Original Title: Measures for Supporting the Development of E-Commerce in the High-Tech Zone (Trial)
Chapter 1
General Provisions
Article 1 These Measures are formulated to accelerate the development of e-commerce, optimize the e-commerce development environment, and further promote the application of e-commerce, in accordance with the actual conditions of our district.
Article 2 Projects supported under these Measures shall meet the following conditions:
(1) The enterprise must possess independent legal person status, with business registration, tax payment, and statistical reporting all conducted within the Mianyang High-Tech Zone; it must be in good operational standing and have no history of illegal business activities.
(2) E-commerce enterprises within the Zone engaged in business activities such as information services, third-party operational services, and online transactions via the Internet; specialized e-commerce service enterprises; enterprises constructing or operating public e-commerce innovation service platforms, e-commerce industrial parks, or incubators; and traditional industrial and commercial service enterprises utilizing the Internet to expand their markets.
Chapter II
Policies for the Transformation of Industrial Enterprises
Article 3 Support shall be provided to industrial enterprises for expanding domestic markets through e-commerce. Industrial enterprises that achieve annual increases in domestic sales exceeding 1 million yuan, 10 million yuan, or 20 million yuan through e-commerce shall be awarded one-time grants of 10,000 yuan, 30,000 yuan, or 50,000 yuan, respectively.
Article 4 Support shall be provided to industrial enterprises that expand into international markets through cross-border e-commerce. Industrial enterprises that achieve annual import and export volumes of 1 million yuan, 10 million yuan, or 20 million yuan through cross-border e-commerce shall receive one-time rewards of 20,000 yuan, 50,000 yuan, or 100,000 yuan, respectively.
Article 5: Support is provided to industrial enterprises conducting e-commerce through third-party e-commerce platforms. Industrial enterprises that conduct domestic
international trade for the first time, and which have signed a service agreement with such a platform and paid the annual service fee, shall receive a one-time reward of up to 50% of the annual service fee paid by the enterprise, with a maximum reward of 30,000 yuan.
Article 6: Support is provided to industrial enterprises that establish their own websites to conduct cross-border e-commerce. Industrial enterprises that establish independent websites to expand into international markets and achieve annual sales exceeding 1 million yuan or 10 million yuan shall receive one-time rewards of 50,000 yuan and 100,000 yuan, respectively.
Chapter III
Domestic E-commerce Policies
Article 7: Industrial enterprises are encouraged to expand and strengthen domestic e-commerce platforms. Support is provided for the development and construction of various types of e-commerce platforms. For e-commerce platforms with annual transaction volumes exceeding 20 million yuan,
a one-time reward of 10% of their platform construction costs, not to exceed 50,000 yuan.
Article 8: Encourage the growth and expansion of domestic e-commerce enterprises. E-commerce enterprises whose annual online sales exceed 1 million yuan, 5 million yuan, or 20 million yuan for the first time shall be granted one-time rewards of 10,000 yuan, 30,000 yuan, or 50,000 yuan, respectively.
Chapter IV
Cross-Border E-Commerce Policies
Article 9: Encourage cross-border e-commerce platforms to grow and strengthen. For enterprise-built cross-border e-commerce sales platforms with annual transaction volumes exceeding 10 million yuan, a one-time reward of 100,000 yuan shall be granted; for cross-border e-commerce enterprises that establish independent websites or web pages with annual sales exceeding 2 million yuan, a one-time reward of 50,000 yuan shall be granted.
Article 10 Support shall be provided to enterprises for overseas promotion. Cross-border e-commerce enterprises and traditional industrial and trade enterprises that conduct overseas promotion using international search engines and new media shall receive a reward equal to 10% of their actual expenses, with the reward amount not exceeding 100,000 yuan.
Article 11: Support for cross-border e-commerce enterprises in expanding into international markets through well-known domestic and international cross-border e-commerce platforms. Cross-border e-commerce enterprises that conduct business activities for the first time through designated well-known domestic or international cross-border e-commerce platforms, have signed a service agreement with such platforms, and have paid the annual service fee shall receive a one-time reward of up to 50% of the annual service fee paid, with the reward amount
shall not exceed 30,000 yuan; enterprises that achieve an annual online transaction volume of 300,000 yuan or more through third-party cross-border e-commerce platforms shall receive a one-time reward of 10,000 yuan.
Article 12: Cross-border e-commerce enterprises are encouraged to actively engage in transparent customs clearance operations. Support is provided to small, medium, and micro enterprises utilizing the Mianyang Cross-border E-commerce Public Service Platform to conduct import and export operations. Small, medium, and micro enterprises that achieve a cumulative total of 100 cross-border e-commerce import and export transactions or a total value of 100,000 yuan through the Mianyang Cross-border E-commerce Public Service Platform shall receive a one-time reward of 10,000 yuan; enterprises that reach a cumulative total of 300 transactions or a total value of 300,000 yuan shall receive a one-time reward of 20,000 yuan.
Article 13: Support the growth and expansion of cross-border e-commerce enterprises. Cross-border e-commerce enterprises whose annual import value exceeds 1 million yuan, 10 million yuan, or 20 million yuan for the first time shall receive a one-time reward of 10,000 yuan, 30,000 yuan, or 50,000 yuan, respectively. Enterprises with an annual import value exceeding 20 million yuan shall receive a reward of 50,000 yuan for every additional 10 million yuan, up to a maximum reward of 500,000 yuan.Cross-border e-commerce enterprises whose annual export value first reaches 1 million yuan, 10 million yuan, or 20 million yuan shall receive a one-time reward of 20,000 yuan, 50,000 yuan, or 100,000 yuan, respectively; for enterprises with an annual export value exceeding 20 million yuan, a reward of 100,000 yuan shall be granted for every additional 10 million yuan, with the total reward not exceeding 1 million yuan.
Article 14: Cross-border e-commerce enterprises that clear customs for exports through the Mianyang Cross-border E-commerce Public Service Platform or designated platforms, and whose actual annual export volume reaches 300,000 yuan, shall receive a subsidy covering 30% of their actual international logistics costs, with the annual subsidy amount not exceeding 300,000 yuan. For transportation costs incurred by customs-supervised vehicles traveling from the Mianyang Cross-border E-commerce Supervision Center to customs clearance ports in Chengdu, logistics enterprises shall be fully reimbursed based on the actual amount incurred.
Article 15: Cross-border e-commerce enterprises that register their own trademarks in the destination country of cross-border exports shall be granted a subsidy covering 80% of the overseas trademark registration fees for that year, with the total annual subsidy per enterprise not exceeding 200,000 yuan.
Chapter V
Supporting Service Policies
Article 16: Support the development and expansion of the Mianyang Cross-Border E-Commerce Public Service Platform. Guide cross-border e-commerce enterprises to achieve import and export volumes of 10 million yuan, 50 million yuan, and 100 million yuan or more through the public service platform; platform operators meeting these thresholds shall be rewarded with 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively.
Article 17: Encourage e-commerce service enterprises to expand their service scale. E-commerce service enterprises that provide platform development, logistics and warehousing, agency operations, online promotion, photography, and other services to e-commerce enterprises, and whose annual service revenue exceeds 4 million yuan, shall receive a one-time reward of 50,000 yuan.
Chapter 6
Innovation, Entrepreneurship, and Talent Policies
Article 18: For e-commerce enterprises incubated by the High-Tech Zone’s e-commerce incubators that achieve annual online sales revenue of 300,000 yuan or more, a one-time reward of 2,000 yuan per enterprise shall be granted to both the incubated enterprise and the incubator.
Article 19: Cross-border e-commerce enterprises incubated by the High-Tech Zone’s e-commerce incubators that achieve sales exceeding 300,000 yuan shall be eligible for a one-time reward of 3,000 yuan per enterprise, which shall be distributed to the cross-border e-commerce incubator.
Article 20: High-level cross-border e-commerce talent settling in the High-Tech Zone may apply to reside in talent apartments and enjoy relevant talent policies of Mianyang and the High-Tech Zone; cross-border e-commerce talent who have obtained a diploma in a cross-border e-commerce-related major from a university or vocational college, a continuing education certification, or professional certification from relevant institutions and mainstream cross-border e-commerce platforms such as Alibaba International and eBay, and who have worked for at least one year (as evidenced by social insurance records) at a cross-border e-commerce-related enterprise in the High-Tech Zone, shall receive an annual individual reward of 2,000 yuan.
Article 21: Support is provided to e-commerce and cross-border e-commerce service organizations for organizing industry exchanges, lectures, forums, exhibitions, trade fairs, and training activities. Subsidies will be granted based on the specific circumstances and outcomes of such activities, with an annual subsidy cap of no more than 200,000 yuan.
Chapter 7
Rent Subsidies
Article 22: For e-commerce and e-commerce service enterprises newly established in the High-Tech Zone E-commerce Industrial Park, rent subsidies will be provided based on the sales (service) revenue generated per square meter of actual floor space used.The subsidy standards are as follows: if sales (service) revenue reaches 10,000 yuan per square meter in the first year, 20,000 yuan per square meter in the second year, and 30,000 yuan per square meter in the third year, a full rent subsidy shall be granted; if sales (service) revenue falls between 15,000 and 20,000 yuan per square meter in the second year and between 25,000 and 30,000 yuan per square meter in the third year, a 50% rent subsidy shall be granted.
Article 23: For e-commerce incubators where the total sales (service) revenue of incubated enterprises reaches 10,000 yuan per square meter, at least 15 new enterprises are incubated annually, and all specialized functions are fulfilled, a full rent subsidy shall be provided based on the actual floor area used.
Article 24: Cross-border e-commerce public service platform enterprises that fulfill the specialized functions of public services and comprehensive services shall be granted a full rent subsidy based on their actual floor area.
Chapter 8
Supplementary Provisions
Article 25: For well-known domestic and international e-commerce and cross-border e-commerce enterprises settling in the High-Tech Zone, support policies shall be provided on a case-by-case basis.
Article 26. The district-level government shall establish an annual “E-commerce Development Special Fund” of 10 million yuan, allocated from the district fiscal budget and jointly managed by the District Economic Development Bureau and the District Finance and Financial Affairs Bureau in accordance with their respective responsibilities.
Article 27. Enterprises that engage in dishonest conduct during the current year shall not be eligible for the benefits of this policy.
Article 28. These Trial Measures shall take effect from the date of issuance. In the event of adjustments or changes to laws, regulations, or relevant policies, such provisions shall prevail; furthermore, these Measures may be evaluated and revised in accordance with the law based on implementation circumstances.
