These policy measures are formulated to thoroughly implement the spirit of the Fifth and Sixth Plenary Sessions of the Seventh Municipal Party Committee, in accordance with the overall requirements for high-quality development in Mianyang and the strategic deployment to accelerate the development of modern service industries, and based on the requirements of the “Opinions of the CPC Mianyang Municipal Committee and the Mianyang Municipal People’s Government on Accelerating the Development of the Service Industry and Building a Strong City for Modern Service Industries in the West” (Mianwei Fa [2019] No. 6).
I. Basic Principles
Centered on the goals of taking the lead in establishing a provincial economic sub-center and building a strong city for modern services in the western region, this policy is guided by innovation-driven development to foster the emergence of new service formats and optimize the structure of the service sector; it takes transformation and upgrading as its main focus to enhance the quality of services and promote the transition of traditional services to modern services; and it prioritizes integrated development to drive two-way integration and coordinated development between the service sector and the industrial and agricultural sectors.Areas of Support: Key service industries such as modern logistics, e-commerce, and exhibitions; transformation and upgrading of the commerce and distribution sector.
Key Areas of Support: Attracting and constructing major projects; developing industrial clusters; building distinctive commercial streets (business districts); attracting key enterprises; expanding and strengthening their operations; helping them meet statistical reporting criteria; expanding market reach; and establishing brands and setting industry standards; as well as fostering headquarters economy, nighttime economy, and flagship store economy.
Support Methods: Through financial support and fiscal subsidies, provide preliminary guidance and support, mid-term encouragement for development, and post-project performance-based rewards (or subsidies) to entities in other for-profit service industries (included in statistical reporting) and the commerce and distribution sector.
Scope of Support: Legal entities, above-scale individual traders, and industry organizations registered in Mianyang.
II. Developing and Strengthening Market Entities
(1) Support for Major Project Construction.For new construction projects (with self-owned property constituting no less than 30%) and renovation/upgrade projects that meet the city’s service industry development plan requirements and have actual investment amounts (excluding land costs and real estate projects) of 100 million yuan, 200 million yuan, 500 million yuan, or more, and 10 million yuan, 50 million yuan, 100 million yuan, or more, respectively, upon commencement of operations as scheduled, new construction projects will be granted loan interest subsidies of up to 200,000 yuan, 400,000 yuan, and 600,000 yuan, respectively.while renovation and upgrading projects will receive loan interest subsidies of up to 150,000 yuan, 300,000 yuan, and 500,000 yuan, respectively. For major projects with exceptionally large investment scales and particularly strong leading and driving effects, support will be provided on a case-by-case basis.
(2) Supporting enterprises to grow and strengthen. For large-scale service enterprises (included in statistical reporting) with annual operating revenues of 10 million yuan to 50 million yuan (exclusive), 50 million yuan to 100 million yuan (exclusive), and 100 million yuan or more, those with an annual growth rate exceeding 35% will be granted rewards of up to 50,000 yuan, 100,000 yuan, and 200,000 yuan, respectively;and for those with an annual growth rate exceeding 50%, rewards of up to 100,000 yuan, 200,000 yuan, and 400,000 yuan, respectively.For wholesale enterprises with annual sales revenue of 100 million yuan to 500 million yuan (exclusive), 500 million yuan to 1 billion yuan (exclusive), and 1 billion yuan or more; retail enterprises (including the retail operations of wholesale enterprises) with annual sales revenue of 20 million yuan to 100 million yuan (exclusive), 100 million yuan to 200 million yuan (exclusive), and 200 million yuan or more;and for accommodation and catering enterprises with annual operating revenue of 5 million to 10 million yuan (exclusive), 10 million to 20 million yuan (exclusive), and 20 million yuan or more, as well as large-scale commerce and trade enterprises in the retail sector (including the retail operations of wholesale enterprises) with annual sales revenue of 20 million to 100 million yuan (exclusive), 100 million to 200 million yuan (exclusive), and 200 million yuan or more, if the annual growth rate exceeds 20%, rewards of up to 40,000 yuan, 60,000 yuan, and 80,000 yuan will be granted, respectively;For those with an annual growth rate exceeding 30%, rewards of up to 60,000 yuan, 90,000 yuan, and 120,000 yuan will be granted, respectively.
(3) Support for enterprises to meet the criteria for inclusion in the statistical database. For newly added service enterprises above designated size (included in accounting) and above-designated-size commerce and circulation enterprises that have been in the database for more than one year, rewards of up to 30,000 yuan and 20,000 yuan, respectively, will be granted.For "individual-to-enterprise" conversions newly added to the statistical database, service enterprises meeting the scale criteria (included in accounting) and enterprises meeting the threshold criteria will be awarded up to 30,000 yuan and 20,000 yuan, respectively. Additionally, these "individual-to-enterprise" enterprises will receive an annual subsidy of 10,000 yuan per enterprise for financial agency services during a three-year transition period.Subsidies will be provided to statistical staff of large-scale service enterprises (included in accounting) and above-scale enterprises (including individual businesses). Provided that statistical data is reported in a timely and accurate manner, enterprises will receive a monthly subsidy of 400 yuan per entity, and individual businesses will receive 200 yuan per entity.
(4) Support for Enterprise Chain Operations. For local service enterprises above designated size (included in statistical reporting) and commercial and trade enterprises above a certain scale, those that expand across regions through direct-operated chains while maintaining settlement at their Mianyang headquarters will be granted rewards of up to 100,000 yuan, 200,000 yuan, and 300,000 yuan, respectively, when their main business revenue outside the city first exceeds 30 million yuan, 50 million yuan, and 100 million yuan.Chain enterprises based outside the city are encouraged to register independent legal entities in Mianyang. Those successfully classified as large-scale service enterprises (included in statistical reporting) or large-scale commerce and trade enterprises will receive a reward of up to 200,000 yuan. For the establishment of chain enterprises making particularly significant contributions, support will be provided on a case-by-case basis. The integration of smart, branded convenience store chains into the city’s public service infrastructure system is encouraged.
III. Enhancing and Strengthening Mianyang’s Service Industry Brands
(5) Encouraging Enterprises to Establish Brands and Set Standards. Enterprises newly awarded national-level or provincial-level honors such as the China Quality Award or the Provincial Government Quality Award will receive a reward of up to 300,000 yuan or 200,000 yuan, respectively. Enterprises newly listed in the China Top 500 Service Enterprises will receive a reward of up to 500,000 yuan.Enterprises newly included in the key enterprises or key brands of Sichuan Province’s “300 Project” in the service sector will be awarded up to 100,000 yuan. Support will be provided to enterprises that take the lead in formulating or revising international, national, and industry standards for the service sector, with awards of up to 300,000 yuan, 200,000 yuan, and 100,000 yuan, respectively.
(6) Expand the supply of high-quality “Made in Mianyang” products.For commercial and distribution enterprises above the designated size included in statistical surveys that sign contracts with local industrial enterprises, leading agricultural industrialization enterprises, or rural specialized cooperative organizations to set up dedicated sales counters for “Made in Mianyang” products or “Mianyang Targeted Poverty Alleviation” products, and achieve annual sales exceeding 10 million yuan (for industrial products) or 5 million yuan (for agricultural products), a reward of no more than 1% or 3% of the amount exceeding the threshold will be granted, respectively, with a maximum of 300,000 yuan per enterprise.Support efforts to expand the variety, improve the quality, and build brands for Mianyang’s competitive industrial consumer goods and distinctive agricultural by-products. Encourage Mianyang export enterprises to develop their own brands and expand the sales network for “Made in Mianyang” products both within and outside the province. Provide selective support for the “Four Entries” campaign—which involves introducing the city’s poverty alleviation products and high-quality, distinctive, and innovative products into supermarkets, commercial districts, markets, and catering establishments outside the city—as well as for Mianyang enterprises participating in the various stops of the “Sichuan Goods Tour Across China” organized by the provincial government.
IV. Promoting High-Quality Development of Key Industries
(7) Promote the Rapid Development of the Logistics Industry. Key logistics parks, logistics centers, distribution centers, and logistics projects included in municipal construction plans shall be prioritized for inclusion in the annual construction land supply plan, with land provided in accordance with the principle of “expedited approval and priority land allocation.” Production-oriented logistics parks established within industrial parks and modern agricultural parks shall be eligible for industrial land pricing.Logistics enterprises receiving a national 5A, 4A, 3A, or 2A rating for the first time will be granted one-time rewards of up to 300,000 yuan, 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively. Enterprises investing in the construction of new regional express or freight distribution centers in Mianyang with a daily processing capacity of 100,000 parcels will receive a one-time subsidy of up to 1 million yuan; those with a daily processing capacity of 50,000 parcels will receive a one-time subsidy of up to 500,000 yuan.Logistics enterprises that invest in the construction of new logistics warehousing and transshipment centers in Mianyang City will receive a one-time subsidy of up to 500,000 yuan if the total warehousing area reaches 20,000 square meters or more, and a one-time subsidy of up to 1 million yuan if the total warehousing area reaches 50,000 square meters or more.Logistics enterprises established in our city as independent legal entities through wholly-owned or joint ventures that commit to generating tax revenue of 3 million yuan or more in their first year of operation may have their support measures handled on a case-by-case basis.
(8) Promoting the Integrated Development of E-commerce. For self-operated e-commerce platforms, rewards of up to 100,000 yuan, 200,000 yuan, and 300,000 yuan will be granted when annual transaction volumes first exceed 20 million yuan, 50 million yuan, and 100 million yuan, respectively.For e-commerce enterprises operating online stores on third-party platforms, those achieving annual online sales revenue of Mianyang agricultural specialty products exceeding 5 million yuan, 10 million yuan, and 30 million yuan will be awarded up to 50,000 yuan, 100,000 yuan, and 150,000 yuan, respectively; those achieving annual online sales revenue of Mianyang industrial manufactured goods exceeding 20 million yuan, 50 million yuan, and 100 million yuan will be awarded up to 100,000 yuan, 200,000 yuan, and 300,000 yuan, respectively.Support the development of e-commerce industrial parks and provide support for public e-commerce services such as e-commerce brand cultivation, industry statistics, talent training, business incubation, and business matching and promotion.
(9) Promote the rapid development of the exhibition and convention industry. For well-known domestic and international exhibition and convention organizations that establish independent legal entities in our city, have been in operation for at least two years, and meet the criteria for large-scale service enterprises, a reward of up to 200,000 yuan will be granted.We encourage existing local exhibition enterprises to collaborate with renowned domestic and international exhibition companies. Priority support will be provided to national or regional specialized exhibitions held in our city that are large-scale, highly profitable, and have a strong catalytic effect, as well as to specialized exhibition projects designated by the municipal government as key support initiatives. For major exhibitions, forums, and conferences held in our city that are national, international, or specialized in nature and play a significant role in promoting industrial development, opening up to the outside world, and marketing the city, support will be provided on a case-by-case basis.
(10) Promote the transformation and upgrading of the commerce and service industries. We encourage the conversion of traditional department stores, large sports venues, and old industrial sites facing operational difficulties into multifunctional, comprehensive new consumption venues such as commercial complexes, consumer experience centers, and fitness, leisure, and entertainment centers. Based on specific investment circumstances, a subsidy of 10% of the investment amount will be provided, with a maximum of 1 million yuan.Support the renovation and upgrading of large wholesale markets and specialty markets, and encourage the relocation of outdated commodity markets from the central urban area. A subsidy of 10% of the investment amount will be provided based on specific investment circumstances, with a maximum of 1 million yuan. Support the construction of new boutique and specialty business hotels; those newly rated as 5A, 4A, or 3A hotels and included in the accounting of large-scale accommodation and catering enterprises will be awarded up to 200,000 yuan, 100,000 yuan, and 50,000 yuan, respectively.
V. Boosting Commercial Consumption Vitality
(11) Developing New Business Formats and Models. Encourage the development of “smart pharmacies,” “smart stores,” and “smart districts” to promote online-offline interaction and the coordinated development of commerce, tourism, culture, and sports; encourage the development of new business formats such as online supermarkets, online marketplaces, and unmanned stores to meet new consumption demands such as the “stay-at-home economy” and “cloud living.”We encourage the establishment of regional e-commerce live-streaming traffic hubs and regional e-commerce live-streaming bases for specialty industries. We also encourage eligible regions and enterprises to build new consumer experience centers that integrate online and offline operations, thereby promoting the application of new business formats, models, and scenarios. We encourage the development of direct sales centers for imported products. Direct sales centers for imported products that achieve annual sales of 50 million yuan, 100 million yuan, or 200 million yuan for the first time will be granted rewards of up to 50,000 yuan, 80,000 yuan, and 100,000 yuan, respectively.
(12) Deepen the implementation of consumption promotion activities. Support the hosting of distinctive events such as food festivals, New Year’s shopping festivals, home appliance fairs, and home furnishing expos to foster a consumption atmosphere where “there is an event every day” and “a festival every month.” For consumption festivals and events approved by the municipal government, provide organizers or hosts with subsidies of up to 50% of the actual investment, with a maximum of 200,000 yuan per event.
(13) Vigorously develop the night economy. Support the organization of night economy-themed activities such as “night markets, night dining, night shopping, and night tours.” Based on factors including direct annual funding, the number of events held, the attractiveness of the activities, and their contribution to the regional economy, provide financial subsidies of 100,000 to 300,000 yuan to event operators and managers. Encourage major commercial districts and specialty shopping streets to integrate closely with culture, tourism, and leisure sectors by establishing late-night business zones,“late-night eateries,” and late-night performance zones to create nighttime consumption scenarios and clusters. For those designated as “Municipal-Level Characteristic Night Markets,” if the investment amount (excluding land acquisition, demolition, and building construction costs; the same applies below) is 10 million yuan or more, a subsidy of up to 1 million yuan will be provided to the investment entity or daily operational management entity;For projects with an investment of less than 10 million yuan, a subsidy of up to 500,000 yuan will be provided to the investment entity or the daily operations and management entity.Support chain enterprises in opening 24-hour convenience stores and 24-hour bookstores, and support large merchants in extending their operating hours. Encourage the launch of diverse nighttime promotional campaigns and increase discounts and price reductions for nighttime consumption. Businesses designated as “Annual Night Economy Demonstration Sites” will receive an annual subsidy of up to 100,000 yuan per enterprise.
(14) Unlock the potential of automobile consumption. Support the organization of automobile consumption promotion events such as automobile culture festivals and public car purchase festivals, and actively promote the development of related industries such as automobile racing. Based on the event’s influence and transaction volume, provide event organizers with a subsidy of up to 100,000 yuan. Support automobile distribution enterprises in expanding and strengthening their operations; for those included in the statistics of large-scale wholesale and retail enterprises, provide a reward of up to 200,000 yuan per enterprise based on annual sales revenue and growth rate.Support will be provided for the scrapping and replacement of old vehicles, the promotion of new energy vehicles, the innovation of automobile sales channels, used car transactions, and automobile consumer credit.
(15) Establish marketing platforms for branded goods. Support the introduction of well-known domestic and international brands. Support the opening of first-of-their-kind stores, flagship stores, concept stores, custom stores, and experience stores. Support the launch of new products at trade fairs, in shopping malls, and in commercial districts.
(16) Accelerate the development of the rural circulation system. Accelerate the construction of agricultural product origin market systems; implement the “Internet Plus” initiative to facilitate the movement of agricultural products from rural areas to urban markets; accelerate the development of agricultural product cold-chain logistics; improve the agricultural product circulation system; increase support for the construction of integrated distribution facilities for agricultural product sorting, processing, packaging, and pre-cooling; and strengthen the construction of modern circulation infrastructure in production bases within areas with distinctive agricultural product advantages.Expand online and offline sales channels for green and eco-friendly products, enrich the supply in urban and rural markets, and boost consumption of fresh agricultural products. Eligible projects will be selected for subsidies of up to 300,000 yuan.
VI. Promoting the Development of Industrial Clusters and Agglomerations
(17) Establish Service Industry Clusters. For newly approved national or provincial service industry clusters that complete construction on schedule and pass acceptance inspections, relevant counties, districts, cities, or industrial parks, as well as their daily management and operational bodies, will receive rewards of up to 300,000 yuan and 200,000 yuan, respectively. Existing service industry clusters are encouraged to accelerate institutional, technological, and business model innovation, as well as standard-setting initiatives, to enhance their development momentum and vitality; those demonstrating significant results will receive appropriate support.
(18) Vigorously Develop Headquarters Economy. For newly introduced service enterprises that register within the city, possess independent legal person status, have a registered capital of 10 million yuan or more, and contributed over 2 million yuan to municipal fiscal revenue in the year prior to the application year—including regional headquarters, procurement centers, R&D centers, and regional distribution centers—a reward of up to 10% of their contribution to municipal fiscal revenue will be granted, with a maximum reward amount of 2 million yuan.For major initiatives such as the establishment of headquarters by enterprises listed in the Top 500 Chinese Service Enterprises, support will be provided on a case-by-case basis.
(19) Develop comprehensive commercial districts and distinctive commercial streets. Support new construction and renovation projects for infrastructure, transportation facilities, information platforms, and integrity systems in commercial functional zones (commercial districts) and distinctive commercial streets (including pedestrian streets) to enhance the quality and digital management and service levels;For newly designated or developed national, provincial, or municipal-level commercial functional zones (business districts) and distinctive commercial districts (including pedestrian streets) that pass the relevant certification and acceptance inspections, investment entities or daily operational management entities will be granted incentives of up to 5 million yuan, 3 million yuan, and 2 million yuan, respectively. Provided public safety requirements are met, support will be provided to eligible commercial districts, such as pedestrian streets, to conduct outdoor marketing activities, fostering a standardized, orderly, and vibrant commercial atmosphere.
(20) Encourage unified settlement.Commercial complexes, specialized markets (including used car, building materials, home furnishings and renovation, and agricultural markets), specialty commercial streets, and specialty towns are encouraged to adopt a joint operation model, jointly establishing independently accounted legal entities under unified management. For those included in the statistics for large-scale service industries or large-scale commerce and trade, starting from the year following their inclusion in the statistics, management companies will receive an annual reward of up to 3‰ of their main business revenue for three consecutive years, with a maximum of 1 million yuan per year.
(21) Build service industry platforms. Rewards will be granted for the establishment of municipal-level public service platforms in areas such as service outsourcing, SME financing, specialized talent training, domestic services, commerce and trade, logistics, “Internet+Community,” and “Internet+Resource Recycling,” provided they achieve significant economic and social benefits. The total reward amount shall not exceed 20–30% of the actual investment during the platform’s construction period, with a maximum of 200,000 yuan.
(22) Encourage the construction of comprehensive community living service facilities. Optimize the spatial layout of distribution facilities and vigorously develop branded convenience store chains. Encourage branded convenience store chains to innovate business models and operational formats, and support the establishment and renovation of traditional stores into branded convenience stores that serve as leading examples. Support the “Quality Improvement and Expansion of the Housekeeping Services Industry” initiative.Enterprises are encouraged to enter communities to centrally provide paid services such as care, cleaning, and cooking for pregnant women, infants, the elderly, patients, and people with disabilities. For enterprises in the service sector above a certain scale (included in statistical calculations) that carry out the above businesses, rewards of up to 300,000 yuan will be granted on a merit-based selection.
VII. Strengthening Support for Key Resources
(23) Prioritize Land Allocation. Based on compliance with all levels and types of territorial spatial planning, and adhering to the principles of land conservation and intensive use, ensure reasonable land requirements for major projects are met. For land designated for “retreating from secondary industries to tertiary industries” and old urban area renovations within urban districts, coordinate land layout in accordance with relevant standards and planning requirements.
(24) Expand Financing Support. Broaden enterprises’ financing channels. Innovate financial service products to support enterprises in obtaining secured loans using trademarks, intellectual property, inventory, equity, and other assets as collateral. Support eligible enterprises in raising funds through multi-tiered capital markets, and fully utilize national and provincial incentive policies for direct financing. Actively promote “bank-government-enterprise” cooperation by establishing platforms between enterprises and banking institutions to reduce intermediary steps in financing and lower financing costs.Encourage financial institutions to innovate consumer credit products and services, providing credit support for residents purchasing green and smart products such as new energy vehicles, green and smart home appliances, smart home devices, and water-saving fixtures; increase the issuance of auto loans; and strengthen financial support for new consumption sectors. Explore the use of internet and other technological means to conduct remote customer authorization, enabling online application, approval, and disbursement of consumer loans. Determine reasonable loan interest rates based on factors such as the customer’s credit rating, through risk-based pricing and floating interest rate rules.
(25) Strengthen Talent Support. Increase efforts to attract, cultivate, and incentivize talent, and expand the ranks of business management, professional technical, and skilled personnel. Implement the support measures for high-level talent and teams in the service sector under the “Science and Technology City Talent Plan” and the “Mianzhou Talent Cultivation Plan.” Accelerate the improvement of talent incentive and protection mechanisms, and provide rewards to outstanding individuals or leadership teams in service enterprises who have made significant contributions; those who meet the criteria shall be included in the scope of the “Mianzhou Talent Card” services.Increase support for technical and skilled personnel who possess exceptional technical skills and enjoy high industry influence and recognition.
VIII. Optimizing the Business Environment
(26) Accelerate reforms in the service sector. Relax market access restrictions and, in accordance with the principle that “what is not prohibited is permitted,” guide and encourage private and foreign capital to enter the service sector. Actively attract foreign-invested enterprises to participate in modern service industries such as finance, insurance, securities, and financial leasing through various forms.Deepen the “streamlining administration, delegating power, and improving government services” reform by simplifying procedures, optimizing workflows, and reducing the time required to establish a business. Actively implement the registered capital subscription system and the annual report disclosure system for enterprises; explore piloting “single license for multiple locations” and cluster registration for eligible service sector enterprises; fully implement electronic registration throughout the entire enterprise registration process; launch “government-bank cooperation” enterprise registration services; and vigorously advance reforms such as “multiple certificates into one” and simplified enterprise deregistration.
(27) Implement tax and fee preferential policies. Fully implement all tax and fee preferential policies issued by the central and provincial governments to support the development of the service and commerce and trade sectors, further reducing the tax burden on enterprises.In accordance with the spirit of the “State Council Notice on Matters Related to Tax and Other Preferential Policies” (Guo Fa [2015] No. 25) and the “Notice of the General Office of the Sichuan Provincial People’s Government on Strengthening and Improving Investment Promotion Work” (Chuan Ban Fa [2015] No. 31), relevant preferential policies may be implemented as agreed for projects that have been legally contracted and fulfill the terms of the contract.
(28) Optimize the market circulation environment. Strengthen the construction of the consumer credit system and accelerate the development of a traceability system for key products covering both online and offline channels. Strictly crack down on illegal activities such as the sale of infringing and counterfeit goods and the publication of false advertisements in both online and offline markets. Intensify market regulation efforts in rural areas and urban-rural fringe zones, particularly for consumer goods such as food, pharmaceuticals, auto parts, and small household appliances. Actively encourage enterprises to implement a no-reason return policy.
(29) Encourage the development of social organizations. Encourage the establishment of relevant industry associations. Support associations in sectors such as home services, catering, accommodation, exhibitions, laundry and dry cleaning, beauty and hairdressing, portrait photography, home appliance repair, and automotive services in organizing activities including skills competitions, education and training, brand development, standard formulation, and credit system construction. Provide subsidies on a competitive basis to those that make significant contributions to the social economy and demonstrate strong exemplary and leading roles.
(30) Support education and training activities. Actively guide universities and vocational colleges to add in-demand majors such as home services, beauty and hairdressing, portrait photography, and home appliance repair, and expand enrollment. Support universities, vocational colleges, research institutes, and qualified enterprises in strengthening cooperation; vigorously promote the new enterprise apprenticeship training model; establish internship and practical training bases; and encourage the establishment of service talent training bases.
IX. Supplementary Provisions
A municipal-level development guidance special fund shall be established; all counties, districts, cities, and industrial parks shall provide appropriate matching funds and introduce corresponding policies.
This policy follows the principle of the highest limit; where a single matter involves multiple subsidy or support policies, the highest amount shall be applied without duplication. Data regarding enterprise operating conditions shall be based on statistics recognized by the national statistical platform and must be supported by complete statistical records and documentation. Enterprises that have experienced major liability accidents such as work safety, food safety, or environmental pollution incidents, or significant mass incidents in the current year, or that have been listed on any level of credit blacklist and have not rectified their status, shall not be eligible for this policy.
Where relevant policies previously issued at the municipal level conflict with this policy, this policy shall prevail.
This policy shall take effect from the date of issuance and remain valid for three years. During this period, should relevant policy provisions be adjusted by national authorities, the provisions of the adjusted national policies shall prevail.
