New Economy in conjunction with relevant municipal departments, which shall also formulate detailed implementation rules.
Article 14: Validity Period. This policy shall take effect on February 17, 2024, and remain valid for three years. Should new relevant regulations be issued at the national, provincial, or municipal levels, this policy shall be adjusted and implemented in accordance with such national, provincial, or municipal policies.
