To implement the spirit of the “Opinions of the General Office of the State Council on Accelerating the Development of New Forms and Models of Foreign Trade” (State Council General Office Document [2021] No. 24) and the “Approval of the State Council on the Establishment of Comprehensive Cross-Border E-Commerce Pilot Zones in 33 Cities and Regions, Including Langfang” (State Council Document [2022] No. 126),this plan is hereby formulated to accelerate the construction of the China (Dazhou) Cross-Border E-Commerce Comprehensive Pilot Zone (hereinafter referred to as the “Dazhou Pilot Zone”) and to promote the healthy and sustainable innovative development of new forms and models of foreign trade in Dazhou.
I. General Requirements
(1) Guiding Principles.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, firmly uphold the “Three Major Strategic Positions” assigned to Dazhou by the Provincial Party Committee, and leverage Dazhou’s advantages as a transportation hub, consumer base, and industrial cluster. We will amplify the synergistic policy effects of the Cross-Border E-Commerce Comprehensive Pilot Zone, national and provincial foreign trade transformation and upgrading bases, and the Pilot Zone for Coordinated Reform of Free Trade Zones to accelerate the cultivation of new cross-border e-commerce models and unleash new momentum for industrial transformation,build a complete industrial chain and ecosystem for cross-border e-commerce, and establish the Dazhou Pilot Zone as a new hub for high-quality foreign trade development that is rooted in Dazhou, radiates to surrounding areas, and connects with countries and regions along the “Belt and Road” route, thereby exploring and forming new, replicable, and scalable experiences for the healthy development of cross-border e-commerce.
(2) Distinctive Positioning.
1. Focus on the “Logistics Hub + Cross-Border E-Commerce” positioning. Leveraging Dazhou’s logistics nodes and its advantages in integrated sea, land, and air transport, the development of the Pilot Zone will be integrated into the construction of the “Eastward and Northward” international land port hub. Efforts will be accelerated to build a Bonded Logistics Center (Type B), overseas warehouses, open ports, and international and domestic freight train services, thereby establishing a regional distribution center for cross-border e-commerce international logistics.
2. Focus on the “Consumption Hub + Cross-Border E-Commerce” positioning. Leveraging Dazhou’s strengths as a “city with high foot traffic” and a “strong consumer market,” we will integrate the development of the Comprehensive Pilot Zone into the construction of a regional consumption hub city. We will cultivate new retail models, attract consumer traffic for cross-border goods, and build a regional consumption center for international cross-border e-commerce products.
3. Focus on the “Industrial Clusters + Cross-Border E-Commerce” positioning. Building on Dazhou’s modern industrial clusters and advantages in production factors, integrate the development of the Comprehensive Pilot Zone into the “Manufacturing Powerhouse City” strategy. Following the principle of “one location, one specialty,” promote the transformation and upgrading of foreign trade in distinctive and competitive industries to establish a demonstration center for cross-border e-commerce industry empowerment.
(3) Development Goals.
By the end of 2024, plan and construct no fewer than two cross-border e-commerce industrial parks; cumulatively attract and cultivate no fewer than 200 cross-border e-commerce entities; and strive to achieve an annual cross-border e-commerce import and export transaction volume exceeding 2 billion yuan.By the end of 2026, the city will have established no fewer than 5 cross-border e-commerce industrial parks; supported no fewer than 5 projects involving cross-border logistics, overseas warehouses, bonded warehouses, and showrooms; cumulatively introduced and cultivated no fewer than 500 cross-border e-commerce entities; employed 4,000 professionals in the cross-border e-commerce sector; and established no fewer than 2 cross-border e-commerce majors at local universities and vocational colleges, with the annual import and export transaction volume of cross-border e-commerce exceeding 4 billion yuan.
(IV) Functional Layout.
Adhering to the principles of highlighting distinctive features and pursuing differentiated development, we will establish a functional layout characterized by “one core, two zones, and multiple poles.” Relying on open platforms such as the Bonded Logistics Center (Type B) and customs-supervised railway transport facilities, we will apply for and establish a municipal-level cross-border e-commerce industrial park to create a core cluster for the cross-border e-commerce industry. Leveraging the advantages of Tongchuan District and Dachuan District in terms of human and logistics flows, we will build cross-border e-commerce product exhibition and sales centers, cross-border e-commerce incubation parks, and other facilities to explore the development of pilot zones for new business formats and models.By leveraging the industrial characteristics and foreign trade foundations of Wanyuan City, Xuanhan County, Dazhu County, Qu County, Kaijiang County, and the Eastern Economic and Technological Development Zone, we will establish a number of cross-border e-commerce industrial empowerment demonstration parks to accelerate the cultivation of growth poles for the cross-border e-commerce sector.
II. Key Tasks
(5) Establish Three Major Platforms.
1. Develop an Online Public Service Platform. By integrating with the existing cross-border e-commerce customs clearance and export tax rebate functions of the China (Sichuan) International Trade “Single Window,” we will establish the China (Dazhou) Cross-Border E-Commerce Public Service Platform (hereinafter referred to as the Public Service Platform). This platform will provide “one-stop” services—combining customs clearance, logistics, tax refunds (exemptions),payment, financing, risk control, and talent training, among other functions. We will attract enterprises specializing in third-party transactions, comprehensive foreign trade services, and integrated supply chains; establish data exchange mechanisms; achieve interconnectivity between the Public Service Platform and the China (Sichuan) International Trade “Single Window”; and push real-time business data such as cross-border e-commerce declarations to facilitate real-time information sharing and collaborative operations. This will advance the full paperless clearance process and enhance customs clearance efficiency.
2. Develop offline industrial park platforms. Plan and construct a series of cross-border e-commerce industrial parks to high standards, attracting leading cross-border e-commerce enterprises. Improve supporting industries such as third-party platforms, agency operations, design, creativity, promotion, photography, logistics, finance, information services, and foreign trade services to elevate the comprehensive service level of the cross-border e-commerce industry. This will facilitate the transformation and upgrading of traditional foreign trade and help distinctive products and independent brands reach global markets.
3. Establish a cross-border e-commerce research platform. Jointly establish the China (Dazhou) Cross-Border E-Commerce Comprehensive Pilot Zone Industry Research Institute with Sichuan University of Arts and Sciences. The city and the university will form a joint research team to conduct studies on cross-border e-commerce policy research, business entity cultivation, brand building, model innovation, financial innovation, and logistics system development, and regularly publish a series of high-quality innovative research findings; host entrepreneurial salons, business training, and other activities in the cross-border e-commerce sector.
(VI) Implement Three Major Initiatives.
1. Market Entity Cultivation Project.
Attract major players to expand the market. Intensify investment promotion efforts by conducting various forms of investment promotion activities in Shanghai, Hangzhou, Guangzhou, Shenzhen, and other locations. Actively participate in various cross-border e-commerce trade fairs and development forums to promote the distinctive features of the Dazhou Comprehensive Pilot Zone. Attract cross-border e-commerce platforms, business operators, and service-oriented enterprises to establish headquarters or regional/functional headquarters in Dazhou, and encourage Dazhou-native cross-border e-commerce entrepreneurs from across the country to expand into the Dazhou market.
Supporting Enterprises to Optimize Existing Operations. We will deeply tap into the foreign trade potential of specialized, refined, distinctive, and innovative “Little Giant” enterprises. We will focus on guiding the transformation and upgrading of industries such as phosphorus-sulfur chemicals, basalt fiber, micro-glass fiber new materials, electronics and information technology, light textiles and apparel, and bamboo handicrafts to engage in cross-border e-commerce. We will support eligible cross-border e-commerce enterprises in applying for national high-tech enterprise status, deepening their focus on vertical markets, and pursuing a path of specialized, refined, distinctive, and innovative development. We will actively cultivate local trade-oriented cross-border e-commerce enterprises.
Strengthen support through functional platforms. Leveraging platforms such as innovation and entrepreneurship clubs and maker spaces at Dazhou’s universities, we will increase policy support to encourage and assist college students in launching cross-border e-commerce startups. We will organize industry exchanges to enhance resource integration between cross-border e-commerce service providers and manufacturing enterprises, effectively connecting markets with products, and stimulating the vitality of cross-border e-commerce entities.
2. Industrial Belt Overseas Expansion Project.
Expanding the Energy and Chemical Industry Cluster Overseas. Encourage manufacturers of chemical products such as diammonium phosphate to improve their international marketing and service systems, and expand overseas markets through establishing overseas offices and project cooperation. Encourage the lithium and potassium industries to seize the opportunity presented by Dazhou’s construction of the Wanda-Kai Natural Gas, Lithium, and Potassium Comprehensive Utilization Cluster, vigorously attract export-oriented enterprises, and actively expand into international markets.
New Materials Industrial Cluster Going Global. Leveraging the Sichuan Xuanhan Pugang Economic Development Zone’s Provincial Foreign Trade Transformation and Upgrading Base (New Materials) and the industrial cluster advantages of the nation’s largest ultra-fine glass fiber cotton production base, integrate cross-border e-commerce into the industrial innovation system to promote product diversification, high-end development, and internationalization.
Agricultural Product Processing Industry Belt Goes Global. Support leading enterprises in the sector to build independent websites and establish cross-border export channels. Support products such as “laozao” (fermented rice wine), “white tea,” “Dengying beef,” “olive oil,” and “yellow flowers” by raising product quality standards, improving export-oriented industrial chains, and innovating product development to meet international market demands, helping Dazhou’s delicacies “spread their aroma” overseas.
Expanding the Electronic Information Industry Belt Overseas. Leveraging platforms such as the Provincial Foreign Trade Transformation and Upgrading Base (Electronic Information) in Dazhou High-Tech Zone, the Sichuan-Chongqing Cooperation (Dazhou·Dazhu) Demonstration Park, and the Kaijiang Optoelectronics Industrial Park, we will establish a cross-border e-commerce import-export demonstration base integrating production and sales. We will encourage the development of independent brands for products such as chargers, charging stations, and portable energy storage devices.
Smart Manufacturing Industry Belt Goes Global. Leveraging the competitive advantages of Dazhou’s automotive and motorcycle parts, as well as rubber hoses, insulating materials, smart furniture, and sporting goods, we will support the establishment of vertical platforms and independent websites to build cross-border e-commerce proprietary brands. This will enhance the international influence of these products while improving profit margins and risk resilience for brands expanding overseas.
Expanding the Textile and Apparel Industry Belt Overseas. Relying on the National Foreign Trade Transformation and Upgrading Base (Textiles and Apparel) in Qu County Economic and Technological Development Zone and the Kaijiang Export-Oriented Textile and Apparel Industrial Base, we will build a cross-border e-commerce industrial park integrating apparel design, processing, trading, warehousing and logistics, and e-commerce, guiding apparel enterprises to cultivate their own brands. We will support the extension of the ramie industry chain, continuously develop downstream products, diversify product structures, and expand overseas markets.
3. New Model Cultivation Project.
Foster cross-border live-streaming e-commerce. Increase imports of products such as cosmetics, pet supplies, maternal and infant products, and alcoholic beverages, and support the development of models such as “bonded warehouse live-streaming” and “social e-commerce.” Leveraging well-known cross-border live-streaming and short-video platforms, encourage various entities to conduct cross-border live-streaming and video releases, enabling hosts in different languages to showcase and sell Dazhou’s quality products to the world.
Establish cross-border online-to-offline (O2O) experience stores. Actively pursue business innovations in “bonded zones + physical new retail,” with a focus on opening cross-border e-commerce O2O experience stores in major commercial districts of Tongchuan District, Dazhou District, and other areas. These stores will provide offline product displays and experiences, as well as online ordering and rapid delivery services, to elevate the city’s consumer culture and enhance the vitality of the regional consumer hub.
Cultivate the new cross-border Manufacturer-to-Consumer (M2C) model. Leveraging “digital technology + cross-border e-commerce,” vigorously promote the development of the M2C model to help manufacturing enterprises proactively adapt to the characteristics of fragmented orders. This will enable them to provide personalized, customized, and niche products to overseas consumers, thereby supporting manufacturing enterprises in achieving flexible and digital transformation and upgrading.
(7) Strengthen the Three Key Pillars.
1. Strengthen Talent Development.
Accelerate the aggregation of high-end talent. Through initiatives such as the “Dazhou Talent Program” and the “Dazhou Elite Talent Program,” vigorously recruit high-end, multidisciplinary talent with expertise in international trade, international logistics, e-commerce, and cross-border marketing. Continuously improve the mechanisms for attracting, cultivating, retaining, and utilizing cross-border e-commerce talent, accelerate the aggregation of international high-end talent, and build a cross-border e-commerce talent service ecosystem.
Establish specialized cross-border e-commerce courses. Support higher education institutions, vocational schools, and social training organizations in Dazhou to offer cross-border e-commerce-related majors and courses. Encourage educational institutions to collaborate with entities possessing mature cross-border e-commerce operational experience to jointly cultivate skilled, practical, and service-oriented talent for Dazhou’s cross-border e-commerce industry, and encourage students majoring in cross-border e-commerce to undertake internships and seek employment at local enterprises.
Implement cross-border e-commerce training programs. Conduct training on cross-border e-commerce knowledge and skills to enhance the professional competence of government administrative and service personnel; support the regular organization of cross-border e-commerce training activities for enterprises, and incorporate specialized cross-border e-commerce modules into e-commerce training courses to improve the cross-border e-commerce capabilities of enterprise management personnel. Encourage educational institutions, industry associations, and enterprises to organize various exchange activities to foster greater consensus, and enhance talent quality and innovation capabilities.
2. Innovate Financial Services.
Deepen the pilot program for cross-border e-commerce foreign exchange payment services. Encourage third-party payment institutions to handle cross-border foreign exchange payments and foreign exchange settlement and sales for small and medium-sized cross-border e-commerce enterprises through banks. Based on a comprehensive assessment of business needs and risk control, gradually raise the per-transaction limit for goods trade. Expand the scope of cross-border payment services offered by third-party payment institutions to cover imports, exports, and various forms of cross-border e-commerce transactions.
Innovate foreign exchange management for individual trade. Domestic individuals engaged in cross-border e-commerce may use their personal foreign exchange accounts to settle cross-border e-commerce transactions. When domestic individuals conduct foreign exchange settlement and sales under cross-border e-commerce and provide proof of transaction amounts or electronic transaction records, such transactions will not count toward their annual personal foreign exchange convenience quota.
Develop innovative financial services for cross-border e-commerce. Integrate supply chain finance service modules into the Dazhou Public Service Platform to provide financial services such as settlement, financing, and insurance for cross-border e-commerce. Encourage the development of one-stop cross-border e-commerce supply chain financial services, including order financing, warehouse receipt pledging, and insurance-linked wealth management. Establish data links with customs and tax authorities to launch loan services such as cross-border loans and tax-backed loans.
3. Optimize the logistics system.
Establish international logistics channels for cross-border e-commerce. Accelerate the application process for a Type B Bonded Logistics Center and strive to establish customs-supervised facilities for rail transport. Promote cooperation between Dazhou and the Qingbaijiang railway hub in Chengdu, the Tuanjie Village railway hub in Chongqing, as well as ports such as Xintian Port, Guoyuan Port, Zhoushan Port, and Fangchenggang Port. Share resources such as container space, routes, and platforms to establish a new model of rail-water intermodal transport.Strengthen and improve the Sichuan Eastbound Rail-Water Intermodal Trains, accelerate the launch of the Sichuan Northbound Road-Rail Intermodal Trains, and ensure regular operations of the Western Land-Sea New Channel Dazhou Trains, China-Laos Trains, and China-Europe Trains. This will establish a “four-directional” international corridor system focused on eastward and northward routes, supplemented by southward and westward routes.
Explore models for the joint construction and sharing of overseas warehouses. Support enterprises in establishing overseas warehouses in countries along the “Belt and Road” and in Dazhou’s major export markets, guiding them to build or lease such facilities to leverage the advantages of two-way import-export channels. Explore mechanisms for the joint construction and sharing of overseas warehouses with cities such as Chengdu, Chongqing, and Zhoushan. Relying on Dazhou’s existing overseas warehouses, establish an overseas exhibition and sales center for Dazhou goods.
(8) Promote Four Major Models.
1. Promote the cross-border e-commerce business-to-business (B2B) direct export model (Customs supervision code 9710).
Guide cross-border e-commerce enterprises to use the direct B2B export model for customs clearance, standardize the list-based model, streamline declaration channels, reduce export procedures and formalities for enterprises, lower clearance costs, and expand the scale of direct B2B cross-border e-commerce export business.
2. Promote the cross-border e-commerce overseas warehouse export model (Customs supervision code 9810).
Expand the scale of cross-border e-commerce exports via overseas warehouses, explore more convenient export tax refund supervision services, and accelerate corporate cash flow. Improve the inspection system and simplify the transit procedures for cross-border e-commerce goods.
3. Promote the bonded cross-border e-commerce model (Customs supervision code 1210).
Accelerate the application process for establishing the Dazhou Bonded Logistics Center (Type B), support cooperation with neighboring cities such as Chengdu and Nanchong, launch bonded retail imports for online shopping, and address shortcomings in cross-border e-commerce imports.
4. Promote the cross-border e-commerce trade model (Customs supervision code 9610).
Enhance customs clearance capabilities for cross-border e-commerce mail and commercial express shipments; explore export models such as “9610 + sea-rail intermodal transport” and “9610 + international postal routes” to expand and strengthen cross-border e-commerce retail export operations.
(9) Improve the Six Major Systems.
1. Improve the information sharing system.
Build a shared database of registered enterprises and a product traceability database to achieve “one-time registration, multi-party sharing, and full-process utilization.” Establish an information-sharing mechanism to facilitate mutual recognition and exchange of information among government departments, financial institutions, third-party payment providers, e-commerce enterprises, and logistics companies, thereby providing data and technical support for the “integration of information, capital, and goods flows” in cross-border e-commerce.
2. Improve the tax service system.
Implement national import and export tax policies relevant to cross-border e-commerce comprehensive pilot zones; eligible cross-border e-commerce enterprises may apply for export tax rebates or exemptions in accordance with regulations. Leveraging the public service platform, optimize tax rebate and exemption processing procedures, and promptly implement policies regarding VAT and consumption tax exemptions for cross-border e-commerce retail exports without invoices, as well as the assessed collection of corporate income tax, to reduce costs for exporting enterprises.
3. Improve the smart logistics system.
Leveraging the public service platform and utilizing technologies such as the Internet of Things (IoT), blockchain, and big data, we will gradually establish a public logistics information platform to ensure that all logistics processes are verifiable, measurable, and controllable. We will encourage qualified logistics enterprises to expand their international logistics services, forming a seamless and fully functional cross-border logistics distribution and operational service system.
4. Improve the credit supervision system.
By integrating basic credit data from multiple sources, we will explore the establishment of a “One Database and Three Systems”—comprising a cross-border e-commerce credit database, a credit evaluation system, a credit supervision system, and a credit negative list system—to record and accumulate basic data on cross-border e-commerce enterprises, platform operators, logistics companies, and other comprehensive service providers, thereby establishing a credit-based regulatory framework.
5. Improve the statistical monitoring system.
Establish a statistical monitoring system based on declaration lists and platform data, grounded in a full-sample survey of market entities, and supplemented by cross-border e-commerce platform transaction data, departmental data, and sample surveys. Regularly publish statistical analysis reports to provide decision-making advisory services for government regulation and business operations.
6. Improve the risk prevention and control system.
Based on big data analysis, conduct real-time monitoring, identification, and assessment of risks at key stages of cross-border e-commerce to effectively prevent and control illegal risks associated with money laundering through non-genuine trade, technical risks related to data storage, payment transactions, and cybersecurity, as well as transactional risks concerning product food safety, trade frictions, and the creditworthiness of market entities.
III. Support Measures
(10) Organizational Guarantees. Establish and improve a working mechanism to promote the development of the China (Dazhou) Cross-Border E-Commerce Comprehensive Pilot Zone. A dedicated task force for cross-border e-commerce will be established, with the Dazhou Municipal Bureau of Commerce responsible for its daily operations. Each member unit of the task force shall designate one staff member to participate in the task force’s operations on a regular or ad hoc basis, as required by the development and construction of the pilot zone.
(11) Policy Support. The Dazhou Municipal People’s Government shall introduce special policies and supporting measures to support the development of the cross-border e-commerce industry in the Dazhou Pilot Zone. It shall increase support in areas such as the construction of public service platforms and industrial parks, the operation of key functional zones, the development of overseas warehouses, the establishment of logistics systems, the cultivation of market entities, the promotion of new business formats and models, and talent development, to promote the rapid and healthy development of the cross-border e-commerce industry and strive to become a national demonstration zone for online market regulation and services.Counties (cities, districts) are encouraged to introduce supportive policies to provide assistance for the construction and operational management of cross-border e-commerce parks and projects.
(12) Financial Support. At the municipal level, Dazhou shall coordinate special funds from higher-level authorities and funds for the development of the service industry to support the construction of key preliminary projects in the Dazhou Comprehensive Pilot Zone, investment promotion, as well as subsequent park development, business entity cultivation, and project incubation. The guiding role of policy funds shall be fully leveraged to attract social capital to participate in the construction of the pilot zone’s hardware and software infrastructure and in the financing and incubation of cross-border e-commerce enterprises.
(13) Evaluation and Summary. The Cross-Border E-Commerce Task Force shall strengthen performance evaluation and incentives for cross-border e-commerce work, promptly track and analyze the progress of pilot initiatives, regularly summarize experiences, and conduct comprehensive evaluations to ensure the orderly advancement of pilot projects. It shall promptly publicize the highlights and achievements of the Comprehensive Pilot Zone’s development, foster a strong atmosphere for cross-border e-commerce growth, and enhance the quality and efficiency of the cross-border e-commerce industry.
